Lawmaker warns EU against allocating $2,3 bln. to "authoritarian" Azerbaijan as Armenian monuments face destruction

YEREVAN, FEBRUARY 8, ARMENPRESS. Member of Parliament Sona Ghazaryan (Civil Contract Party) is sounding the alarm to the international community regarding Azeri Minister of Culture Anar Kerimov’s statement on launching a task force that would destroy and change the identity of Armenian religious and historical-cultural monuments that have gone under Azeri control.

“I’d like to once again address the international community and say that this Azerbaijani policy is a challenge to the United Nations International Court of Justice 2021 December 7 decision on provisional measures, as well as to remind our colleagues, especially our colleagues from the European Union, that they are directing 2,3 billion dollars to a country that stands out not only with its authoritarian regime, but also with its policy of vandalism and destruction of historical-cultural monuments against its neighbors,” Ghazaryan said.

The lawmaker mentioned that the Parliamentary Assembly of the Council of Europe (PACE) adopted resolutions which have recorded the Azeri attempts to replace the Armenian monuments with fake Albanian monuments.

“I’d also like to remind our colleagues, that it turns out that when our cultural monuments were being bombarded during the war, factually the double-strike bombing of Shushi’s Ghazanchetsots Cathedral wasn’t an accident after all contrary to the authoritarian leader’s claims, but rather a clear strategy of erasing Armenian traces. I am addressing this question to our international partners: whom are you giving that billions and for what?”

Demand for government bonds prevails over twice

YEREVAN, FEBRUARY 8, ARMENPRESS. Today the placement and buyback auctions of government bonds totalling AMD 28 billion have taken place on Armenian Securities .

In particular, the volume of auction allocation of government bonds (ISIN AMGN60294268) amounted to AMD 25 billion, with the demand surpassing AMD  64 billion. The maturity period of bonds is 5 years. The weighted average yield of the auction is 9.84%, and the annual yield of the coupon is 7%. This testifies to the stability of the financial market, its attractiveness, and the confidence in the bonds of the Government of the Republic of Armenia, ARMENPRESS was infomred from the Armenia Securities .

The Armenia Securities informs that the primary auctions of government bonds through primary dealers, the list of which is published on the website of the Ministry of Finance of Armenia. To buy government bonds from the secondary market, you should connect  members or market participants.

Human rights activist: I am announcing assembly in front of EU representation in Armenia Thursday

Ruben Melikyan—a human rights activist, Artsakh (Nagorno-Karabakh) former Human Rights Ombudsman, and co-founder of the “Legal Path” NGO of Armenia—has called for an assembly Thursday outside the office of the European Union (EU) Delegation to Armenia.

“[Yerevan court Judge] Davit Arghamanyan has decided to arrest Judge [Boris] Bakhshiyan for two months. I have no more questions for the Armenian authorities. Everything is clear. However, I have questions and I have something to say to those who record ‘progress of democracy’ in Armenia.

To this end, I am announcing an assembly in front of the EU representation in Armenia on Thursday, February 10, at 14:00. Those people must take accountability for their assessments,” Melikyan stated on Facebook.

As reported earlier, a Yerevan court on Monday granted the petition by the National Security Service (NSS) of Armenia to remand suspended Judge Boris Bakhshiyan in custody.

The basis for prosecuting Bakhshiyan is that, according to the NSS, he had violated the procedure for precautionary measure. Accordingly, a defendant in a criminal case refused to appear in court, and Judge Bakhshiyan made a decision to have him arrested. According to the body conducting the proceedings, thus, Judge Bakhshiyan had not ensured the right of the defendant to be heard.

To note, Bakhshiyan is the judge who had commuted the pretrial measure of detention that was imposed against Ashot Minasyan—a.k.a. Ashot the Iron, the commander of the “Sisakan” detachment and a participant in the three wars—and released him on bail and a signature bond not to leave Armenia.

Judge Bakhshiyan’s lawyers consider these processes as a political persecution against him.

