2 p.m., CEC Spokesman Hamlet Hambaryan said.

The Central Electoral Committee will go on the air every three hours
during the day and every hour after midnight.

According to the RA Police, 2 328 320 voters may participate in the
presidential elections. The Armenian Central Electoral Committee
has registered 13 428 observers from 39 local and 6 international
organizations.

The preliminary results will be announced on February 20 no later

by the "Alliance"Civil Initiative, Ex-President Levon Ter-Petrosian
gained 37.7% of electors’ votes, and Prime Minister Serzh Sarkisian
– 35.4%.

Then come: Leader of "Orinats Yerkir" party Artur Baghdasarian –
15.5%, member of "Dashnaktsutiun" party Bureau Vahan Hovhannissian –
6.4%, Leader of National-Democratic Union Vazgen Manukian – 2.9%,
Leader of "National Unification" Artashes Geghamian – 1.3%, Leader
of People’s Party Tigran Karapetian – 1.2%.

According to the data of "Alliance", candidates Aram Harutiunian and
Arman Melikian gained less than 1 percent of votes.

Organizers of the exit-poll informed that in 100 polling stations
4.604 electors were polled, 3.055 of which gave answers.

According to the data of the exit-poll, held in Armenia by the British
Populus organization, Armenian Prime Minister Serzh Sarkisian gained
57.1% of the votes during the presidential elections.

According to Populus, the second place is occupied by the Ex-President
of Armenia Levon Ter-Petrosian with 17.4% of votes, the third place –
Leader of "Orinats Yerkir" party Artur Baghdasarian – 14.6%, the fourth
place – member of "Dashnaktsutiun" party Bureau Vahan Hovhannissian –
5.98% of votes.

Backgrounder: Key facts about Armenian presidential election

YEREVAN, Feb. 18 (Xinhua) — Armenia will hold presidential
elections on Tuesday. Following are some facts and figures about the
election and the southern Caucasus nation.

— The Central Electoral Commission (CEC) says there are 2.32
million eligible voters out of the approximately 3 million
population;

— There are 1,923 polling stations in 41 electoral districts
scattered across the mountainous country and no polling stations
abroad;

— The CEC has accredited six international organizations and 39
domestic non-governmental organizations with over 14,000 observers to
carry out the observation mission;

— A candidate must win more than half of the votes to secure
victory in the election. Otherwise, a run-off will be held between
the top two candidates from the first round two weeks after the
election.

There is no minimum threshold for voter turnout in the election.

The CEC will publish preliminary results within 24 hours of polls
closing, and final results will be announced within seven days of
election day.

Yerevan /Mediamax/. `It’s Your Choice’ NGO presented today the interim
report of the monitoring of pre-election campaign in Armenia in the
period between January 9 and February 15.

Mediamax reports that, in accordance with the decision of the Central
Electoral Commission (CEC) of Armenia, `It’s Your Choice’ is accredited
as an observer for the upcoming presidential elections in Armenia. The
organization has 4010 observers, represented in all the electoral
areas.

`The pre-election campaign in Armenia proceeds in conditions of rough
struggle, is not always balanced and sometimes gains inadmissible
manifestations’, President of `It’s Your Choice’ organization Harutiun
Hambardzumian stated.

According to the report, in the process of monitoring the following
negative phenomena were registered: cases of hindering the campaigns of
candidates Artur Baghdasarian, Levon Ter-Petrosian and Vahagn
Hovhannisian, use of administrative resource in the pre-election
campaign of Serzh Sarkisian, inaccuracies in the preliminary electors’
lists, inadmissible manifestations of agitation and anti-agitation in
media, unequal distribution of senior positions in area electoral
commission, insufficient information of the electors in the regions,
the inconvenience of polling stations for the disabled.

As positive changes, Harutiun Hambardzumian noted the presence of a
special working group in the General Prosecutor’s Office of Armenia on
operative reaction to the electoral violations, establishment of a
`hotline’ in the Armenian Police, the work of an authorized body for
specification of electors’ lists, as well as the active work of the
`Legal Initiative’ civil group on provision of free legal assistance to
the electors.

