for March 6. German television network ARD is holding the date of
March 6 for Arthur Abraham’s bout with Andre Dirrell. Abraham is
returning from a twelfth round knockout of Jermain Taylor. Dirrell
lost a close decision to WBC super middleweight champion Carl Froch.

Abraham-Dirrell was being eyed for January 23 at New York’s WaMu
Theater in Madison Square Garden but the date was taken by Top Rank
for the Juan-Luevano, Gamboa-Mtagwa HBO doubleheader. Abraham-Dirrell
could head to a venue in California or Florida.

Speaking of Froch, his title defense against Mikkel Kessler, if he
manages to heal in time, could land on the same March date. Last month
Kessler suffered a one-sided decision loss to Andre Ward. During the
action there were multiple head clashes that opened up a few bad cuts
on Kessler’s face. That fight would take place in Kessler’s backyard
of Denmark, BoxingScene.com reported.

Armenian peacekeepers to go to Afghanistan in February 2010

Armenian servicemen will go to Afghanistan in February 2012, Armenian
peacekeeping brigade commander Col. Artur Simonian said in Yerevan on
Thursday.

"Armenian peacekeepers will soon have a familiarizing visit to
Afghanistan. Forty peacekeepers will visit Germany for training in
January. The Armenian servicemen will go to Afghanistan in February,
together with a German unit," he said.

The Armenian servicemen will spend about six months in Afghanistan,
and the personnel will be rotated, he said.

Washington expects Armenian support to peacekeeping operations, U.S.
Deputy Assistant Secretary of Defense Celesta Wollander said in
Yerevan.

U.S. President Barack Obama decided to enlarge the peacekeeping force
in Afghanistan, she said, adding that they viewed Armenia as an
important partner and expected its support.

By the initiation of the Russian "Give a life" fund for the support
of the children with blood cancer today in Yerevan will take place a
beneficial concert which is aimed at concentrating the attention on
the children’s cancer problems and on gathering 97 thousand dollars
for buying equipments in the frameworks of the "Muratsan" university
hospital.

On the concert which will conduct the famous Russian actor Chulpan
Khamatova, Armenian and Russian musicians and musical groups will
participate in the event; Levon Malkhasyan, and Malkhaz group,
Alexander Zaqaryan, Vahan Artsruni, "Mirayf" group, "Armenian Navy
Band" and Arto Tunj Boyajyan, Artur Kirilov drawing on the sand.

The fund "Give a life" founded on 2006 by the Russian famous actors
Dina Korzun and Chulpan Khamatova is providing measures through
concerts for the treatment of the children who have cancer. The 60%
of children in Russia get treatment due to these measures.

The treatment of the children’s cancer needs too much expanses. It
can reach from 15 000 to 150 000 dollars.

It’s the first time that Armenia officially accepted the tenet that
the issue of Nagorno-Karabakh must be settled on the basis of the
entirety of Azerbaijani territory, stated Armenian National Congress
(ANC) coordinator Levon Zurabyan, commenting on the OSCE ministerial
statement related to the Nagorno-Karabakh conflict.

Specifically, Zurabyan noted that after the collapse of the Soviet
Union, choosing a diplomatic system, in which the settlement of
the Nagorno-Karabakh conflict would be secured on the right of
self-determination, was very important. Becoming an OSCE member and
receiving the right to veto, Armenia became able to say that it would
use that right in the case if the principle of entirety of Azerbaijan’s
territory is to be tied with the settlement of the Nagorno-Karabakh
conflict, noted the ANC coordinator.

With the December 1 decision, in Zurabyan’s opinion, this entire
diplomatic work went down the drain. "Now they are trying to fool us
and create the impression that also included in the official documents
is the right of nations’ self-determination."

The ANC coordinator, however, considers the fore-mentioned
argument ridiculous, since, in his opinion, simultaneously taking
advantage of the principles of territorial entirety and the
right of self-determination means that "the right of nations to
self-determination must be carried out within the frames of the
principles of territorial entirety."

Responding to the issue of first president of Armenia, current ANC
leader Levon Ter-Petrossian’s 1992 interview where Ter-Petrossian was
discussing the Nagorno-Karabakh issue as part of Azerbaijan, Zurabyan
noted that diplomatic documents and positions are important for him.

