Yerevan/Mediamax/. Lawyer of Civilitas Foundation Artur Grigoryan
stated today that the foundation will lodge a complaint to
international court instances demanding compensation for the injury to
the foundation’s reputation in case the Cassation turns down the appeal
of the decision of the Investigation Department of the NSC of Armenia.

Grigoryan stated this during a joint press conference with the lawyers
of the Civilitas Foundation and Vardan Oskanian noting that the appeal
of the decision was turned down in the Court of First Instance and
Court of Appeal, Mediamax reports.

“Civilitas Foundation is as related to the money laundering as
for instance, it may be linked to production of fake brandy”, said
the lawyer.

Nicholas Koumjian, international criminal law specialist, who attended
the conference on the invitation of Civilitas Foundation said that
“it’s impossible to accuse somebody of money laundering without the
accusation on the part of the person who entrusted the money”.

“John Huntsman didn’t incriminate Vardan Oskanian and it’s obvious
that in this case we can’t state the fact of money laundering”,
said Nicholas Koumjian.

Depriving Vardan Oskanyan of deputy immunity will even more damage
reputation of the Armenian parliament, Ruben Hakobyan, Head of Heritage
Opposition Party Faction said in the Parliament, Tuesday.

“Whose idea was it to deprive Oskanyan of immunity? What will it
give to the country and public? Is Oskanyan the key reason of all
the problems in the country? Is he the only obstacle to the effective
fight against corruption? Is Oskanyan guilty in the general outrage
of bodyguards and impunity in Armenia?” Hokabyan asked rhetorically.

He said that on the threshold of the presidential elections, a criminal
case against Oskanyan couldn’t be without political motives.

It is a serious and cross mistake by the authorities, he said.

To recall, on October 1 Prosecutor General Hovsepyan presented a
petition to the Parliament for depriving Vardan Oskanyan of deputy
immunity for criminal prosecution. Oskanyan has already made a
statement saying that Aghvan Hovsepyan’s appeal was a political order.

On June 12 the National Security Service of the Republic of Armenia
submitted details of the criminal case against Civilitas Foundation
initiated on May 25 (article 190.3 of the Criminal Code of the RA
money laundering). The criminal case against the Civilitas Foundation
concerns the $2mln transaction for the sale of Huntsman Building
Products, an Armenia-based company owned by US-based Polymer Materials
and Huntsman International. The voting in the parliament on Oskanyan
case is scheduled for October 2.

GLENDALE-The Armenian National Committee of America-Western Region
announced this week that Reverend Joseph D. Matossian will be honored
with its Khrimian Hayrig Award at this year’s Annual Banquet on
October 28 at the Beverly Hilton in Beverly Hills, California. The
award is given by the ANCA-WR to clerical figures who have devoted
their lives to the Armenian nation, in the spirit of the award’s
inimitable namesake.

“To be recognized for my service is an honor for which I am grateful
to the ANCA-WR. Through our collective, steadfast pursuit of a better
and just life for our community, I have no doubt that we will be
successful,” said Rev. Matossian.

A man of great conviction, Rev. Matossian has served his people
through his church for over four decades. He was the senior pastor
of the Armenian Brotherhood Bible Church in Pasadena, California,
where he was one of the founding members. From 1994 to 2004, he
was the senior pastor at Emmanuel Armenian Congregational Church in
Downey, California, where he served for almost 23 years. In 2004,
he was elected to serve as Minister to the Union of the Armenian
Evangelical Union of North America (AEUNA) for a four year term and
was then reelected in 2008.

A founding board member of the Armenian Bible College, Sahag Mesrob
Armenian Christian School, and the Armenian Gospel Mission (AGM), Rev.

Matossian’s lifelong commitment to education and to helping
families in need cannot be underestimated. In addition to the myriad
responsibilities he has selflessly undertaken, Rev. Matossian also
serves on the Corporate Board of Armenia Fund, Inc. of Southern
California.

