The Ambassador told reporters that all issues in the CSTO will be solved through consensus.

“All issues in the CSTO must be solved through consensus. I have no doubt on this as all countries are interested that the organization will work and have the contribution on ensuring general security as expected from this structure”, the Russian Ambassador said.

He didn’t comment on the question who will continue holding the position of the CSTO Secretary General. “Let the leaders of our countries decide this issue. The eavesdroppers were very well prepared and, unfortunately, left no traces. Arthur Vanetsyan

The wiretapping of the telephone conversation of RA NSS director Artur Vanetsyan and SIS chief Sasun Khachatryan is from Armenia. Such a claim was made by the head of the NSS, Artur Vanetsyan, in a conversation with journalists, but he refused to name names.

“At the moment, I cannot give specific names, reveal the scope. Without saying it, it is clear to everyone where the frame is from,” said Vanetsyan. The latter said that the circles were from Armenia, but refused to answer the question whether it was about the former government or not.

“Let’s not go too far, let me just say something to end this topic. The National Security Service carries out operational work. In carrying out operational work, the National Security Service cooperates with various people whose work is not visible, but believe me, their work is invaluable. Information is obtained from these people in an operational manner. Information is received, but, unfortunately, it is not possible to document this information, that is, to have clear data that you can provide to the investigative body,” he said.

The director of the RA NSS also said that the people who did the case knew from the beginning that the NSS and the entire legal system would spare no effort to uncover the case. “They were very well prepared and, unfortunately, they did not leave any traces with which we can bring charges,” Vanetsyan added.

To the question: is it possible that one day they will find these people and punish them, Artur Vanetsyan answered:

“You know, time will put everything in its place, time will tell. At the moment, I don’t know if we will be able to document and prosecute those people, I’ll just say one thing. “Honestly, it just probably didn’t occur to anyone that they could take such a step and eavesdrop on the director of the country’s national security service and the head of the Special Investigation Service, and make those conversations public,” he said.

Artur Vanetsyan said that the recording of the telephone conversation between him and the CSI chief was posted on the Internet since September 6, but became available to the general public on September 11. “The reason for this is that in order to spread the information and not leave traces, they had to act very carefully, because if we could fix the source, it is clear that we would be able to destroy the coil,” said the director of the NSS.

YEREVAN, NOVEMBER 28, ARMENPRESS. Speaker of the Parliament of Armenia Ara Babloyan issued a statement over certain developments being registered during the ongoing campaign of the early parliamentary elections, the Parliament told Armenpress.

Speaker Babloyan says nearly 30-year history of the Republic of Armenia has proved that there are values which  are not subject to any speculation, abuse or bargaining, as well as these values cannot be lowered to the level of personal or political pre-election interests. And Artsakh has its unique place in these values. Ara Babloyan called on all to unite over a unified position on the Artsakh issue.

The Speaker’s statement says:

“Dear colleagues, dear friends, I could not remain indifferent towards certain developments being noticed during the pre-election campaign. These developments forced me to once again apply to you with the right of a senior friend.

Nearly 30-year history of the Republic of Armenia has proved that there are values which are not subject to any speculation, abuse or bargaining, as well as these values cannot be lowered to the level of personal or political pre-election interests. And Artsakh has its unique place in these values. Just two years ago, in April, we all once again affirmed and were convinced that the security of Artsakh and the right of our compatriots living in Artsakh to self-determination are under our care. Each of us showed that he/she stands with Artsakh and its resident, proved that all our strength is directed for the defense of Artsakh and its resident.

There must be no blacks, reds, whites or greens among us regarding the Artsakh issue. Let the divisions of political colors, if we cannot refuse from them, spread exclusively on the political fight, but Artsakh and Armenia have just one single color, and that is the Armenian flag. Moreover, what I say equally refers to all political forces.

Dear friends, the flag is common like the security of Artsakh and Armenia, as well as their future. Therefore, I urge you to unite across one single position over the Artsakh issue and to agree to completely remove the topic of Artsakh or the name Artsakh from the pre-election speeches and debates.

I apply to my Artsakh brothers and sisters,

Please refrain from commenting on some statements during these days, which, most probably, are a result of incorrect formulations of thoughts. As I said, the security and prosperous future of Artsakh and the Republic of Armenia are our common goal”.

Armenia not to save state budget means for proper expertise of Amulsar mine: Acting PM

We have clearly stated that the exploitation of Amulsar will be acceptable for us only after having clear professional guarantees that the mine exploitation does not harm Lake Sevan, My Step bloc leader, acting PM Nikol Pashinyan said at the campaign today in Gavar, referring to the situation over Amulsar.

