Baku. Tamara Grigoryeva-APA. "Kosovo should not be seen as a precedence
case at all and especially not for Nagorno-Karabakh," Peter Schieder,
honorary president of the Parliamentary Assembly of the Council of
Europe told APA.

He said that the situation between Armenia and Azerbaijan had to be
solved according to international law. "Armenia has to respect the
sovereignty and territorial integrity of Azerbaijan and to withdraw
its troops and abstain of any interference", he said.

Peter Schieder said both countries had to follow the principles and
standards of the UN, OSCE and the Council of Europe.

Take 100 former Russian rocket scientists with Ph.D.s, put them in a room and
surely they could develop a windmill company that would entice financing? So
far, nyet.

Richard Halstead, a former IBM programmer who runs a specialty motors company
called Empire Magnetics in Rohnert Park, Calif., wanted to expand into wind
turbines. He got in touch with the Department of Energy’s National Nuclear
Security Administration, which since 1994 has run a program to keep some of the
estimated 60,000 Soviet-era weapons scientists from working for terrorists or
rogue nations. The NNSA pays the salaries, and U.S. companies "employing" them
make matching donations.

There are currently 130 projects under way with 125 U.S. companies involving
former weapons scientists from Russia as well as Ukraine, Kazakhstan, Armenia
and Uzbekistan. Projects range from developing alternative treatments for
epilepsy to creating sensors that can see through the earth. This was the first
windmill project.

Halstead ended up with 100 engineers at the Makeyev State Rocket Center in
Miass, a city in Russia’s Ural Mountains. "We have the equivalent of NASA
designing a windmill for us," says Halstead, whose company has given $2.5
million in cash and in-kind donations to the program.

Over the past five years the Russians developed a prototype of a vertical axis
wind turbine with an innovative airfoil that enables the turbine to self-start.
Previous designs needed a motor.

The Department of Energy has applied for a patent on the technology, and
Halstead’s company has the right to an exclusive license. Despite all that
expertise, though, he says 70 venture capitalists have passed on funding
further development of the wind turbine. "They say this doesn’t offer them the
kind of returns they want. Plus they saw the Russians as a negative. They
wouldn’t want to invest in Russia and get ripped off by the mafia," he says.
Halstead says he’s now hoping to cycle some Chinese money into his company.

situation in Armenia co-chair of the US Helsinki Commission Benjamin
Cardin said he was astonished by the post-election blackmail campaign
in Armenia, APA’s US bureau reports.

Making a speech on the theme "Armenia after the election" Benjamin
Cardin noted that in the "documentary film" demonstrated on
pro-government H2 TV channel on February 14 former president Levon
Ter-Petrosyan, whose wife was Jew, was accused of being Zionist spy,
the protesters were discredited in participating in Jew-Israel coup
d’eta against Armenia.

"I would have never thought about the existence of this kind of
anti-Semitism in Armenia," he said.

Arman Grigorian, spokesman for Armenian presidential candidate
and leader of the opposition movement Levon Ter-Petrosyan noted
large-scale intimidation of voters and opposition’s representatives,
violations of vote counting procedures and ballot stuffing had been
recorded. According to him, in seventeen constituencies, which is
more than 15 percent, counting was assessed to be bad or very bad.

"Even if this number has a 5 percent sampling error, and only 10
percent of the precincts in the country as a whole have had a similar
quality of vote counting, it is hard to be confident in the central
electoral commission’s announcement of a first-round victory for
Serzh Sargsyan. The numbers actually become more suspect, the more of
that report we read. We learn that 95 precincts had a voter turnout
exceeding 90 percent. But 44 out of these 95 had a voter turnout
exceeding 95 percent, and higher turnouts were perfectly correlated
with higher numbers for Serzh Sargsyan. In one precinct 100.36 percent
of the eligible voters turned out to vote." he said.

According to the official data of the government, 3,228,300 people have
Armenian citizenship, while the World Factbook prepared by the Central
Intelligence Agency for 2006 shows that the 2,976,372 people have
Armenian citizenship. 750,000 of them live in Russia and Europe. It
means that as at February 19, 2008 2,226,372-2,478,300citizens lived in
Armenia. According to the official figures, by February 19, 2008 there
were 600,300 citizens under 15 in Armenia. There are approximately
745,300 citizens under 18 in the republic at present.