Dwelling on Prosecutor General Aghvan Hovsepyan’s proposal to strip

the case when deprivation of immunity contributes to consolidation
of the legislative field.”

He further suggested other MPs follow Mr. Oskanian’s case and tell
about their sources of income.

The Armenian Parliament’s approval of Armenian Prosecutor General
Aghvan Hovsepyan’s petition on depriving Vartan Oskanian of his
deputy immunity is injustice not only against him, but also against
all the citizens of Armenia, the ex-foreign minister of Armenia Vartan
Oskanian says on his Facebook page.

To recall, on September 27 Prosecutor General Hovsepyan appealed
to the Parliament for a permission to involve Vartan Oskanian as
an accused party in the money laundering case against Civilitas
Foundation. The appeal implies deprivation of deputy immunity, but
not arrest. Oskanian has already made a statement saying that Aghvan
Hovsepyan’s appeal was a political order. On June 12 the National
Security Service of the Republic of Armenia submitted details of the
criminal case against Civilitas Foundation initiated on May 25 (article
190.3 of the Criminal Code of the RA money laundering). The criminal
case against the Civilitas Foundation concerns the $2mln transaction
for the sale of Huntsman Building Products, an Armenia-based company
owned by US-based Polymer Materials and Huntsman International.

To note, today Vartan Oskanian was deprived of his deputy immunity.

64 members of the parliament voted for and six – against, and
one ballot was considered invalid. The total of 71 members of the

well as the “Prosperous Armenia” Party boycotted the voting.

The process of depriving the ex-foreign minister, member of the
Prosperous Armenia Party (PAP) Vartan Oskanian of his deputy immunity
is a political game, Leader of the New Times Party Aram Karapetyan
said at today’s press conference.

He thinks that the case of Oskanian may have three scenarios. Under the
first scenario, the Armenian authorities promote Oskanian’s candidacy
as an opponent to the incumbent President of Armenia Serzh Sargsyan,
and Oskanian will easily give his votes to Sargsyan. “But Oskanian,
as a candidate, is too vulnerable, one can easily reproach him for
the March 1 tragic events, consequently, it is not clear why the
authorities have chosen him”, Karapetyan said.

Under the second scenario, the PAP makes advantage of the excitement
around Oskanian and is trying to join the opposition and nominate
its own candidate. According to the third scenario, this is a game of
superpowers, specifically, Russia and the USA. Karapetyan said that
Oskanian is a pro-Western politician, and the PAP is a pro-Russian
party; consequently, one of them should change its orientation,
but it is not clear yet who will do that.

To note, today Vartan Oskanian was deprived of his deputy immunity. 64

Russia does not want the Nagorno-Karabakh conflict to be resolved as it
is interested in continuing its military cooperation with both Armenia
and Azerbaijan, Thomas de Waal, senior associate in the Russia and
Eurasia Program at the Carnegie Endowment, said during a discussion
of Russia’s role and interests in regional conflicts on Monday.

Turan quotes de Waal as saying that Russia is losing its influence
in Armenia and Azerbaijan.

He said that Dmitry Medvedev and Vladimir Putin have different
positions on the Nagorno-Karabakh problem: Putin is angry with Serzh
Sargsyan because of the latter’s decision to strengthen relations with
Georgia. The best proof of Putin’s anger was Russia’s late response
to the release of Ramil Safarov. It was a message to Armenia.

Expert from CSIS Sergey Markedonov agreed with de Waal that Russia is
not interested in peace between Armenia and Azerbaijan as it wants to
have all the trumps in its hands. “In any case, status quo is better
than no agreement,” Markedonov said.

