OPPOSITION MP FORECASTS WORSE LIVING CONDITIONS IN ARMENIA NEXT YEAR

At his meeting with journalists on Friday, Armenia’s ex-premier,
MP of the opposition bloc Armenian National Congress (ANC) Hrant
Bagratyan said that, according to the 2013 state budget, the scale
of living conditions is expected to be down 5% in Armenia.

A similar situation is expected in 2014, Bagratyan said.

“Another 5% will be deducted for reserve funds. That is, in 2014 the
scale of living will be 10% down as compared with 2013,” Bagratyan
said.

“I think the logic is entirely wrong. Means of adequately maintaining
the country’s financial system and ensuring economic growth are not
found,” Bagratyan said.

“An AMD 110bn increase appears. However, when we disregard inflation,
that is, the new tax administration, nothing actually remains. No
step is made to reduce the shadow, but a heavy burden falls on
small-to-medium businesses,” Bagratyan said.

He objects to defining the 2013 budget as “socially-oriented.”

“I do not like such terms as ‘survival’ or ‘social.’ All the budgets
are ‘survival budgets’. In Georgia, $1,500 is budgeted per capita,
in Armenia $900, in Russia $3,000, in Ukraine $1,200. Of course, even
worse situation is in some countries – in Kyrgyzstan, for example $470
per capita. If we had $470 per capita we would survive in any case,”
Bagratyan said.

“The only thing I understand that the 2013 sums up all of their
pledges. For example, public health budget is 2.2% of the GDP, but
their ratio is down. Yes, the government is seeking several millions
for public health,” Bagratyan said.

“We have ‘elite’ sectors, which cannot be ‘touched’ – they have
contacts with the government. We have small-to-medium businesses that
can always be pressed,” Bagratyan said.

With respect to corruption, Bagratyan said that struggle must first
of all involve taxation.

“It is clear that not all businesses are paying taxes. The president
ordered which of them can be taxed and which must not,” Bagratyan said.

The interview of the Deputy Director of the National Security Service
Investigative Unit, Mikayel Hambartsumyan, on the criminal case
involving the Civilitas Foundation and its founder, Vartan Oskanian,
was evidence, yet again, of a baseless investigation, the Civilitas
Foundation says in a press statement released on Friday.

The statement says: “During the entire interview, Hambartsumyan set
aside his professional responsibilities and attempted to present a
distorted reality by manipulating facts and presenting information
selectively. We find it unacceptable that an investigator charged
with prosecuting a criminal case is forced to divert from his
professional responsibilities and carry out a PR campaign.

The Civilitas Foundation Board reasserts that during the time period
when a portion of the Huntsman funds, intended for the Civilitas
Foundation, were in Vartan Oskanian’s account for the purpose of
allocating to the Civilitas Foundation at his discretion, and as
necessary, the Board was aware of the existence of the funds and the
allocations. The Board has never had any concerns or issues with the
availability of funds when they became necessary in order to carry out
activities defined by the organization’s Bylaws.

At the time that the criminal case was opened (May 25, 2012),
approximately one-third of the funds held by Vartan Oskanian had been
transferred to the Civilitas Foundation’s account, based on
Civilitas’s needs, and the remainder, including accrued interest,
remained under Mr. Oskanian’s discretion.

If there are still those who doubt that all this is the result of a
political directive, we wish to point out that harassment and
persecution of the Civilitas Foundation and Vartan Oskanian began in
2009. We have not made public statements about these events, because,
unlike Armenia’s government, we are concerned that the negative
perceptions of our country are not aggravated. However, today, as the
authorities undertake actions which exceed all limits, we are obliged
to mention several actions.

In 2009, one of the Civilitas Foundation’s first supporters became the
subject of direct pressure and was convinced to step back from a
significant multi-year donation.

In 2009, Vartan Oskanian was elected to the Board of one of Armenia’s
commercial banks. The bank’s majority stockholders were threatened
with bankruptcy if they did not remove Mr. Oskanian from the Board.

Near the end of 2009, at the height of the Armenia-Turkey protocols
process, when Vartan Oskanian (and Civilitas analysts as well) spoke
out about the problems inherent in that process, the Civilitas
Foundation was in the midst of implementing a project in Armenia’s
southern Meghri region, in the border villages of Shvanidsor and
Alvank. The $240,000 project, supported by the Swiss Agency for
Development and Cooperation, involved water distribution systems and
local governance mechanisms. As a result of the Armenian government’s
direct interference, the Swiss Foreign Ministry put a stop to the
project, Civilitas had to return unspent funds, and thus future
projects with the same agency, intended to benefit Armenia’s border
villages, also came to an end.

The harassment has spread to the Civilitas staff as well. First,
Civilitas staff members were followed home, for the purposes of
intimidation. Then, three Civilitas staff members who lecture at three
different institutions of higher learning were not invited back this
academic year, and their contracts were not renewed. Yerevan State
University did not renew its contract with journalist/analyst Tatul
Hakobyan, who had taught at the Journalism Department for years. The
same university, and the Pedagogical University as well, did not renew
their contract with Lilik Stepanyan, who taught television journalism
at those institutions. And a private university
as well, AUAJ, with no explanation, did not extend the contract of
Albert Manaseryan.

So many odd ‘coincidences’ are hardly possible. The Civilitas
Foundation Board expects that such intolerance and persecution will
stop.”

ones, reported November 1 that President of Turkmenistan Gurbanguly
Berdimuhamedow will discuss bilateral cooperation during his upcoming
visit to Armenia.