These facts show that as at February 19, 2008 1,481,072-1,733,000
people had the right to vote. According to the Armenian Central
Election Commission, 1,671,027 citizens voted. Basing on the figures
in the World Factbook prepared by the Central Intelligence Agency
1,89,955 electorate voted in the republic. Basing on the statistics
of the Armenian government, it turns out that 96.4% of the electorate
participated in the elections."

Grigorian said 44 families controlled 55% of the GDP.

The spokesman says that the regime declared the end of the state of
emergency on March 20th, but the streets are still full of riot police,
and people are being arrested for not more than taking a stroll down
Northern Avenue.

"The regime claims to seek dialogue, but it has arrested over 145
people, most of them on trumped-up charges. It claims to have lifted
the restrictions on free speech, but it orders the tax police to check
the books of oppositional newspapers. any further dialogue will be
doomed, if the regime refuses to allow an international investigation
into the events of March 1st and if it refuses to repeal the newly
adopted constitutional amendment to the law on conducting meetings,
assembles, rallies and demonstrations". The regime will have to grant
a broadcasting license to the independent A1+ channel. A. Grigorian
called the United States and West to unequivocally side with freedom
against tyranny. "Freedom and Tyranny are precisely the two sides in
Armenia’s struggle".

The U.S. Helsinki Commission held hearings on post-election situation
in Armenia on April 17.

EU process was a win-win procedure for both parties.

Speaking at opening of Turkish-Austrian Neighbourhood Workshop in State
Guesthouse in Ankara, Turkish FM Ali Babacan said Turkey implemented
remarkable political reforms and made important steps in its EU bid.

Babacan thanked Austria for its support to Turkey’s EU aspiration and
said both countries pursued a stable foreign policy in a geography
full of challenges and opportunities.

Turkey has been carefully monitoring developments in Bosnia-Hercegovina
and a partnership agreement that was expected to be signed by EU and
Bosnia-Hercegovina was of great importance, Babacan said.

Turkey highly value Kosovo and there were sound ties between the two
countries, he said. "Preserving peace and stability in Balkans is a
priority for Turkey," Babacan indicated.

The Palestine issue was the main problem in the Middle East and
fragmentation among Palestinians should be eliminated for the sake
of peace process, Babacan said.

"Turkey is eager to normalize its relations with Armenia. It keeps
open dialogue channels with the new Armenian government," he also said.

-Austria would keep supporting Turkey’s EU bid, Austria’s foreign
minister said on Monday.

Austria said Turkey passed through a very impressive reform process
and those reforms were of great importance in regard to development

>From April 21 to May 11 the photo display entitled "The First Genocide
of the 20th Century" is held at the library of the University of Tartu.

The exhibition is devoted to April 24, the day of commemoration of
the victims of the Genocide of Armenians in 1925.

Photocopies of documents, memoirs of witnesses and photos depicting
mass slaughter and displacement of Armenians in Ottoman Turkey are
displayed.

There are also statistics on population, parishes, schools in 1914
and 1922.

The exhibits were provided by the Museum Institute of the Armenian
Genocide in Yerevan. The exhibition was organized by the Baltic
Armenian House NGO.

The European Union adjustment committee of Turkish parliament endorsed
on April 17 the amendments to a controversial text of the country’s
Penal Code, used to prosecute intellectuals in the country, Turkish
press reported on April 18.

Article 301, long criticised by the EU, which Turkey wants to join,
made Nobel Prize winner Orhan Pamuk and Armenian-born journalist
Hrant Dink subject to legal persecution for their comments on the
1915-1917 mass killings of Armenians. Dink was shot dead by in January
2007 in the office of bilingual newspaper Agos, of which he was the
editor-in-chief.

The article made denigrating "Turkish identity" a criminal offence,
punishable by up to three years imprisonment. The amendments replace
"identity" with "nation" and requires prosecutors to seek the
approval of the Turkish president to press charges, daily Huriyet
said. Additionally, the maximum prison term is reduced to two years.

Parliament is due to vote on the changes on April 22 at the earliest.

minister Davit Lokian to the staff of the RA ministry of agriculture
on April 17, the Armenian prime minister Tigran Sargsian said that
by the presidential decree, the authority of coordinator of the
national programs on agricultural development was also reserved
for the minister. In the prime minister’s words, it shows that the
contribution of D. Lokian to agricultural sector, in general to the
establishment of statehood, as well as the minister’s professionalism
and human qualities have been appreciated.

