/PanARMENIAN.Net/ Turkey yesterday expressed dismay at the ban on
the building of minarets in Switzerland.

"This is an outdated approach in the middle of Europe," Ertugrul
Gunay, Turkey’s Culture and Tourism Minister, told reporters. "Such
an anachronistic referendum should not have been allowed to take
place in these times."

In the referendum in Switzerland on Sunday, a 57.5 percent majority
voted in favor of the ban on construction new minarets in the country.

"Switzerland is a country that lies within Europe but has not
internalized Europe with its democratic values, the Minister added. He
said he is against holding "a referendum on matters of religious
freedom".

"Every religious structure has its symbols," Mr Gunay said. "A minaret
or a church tower is an inseparable part of such a structure."

He said he expects reaction from Muslim nations, which could apply
economic sanctions against Switzerland

parliament will discuss the legitimacy of the process on normalization
of Armenian-Turkish relations during the NA upcoming four-day session,
MP Artsvik Minasyan said.

At that, he noted that the ARFD had earlier requested the government
provide information on the entire process. "The poor wording of
the government’s response is a violation of constitutional norms,"
Minasyan said.

What do you expect from the Athens meeting of the presidents of
Azerbaijan and Armenia?

I don’t expect anything. The positions of Azerbaijan and Armenia
are too different today to expect a breakthrough in the negotiation
process. In these conditions much depends on the position of the OSCE
Minsk Group co-chairs. If they increase the pressure on Armenia,
referring to its unconstructive position, a fair resolution of the
Karabakh conflict may be possible. Armenia really thinks that it
defeated Azerbaijan although this is not true.

Can we expect the OSCE Minsk Group to put enough pressure on Armenia?

This is a difficult question, as the United States, which co-chairs
the Minsk Group, is stuck in Afghanistan and Iraq and they need to
settle these problems as soon as possible. Another co-chair, Russia,
also has a great many problems, including domestic ones: the economy
has collapsed, science and research have collapsed, there is public
apathy and a very dangerous situation in the Caucasus. If Russia does
not change its attitude to the situation, review its foreign policy
or concentrate on settling its worsening domestic problems, all of
this may deteriorate further and events may take an undesirable turn.

Anyway, the existing problems do not allow Russia to concentrate
fully on the settlement of the problems facing the OSCE Minsk Group.

Meanwhile, the coordinator of the Armenian National Congress, Levon
Zurabyan, said recently that a framework agreement on Karabakh has
already been coordinated. What do you think of this?

Yes, I have heard this opinion, but actually that there is no agreement
on the issue inside the Armenian elite which is not ready to make
concessions on a fair settlement of the Karabakh conflict.

Azerbaijan has already made a compromise. And this is that our country
is ready to help Armenia get out of the deadlock in which it is mired
because of its territorial claims on a neighbouring state.

Considering this, can we expect a breakthrough in the resolution of
the Karabakh conflict during Turkish Prime Minister Erdogan’s visit
to the United States? He is to meet Barack Obama on 7 December.

Certainly, Armenia had some hopes that they will separate the
Turkish-Armenian rapprochement from the resolution of the Karabakh
conflict. But it seems that the Turkish government managed to
demonstrate its position clearly and dismiss all these hopes. The
only thing left is to attain a final reconciliation of the positions
of the superpowers on the resolution of the Karabakh conflict. This
will probably occur during Erdogan’s visit to the United States. If
so, by the end of the year the presidents of Azerbaijan and Armenia
may sign a peaceful agreement on the resolution of the conflict.

The Ministry of Foreign Affairs of the Nagorno Karabakh Republic
has forwarded the text of the November 25, 2009 statement of the NKR
National Assembly to the OSCE Secretariat for distributing it among
the participants of the meeting of the OSCE Foreign Ministers to be
held on December 1-2 in Athens.

A corresponding letter was sent also to OSCE Chairman-in-Office George
Papandreou, and a copy of it – to the Personal Representative of the
OSCE Chairman-in-Office Ambassador Andrzej Kasprzyk.

