YEREVAN, SEPTEMBER 8, ARMENPRESS. Artsakhi writer Vova Arzumanyan presented on September 8 The Army’s Son, a book dedicated to the memory of Captain Armenak Urfanyan, the 26-year-old Artsakh serviceman who was killed in action during fierce battles in 2016 when Azerbaijani military launched an offensive in what became known as the April Four Day War.

Speaking about the title of the book, Vova Arzumanyan – who is the Editor-in-Chief of the Artsakh-based Vardanank newspaper – said that the phrase is connected with what Urfanyan had once told his mother.

“Mom, I’m no longer your son, I am the army’s son,” Urfanyan told his mother once.

The book includes memoirs of Urfanyan’s mother, interviews with co-servicemen, as well as poems by Arzumanyan himself dedicated to the captain and the other heroes of the war.

Overnight April 1-2, Captain Urfanyan and his troops came under enemy fire in a heavily outnumbered ambush from Azerbaijan. During the fierce battle, the captain destroyed multiple attacking enemy fighters and one engineering-reconaissance armored vehicle. He was killed in action from tank fire.

He was awarded the posthumous Medal for Combat Service of Artsakh and the 1st Class Combat Cross Medal of Armenia.

In August 2020, President of Artsakh Arayik Harutyunyan awarded the posthumous Hero of Artsakh title to Urfanyan.

YEREVAN, SEPTEMBER 7, ARMENPRESS. Everything has started from one dram: and Idram have summed up the first phase of the initiative “The power of 1 dram”.

As announced, during the period between June 5 and August 23, the companies have been transferring 1 dram to the initiative from their own funds for each payment, made through Idram app and website, ing.am online platform, via Bank and Idram terminals.

As a result, AMD 5 million 34 thousand 750 was gathered, which made possible getting computers for distance learning for the pupils of the villages of frontier and high mountainous districts. Herewith, has allocated an additional amount, which gave an opportunity to purchase 50 computers in accordance with the standards of the Ministry of Education, Science, Culture and Sport.

On International charity day representatives of the company handed over a part of the computers to the Ministry of Education in order to provide them to the children of frontier villages of Tavush.

As Artashes Torosyan, general education department expert of the Ministry of Education said, this is a big investment in the future: “Each investment in general education returns with big results, so maybe you help a pupil who will do a great job in the Armenian banking system” – mentioned Artashes Torosyan.

The rest of the computers were provided to the children of the mountainous villages of Lori province.

Rafael Harutyunyan, the head of the education, culture, sport department of the regional administration of Lori province emphasized the fact that in the frames of “The power of 1 dram” initiative the computers will be provided to the children who will start the year remotely. “We have conducted a needs assessment and found out that 37 children from the mountainous villages will not go to school but they do not have appropriate equipment to participate in distance learning. Now through the schools the equipment will be provided to the beneficiary children and this will ensure the continuity of their education” – said Rafael Harutyunyan.

As Gor Amiryan, the head of the Marketing department of Idram mentioned, they are especially happy that the computers got the children who needed them most. “In fact, this way we were able to provide the continuity of the education for these children. This is a result reached by an initiative of two companies and thanks to the good will of thousands of clients, and we really appreciate it” – said Gor Amiryan.

The head of the Communication unit of , Tatevik Vardevanyan mentioned, the initiative of “The power of 1 dram” goes on. “The first program is already a reality, and we had an opportunity to make sure that one dram which seems symbolic, can actually solve a real problem. Our next program is also inspiring as it has an environmental focus: considering the fact that this year there was a fire in the park near Tsitsernakaberd, causing great damage to the environment, the amount of “one drams” gathered in the period from August 24 to September 30 will be aimed at planting trees specifically around the memorial complex of Tsitsernakaberd” – mentioned Tatevik Vardevanyan.

Companies urge to continue making payments through Idram application, ing.am platform, Idram.am website,  and Idram terminals and remind that everything starts from one dram.