Speaking about the problems of the agricultural sector, Tigran Sargsian
said that first of all consistent work should be done to implement the
National Assembly-approved 2008-2012 governmental program. Another
important task is the implementation of the pre-election program of
the president Serge Sargsian in the next five years. "These are quite
ambitious programs. I will demand hard work from you. Trusting the
experience, knowledge and abilities of D. Lokian, I hope that they
will be realistic," the prime minister stated.

According to him, agricultural products have a significant impact on
the level of prices in Armenia, and if the amount of agricultural
production increases this year, it will be possible to ease
considerable the people’s care.

congratulated the staff of the country’s law-enforcement bodies on
Police Day.

The president’s message says that major reforms have been carried
out in the law-enforcement bodies, the press service of the country’s
president told the Mediamax news agency.

"However, serious efforts should be made to bring the style of the
Police’s work in compliance with contemporary requirements and to
eliminate corruption," Sargsyan said.

The president noted that "the Armenian authorities will improve the
social condition of the Police staff, in particular, will increase
salaries and will take steps to improve working conditions and
equipment".

"Armenia’s comprehensive and rapid development depends largely on how
you carry out your responsibilities and at what professional level
you solve tasks set before you," Sargsyan said while addressing the
Police staff.

"It is no secret that the Police’s actions often cause wide and sharp
public reaction. The 1 March events [unrest in Armenia’s capital
Yerevan, clashes between security forces and opposition protesters]
became an ordeal for our whole country and people, and in particular,

solution of frozen conflicts", said Yulia Timoshenko, Prime Minister
of Ukraine in her address to the Parliamentary Assembly of the Council

She said one of the issue laid ahead of Ukraine was diversification
of energy sources and it made Ukraine to closely cooperate with the
countries of natural fuel resources. "It is important issue for both
Ukraine and European Union". Responding the Armenian parliamentarian
Vaan Ovannisyan’s question about Ukraine’s non-recognition of Kosovo
independence, Timoshenko said it was corresponding with the foreign
policy of her country. "There are several countries near abroad Ukraine
is closely cooperating with and their territorial integrity problems
has not been solved yet and territorial integrity of these countries
are under the big risk. For that Ukraine would like to know at first,
is Kosovo unique and only or it will turn into precedent for entire
world? Ukraine will pass decision on the basis of its policy as long
as the international community does not reach complete and exact
opinion on Kosovo issue. We are conducting now all-round diplomatic
dialogue and will respond this important question when questions on

Timoshenko said her country put forward successful policy toward both

Azerbaijan’s military spending will reach $2 billion in 2008,
the country’s President Ilham Aliyev said at a governmental session
summing up the results of the socio-economic development in the first
quarter of 2008 on Monday.

The session was broadcast on national television.

"The main issue is to resolve the Armenian-Azeri Nagorno-Karabakh
conflict and to restore Azerbaijan’s territorial integrity. The
diplomatic and political steps in this direction have been successful,"
the president said.

Meanwhile, Baku has urged Yerevan to recognize the hopelessness of
the efforts of Nagorno-Karabakh to gain independence.

"If they [Armenians] really want to have the conflict settled soon,
in the first place they should recognize that the conflict must be
settled in the framework of the territorial integrity of Azerbaijan as
the entire world community has recognized it," Azeri Foreign Minister
Elmar Mamedyarov told Lider TV channel.

"Armenia must definitely recognize that," he said.

"The sooner they realize that Nagorno-Karabakh is part of Azerbaijan,
the better it is going to be for them and for the region as a whole,"
Mamedyarov said.

He said that the declaration of new Armenian president, Serzh Sargsyan,
that he will carry on the policy of his predecessor Robert Kocharian
and work for the independence of Nagorno-Karabakh is a move meant for
the domestic audience in Armenia. "With such groundless statements the
Armenian side is only dragging out the settlement process," he added.

Speaking of the efforts of cochairmen of the OSCE Minsk group to
promote the settlement of the Armenian-Azerbaijani conflict Mamedyarov
said that the mediators will report on the progress of the negotiating
process in Vienna next week.

"This [the Karabakh conflict] is not only a business of the cochairmen
but the entire OSCE Minsk group because OSCE gave the Minsk group a
special mandate," he said.

He also said that involving the Azeri and Armenian communities of
Nagorno-Karabakh in the negotiating process is not on the agenda now.

Currently the talks continue at the level of presidents and foreign
ministers.