"All of Ter-Petrossian’s statements during that time were directed
toward the information and political securing of military operations."

including the fact that it was harmful to Greece, Cyprus and
Armenia. The Turkey-Israel military arrangement, initiated in 1996
during the Clinton administration by Vice President Gore’s office, was
not in the interests of the U.S. In effect, it demonstrated support of
Turkey’s invasion and occupation of Cyprus; support of Turkey’s denial
of the Armenian, Greek and Assyrian Genocides; support of Turkey’s
violations of the human and political rights of its Kurdish minority;
and support of Turkey’s numerous violations of religious freedom,"

"Obama has watered down his campaign statements and those of Vice
President Joe Biden. He has not ordered a critical review of the United
States-Turkey relations. He keeps talking as if Turkey is a loyal,
reliable ally of substantial importance and a bridge between East
and West and between Christians and Muslims. The facts are otherwise
and Obama’s rhetoric on Turkey is inaccurate, misleading and omits

"Obama has failed to state that Turkey is giving full support to
the Iranian government and its tainted re-elected President Mahmoud
Ahmadinejad. Erdogan and Turkey’s president were among the first
foreign leaders to call and congratulate Ahmadinejad which was a

supported by most of the world community in its denunciation of the

by Kemal Ataturk. Turkey was the leading anti-Christian nation in the
world in the 20th century, killing over 2,500,000 Christians. And today
it violates the religious freedom of the tiny Greek Orthodox Christian
minority of 2000 and the Ecumenical Patriarchate," the source informs.

at its today’s session to make changes and amendments in the law on
"Armenian Holidays and Memory Days". Culture Minister Hasmik Poghosyan
said that the commemoration day followed after Christmas and the
Revelation days must too be declared as holiday, non-working day.

By the currently functioning law, these days according to the Catholic
Church rule precede the New Year. In connection with the decision,
Armenian Prime Minister Tigran Sargsyan said that it will give an
opportunity to the citizens to organize their rest twice in a year. The
adoption of law must be considered immediate to be able to apply this
year. As a result during the New Year holidays the citizens will have
an opportunity to have rest till January 10, 2010.

The prime minister noted that this change corresponds to international
experience. In Europe the Christmas holidays start from December 24
and in Armenia January 6.

Interview of Head of Yerevan Delegation of the International Committee
of Red Cross (ICRC) Nadya Kebir Raoloson with ArmInfo news agency

The ICRC Delegation has been working in Armenia for almost twenty
years. How do you assess the work done over this period?

Indeed, the ICRC has been working in Armenia for 17 years, and this
is quite a big term not only for Armenia, but for other countries
as well. Like in other countries, in Armenia, too, the ICRC tailors
its work to the needs and peculiarities of the country. The work may
conditionally be divided into three categories. From the viewpoint of
durability of programmes as they date back to the beginning of the
ICRC activity in Armenia, the first category includes programmes
on dissemination and promotion of knowledge about International
Humanitarian Law. The programmes of the second category are of
similar duration and concern the cooperation with the Armenian
Red Cross Society. The third category is the so-called operational
programmes changing in the course of time. Taking into account all
these categories, I can state that the ICRC Delegation has always
been able to do its work and adjust it to the conditions and needs
of the country.

What operational programmes are being implemented at present?

First and foremost, it is the issue related to missing persons and
their families. The second part is the visits to prisoners. Earlier we
had support programmes, but in Armenia support distribution programmes
are no longer implemented as it is not needed any more. As regards the
tuberculosis programme implemented earlier, we have already completed
it. The further stages of the programme will be carried out by relevant
national authorities. But we certainly continue cooperating in this
sphere, mainly providing expert and information support.

It is well known that the ICRC prepares lists of the missing but the
Committee’s methods differ from the ones applied by the national
authorities. At what stage is the work now? How much complete can
these lists be considered for the moment?

The ICRC prepares its lists of the missing on the basis of
applications submitted by the missing persons’ families. This is the
main difference. According to our list, a total of 4,540 persons are
considered lost in Nagorny Karabakh action. The matter concerns three
parties: Armenia, Nagorny Karabakh and Azerbaijan. As for Armenia,
the matter is about 400 missing and in case of Nagorny Karabakh –
463 missing. I would like to say that we closely cooperate with the
Armenian, Azerbaijani and the NKR state commissions. Detailed Data
Collection programme (DDC) is vivid example of this cooperation. As
for the lists, they will be finalized by the relevant commissions
and compiled into a common list.