Armenian Health Ministry Details COVID-19 Spending

Grigor Lusavorich hospital, Yerevan, May 10, 2020. (A photo by the Armenian
Mnistry of Health)
The Armenian Ministry of Health said on Thursday that it has spent since March
almost 11.5 billion drams ($23.6 million) on treatment of people infected with
the novel coronavirus and preventive measures against the spread of the disease.
The figure is equivalent to more than 10 percent of overall public spending on
healthcare projected by Armenia’s 2020 state budget. The budget was drafted by
the government and approved by the parliament late last year before the onset of
the COVID-19 pandemic.
A report released by the ministry says that more than a quarter of the sum has
financed the current expenditures of Armenian hospitals treating COVID-10
patients. Another 2.9 billion drams has been spent on the purchase of medical
equipment for those hospitals and medical labs.
According to the report, the ministry has also bought 1.8 billion drams worth of
medication as well as protective gear for medical personnel worth 876 million
drams. Bonuses paid to Armenian healthcare workers at the frontline of the fight
against the pandemic have cost the state an additional 826 million drams.
The Ministry of Health stressed that its coronavirus-related expenditures do not
cover measures against the pandemic that have been financed by other Armenian
government agencies.
The ministry has recorded 44,271 coronavirus cases and at least 887 deaths
caused by them so far.
In addition to the extra healthcare expenditures, the government has allocated
about 150 billion drams ($310 million) for wide-ranging financial assistance to
people and businesses severely affected by the pandemic. The stimulus package
has included cash handouts to various categories of the vulnerable population as
well as loan subsidies and grants to businesses and farmers.
The state budget for this year calls for a total of 1.88 trillion drams ($3.9
billion) in government spending.
Armenian Parliament To Discuss Coronavirus Bill
        • Robert Zargarian
Armenia -- Pedestrians wear face masks in downtown Yerevan, July 10, 2020.
A standing committee of Armenia’s parliament will discuss on Friday a bill that
would allow the authorities continue enforcing coronavirus-related safety rules
without again extending a state of emergency.
The government approved the bill, drafted by the Armenian ministries of justice
and health, last week as it signaled plans to lift the state of emergency which
expires on September 11.
The draft amendments to several Armenian laws would empower the authorities to
impose a nationwide lockdown, seal off local communities hit by serious
coronavirus outbreaks, quarantine infected people and require all citizens to
wear masks in public spaces. They also allow other anti-epidemic measures such
as a ban on street gatherings or closure of schools in the absence of emergency
rule.
The government already lifted last month a coronavirus-related ban on rallies
strongly criticized by the Armenian opposition. But it set strict physical
distancing requirements for organizers and participants of public gatherings.
Vladimir Vartanian, the pro-government chairman of the Armenian parliament
committee on legal affairs, approved of the proposed legal alternative to the
state of emergency. He said it is in line with Council of Europe recommendations
to member states successfully containing the COVID-19 pandemic.
“Coronavirus cases in our country seem to be falling,” Vartanian told RFE/RL’s
Armenian service. “I hope that this decrease will continue and will not face a
second wave [of infections.]”
The daily number of new confirmed cases in Armenia has shrunk by more than half
since mid-July after growing rapidly during the previous three months. The
Armenian Ministry of Health said on Thursday morning that 196 more people have
tested positive for COVID-19 in the past 24 hours, bringing to 44,271 the total
number of cases recorded in the country of about 3 million.
The ministry also reported the deaths of five more people infected with the
virus. It said the total number of people killed by the disease thus reached
887. It said 271 other infected persons have died from other, pre-existing
conditions.
Russian-Armenian Dispute Over Railway ‘Settled’
        • Emil Danielyan
Armenia -- A commuter train at Yerevan railway station, February 27, 2018
After yearlong negotiations with Moscow, the Armenian authorities appear to have
agreed to drop criminal proceedings against Armenia’s national railway network
managed by the Russia Railways (RZD) giant.
RZD runs the network called South Caucasus Railway (SCR) in line with a 30-year
management contract signed with the former Armenian government in 2008. The deal
committed it to modernizing Armenia’s disused and rundown railway infrastructure
with substantial investments.
An Armenian law-enforcement agency raided the SCR offices in Yerevan and
confiscated company documents in August 2018. The Investigative Committee
alleged afterwards that SCR inflated the volume of its capital investments by
400 million drams ($830,000).
Both SCR and its state-owned Russian operator strongly denied any wrongdoing.
Russia’s Deputy Transport Minister Vladimir Tokarev complained in September 2019
that the criminal investigation has disrupted RZD’s operations in the South
Caucasus country. He said the company managing Russia’s vast network of railways
is therefore considering pulling out of the 2008 deal.
Tokarev and RZD’s chief executive, Oleg Belozerov, visited Yerevan in October to
discuss the dispute with Prime Minister Nikol Pashinian. No concrete agreements
were reported after the talks.
Russian Foreign Minister Sergei Lavrov criticized the “inappropriate” crackdown
on SCR in April this year. Armenia’s Deputy Prime Minister Mher Grigorian
dismissed the criticism, saying that his government cannot allow any company to
operate “beyond the law.” Grigorian also said that Yerevan and Moscow have
reached a “mutual understanding” on how to end the dispute.
The Russian Ministry of Transport announced on Wednesday that the two sides have
“settled all disagreements” over RZD’s activities in Armenia as a result of
negotiations led by Tokarev and Armen Simonian, the Armenian deputy minister of
territorial administration and infrastructure.
In a statement, the ministry said a protocol signed by Tokarev and Simonian
certifies RZD’s full compliance with its investment commitments and upholds the
findings of independent audits of the Armenian railway conducted since 2008.
“The parties emphasized the significance of the signed document and noted that
it will foster the further development of economic cooperation between our
countries,” added the statement.
The Armenian Ministry of Territorial Administration and Infrastructure confirmed
the signing of the protocol but did not divulge any of its details. It said the
deal will help to boost SCR’s cargo shipments and passenger traffic and “refresh
its rolling stock.”
Grigorian openly voiced last October the Armenian government’s dissatisfaction
with the amount of Russian investments in SCR.
No senior SCR executives are known to have been formally charged in the criminal
investigation launched three months after the 2018 “Velvet Revolution” that
brought Pashinian to power.
Later in 2018, law-enforcement authorities also launched a fraud inquiry into
Armenia’s gas distribution network owned by Russia’s Gazprom giant. They have
not indicted any senior network executives either. Russian officials have
complained about this probe as well.