Le tenere emozioni della vita quotidiana, raccontate in un
foto-documentario dalle immagini di Serkan Gurbuz e dalle interviste
di Caroline Trent-Gurbuz. Ecco il loro viaggio nell’ultimo villaggio
armeno in Turchia, tra speranze e paure per il futuro

In un lembo di terra baciato dal sole, tra le valli del Monte Musa
Dagh, sorge un piccolo villaggio dove la vita è ancora scandita
dai tempi della natura e dalle feste popolari, circondato da boschi
e aranceti. La semplicita della vita di comunita non lascia spazio
alla solitudine e, al contempo, non garantisce un futuro alle nuove
generazioni.

Vakifli Koyu è l’ultimo villaggio armeno rimasto in Turchia. Ospita
una piccola comunita di appena 130 persone, delle poche migliaia
rimaste nel paese. Un numero esiguo, considerando che appena un secolo
fa, 2 milioni di armeni abitavano la regione. Musa Dagh, il Monte di
Mosè, proteggeva tra le sue insenature altri cinque villaggi, che
però non hanno resistito alla furia travolgente della storia e sono
stati spazzati via dal genocidio armeno agli inizi del ‘900. Molti dei
sopravvissuti di quei villaggi si spostarono in Libano: tranne questo
sparuto gruppo di resistenza che continua ad abitare queste montagne,
armato solo di un’arancia in un mano (assolutamente non trattata)
e di un bicchierino di raki nell’altra.

Questa piccola comunita ci mostra la forza e la grazia presente
nella vita di tutti i giorni. Una vita fatta di lavoro, di routine,
di sogni infranti, a volte di percorsi di studio intrapresi lontano
da casa e da intere vite vissute altrove. Questa terra però, ha
il potere di richiamare a sé ogni suo figlio, quando la stagione
della propria vita rende insistente la necessita di tornare a casa,
tra quelle montagne, con quella gente, dalla propria famiglia. Si
può abitare e vivere ovunque, ma solo una è la tua casa, e per i
discendenti di questa terra è Vakifli.

Eroi di tutti i giorni

La saggezza popolare e le tradizioni condivise uniscono i suoi
abitanti come le maglie di una catena. Mehmet, ad esempio, è un turco
musulmano, e sostiene l’MHP, il partito nazionalista turco, ma è nato
e cresciuto a Vakifli. I suoi amici d’infanzia sono armeni e perciò
conosce la loro lingua. Durante la cerimonia della sua circoncisione,
un rito di passaggio molto importante nella sua cultura e che determina
la fine dell’infanzia, era accompagnato da un kirve, una figura simile
al padrino, armeno ortodosso.

A Vakifli, le case a due piani fanno capolino da una muro di oleandri e
accolgono famiglie con tre o quattro figli, rimanendo sempre aperte ad
ogni visitatore: abitante, turista o giornalista. Le nuove generazioni,
per quanto orgogliose delle proprie origini, sono costrette però ad
andarsene. A volte anche solo paradossalmente per mantenere le proprie
tradizioni lingustiche. In uno stato dove raramente l’insegnamento
delle lingue delle minoranze è garantito, solo gli studi effettuati
all’Armenian high school di Istanbul possono dare alla lingua armena
una continuita.

Il dialetto di Vakifli rischia comunque l’estinzione con l’avanzare
dell’eta dei suoi abitanti. Il pericolo quindi di una turchizzazione
delle loro abitudini è non più solo incombente, ma una realta. A
questo si mescola il fatto che le nuove generazioni, in quanto tali,
impongono nuove regole e nuove mode da seguire. Come negli amori:
Canik spiega infatti che “nel 1942, e anche negli anni ’50, non era
appropriato per una coppia parlarsi in pubblico”. Persino quando
lui stesso dovette salutare sua moglie Vartuhi quando partì per il
servizio di leva, le persone si dimostrarono sgomenti che loro si
tenessero per mano. Purtroppo il villaggio non festeggia un matrimonio
ormai da 16 anni.

Il futuro se ne va

I giovani respirano l’aria del rinnovamento, cercano la cultura,
la scuola, ma desiderano una vita semplice, una famiglia, un lavoro.

