YEREVAN, OCTOBER 18, ARMENPRESS: Armenian President Serzh Sargsyan
hosted USA Deputy Assistant Secretary in the Bureau of European and
Eurasian Affairs Eric Rubin. As Armenpress was informed from the
presidential press office, during the meeting interlocutors highly
evaluated the current level of Armenian-American relations, underlining
that the 20 years lasting diplomatic relations have developed in
a trustful atmosphere. The investment of Armenian community in the
strengthening of the relations was also highly evaluated.

Eric Rubin has noted that during last 20 years he has had an honor
to work for the development of Armenian-American relations and that
he is well aware of the great development of the relations after the
Armenian Independence.

“Armenia which you have built today is extremely different from the
Armenia that left Soviet Union 20 years ago. But at the same time,
there are challenges and I agree with You Mr. President we can cope
with these challenges and find solutions if we work together” said
Eric Rubin.

USA Deputy Assistant Secretary in the Bureau of European and Eurasian
Affairs Eric Rubin presented to President Sargsyan the results of
the session on Economic Cooperation of the Armenian-American working
group which took place in Yerevan.

Interlocutors referred to the peaceful settlement of NKR conflict,
as well as the regional security issues.

Armenia Needs A Strategy To Develop Green Economy

ARMENIA NEEDS A STRATEGY TO DEVELOP GREEN ECONOMY

The concept of “green economy” is a relatively new and promising
direction in economic science. In an exclusive interview with ARKA
news agency, Gagik Makarian, the chairman of the National Union of
Employers of Armenia, speaks on the prospects of its development and
possible introduction of “green technologies” in Armenia

ARKA – Mr. Makarian, there is a lot of talk about “green technology”
and the “green economy.” What are the prospects for ‘green economy’
development in Armenia?

Makarian – First of all, I would like to note that the concept of
“green economy” is a promising concept, advanced by scientists in
the USA and Europe. For Armenia, this is a relatively new culture.

Therefore, in this situation it is too early to talk about specific
models, because first of all we need to create a framework for a
‘green economy,’ alternative energy sources, and only then proceed
to designing a model for its development.

ARKA – What alternative energy sources are available in Armenia?

Makarian – Very promising is the use of solar energy, because we have
more than 300 sunny days a year. Another source of alternative energy
is wind power. However, I would like to say that wind farms can not
be placed anywhere. Before building a wind power plant a number of
engineering problems must be solved, such as choosing the best site
and assessing the terrain, reinforcing the soil for the plant. Now
Europe has switched to building wind power plants with a few megawatts
capacity. It is noteworthy that they are placed in lieu of old plants,
which are dismantled and sold at a lower price. Armenia, for example,
could purchase these plants and place them in its territory. A wind
power may supply electricity to a farm, a village. It may also be
used for defense purposes.

ARKA – How many jobs could be created by shifting to alternative
energy sources?

Makarian – A great many. Development, manufacturing, distribution
and use of alternative energy sources require a large number of
experts, including scientists, engineers and builders. Of course, we
realize that this is associated with large investments; however, the
introduction of green technology will pay off. But more importantly,
we can save the environment. Sometimes it seems that the amount of
resources in the world is inexhaustible, but it is not: The natural
resources are limited, hence the need to take urgent measures to
preserve them, otherwise nothing will be left to our descendants in
a few generations.

ARKA – What kind of obstacles do exist in Armenia for the transition
to the green economy, and what steps should be taken to overcome them?

Makarian – When it comes to introduction of green economy we understand
that a great deal must be done. First of all, we need to develop
a clear-cut strategy for the conservation of the environment, to
identify correctly our strategic objectives, to evaluate the possible
consequences and then determine the government’s further policy in
this direction.

Second, we should define the priorities of the Armenian economy. This
should be done in such a way that separate sectors could develop
independently without interfering with each other. For example, mining
plants should not be built in the vicinity of agricultural land because
otherwise it would be impossible to ensure the environmental safety
of manufactured products.