On the sidelines of the Black Sea Synergy meeting of the Foreign
Ministers of the EU the Black Sea region, RA Foreign Minister Vartan
Oskanian was received by the Foreign Minister of Ukraine Vladimir
Ogryzko.

At the beginning of the meeting the interlocutors exchanged views on
the Kiev meeting of the Foreign Ministers, noting that it was another
evidence of EU’s growing interest in the region.

Turning to issues of bilateral cooperation, the Ministers emphasized
the high level of relations based on close ties between the two
peoples and presented the common view of development of the two
countries. The parties stressed the readiness of the two countries
to promote the development of cooperation in the economic sphere,
which will further the growth of the volume of trade-economic turnover.

Later Ukraine’s Foreign Minister Vladimir Ogryzko presented the
priorities of the country’s foreign policy. In particular, he spoke
about the dialogue with the EU in the direction of further integration
into the European family.

The two Ministers exchanged views on the positions of the parties on
regional conflicts, the development following the expected independence
of Kosovo, the draft resolution submitted to the UN General Assembly

If the founder countries do not manage to agree with all the countries
of the region, the projects "Nabucco" and "South Stream" will never
be realized.

The EU is starting a new geopolitical project called "Nabucco"
which according to the EU and the USA will decrease the dependence on
Russian gas and on Russia in general. The project itself is immense;
the general size is about 3.3 thousand km and the maximum carrying
capacity is assessed 31 milliard cubic meters (bcm) a year. Azerbaijan,
Kazakhstan, Turkmenistan, Iran, Egypt and even Iraq are among the
possible gas purveyors for the future pipeline. It is presumed that
"Nabucco’s" route will be Turkey-Bulgaria-Romania-Hungary-Austria
and with some estimation it will cost minimum 4.6 milliard EUR.

/PanARMENIAN.Net/ In the consortium of Nabucco Pipeline International,
realizing the project, involve Austrian OMV, Hungarian MOL, Romanian
Transgaz, Bulgarian Bulgargaz, and Turkish Botas. It is expected that
German energy concern RWE will join the project.

The cost of the construction of this project, which presumes laying
the pipeline in Austria from the region of the Caspian Sea through
the territory of Turkey by the year of 2011, will make 5 milliard EUR.

"The government of the European Union is a great support to the
project, but it will be extremely difficult to realize it," mentions
the representative of Oxford Institute of energy studies Jonathan
Stern.

Taking into consideration the big lack of gas, the analysts have fears
that it will be very difficult to attract the necessary investments
for this project.

The truth is that if the EU is so much interested in starting this
project, besides the governmental support it should also secure the
necessary investments.

"If for the governments of the EU member countries this project
is indeed that important, they should invest several milliard
dollars in it. But they have never made such steps before and I
doubt that they will in the future," added Stern. Azerbaijan has
already signed a contract with the founders of the project on the
supply of their gas. However, according to analysts this was not
the best idea. "Azerbaijan simply will not have the opportunity to
fill this pipeline," says the leading analyst of one of the energy
consulting companies. The USA has already given Azerbaijan $1.7
million to support the construction of the Trans-Caspian pipeline,
which connects Azerbaijan and Turkmenistan. However, after the fight
between the countries for the access to this gas started, the project
was frozen. "Both Nabucco and South Stream are infrastructure projects,
which brings to clash between the countries in certain geopolitical
zone. They will never be realized, if the founder countries do not
manage to agree with all the countries of the region," says one of
the participants of the market, according to the "New Region". The
pipeline won’t function by the year of 2013, says the press release of
consortium of Nabucco Gas Pipeline International. The deadlines are
always put off; at first the launching was set for 2011, later was
put off for 2012. There are worries that there will not be enough
gas to fill pipeline; the cessation of the supply of the natural
gas from Central Asia caused big concern in the countries of the
EU says the Wall Street Journal. The countries do not have trust
in expediency of the pipeline, which will allow putting an end to
Europe’s dependence on Russia. The events of the previous month cast
doubt on the reliability of Turkmenistan as a purveyor and of Turkey
as a European energy railway.