Azerbaijani press: Ukraine receives request to recognize Azerbaijan’s Khojaly genocide

The Ukrainian Ministry of Foreign Affairs received a request to start the procedure for recognizing Azerbaijan’s Khojaly genocide, the Azerbaijani State Committee on Work with Diaspora told Trend.

During the first Karabakh war, the Armenian military committed an act of genocide against the population of Azerbaijan’s Khojaly town consisting of 7,000 people on Feb. 26, 1992.

As many as 613 people, including 63 children, 106 women, and 70 old people were killed as a result of the massacre. A total of 1,000 civilians became disabled in the onslaught. Eight families were completely annihilated, 130 children lost one parent, while 25 lost both parents. Some 1,275 innocent residents were taken hostage.

The petition was signed by member of the Verkhovna Rada (parliament) of Ukraine, deputy chairperson of the Ukraine-Azerbaijan Inter-Parliamentary Friendship Group Liudmyla Marchenko.

“The issue of recognizing the Khojaly genocide was raised in a letter received by Verkhovna Rada signed by co-chairman of the Rada of Ukrainian Azerbaijanis, chairman of the “United Diaspora of Ukrainian Azerbaijanis” Hikmat Javadov,” the petition said.

“Recognition of the Khojaly tragedy as genocide will help restore historical justice, as well as strengthen friendly relations between Ukraine and Azerbaijan,” the petition said.

While using her parliamentary powers, Marchenko asked Ukrainian Foreign Minister Dmytro Kuleba to begin the procedure for recognizing the genocide.

The members of the Ukraine-Azerbaijan Inter-Parliamentary Friendship Group visited Azerbaijan in October 2021 through the support of the Azerbaijani parliament and the Azerbaijani State Committee on Work with Diaspora. The Ukrainian MPs who visited Ganja and Aghdam cities stressed in a joint statement following the visit that they were horrified with the consequences of Armenia’s terror, they stated that the world shouldn’t remain indifferent.

Armenia’s opposition says won’t participate in President’s election

PanARMENIAN.Net – The opposition Armenia and “I Have Honor” parties will not take part in the election of a new President in March, according to a statement published Friday, February 4, refusing to “even indirectly participate in the legitimation of that election.”

“The Constitution of Armenia requires that the President of the Republic be impartial, guided by national interests,” the statement reads.

“Today Armenia is facing serious internal and external challenges. There is no alternative to national unity and public solidarity. But this government, which has brought the country to the brink of collapse and divided the society, has decided to continue the same way, to be guided not by state, but only by its narrow team interests.”

Parliament speaker Alen Simonian has signed a protocol on the termination of the powers of President Armen Sarkissian. According to the country’s Constitution, “in the event of removal from office of the President of the Republic, impossibility to exercise the powers thereby, resignation or death thereof, an extraordinary election of the President of the Republic shall be held not earlier than twenty-five and not later than thirty-five days after the office of the President of the Republic becomes vacant.”

Armenian FM comments on demarcation and creation of security mechanisms on border

YEREVAN, FEBRUARY 3, ARMENPRESS. Armenia has repeatedly announced that it is interested in the demarcation process of the state border with Azerbaijan, Foreign Minister Ararat Mirzoyan told reporters today, recalling the agreement approved with a statement by the leaders of Armenia, Russia and Azerbaijan about that matter.

On November 26, 2021, the leaders of Armenia, Azerbaijan and Russia adopted a trilateral statement in Sochi, according to which they agreed to take steps to increase the level of security and stability on the Armenian-Azerbaijani border and move the process to creating a bilateral commission dealing with the border delimitation and demarcation between Armenia and Azerbaijan.

“We are committed by 100% to that statement and to this principle, this commitment which we have assumed”, the FM said.

Mirzoyan also said that Yerevan is now discussing with Moscow and Baku the security measures, which, according to the Armenian side, will create security and stability mechanisms on the border. The Armenian side has presented different proposals about the issue, to which Baku negatively reacted, however, this is a continuous process, according to the minister.