Third, our country has ratified a number of international conventions,
which define the issues of environmental protection, but to date the
requirements of the conventions in our country are often not observed.

Fourth, we should encourage introduction of low-waste, competitive
technologies with minimal damage to the environment. For example,
to switch to solar energy, in particular, to use solar panels as a
power source, as was done in neighboring Georgia, where the streets
are illuminated by solar energy. This method allows around the clock
uninterrupted supply of electricity.

We need also to shift to more precise statistics concerning measures
applied by organizations to protect the environment. For this I
would suggest that the National Statistical Service when preparing
statistical data about organizations and companies start also gauging
their contribution to the protection of environment. This will reveal
which enterprises have environmental protection concepts.

Besides, our country needs to develop tools to assess the impact on the
environment. Another major problem is poor public awareness of issues
concerning the green economy. Moreover, informing means not only to
inform, but also to teach by presenting the risks which have to be
taken into account by a country like Armenia due to its small size.

This in mind we need to start a profound teaching of green economy
basics as people, who will come tomorrow to the labor market, should
possess this information. Moreover, knowledge in this area should be
taught not only to those who are going to get education, but also those
who are already working in a particular organization. In this regard,
it is important that stakeholders conduct joint conferences, meetings
and other events, where they could discuss environmental challenges.

ARKA – What steps is the government taking to promote the development
of green economy?

Makarian – To this end, our government uses different methods of
encouragement. For example, it stimulates and finances business
projects which provide for introduction of Environmental Protection
Management (ISO 14000). The government also offers a three-year VAT
payment deferment for companies importing state-of-the-art technology
and equipment.

ARKA – What is the role of the private sector in the development of
green economy?

Makarian – The private sector is not independent; its activity depends
on the standards which the government adopts, implements and monitors.

The private sector, in the first place, must act within the legal
framework established by the state. However, it should be noted
that private companies can take certain steps to minimize damage to
the environment, the protection of which is the key factor for the
development of the green economy. We can start with relatively small
steps, for example, by placing solar panels at various locations,
including in tunnels and on the roofs of houses; introduce restrictions
on organizations for one sided printing of documents.

Even hermetically closed windows will save heating. It is also
important to make greater use of thermal insulation materials in the
construction, which will save heat due the thickness of the walls,
avoid installing inexpensive metal (aluminum) windows, as the metal
is a conductor of cold. Such measures, which at first glance look
primitive, in a very short time can lead to positive results.

ARKA – What are the positive effects from introduction of green
economy?

Makarian – Since one of the main goals of green economy is to
ensure environmental safety, one of the positive results will be the
confidence of the people that Armenia-made products are harmless and
living conditions are safe. But if we develop the criteria of food
safety, while the proportion of heavy metals in them will continue to
grow, we will not be able to provide this security. As a consequence,
this will lead to the loss of competitiveness of our food products.

ARKA – Given that all above said is observed when can we expect
positive results?

Makarian – If local organizations begin to take concrete steps today
to protect the environment, within two years we can expect serious
results. As for technology, its application, of course, will lead to
more significant results, but it will take more time. I would like
to note that the green economy has no negative sides at all. On
the contrary, it is aimed at the prevention and correction of all
existing ills.

ARKA – Does your Union cooperate with foreign organizations?

Makarian – We work closely with the International Labor Organization
(ILO), which is very supportive of us, with the International
Organization of Employers (IOE), the UN office, which is one of the
advocates of “green economy,” as well as with the German Society
for International Cooperation (GIZ). However, we do not intend to
rest on what has been done so far and will continue to develop our
cooperation with other international organizations in adapting their
advanced technology, in exchange of experience in education. We will
also hold joint conferences and publish relevant literature. -0-

Osce And Eu Continue Project To Promote Democratic Elections In Arme

OSCE AND EU CONTINUE PROJECT TO PROMOTE DEMOCRATIC ELECTIONS IN ARMENIA IN 2013

The interim results of a joint project of the European Union and OSCE
aimed at supporting democratic general elections in Armenia in 2012
and 2013 will be presented on 22 October.

