Party of Armenia (RPA) parliamentary group member Tatshat Vardapetyan
lost large sum of money at a casino.

The paper tried to clarify the information from the MP himself, who,
of course, denied it.

“That’s a complete lie. I play only chess, if it’s considered
gambling,” Mr. Vardapetyan said.

LAS VEGAS-With fresh polling showing him in the lead and his opponent
refusing to debate him in all seven counties of Nevada’s new 4th
Congressional District, Republican Danny Tarkanian’s congressional
campaign received another boost this week with the endorsement by
the Armenian National Committee – Political Action Committee (ANC-PAC).

The ANC-PAC is encouraging members of the large and growing Armenian
American community in Nevada to vote for Danny Tarkanian on Election
Day. The new congressional district Tarkanian is running to represent
includes portions of Clark County, as well as the rural counties of
Esmeralda, Lincoln, Lyon, Mineral, Nye and White Pine.

“We are proud to announce our support for Danny Tarkanian and look
forward to having him sworn in as a Member of Congress next year at the
U.S. Capitol. He is a talented and proud son of the Armenian American

In a recently released poll conducted by SurveyUSA, Tarkanian is
leading his Democrat opponent by a margin of 45 to 42 percent. The
poll was commissioned by the Las Vegas Review-Journal and the 8News
Now and shows that the race is whisker close. The poll also shows that
Tarkanian is running neck-and-neck with his opponent in urban areas of
the district and winning more support in therural counties that make
up an important part of the new congressional district. According
to the Las Vegas Review-Journal, “the poll shows Tarkanian with a
21-point advantage among non-partisan voters (53-32) and picking up
crossover Democratic support at 11 percent, giving him the edge in
the 4th Congressional District, where registered Democratic voters
outnumber Republicans by 10 percentage points.”

Earlier this year Danny Tarkanian won the Republican primary for
Nevada’s new 4th Congressional District. He achieved this victory by
securing over 32% of the vote and defeating eight other Republican
candidates. This November he will face Democrat State Senator Steven
Horsford, who is the Majority Leader for Nevada’s State Senate.

Tarkanian is widely known in the State of Nevada as a strong
conservative who is a proven vote getter. Several years ago Tarkanian
garnered over 230,000 votes in his race for Nevada Secretary of State.

Danny Tarkanian is a graduate of the University of San Diego Law
School, a successful businessman and a dedicated husband and father.

He and his wife Amy live in the Las Vegas area with their four
children. His father Jerry Tarkanian, a proud Armenian American, is
among the most successful college basketball coaches in NCAA history.

His mother Lois Huter Tarkanian is a well-respected educator who

Armenian Foreign Minister Edward Nalbandian called Azerbaijan a threat
to the security and stability of the South Caucasus and accused it
of being responsible for the ‘frozen’ conflict in Nagorno-Karabakh
as he addressed the 67th Session of the UN General Assembly on Monday.

Armenia’s top diplomat devoted much of his speech to raise concerns
about the policy of hatred towards Armenians in Azerbaijan that he
said was being promoted “at the very top level”.

“Year after year Armenia has been raising its concerns from this podium
over the militaristic rhetoric, blatant violation of international
commitments and anti-Armenian hysteria being instilled into the
Azerbaijani society from the highest levels of its leadership. Many
international organizations on human rights alerted about flagrant
cases of xenophobia, racism, intolerance and violations of human rights
in Azerbaijan, alerted on the policy of hatred against Armenians,”
said Nalbandian.

“What is the Azerbaijani response? It is not only ignoring the
expectations of the international community, but is constantly making
new and new steps going against the values of civilized world. The
latest such case is the Azeri government’s release and glorification
of the murderer [Ramil] Safarov, who had slaughtered with an axe
an Armenian officer in his sleep, during a NATO program in Budapest
simply because he was an Armenian. The Azerbaijani leadership made
him a symbol of national pride and an example to follow by youth,”
continued the Armenian foreign minister.

Nalbandian stressed that the world reaction was “unanimous” and
“very clear” in condemning what was done by Baku. But he added:
“The Azerbaijani leadership is continuing to pretend that this act
corresponds not only to the Azerbaijani constitution and legislation,
but also to the norms and principles of international law, the
respective European Convention. The leadership of this country is
claiming that what was done is just very good. It is very sad that
the constitution and legislation of any country could allow the
glorification of a murderer…”

“It is clear that the international community should not tolerate the
attempts of the Azerbaijani leadership to adjust the international
law to their own racist ideology,” stressed the Armenian official.