Would you tell about DDC in detail?

The DDC project aims to create a database on the missing. The database
will serve as key reference material for possible cases of exhumation
and identification. The matter concerns "ante mortem" information, i.e.

information about a person before his/her death or disappearance. The
programme covers many spheres, for instance, dentition, some physical
features or circumstances that may be needed.

At what stage is this project in Armenia?

Data collection has practically been completed in Armenia. This means
that we have visited almost all the families of the missing. I use
the word "almost" as there are still families outside the republic,
and we could not contact them. However, the work is underway, and we
will try to get in touch with these families. The same process is on
in Karabakh and Azerbaijan.

How, in your opinion, are the Karabakh conflict parties implementing
the agreement on repatriation of captives?

I think that such problems must be solved by the conflicting parties.

As regards the ICRC participation in the process of repatriation, our
organization usually offers its services on repatriation of prisoners
of war, internees, as well as remains. If a neutral mediator’s services
are accepted, we participate in this process. We are always ready to
carry out the procedure if asked to.

The parties come out with regular statements that a captive does not
want to return to his motherland. Has the ICRC got any mechanisms
to check such statements and to get convinced that the reason the
captive confirms his desire during his meeting with ICRC officials
is not fear for himself or his relatives?

Our meetings with the captives and internees are our working meetings.

As soon as we receive a statement about capture, we visit that person.

If the problem of repatriation arises, we meet without witnesses, hold
a so-called private conversation, and make sure that this is his desire
to be repatriated. On the other hand, the relevant provision of Geneva
Conventions says that, if a person does not want to be repatriated,
his desire should be satisfied. In this aspect the possibility of
visiting these persons is brought to the forefront. We have this
opportunity in our region.

How attentive are the Armenian and Azerbaijani authorities to the
ICRC recommendations concerning treatment of the captives?

The ICRC is guided by the principle of confidentiality. Yes, we pay
visits and make recommendations, and then establish a dialogue with
relevant authorities on the basis of these recommendations. I cannot
say more without breaking the principle of confidentiality.

Earlier the Azerbaijani press published the captives’ letter.

Moreover, according to mass media, these letters were received not
from the captives’ relatives. Might the letters be made public via
the delegation of Baku?

This is absolutely impossible. The ICRC messages are our main
tool ensuring contact between the captives and their families. Our
organization could not provide this information to other persons. I
assure you that we make certain this information is provided
exclusively to their families. Moreover, the relevant provision of the
Geneva Conventions protects captives from public interest. Sometimes,
families agree to make the information available for public, and we
cannot prevent this.

It is noteworthy to recall the case of the former prisoner of war
Hambardzum Asatryan. According to the State Commission of Armenia,
some unknown persons, who introduced themselves as ICRC employees, were
openly persuading him not to return to his motherland and suggested
transferring him to a third country. How would you comment on this?

Unfortunately, I am unaware of the details as I was not the head of
the delegation at that time. Nevertheless, I can express confidence
that my colleagues in Baku solved this problem. We hope that nobody
will introduce himself as an ICRC employee any more.

At present there are two Azerbaijani captives in Armenia and six
Armenian captives in Azerbaijan. How often do the ICRC representatives
visit the Azerbaijani captive soldiers?

We visit them regularly. We have no obstacles to observe the necessary
procedures and, certainly, we inform the authorities of all of our
recommendations. This is very important. The principal position of
the ICRC is that the number of captives makes no difference, one
captive is no less important than a big number of captives.

The Armenian party has repeatedly asked the OSCE representatives
to urge the Azerbaijani party to establish direct contacts between
commanders and community leaders in the borderline zone. Can the ICRC
be involved in this process?

I am aware of these proposals. We cannot influence this process. But
in case the parties come to an agreement and apply to us, we are
ready to participate in the process. On my part, I can say that our
organization comes out for establishment of such contacts. This would
be fine. But I repeat that first of all we need an official request
of the parties. In this case, both we and our colleagues in Baku will
do our best to contribute to settlement of existing problems.