Ambassador Andrey Sorokin, the Head of the OSCE Office in Yerevan, and
Ambassador Traian Hristea, the Head of EU Delegation to Armenia, will
present interim results of the project aimed at improving efficiency
of election administration and transparency of the electoral processes
in line with international standards. The first part of the project
covered parliamentary elections in 2012, whereas the second one will
focus on support for the conduct of the presidential elections of 2013.

Results of such activities as training and capacity-building of
election and law-enforcement officials, as well as journalists,
raising public awareness, supporting domestic observers, and media
monitoring will be presented.

The overall budget of the elections project in Armeniais 1.7 million
Euro. It is implemented by the OSCE Office in Yerevan and financed
by the European Union.

On October 18, a new educational program titled Yerevan of My Dreams
will be offered at the Cafesjian Center for the Arts. The program is
designed for children up to 15 years old and is based on the Yerevan:
View from the Future exhibition at the Cafesjian Center for the Arts.

In the first part of the program children will be given a tour at the
Sasuntsi Davit Garden Gallery, where they will learn about the Yerevan:
View from the Future exhibition. The second part of the program will
continue in CCA’s Creative Hall. Here, children will be given questions
regarding the city of Yerevan. Then, children will be provided with
art materials and asked to portray the Yerevan of their dreams.

“This program will provide a special opportunity for children to
discover the old and new Yerevan and to create an image of their own
Yerevan,” said Vahagn Marabyan, the Acting Executive Director of the
Cafesjian Center for the Arts.

Over 20 Ambassadors of European states to Armenia visited the Yerevan
Ararat Brandy, Wine and Vodka Factory overnight. The company belongs
to Gagik Tsarukyan, Leader of Prosperous Armenia Party.

Tsarukyan’s spokesperson Iveta Tonoyan told ArmInfo the reason of
such a representative meeting was the 135th anniversary of the company.

“Ambassadors of the EU countries and other high-ranking officials from
foreign countries familiarized of the factory’s history, tasted the
Armenian wine and brandy,” Tonoyan said. She said that Gagik Tsarukyan
had a meeting with European Ambassadors after the official ceremony.

“However, the meeting was held behind closed doors and no details
are reported,” she said.

In the meanwhile, ArmInfo’s sources close to Prosperous Armenia Party
reported that the situation around the “case” against the former
foreign minister, MP Vartan Oskanian, as well as the latest domestic
political processes, particularly, inspections at the departments
previously headed by PAP representatives, were discussed during the

HISTORY OF ARMENIAN CHURCH IN THE CRIMEA EXHIBITION OPENS IN SIMFEROPOL

The exhibition “History of Armenian Church in the Crimea” has been
opened in Simferopol.

The exhibition is highlighting photos and archival documents from
the National Archives of Armenia, State Archives of the Crimea and
the Ethnographic Museum of the Crimea.

“In cooperation with our Ukrainian partners we have organized this
exhibition of archival documents of the Armenian community in Ukraine.

We held the exhibition in Kiev, Lvov and Yerevan. And now we have
organized it in the Crimea, where Armenians have lived since the
12th century,” Amatuni Virabyan, Director of the National Archives
of Armenia, said at the opening ceremony.

The exhibition has been organized by the National Archives of Armenia,
Central State Historical Archives of Ukraine and State Archives of
the Crimea.

The Luis charity foundation sponsored the publication of the catalogue
entitled Armenian Churches of the Crimea.

Also, the Union of Armenians of Ukraine sponsored the conference
‘Armenians in Ukraine: past, present, future.’