Nalbandian also suggested that the Safarov Affair had “seriously
undermined” the Nagorno-Karabakh negotiation process and “endangered
the fragile regional security and stability”.

“Azerbaijan poses a threat to the security and stability in the region
by its constantly menacing to use force against Nagorno-Karabakh and
Armenia along with unprovoked daily war-mongering by its leadership,
by not only rejecting the proposals of the three Co-Chair countries
on the consolidation of the ceasefire agreement, on the creation of
a mechanism of investigation of incidents on the line of contact, but
also by systematic ceasefire violations not only on the contact line
between Nagorno-Karabakh and Azerbaijan, but also by provocations on
the border with Armenia, by ceaseless acts of vandalism towards the
Armenian historical and cultural heritage,” said Nalbandian.

“While Armenia together with the international mediators is exerting
efforts around the table of negotiations, Azerbaijan is multiplying
its military budget, increasing it more than twentyfold during the last
few years, and boasting about it. While Armenia and the international
community are calling for withdrawal of snipers from the line of
contact, Azerbaijani leaders are rejecting it and opening sniper
schools for the youth. While Armenia is calling for regional economic
cooperation, which could become a tool for increasing confidence
between the parties, Azerbaijani authorities are declaring that
together with Turkey, they will continue the blockade until there
are no more Armenians in Armenia,” he added.

The Armenian foreign minister underscored, however, that regardless
of Azerbaijan’s “destructive stance”, Armenia will continue to make
efforts towards the settlement of the Karabakh issue “exclusively
through peaceful means and on the basis of the purposes, principles
and norms reflected in the UN Charter and the international law.”

Nalbandian also used the UN tribune to raise concerns about the
worsening of the humanitarian situation in Syria, which directly
affects the large Armenian community in this country. He said that
Armenia continues to receive refugees from Syria that are “full
of worries about the escalation of violence in their country”. “It
is impossible to reach a durable settlement without the cessation
of hostilities by all parties and without an inclusive political
dialogue taking into account the interests of all Syrians,” the
Armenian foreign minister stressed.

YEREVAN, October 2. /ARKA/. Wine production in Armenia advanced 11.8%
in the first half of this year from a year earlier to 1.68 billion
drams, a chief of Industrial Policy Department of Armenia’s Economy
Minister Hayk Mirzoyan said Tuesday.

“Within the reported period 1.76 billion drams were earned in wine
sales, which is 32.9% higher from the fist half a year earlier,”
he noted.

According to him, Armenia’s wine export rose by 16.7 % totaling in
522.7 million drams. The main importer of Armenian wine is Russia.

Mirzoyan said total of 20 companies with 520 workers are operating
in wine production sphere. He also highlighted the issues in this
sphere, noting a special strategy for development of wine production
has already been designed.

“These days the sphere council is expected to approve the strategy,
after that it will be passed for Industrial Council’s approval. After
all these procedures the strategy will be implemented,” Mirzoyan said.

The new strategy will meet all European standards in wine production,
boost export and human resources issues. ($1 – 407.09 drams).

Ex-foreign minister of Armenia, Member of Parliament Vartan Oskanian,
PAP, commented on the vote to the motion on his immunity on Facebook.

He in particular wrote that the parliament deprived him of
parliamentary immunity as the Georgian President Mikhail Saakashvili
accepted the defeat of his party in the parliamentary elections. This
means one party will form the majority in the legislature and the
government, while the president belongs to another party.

According to him, we had a chance to be the first in the region in the
past parliamentary elections but the authorities preferred their party,
clan and personal interests to the interests of the state and people.

Elections were rigged, and now we have what we have. If the
counterbalance was in the parliament, this injustice would never
happen. This injustice is not towards me, but the people and the

“The persecution of Vartan Oskanian, former foreign minister
of Armenia, is clearly politically motivated. The funds from Jon
Huntsman Sr were donated to Civilitas via Oskanian in early 2011. Yet
the proceedings against Mr. Oskanian were brought on only after he
re-entered politics in Armenia this year. Civilitas, the non-profit
organization started by Mr. Oskanian, has done amazing work in Armenia,
as well as diplomatically abroad, for Armenia. It is extremely
important for a developing democracy to shun the monopolization of
media, industries, and political offices. It is also very important for
Armenian citizens to be able to express their choices and grievances by
voting in free and fair elections, monitored by reputable international
polling organizations. For centuries we have been controlled by one
foreign entity or another. Although we have allegiances, allies, and
the need for aid as a nation, our democracy and economy should not
be victimized by influences from the West (U.S. mainly), nor Russia.