“A criminal case has been filed. A leading international organization will be involved as an expert. The expertise will be conducted on the highest professional level. Armenia will not save money from state budget for carrying out this expertise. After we get convinced that Amulsar is no threat to Lake Sevan and Jermuk water reservoir the exploitation of the mine will be acceptable for us,” Pashinyan said, adding that they cannot carry out this project with closed eyes until they are convinced that it does not strategically harm Armenia.

Ara Papian: Transitional parliament should be formed

“I supported and support the revolution. Moreover, I was one of the revolutionaries. After all, the revolution did not ‘fall from the air.’ Thousands of people have been working in that direction for decades. That’s how we were all happy. But when the revolution or the change of power took place, unfortunately, that all began to move,” says political analyst Ara Papian, referring to the accusations that in recent opinions and online records often make critical remarks to Prime Minister Nikol Pashinyan.

According to Ara Papian, no one expected the economic miracle to take place within 7 months, but they were expecting a number of legislative changes to be made. The latter underlines that especially if there is a rating system, we will have a parliament which will be less political, as the large number of apolitical persons in this election is more likely in the parliament.

Armenian Republicans to fail as opposition, just as they failed as ruling party

ARKA, Armenia
Nov 13 2018

YEREVAN, November 13. /ARKA/. The Republican Party of Armenia will fail as opposition, just as it failed as ruling party, Tigran Avinyan, acting deputy prime minister of Armenia, told journalists on Tuesday.

Commenting on the Armenian Republicans’ statement that their party intends to become a constructive opposition, he said that the party has already shown “its merits” while ruling the country.

Avinyan said he sees no difference between the Republican Party of Armenia and other political forces.

He also told journalists that he will race in the early parliamentary elections on the rating system in the second electoral constituency.

All the members of our team will be race on the rating system as well.

Avinyan said he sees no any serious rival to the My Step bloc – (its list is topped by Acting Prime Minister Nikol Pashinyan).

In his words, there are various persons in the list and there are many who enjoy respect in the society.

They are political and public activists as well as specialists in various areas.

On April 23, Serzh Sargsyan resigned as prime minister after one month and one week in office amid widespread disaffection for him and his party.

On May 8, Nikol Pashinyan was elected as prime minister.

However, to dismiss the parliament Nikol Pashinyan had to resign and the parliament had to fail to elect him two times. Pashinyan resigned on October 16.

The National Assembly failed to elect him two times and after that the parliament was dismissed and the snap parliamentary elections were scheduled for December 9. -0—

ANCC Statement on Remembrance Day 2018

OTTAWA – Today, on Remembrance
Day and on the centennial of the Armistice, we pause and solemnly remember and
honour the lives of the brave Canadian men and women who sacrificed their lives
for the sake of our freedoms, dignity and shared values of justice and democracy.

Armenians who
survived the Genocide and deportations from their ancestral lands early in the
20th century spread around the world in search of freedom and dignity. The
sons and daughters of those who landed in Canada have proudly served Canada in
every foreign mission dating from the First World War through Afghanistan and
the present day.

Learning from the
lessons of our own history, Armenian Canadians also have a moral obligation to
remember and to pay tribute to the many unknown victims of war, of war crimes
and of crimes against humanity. They, too, are amongst those brave men and
women who have sacrificed their lives for our wellbeing today.

On behalf of the
Armenian-Canadian community, The Armenian National Committee of Canada would
like to thank the Canadian Government and its armed forces for the security and
safety they bring to our community and our country from coast to coast. We
remember and are grateful for the ultimate sacrifices of all those who have
fallen on and off the battlefields to protect our welfare.

This year, on the
103rd anniversary of the Armenian Genocide, we also remember and thank the
Canadian civilians and missionaries who supported and saved Armenian lives in
the Ottoman Empire during World War I and helped many of them build new lives
in Canada.

The ultimate
sacrifice, of one’s life, in defense of a nation, of peace, of freedom, is a
sacrifice we must always remember and honour.

Remembering
the Armenian-Canadian soldiers of the World Wars

Today, we mark
Remembrance Day and the centennial of the end of the hostilities of the First
World War. It was under the cover of World War I that the Armenian Genocide was
undertaken in 1915. It was in the midst of the fighting that the Republic of
Armenia declared its independence in 1918. It was the consequent peace process
that vested the United States as arbitrator for the new republic’s border with
Turkey, which was decided by President Woodrow Wilson.