The Russian monopolist "Gasprom" in cooperation with Italian concern
Eni, is planning a construction of one of its most ambitious projects;
the South Stream pipeline. Moscow strives to put it into operation by
2012. For this reason the Italian Eni is involved in this construction,
with which "Gasprom" has signed a memorandum about planning and
construction of a new gas pipeline. Gaz de France rejected its
intention to participate in the construction of Nabucco pipeline and
reviews the possibility of participation South Stream project. On
February 7 Turkey spoke against GDF’s participation in project
"Nabucco" out of some political motives. Ankara is not happy with the

Shooter’s rampage leaves police, residents shaken

WINNETKA – A nearly 11-hour standoff and fierce gunbattle with police
in this normally quiet, suburban neighborhood early Thursday left
five people dead – including the first LAPD SWAT officer killed in
city history – and Los Angeles reeling in the wake of the tragedy.
The gunman, identified by relatives and police sources as 20-year-old
Edwin Rivera, was described as a troubled high school dropout still
angry over his mother’s death nine years ago.

After shooting his father and two of his brothers at their home in
the 19800 block of Welby Way, Rivera apparently called 911 about 9
p.m. Wednesday and taunted police with the dare "Come get me."

Four hours later, Officer Randal Simmons, 51, of Palos Verdes, a
20-year veteran of the SWAT team, was dead after being shot in the
neck. Officer James Veenstra, 51, was in critical condition at
Northridge Hospital Medical Center after being shot in the face.

Three other officers suffered minor injuries in the deadly standoff
about a block south of Vanowen Street.

"Today the city of Los Angeles mourns the loss of one of its bravest
guardians, and our thoughts and prayers are with Officer Simmons’
family and all the members of the LAPD at this time," said Mayor
Antonio Villaraigosa, who ordered the city’s flags to be lowered in
honor of the officers.

Both Simmons and Veenstra worked on the Special Weapons and Tactics
team for 20 years, and had spent more than 25 years in the Los
Angeles

Police Department, said LAPD Assistant Chief Jim McDonnell.
It was the first fatality in the history of the elite LAPD SWAT team
created in 1967.

"I want to say how deeply saddened we are this morning that we lost a
member of our LAPD family," McDonnell said. "Our hearts and prayers
go out to these families at this tough time."

Area’s silence shattered

Residents of the usually tranquil, tree-lined neighborhood said the
silence was shattered late Wednesday with the sounds of police sirens
and helicopters.

"When I heard shots firing, I just didn’t want to go outside. It was
too dangerous," said Efren Martinez, 28, a car-dealership employee
who couldn’t go to work Thursday because his driveway was blocked by
police vehicles.

"I always walk with my baby here," said Elizabeth Gomez, a
neighborhood resident. "I won’t be walking by myself around here
anymore."

Reginalda Mejia said her sense of security has been shattered.

"Something like this had never happened before," Mejia said in
Spanish. "I don’t know how we’re going to feel safe anymore."

Details of what led to the deadly incident were unclear late Thursday
but relatives said Edwin Rivera killed his father, Gerardo Rivera,
and two older brothers, Andy, 25, and Edgar, 23.

A fourth brother, William, did not live at the house and was not
there at the time.

LAPD Chief William Bratton said the shooting suspect had a shotgun
and a handgun.

The incident began to unfold about 9 p.m. Wednesday when a police
dispatcher reported a 911 call in which a man said he had killed
three relatives.

The dispatcher was overheard saying the man taunted police with,
"Come get me."

For several hours after responding, police were led to believe there
were other people alive inside the house, said Deputy Chief Michel
Moore.

Officers interviewed several of Rivera’s relatives and efforts were
made to contact

him, with family trying to persuade him to surrender.
"Unfortunately, the suspect had no contact with us and made no effort
to surrender," Moore said.

Simmons, Veenstra shot

Finally, McDonnell said, SWAT officers entered the residence shortly
after 12:30 a.m. to try to rescue those inside, triggering a
gunbattle in which Simmons and Veenstra were shot.

Amid the hail of gunfire, officers found three men lying on the floor
of the home, one possibly still alive. The man was dragged into the
front yard, but was pronounced dead, police said.

Meanwhile, workers with the Los Angeles Fire Department pulled the
fatally wounded Simmons and Veenstra out of the house in the line of
fire.