Azerbaijan is reported to sentence its former captives to long-term
imprisonment. This looks to be very much in tune with Stalin’s approach
to capture. How would you comment on this approach?

I will not comment on this. Each country is guided by its own
legislation no matter whether such sentences are justified or not.

And in conclusion, how do you assess the level of cooperation with
the authorities?

I highly appreciate the level of cooperation. We are implementing
our work according to the procedures set in the ICRC and there is
no obstacle to that. Moreover, we have perfect relations with the
Armenian authorities. In particular, we cooperate with Armenian
Education Ministry, Defence Ministry and Foreign Ministry.

Shevket Shajdullin, Director General of "South Caucasus Railways"
on December 2 visited the Shirak region of Armenia, press office of
the company reports. During the visit, he met with the Governor of
the Shirak region Lida Nanyan and Gyumri Mayor Vardan Ghukasyan.

Social issues, problem of operational safety of the railway,
availability of unauthorized crossings have been touched upon during
the meeting. Particular attention was paid to families living at the
facilities of the railway since the early 90’s. Concession contract
between the South Caucasus Railways and the Government of Armenia
does not provide accommodation at railway facilities. The parties
came to a mutual understanding of the problem.

The head of SCR Shevket Shaydullin and the Governor of the Shirak
region Lida Nanyan traveled to the Akhuryan border station. During
the visit Lida Nanyan highly praised restoration works carried out
at the railway station Gyumri-Ahuryan.

Millennium Challenges Armenia Foundation Lends $6 Million To Armenia

MILLENNIUM CHALLENGES ARMENIA FOUNDATION LENDS $6 MILLION TO ARMENIAN FARMERS

YEREVAN, December 1. /ARKA/. Millennium Challenges Armenia Foundation
has lent $6 million to Armenian farmers, Ara Hovsepyan, general
executive director of the foundation, said last week.

He told ARKA News Agency that the foundation launched its credit
program in April 2008, and has lent $6 million to 550 Armenian farmers
since then.

Millennium Challenges Armenia Foundation lends money to farmers for
seven years and at 12% interest rate.

The foundation-extended loans range from AMD 350,000 to AMD 10.5
million

The loans are being extended through those banks and credit
organizations having relevant agreements with the foundation.

In particular, Millennium Challenges Armenia Foundation has signed
agreements with four banks – Ameriabank, Ardshininvestbank, Converse
Bank and Armbusinessbank – and six credit organizations – Aniv,
Farm Credit Armenia, New Horizon Card Agro Credit, Sef International
and GFC.

The credit portfolio of the program supporting small and mid-scale
farming is $8.5 million or AMD 3.23 billion.

The foundation planned to lend $5.5 million to farmers in 2009 under
"From Water to Market" program.

Individuals or organizations having taken Millennium Challenges
Corporation’s classes of and are willing to use new technologies in
irrigation or agriculture were eligible to enjoy the foundation’s
loans.

The program of American Millennium Challenges Corporation was launched
in Armenia on September 29, 2006.

The agreement implying a $235-million grant for Armenian government
was signed on March 27, 2006.

The grant is intended for poverty reduction in Armenia’s rural areas
and recovery of rural roads and irrigation infrastructures.

modernization", said Nerses Yeritsyan, Minister of Economy of Armenia.

"It is necessary for management and diversification of sources of
raw material", he said to the journalists on Tuesday.

Development of jewelry sphere is also important for Armenia from the
point of view of increase of added value production. At present,
opportunities of Armenia allow to create not big percent of added
value on raw material. Today the share of Armenian enterprises in the
cost of final product is only 2-3%; the rest is going on raw material.

Yeritsyan mentioned the necessity of increasing the share of Armenia
in the cost of jewelry products up to 50-60%.

Development of jewelry production in Armenia is rather serious
challenge and several years are needed for the establishment of
relevant institutions. "It is necessary to have designing skills.

Armenia has secular traditions in this sphere", he said. By the
results of 2009, there will not be decline in the share of diamond
processing and jewelry production but he did not bring any indicators.

According to National Statistic Service of Armenia in January-October
2009, 39.1 thousand carat of diamond was produced in Armenia which is
55.8% under the level of similar period of 2008. During ten months
of 2009 the volume of jewelry products was 603.9 kg (decline of 18%
compared with January-October 2008).