The statement was adopted by the NKR National Assembly because
of the aggressive policy of official Baku in the process of the
Azerbaijani-Karabakh conflict settlement, Press Service of the NKR
Ministry of Foreign Affairs reports.

Bogdan Klich told a news conference jointly held with the Defense
Minister of Armenia Seyran Ohanyan in Yerevan.

"I have repeatedly said in both Azerbaijan and Armenia, that Poland
regards the political dialogue as a correct way to resolve critical
situations. We, as before, will promote peaceful settlement of the

Democratic Party of Armenia said.

"These processes are tailored to be concurrent, with the Karabakh
conflict to be solved in favor to Baku," Aram Sargsyan told journalists
in Yerevan on Friday.

According to him, the protocols on normalization of Armenia-Turkey
relations do not conform to the RA Constitution.

"The documents have illiterate wording and cannot be ratified in that
way. I do not rule out that ratification of the protocols can result in
a split of the Armenian nation. They question Armenia’s international
authority, since we are almost abandoning the international process
of the Armenian Genocide recognition.

About U.S.$16m was donated to the reconstruction of social-economic
infrastructure of NKR Shushi town at Nov. 26 annual telethon by
Hayastan All-Armenian Fund.

Acting Executive Director of the Fund Ara Vardanyan, NKR Premier
Ara Haroutyunyan and Head of the Artsakh Diocese of the Armenian
Apostolic Church Archbishop Pargev Martirosyan also attended the event
held in LA, California. Funds will contribute to the restoration of
Shushi town and rural communities as well as the implementation of
nationwide projects.

Hayastan All-Armenian Fund was founded in 1992 aiming at the
development of infrastructure in Armenia and NKR. The Board of Trustees
headed by RA President Serzh Sargsyan consists of Armenian Diaspora
representatives from all over the world.

They made it clear for the "militant" president that in this historical
period his words are inappropriate.

The meeting between the Presidents of Armenia and Azerbaijan in
Munich is over, giving rise to the already accumulated problems of
Karabakh settlement and adding to them, one might say, some unexpected
processes. After the meeting, reporters were of different opinions
about whether the meeting ended as usual, with yet another statement
issued by the OSCE Minsk Group co-chairs. But is it really so?

/PanARMENIAN.Net/ Let us begin with the information that the meeting,
or rather its threshold, was "marred" by ordinary sharp and bellicose
statements of the Azerbaijani President. "We will liberate our
lands by force" declared the Azerbaijani President before every
Sargsyan-Aliyev meeting, but these statements were paid absolutely
no attention to. However, this time exactly with this declaration the
world media began their reports from Munich. One could even say that
they took the Aliyev threats very seriously, and, as a consequence,
the tone of the publications changed. They made it clear for the
"militant" president that in this historical period his words
are inappropriate. Moreover, they can actually provoke a war that
would not in the best way affect not only the region (which is last
thought about), but also the mediators, namely Russia, France and the
United States. To be honest, the war in the Caucasus is beneficial
only to Russia, which at one stroke can regain her lost positions,
irrespective of who will win the war. The fact that the number of
estimated losses of the Azerbaijani army has been voiced, suggests the
actual possibility of a military solution to the conflict, or rather,
the possibility of yet another defeat of the Azerbaijani army. We do
not yet say that war is inevitable, but the conflicting parties may be
put before this fact too. What will Ilham Aliyev and his entourage do,
if it doesn’t come out as he wants it to, but as it should? Examples
are apparent: Heydar Aliyev successfully lost the war and signed a
cease-fire agreement, immediately promising his people that he would
"return the lands". Oops! He didn’t manage. The same fate awaits
his son.