Sognano di tornare alla loro terra come i loro nonni. Melina, una
giovane quindicenne che desidera diventare psicologa, lamenta di
quanto il tempo scorra troppo veloce quando è casa, a Vakifli,
piuttosto che ad Istanbul, dove studia.

Le prospettive di lavoro però che questo villaggio ha da offrire
sono scarse: gli aranceti inorgogliscono le vallate, ma non possono
costituire una fonte di reddito per tutti. A Vakifli si lavorano
tanto, tutto il giorno, per portare a casa solo quanto necessario
per sopravvivere. “Se non lotti per denaro e lavoro, allora questo
è un bel posto”, dice Toros. Un uomo del posto, semplice, la cui
relazione più lunga è stata col suo cane, la simpatica Å~^irin.

Viken, un giovane laureato che ha deciso di non lavorare per le grosse
aziende ma di produrre da sé i suoi frutti, dice che accetterebbe
anche la compagnia di una donna non armena, pur di assicurare la
continuita a questa comunita. “Siamo determinati a far sopravvivere
questo villaggio, Vakifli ha i giorni contati”.

Tra 50 anni…

Una frase che risuona come un monito: “Tra cinquant’anni…”. I giovani
se ne vanno, non si formano nuove famiglie. Si ha la sensazione che
le dolci colline si stiano svuotando.

“Spero che Vakifli continui ad esistere come unico villaggio armeno in
Turchia, ma sfortunatamente perdera le sue caratteristiche nei prossimi
50 anni. Così va la vita”, dice con una nota di amarezza la giovane
Anus. “Ho iniziato i miei studi ad Istanbul e probabilmente rimarrò
la per il resto della mia vita”, spiega Melina ” ma nel 2062, quando
sarò in pensione, spero di tornare qui, così come fecero i miei zii,
i miei nonni e tutti coloro che tornarono da fuori per vivere qui”.

Ognuno spera un giorno di tornare in una fiorente cittadina, che nel
frattempo avra accolto turisti e vecchi abitanti. Tra il desiderio di
rimanere e le reali possibilita che questo villaggio ha da offrire,
ci sono solo le speranze legate al turismo. “Rispetto al passato,
possono accadere cose migliori. Le case, i frutteti, tante cose legate
al turismo possono accadere. Con il turismo, la nostra popolazione
può crescere”, si augura Viken che di abbandonare i suoi aranceti,
non ha alcuna intenzione.

Government Sees No Reason To Lower Interest Rates On Agricultural Lo

YEREVAN, October 3. / ARKA /. Armenian government finds it not
reasonable to lower interest rates on agricultural loans from the
current 14%.

Since April 1, 2011, in accordance with Armenian government’s decision,
banks have been extending preferential agricultural loans to farmers
at 14% interest rate, of which 4% are subsidized by the government.

These loans are extended in Armenian drams. Average size of one loan
is AMD 625,000.

“Our international partners who lend money for this purpose put
forward some requirements, one of which is that these loans extended to
consumers must not lead to misbalance at the market and that interest
rates must be in tune with market interest rates,” Finance Minister
Vache Gabrielyan said while speaking today in the National Assembly.

He said that the government prefers to subsidize a part of the interest
rate instead.

“I think the extension of preferential agricultural loans to 35,000
farmers along with the provision of diesel and seeds to them at
preferential prices to them shows very well that the government makes
every effort to spur development of agriculture,” the minister said.

Iveta Tonoyan, Spokesperson for Chairman of the Prosperous Armenia
Party (PAP) Gagik Tsarukyan, has issued a statement.

According to her, the “libelous and provocative articles” about the
PAP leader are evidence that the “sponsors have got into time trouble.”

She warns the sponsors of the articles of the “boomerang effect.”

“It is blatantly obvious that the opponents of the Prosperous Armenia
Party and Mr Gagik Tsarukyan, as well as sponsors of the articles
in question, have gone beyond all bounds of political correctness,”
Tonoyan said.

She issued a warning of an adequate response.