We must collectively rise out of this short sighted Soviet-era need to
control industries and politics to allow our countrymen the freedom
of expression earned over centuries of struggle”, Serzh Tankian’s
message reads.

“I have known Vartan Oskanian for many years, and believe that he is a
brilliant statesman, committed to Armenia’s prosperity and well-being.

He is a truly international presence, capable of creating important
bonds and bringing cherished ideas of democratic reform and free
media to a country that is still recovering from over seventy years
of Soviet-era control.

With this in mind, I immediately accepted Mr. Oskanian’s invitation
to lend my name to the formation of Civilitas. I have watched as this
vital organization has helped shape the course of open discussion
and debate within a country I cherish and so proud of. This is why
I am so shocked and upset by the current charges that have been
brought against Mr. Oskanian. The persecution of Vartan Oskanian
is a deplorable and politically motivated action which is extremely
dangerous to the health of the country. I urge the Prosecutor General
of Armenia to seriously consider the consequences of removing Vartan
Oskanian’s immunity and to charge him with this trumped-up charge.

This action is being watched with great concern by anyone who is
concerned with freedom of expression in a truly democratic and modern

Armenian President Serzh Sargsyan has criticized the Healthcare
Ministry at a meeting on state healthcare surveillance and
pharmacology, News Armenia reports.

The president said that it was the only area causing disappointments
for a third of the population, despite high-skilled doctors and
modernization.

He ordered executives to prepare and present a radical program based
on proposals made in 6-8 months.

Ovanes Ovsepyan, head of the presidential surveillance service,
reported about investigation made on September 19-26 about state
medical purchases. Healthcare Minister Derenik Dumanyan set primary
goals of healthcare and proposals for their solution.

The meeting was attended by Armen Gevorkyan, Vice Premier and Minister

Minister KaluÄ’eroviÄ~G and his Armenian counterpart Eduard Nalbandian
discussed the concrete ways to improve the overall relations, and in
particular the need to intensify the political dialogue. The importance
of enhancing ties in tourism, culture and education was emphasised,
as well as the need for a more dynamic interaction between the two
countries’ business circles. The ministers agreed that the signing of
a memorandum of understanding between the two ministries will enhance

Chief architect of the Stepanakert Airport Tigran Barseghyan assures
that the airport is super safe and can serve 100 passengers an hour,
which means that tens of flights can be operated a day. The airport
has good perspectives for development, he said.

Prime Minister Ara Harutyunyan had a meeting with representatives of
Armenia’s banking sector yesterday. The issue of financing for the
construction works at the airport was discussed.

All in all, $8 bln has been spent on the construction of the
Stepanakert airport. Ara Harutyunyan noted during the meeting that
the airport would start the first technical flights in a week, adding
that the first regular flights could be launched in a month.

Azerbaijani Parliament has to make a decision on the suspension of
the OSCE Minsk group’s efforts to find a settlement of the Nagorno
Karabakh Armenian Azerbaijani conflict, parliament’s deputy Fazail
Aghamali stated at the first meeting of parliament’s autumn session.

International organisations, including the OSCE Minsk group have double
standards on the issue of Ramil Safarov’s release, Aghamali said.

“These organisations which are always turning a blind eye to the
crimes of Armenians against Azerbaijanis, exaggerate the issue of
release of the Azerbaijani officer who has already served a sufficient
sentence. The OSCE Minsk group has adopted an unfair position in
the settlement of the Nagorno Karabakh conflict,” the deputy stated,
adding that the OSCE and a number of international organisations have
still not recognised Armenia as an aggressor state.

“During the past 20 years, the OSCE Minsk group has not made any
progress in the conflict settlement. This is why I suggest we should
end its efforts,” Aghamali noted.

The OSCE Minsk group is a group of OSCE member states whose co-chairmen
are heading the process of a peaceful settlement of the Nagorno
Karabakh conflict. The purpose of OSCE Minsk group is to provide
a permanent forum for negotiations on a peaceful settlement of the
crises based on principles, responsibilities and OSCE statements.

The OSCE Minsk group co-chairmen are currently Jacques Faure (France),
Igor Popov (RF) and Robert Bradtke (USA).

They regularly visit the region to hold high level negotiations between
the parties. They also hold meetings with the chairman and other
members of the OSCE Minsk group to prepare a report on negotiations.

The OSCE Minsk group include Belarus, Germany, Italy, Switzerland,
Finland, Turkey as well as Armenia and Azerbaijan along with
co-chairmen states.