UN Security Council convenes meeting to discuss Ukraine crisis

YEREVAN, JANUARY 31, ARMENPRESS. The United Nations Security Council convened a meeting today to discuss the current situation around Ukraine, TASS reports.

The United States has asked the UN for holding a meeting over the Ukrainian crisis, which was approved by the Security Council in a voting. 10 countries voted in favor of, only Russia and China voted against. 3 countries abstained. A minimum of nine votes were needed to proceed with a meeting.

The diplomat entered the Foreign Ministry without detailing on the purpose of the visit.

Earlier, CNN had reported that the USA intends to send a written response to Russia’s proposals on security guarantees on January 26.

Thousands gathered in Istanbul this week to demand full justice for high-profile Turkish-Armenian journalist Hrant Dink, who was killed 15 years ago.

Placards reading “We are all Hrant, We are all Armenian” and “For Hrant, For Justice” were waved as the crowd gathered outside the building where a teenage gunman in 2007 shot Dink.

Candles and red carnations were placed next to a commemorative plaque, and Turkish and Armenian songs played in the background. The facade of the building, which was once home to Dink’s media outlet, was covered with a large poster of the journalist and the words: “15 missing years.”

“The beautiful thing is that after 15 years, so many people do not forget Hrant Dink and the message he gave,” Erol Onderoglu, the Turkey representative for media watchdog Reporters Without Borders (RSF), told VOA.

Peace advocate

As the founder and editor-in-chief of the bilingual Turkish-Armenian weekly Agos, Dink was a leading advocate for peace between the Turkish and Armenian communities.

But his writing and speeches on Armenian identity and calls for reconciliation made him a target of nationalists in Turkey.

He was prosecuted several times during his journalism career, including a lawsuit in 2005 in which Dink was convicted of “publicly insulting and degrading Turkishness.”

At the time of his death, Dink was awaiting trial as part of a lawsuit over his use of the word “genocide” to describe attacks in 1915 that Armenia says left 1.5 million dead.

The U.S. and some other countries recognize it as a genocide. Turkey acknowledges killings during the Ottoman Empire but denies any genocide.

In early January, special envoys from Turkey and Armenia met in Moscow to try to normalize an otherwise strained relationship.

Search for justice

In 2011, Ogun Samast was sentenced to nearly 23 years in prison by a juvenile court on charges including premeditated murder for shooting Dink.

Since then, 76 other suspects accused of involvement in Dink’s killing have been tried. In March 2021, a court in Istanbul sentenced several former high-ranking public and police officers to life in prison for convictions on several charges, including premeditated murder and violating the constitution.

The Turkish government believes a network linked to Fethullah Gulen was behind the attack and that those involved have been brought to justice. The U.S.-based Gulen, whom Turkey also accuses of being behind a failed attempted coup, denies the accusations.

Omer Celik, spokesperson for the ruling Justice and Development party (AKP), paid tribute to Dink on Twitter, saying: “Hrant defended brotherhood in this country and resisted those who tried to bring hostility to this country from outside.”

Parliament debates candidacy of Kristine Grigoryan for position of Ombudsman

The parliamentary standing committee on protection of human rights and public affairs proposed Kristine Grigoryan’s candidacy for the position of the Ombudsman.

Mrs Grigoryan has been nominated by the ruling Civil Contract faction.

Introducing the candidate for the Ombudsman, lawmaker from the Civil Contract faction Vladimir Vardanyan said that Kristine Grigoryan has a higher education in two specialties – Oriental studies and Law. She has an experience of professional work for more than 12 years, mainly in the public administration system, such as the justice ministry, the parliament’s staff and the office of the first deputy prime minister. In July 2019 she was appointed deputy minister of justice, and since April 2021 she has been serving as the first deputy minister of justice. Grigoryan was relieved from the position of the first deputy justice minister on .