Generally speaking, we do not want to take seriously any of Ilham
Aliyev’s statements, and it is at first sight strange that all the
interested parties should have made a fuss over this statement. In the
words of Vafa Guluzade, who has long been close to the Aliyev family
and knows them quite well, in reality the position of the parties
remains unchanged. "Armenia insists on unification or independence of
Nagorno-Karabakh, but Azerbaijan refuses. As far as some new elements
are concerned, they are not so noteworthy," declared Guluzade.

Touching upon the reasons for extremely harsh statements issued by the
Azerbaijani authorities on the possibility of ending the negotiation
process and resuming military actions, Guluzade quoted the OSCE Minsk
Group Russian Co-Chair Yuri Merzlyakov, who had stressed that such
statements are purely for internal use.

Well, maybe this time the statements were not so much for internal use,
but no good came of them either. War in the region is beneficial to no
one, and especially to Azerbaijan. Meanwhile, few people noticed that
almost all the publications of the world media said, yet disguised,
that it is the war of Karabakh Armenians, who proclaimed independence
and behind whom stands Armenia. The terminology "war between Armenia
and Azerbaijan" gradually gives way to "negotiations between Baku and
Stepanakert". And the only essential thing now to do is to ensure
security of communications and stability in the region that faces
a more serious threat: the possible establishment of "Independent
Kurdistan" by the United States. That’s when really neither Turkey
nor Iran or Syria and especially Ilham Aliyev will be in the mood
to occupy themselves with Karabakh issues. The recently signed pact
between Turkey, Syria and Iran aimed exactly against the establishment
of a Kurdish state. So, the world powers are concerned about itt,
and not about "the efforts of the Minsk Group", which somehow or
other does its job. Moreover, this activity is not honorary for the
mediating countries. Money begins to flow like water, when there is
the possibility of military solution to a conflict, as it was the
case with the former Yugoslavia.

Presidents of Russia Dmitri Medvedev and Azerbaijan Ilham Aliyev will
discuss the problem of the Karabakh conflict settlement in Ulyanovsk
and attend the events on naming one of the city squares after Heydar
Aliyev, according to a source in the Kremlin.

During the meeting, the sides are expected to continue exchange of
views on urgent issues of international and regional agenda.

"These include the Karabakh conflict settlement mediated by Russia
as an OSCE Minsk Group’s co-chair", the source said.

Medvedev and Aliyev will also attend the ceremony of naming one of
the city squares after Heydar Aliyev.

In June of 1983 Heydar Aliyev, who was the first deputy chairman of
the USSR Ministers Council, led a state commission on elimination
of implications of Alexander Suvorov ship’s crash that grabbed on
a railway bridge support via the Volga river under Ulyanovsk. The
accident caused death to 176 people.

In July of 2008 a memorial to H.Aliyev was erected at the initiate
of the local representatives of the public organization "All-Russian
Congress of Azerbaijanis" in Zasviyazh region of Ulyanovsk and in
September of this year, the Ulyanovsk town building council decided
to name the square at which this memorial is erected after H.Aliyev.

"Georgia’s position is simply unacceptable and doesn’t suit to
civilized state, especially, to the Christian country," said at
today’s press conference head of the ARF Dashnaktsutyun, Vahan
Hovhannisyan when asked about last developing in case of Armenian
Churches in Georgia.

Some Armenian churches located in Georgia were declared as ‘disputed’
and were not given back to Georgian Diocese of Armenian Apostolic
Church. These churches are: St. Gevorg Church (known as ‘Mugnetsots’),
Norashen, Virgin’s Shamkhoretsots, St. Nshan, Yerevantsots of St.

Minas, and St. Nshan in Akhaltsikhe.

St. Gevorg Church of the 13th century, as people called it
‘Mugnetsots’, ruined on November 19. All requests and claims voiced
before by Armenian Catholicosat in address to Georgian government
and Georgian Patriarchy, remained unanswered.

In this connection, Armenian politician said that only international
pressure may affect Georgia. "This is exactly what we are going to
do," stated Vahan Hovhannisyan without detailing which steps are to
be taken.