Often overlooked,
however, is the contribution that Armenian-Canadians played in the Canadian
Armed Forces during both the first and second world wars. Today, as we honour
all those who put their life on the line to defend our freedom, let us also
remember:

Andrew Artinian,
Charles Artinian, Dikran Artinian, Herman Aram Asadourian, George Asadourian,
Reggie Avedisian, Andrew Antranig Chichakian, Samuel Chichakian, Richard
Essraelian, Sarkis Halagian, Richard Hoogasian, George Kalagian, Nigoghos Kalagian,
Susan Kalagian, Shoghomon Koloian, Edward Krekorian, Arthur Ashod Kuderian,
John Magarian, Levon Magarian, Kirk Matosian, Michael Minoian, Avak Moligian,
Arthur Avedis Mooradian, John Moukperian, George Sahakian, Paul Solomonian,
Hagop Torosian, Harry Torosian, Hygus Torosian, and William Zampigian.

On oublie souvent,

Andrew
Artinian, Charles Artinian, Dikran Artinian, Herman Aram Asadourian, George
Asadourian, Reggie Avedisian, Andrew Antranig Chichakian, Samuel Chichakian,
Richard Essraelian, Sarkis Halagian, Richard Hoogasian, George Kalagian,
Nigoghos Kalagian, Susan Kalagian, Shoghomon Koloian, Edward Krekorian, Arthur
Ashod Kuderian, John Magarian, Levon Magarian, Kirk Matosian, Michael Minoian,
Avak Moligian, Arthur Avedis Mooradian, John Moukperian, George Sahakian, Paul
Solomonian, Hagop Torosian, Harry Torosian, Hygus Torosian et William
Zampigian.

Impossible to change format of talks on Nagorno-Karabakh conflict without consent of Baku, Yerevan – Lavrov

MOSCOW November 2

It is only possible to change the format of talks on the Nagorno-Karabakh conflict with the consent of both opposing sides – Armenia and Azerbaijan, Russian Foreign Minister Sergey Lavrov said following talks with Organization for Security and Cooperation in Europe (OSCE) Secretary General Thomas Greminger on Friday.

MOSCOW, November 2. /TASS/.

Armenia’s Acting Prime Minister Nikol Pashinyan said earlier that resolving the conflict required the participation of the unrecognized Republic of Nagorno-Karabakh in the negotiation process.

“It is up to the parties to the conflict to make a decision on that,” Lavrov stressed. “We believe that Yerevan takes Karabakh’s approaches into consideration while determining its negotiating positions. However, both parties should give their consent to changes in the current bilateral format. As far as we know, no agreements have been reached on that so far,” the Russian top diplomat said.

“Frankly speaking, I would refrain from putting forward preconditions for substantive talks on ways to resolve the Nagorno-Karabakh issue,” Lavrov added.

He pointed out that Moscow welcomed the agreement reached by Pashinyan and Azerbaijani President Ilham Aliyev at their meeting on the sidelines of the September CIS summit in Tajikistan’s capital of Dushanbe. “The agreement they made emphasizes the need to maintain contacts and says that foreign ministers will continue to hold meetings, while Armenia and Azerbaijan will also cooperate with the OSCE Minsk Group’s co-chairs [Russia, the United States and France – TASS]. We welcome this agreement though we realize that serious talks on ways out of the crisis are unlikely to take place until the rather turbulent political processes come to an end in Armenia,” Lavrov said.

The Russian foreign minister added that the Minsk Group’s co-chairs continued to make visits to the region and hold meetings with the Armenian and Azerbaijani authorities. “It is important to maintain such contacts so that we are ready to seriously tackle the issue as soon as the situation allows,” he noted.

Nagorno-Karabakh conflict

The highland region of Nagorno-Karabakh (or Mountainous Karabakh) is a mostly Armenian-populated enclave inside Azerbaijan’s territory. It is a self-proclaimed independent republic, not recognized by any of the United Nations member states.

In 1988, hostilities broke out there between the forces reporting to the Baku government and Armenian residents. In 1994, a ceasefire was reached but relations between Azerbaijan and Armenia has remained strained ever since.

Azerbaijan insists that its territorial integrity be restored and refugees return to Nagorno-Karabakh, which will create conditions for talks on the region’s status. Baku is ready to grant autonomy to the region but is unwilling to hold direct talks with Nagorno-Karabakh. At the same time, Armenia strongly opposes the region’s reunification with Azerbaijan and says that its right to self-determination should be considered.

Russia, France and the United States co-chair the OSCE Minsk Group, which seeks to broker an end to the conflict. The Group also includes Azerbaijan, Armenia, as well as Belarus, Germany, Italy, Portugal, the Netherlands, Sweden, Finland and Turkey.