PanARMENIAN.Net reporter addressed Armenian Foreign Ministry with a
request to clarify the information.

“We will inform about high-ranking officials’ visits to Armenia in
due time,” Foreign Ministry spokesman Tigran Balayan said.

Thus, Azerbaijani media appear to be better informed of high-level
officials’ upcoming visits to Yerevan, than Armenian ones.

On November 5 during a meeting with Armenian Foreign Minister Edward
Nalbandian, First Deputy Foreign Minister of Turkmenistan Vepa Hajiyev
conveyed Gurbanguly Berdimuhamedow’s readiness visit Yerevan, with
the date not specified.

hosted USA extraordinary and plenipotentiary Ambassador to Armenia John
Heffern on November 1. He congratulated the Major on his victory in
the elections and hoped that these elections would give a new impetus
to Gyumri.

“I hope that Gyumri will become more attractive for the international
organizations in the nearest future, which will be more willing to
implement different programs in Gyumri. Formerly many international
organizations were heavily cooperating with Gyumri. I guess that
the active cooperation with international organizations depend on
the transparent activity and open atmosphere of Gyumri” noted the
Ambassador.

During the meeting the newly elected Major presented to the Ambassador
the members of the administration and the programs which will be
implemented in the near future.

“The city is a cultural and sport one, so developing this spheres it
will be easier to develop the tourism as well. Here we have “Kumairi”
museum-reserve which is a great architectural value. We have already
referred to UNESCO to include Gyumri in its list; also we have applied
to the Armenian government for restoring the reserve. A list of USA
programs has been already operated here and we are ready to create
a fertile ground for any new program” highlighted the Major.

John Heffern underlined, that he was going to have a meeting with
American businessmen with a suggestion to make investments in Gyumri.

He also noted that it had been his sixth visit to Gyumri Municipality.

The interaction will be in the framework of cultural, IT programs.

Armenia Will Become Eu Member Before Turkey

Why did Armenia decide to boost the negotiations on the EU Free
Trade Zone agreement and complete it in 2013 and not 2014? Do the
current authorities of Armenia intend to join the European Union? Is
it related to the fact that Russia is possible to be more insisting
when asking Armenia to join the Eurasian Union, so Armenia is trying
to get into the European gateway?

The world press started appealing to give a chance to the former
Soviet republics, including Armenia, to have independent membership
to EU. These calls are actively voiced about Moldova. But Ukraine,
Georgia, Armenia and Belarus are not allocated much attention.

Armenia has not yet been assured that the Association with the EU
could lead one day to the membership. Moreover, Armenia does not
pursue such a task. But, apparently, we implicitly go down to this.

Against this background, it is noteworthy that Turkey, which was an
EU member candidate in 2005, is stubbornly refuted membership. The
other day Turkish Prime Minister Erdogan visited Germany, where he
again stated that Turkey will not be standing on Europe~Rs doorstep
for ever. At the same time, Angela Merkel made it clear that until
Turkey ceases the occupation of Cyprus and performs a number of other
obligations of Europe, it can only dream about Europe.

Actually, forecasts that Armenia is possible to enter Europe before
Turkey may become reality. It is related to the most important
strategic interests of Europe and Armenia, as well as to the deepening
of the conflict between the two aggressive global systems.

Analysts dwell on the world technological progress and traditionalism.
At the same time, the first ~Sarmy~T is composed of the West with
its industrialized technologies, Christian doctrine of equality and
democratic technologies, and the second one ~V the East, with its
traditions, Islam, disapproval of the Soviet education and recognition
of the clan and other hierarchy.

When viewed in a different plane, the struggle is between advanced
technology societies with low birth rates and demographic expansion
of other societies. East contrasts the technological West with much
higher rates of demographic development.

Europe does not want to take this fight onto its territory. If Turkey
with its growing population becomes a part of the European Union,
the progressive technologies may just dissolve.

But Armenia, in this sense, is in the same ship with Europe ~V both in
the sense of the low demography and Christian beliefs. Only equality
and democracy are left, and apparently, the government is going to
reform these spheres.

Armenia has been standing on the frontline of the global fight
since long. So far it has managed to survive and even throw away the
demographic assault by the Azerbaijani Turks started in the Soviet
era. And Europe could not but to notice it.

website of Yerevan Municipality will introduce completed programs
and new programs in a new fashion. During the representation of the
website the Coordinator of the UN Community Development Office Babken
Babayan stated: “The UN Development Office and Yerevan Municipality
represented the joint program of the website. This initiative itself
was aimed to the creation of an arena of information so that the
citizens could easily learn about the realization of the programs in
the city. There is a separate sector in the website where the public
can express its opinion.”

The Head of the Department of the External Design and advertisement
Araz Baghdasaryan highlighted that the technical abilities of the
website will make possible the creation of the public arena and a
special sector have been developed for that reason.

All the programs of Yerevan Municipality will be represented in the
website, including the tenders.

Earlier today RA National Assembly President Hovik Abrahamyan hinted
that there might be a referendum to make changes to the constitution
parallel with the presidential election next February.

For quite some time, the press in Armenian has been rife with
speculation that the constitution would be amended in order to
strengthen the institution of the deputy prime minister and that
there could be several instead of the current one.

Abrahamyan said that the ruling Republican Party had debated the
matter but hadn’t yet reached a final decision.