Throughout centuries Russia has laid out communication routes
of Eurasian and global importance which competed with the global
British transport system, including in the Near East, the Caucasus
and Central Asia, as well as the Far East. In the Soviet period the
river canals were of great importance, including the Volga-Don Canal
which facilitated the development of transport in the European part
of the USSR. The current technical state of this canal made the states
of Central Asia focus on transport in the South Caucasus.

Although Russia’s geopolitical rivals use the Volga-Don Canal at full,
including for the expansion of its presence in the Caspian basin,
Moscow continues to ignore the importance of this strategic direction.

Some time ago Azerbaijan and Turkey displayed interest in making
investments for the canal. Either some Moscow-based functionaries
did not get bribes or had to take into consideration the influence
of responsible officials but the plan failed even before it could
be discussed.

At the same time, the Volga-Don canal is one of the most important
elements of the alternative transport system in which China, India,
Iran, Central Asian states, i.e. Russia’s partners are interested.

This system has a tremendous importance for Armenia which could be
highly interested in the reconstruction of this canal and enabling the
functioning of the Black-Sea-Caspian direction, including establishment
of the Black Sea-Caspian marine and Danube river shipping companies
in which Armenia could have a substantial participation.

The Armenian Diaspora which is looking for a place to make investments
(about 10 billion dollars only in Russia and Ukraine) could take an
active part in the implementation of this project, first of all in
the reconstruction of the Volga-Don Canal. It is not ruled out that
at the next turn of the geopolitical intentions Turkey and Azerbaijan
may come back to this project. Therefore, such a state as Iran could
be an important initiator of this project. No doubt this project has
not only economic but also strategic importance which can offer new
alternative projects to a number of strategic partners.

YEREVAN. – At present, the Armenian National Committee of America
(ANCA) does not intend to support any of the US presidential candidates
because none of the parties responded to ANCA’s proposals with respect
to the Nagorno-Karabakh issue, the problems of Javakhk Armenians,
and the Armenian Genocide, Giro Manoyan-Director of the International
Secretariat of the Armenia’s opposition ARF Dashnaktsutyun Party Bureau
and Head of the Armenian Cause Office-told Armenian News-NEWS.am.

Manoyan noted that ANCA expressed a willingness to support any one of
the parties based on their position concerning the aforesaid matters.

“ANCA’s support means the support of the American-Armenian community,”
he said.

In response to the query as to why none of the US presidential hopefuls
has given the traditional pledge of recognizing the Armenian Genocide,
Giro Manoyan stated that the candidates are already aware that it
is no longer possible to deceive the expectations of the Armenian
community of America and to not fulfill pre-election promises. “The
current candidates prefer not to make unachievable promises,” the
ARF representative noted.

and economic forum is scheduled to kick off in Yerevan. Over 30
entrepreneurs concerned in establishing economic relations with
Argentina are set to take part in it. Arayik Vardanyan, executive
director of the Chamber of Commerce of the Republic of Armenia told
in the briefing with Armenpress, Diego Ernesto Alvarez Rivera ,
Argentine Ambassador to Armenia is going to participate in the forum
due to kick off in the Chamber of Commerce on October 19. Ambassador
Rivera will represent their country’s economic state, as well as those
business areas where cooperation could be initiated with Armenia”
Vardanyanb noted.

In the words of the interlocutor the trade and commerce cooperation
between Armenia and Argentina is not so active as the two countries
are geographically very far from each other. Surely it is possible to
launch trade turnover, besides there are economic relations established
yet with the assistance of the Ambassador we are intended to strengthen
our economic ties, implement exchange of experience.

Vardanyan noted similar forum is scheduled to launch in Argentina in
the nearest future. First of all it is the lack of information that
hinders the businessmen, reportedly we are going to fill up that gap.

Chamber of Commerce of the Republic of Armenia is scheduled to have
a series of meetings with its Swiss partners by the end of 2012 .

Chamber members will head to Germany in December by the invitation of
their Germany counterparts where a discussion will be held dedicated
to small hydropowers. Vardanyan underscored the cooperation in the
commerce and trade field is particularly intense with EU member states.