Eurasian Economic Union delegates to convene forum in Iranian Aras FEZ at border with Armenia

ArmenPress, Armenia
Aug 20 2020

TEHRAN, AUGUST 20, ARMENPRESS. Eurasian Economic Union (EEU) representatives will convene an economic forum at the Iranian Aras FEZ, the free economic zone at the border with Armenia.

Earlier, Aras FEZ executive Mohsen Nariman had said that they are cooperating with the Iranian foreign ministry for inviting EEU member representatives. Nariman told Iranian foreign ministry adviser for diplomatic and economic affairs Gholamreza Ansari that they decided to organize the forum to “develop trade-economic ties and opportunities with Eurasian and Caucasian countries”.

Stressing that Armenia is the only EEU member which has a land border with Iran, Ansari said: “This is a very important circumstance, we must take this opportunity, and the Iran-Armenia road – as a transit road to the EEU, which is of great importance for us – must be presented to everyone.”

“It is necessary to use all existing and potential opportunities of the Aras zone, as the only gateway to the CIS and EEU. The trade ties and turnover of Aras with these countries must be increased with prioritizing the exports of non-oil products,” Ansari added, highlighting the importance of cooperation of the Aras FEZ with EEU countries.

The Football Federation of Armenia (FFA) has signed a three-year title sponsorship agreement for the country’s top-tier league with the BetConstruct-owned online sports betting platform VBET.

Along with the title sponsorship agreement, the FFA has signed a live streaming and scouting data deal with FeedConstruct, the data feed subsidiary of BetConstruct.

In a deal hailed as the biggest ever in Armenian football, the FFA said that VBET will pay AMD400m (€704,000/$830,300), including taxes, for the title sponsorship during the 2020-21 season, which kicks off tonight. That fee will then rise by 10 per cent during the following two seasons.

Armenia’s top flight has been renamed the VBET Armenian Premier League as a result of the sponsorship.

Title sponsorship rights to the Armenian Cup are also included in the contract.
Armen Melikbekyan, the FFA president, said: “We are very happy to continue our collaboration with VBET. The positive experience we had last season convinced us to sign a new, unprecedented contract. We are sure that cooperation will make a huge contribution to the development of Armenian club football.”

In 2019, VBET became the official betting and gaming partner of English Premier League side Arsenal in a three-year deal running to the end of the 2021-22 season.

FeedConstruct has been awarded the rights to exclusively provide live scouting data and live video streaming coverage of more than 130 matches during the 2020-21 VBET Armenian Premier League season.

Detailing its role, FeedConstruct said that its AI (artificial intelligence) and ML (machine learning) service ANJA “will be there to capture every small detail with its 8k video with small objects, short R&D period, and more than 30-hour footage behind its back.”

FeedConstruct explained that AJNA is an augmented live video streaming that simultaneously recognises the game flow and provides advanced player tracking in live mode. “By collecting more technical data, it creates new and unique markets to bet on and produces post-game statistics, which can be used by federations, betting organisations, and team coaches.”