"A lot of people don’t know that it was Fire Department personnel
that went in there to take the officers out, even while they were
under a hail of bullets," said Sgt. Richard Rakitis, who visited
Veenstra at the hospital.

"They deserve a lot of credit."

The LAFD was among resources across the city – including
counterterrorism units – that responded to the tragic turn of events
as Rivera remained barricaded inside the home.

Some 200 officers, including SWAT team members, surrounded the home
while an armored SWAT vehicle was at the scene and helicopters
circled overhead.

Officials said it wasn’t the first time Edwin Rivera had been
involved with the police.

"We’ve had some dealings with him," said Lt. Tom Smart of the West
Valley Division gang unit. "He’s got some gang ties, a rap sheet and
some mental health issues."

Final hours of ordeal

A female cousin of Rivera who declined to give her name said he
wasn’t a gang member and didn’t use drugs.

By 5 a.m., Rivera remained in the home and police threw tear gas into
the house, prompting a woman to flee out the back door.

Alex Uribe, a cousin of Rivera’s, said the woman was Rivera’s
stepmother. Uribe said the father, a Salvadoran immigrant, and
brothers worked for a trucking company.

As a fire erupted inside the home, police said, the gunman appeared
to be trying to purposely hide from officers by ducking between
mattresses.

Moore said he appeared to be making "every effort to further attack
and ambush police."

Finally, apparently overcome by smoke and flames, Rivera came out of
the house and was shot in the head by an LAPD sniper, according to a
high-ranking department source.

About 8:30 a.m., the LAPD confirmed that Rivera was dead and said he
died sometime after 7:30 a.m.

Chief Bratton said several of the victims were badly burned and
police were waiting for coroner’s results before releasing
identifications.

It remained unclear what led to the shootings, or why the other three
men were killed inside the house.

Family details emerge

Officers took many of Rivera’s relatives to the AGBU Manoojian
Demirdjian School auditorium, a private Armenian campus near the
house, for counseling and questioning, several family members said.

About two dozen family members gathered in front of the school’s
auditorium and called the Rivera brothers "good and hardworking
kids."

Uribe said Edwin Rivera was the youngest of four brothers and
described him as quiet and introverted. Uribe said Edwin had shown
signs of depression after his mother died nine years ago.

"We still don’t understand what happened," Uribe said. "We never
imagined something like this."

Jose Ortiz, 21, a friend of Rivera’s, said he had attended and
dropped out of Taft High School with him. Ortiz said he used to hang
out at the Rivera home often, lifting weights and talking.

"I don’t know what would make him do something like this," he said.

By 6 p.m. Thursday, 150 officers remained at the scene. People who
lived in the block around the shooting were finally allowed to return
to their homes under police escort.

Officers at the scene late Thursday sported black bands over their
badges.

"We keep these in our lockers and hope we never have to take them
out," Sgt. Frank Preciado said with tears in his eyes.

EX-PRESIDENT LEVON TER-PETROSIAN ASKS CONSTITUTIONAL
COURT TO ADJOURN ELECTION DATE

YEREVAN, FEBRUARY 8, ARMENPRESS: Former president
Levon Ter-Petrosian, one of the nine contenders for
the February 19 presidential election, has asked today
the country’s highest Constitutional Court to adjourn
the ballot citing a set of obstacles which he says
make his further participation in the election
processes as envisaged by the Election Code
impossible.
A statement disseminated by Ter-Petrosian’s central
campaign office says the ex-president asked the
Constitutional Court to consider his complaint and
rule these obstacles as `forcer majeure.’
The former president, particularly, complained of
the Hayloor news program of the Public TV, which he
says has been furthering a propaganda campaign against
him for three months and providing a deliberately
distorted coverage of his election campaign in gross
violation of the Law on Public TV and Radio.
Ter-Petrosian also complains that the Public TV
provides airtime to candidates at an unfavorable time
making it actually impossible for him to mitigate the
aftereffects of the campaign against him.
He says his campaign office took all legally
stipulated actions to prevent this `illegality’ but
with no results.
If the Constitutional Court rules that these
obstacles indeed constitute `force majeure’ it will
have to put off the election date by two weeks. If
these obstacles remain then new election shall be held
in 40 days.
