`They Brought Ramil Safarov, So What…?’

According to Rauf Mirgadirov, a political analyst of Zerkalo, `it
doesn’t yield anything, besides a show and flag-wavers’ chants.’ * Mr.
Mirgadirov, the position of the Azeri government on the issue of the
Stepanakert airport is rather negative, whereas there are land
communications between Armenia and Nagorno-Karabakh; besides, this
issue seems to be a new excuse for stalemating the Karabakh
negotiating process. Why does this issue receive such a response? * I
think that the issue has a few aspects. First of all, let us consider
it from the legal perspective, and in this sense, Azerbaijan’s
position is very strong. Many people don’t take into account that air
communications are regulated by international treaties, every
international flight must get an international confirmation. So the
issue could have been solved theoretically, if Azerbaijan’s and
Armenia’s respective institutions had been able to agree, but in that
case, Armenia doesn’t want it, since it considers Nagorno-Karabakh as
an independent state and thinks that this issue is exceptionally
between Armenia and Karabakh. However, both Armenia and Azerbaijan are
parties to international treaties, and this issue is regulated in that
area. Azerbaijan uses that in the legal field, and I think that it
does the right thing. The other aspect of the issue is why such an
issue arises when the sides assert that they are interested in the
settlement of the conflict. Moreover, the sides take steps that
escalate the conflict – for example, Safarov’s extradition, the issue
of the airport. If the Safarov case is more explicit, and from the
short-term perspective, both sides are offered an opportunity of
exploiting that event for advertising, then the airport issue may
escalate the situation from the long-term perspective – for example,
in order to prevent any flight, according to the domino principle,
military operations may resume with unpredictable consequences. The
governments of both sides of the conflict realize that the peoples are
tired of this conflict. Therefore, some ostentatious steps are needed
that `we can take this step,’ `we can do this too….’ They brought
Ramil Safarov, so what…? What does Azerbaijan gain…? It yields
nothing, besides a show and flag-wavers’ support and chants. The same
thing applies to the issue of the airport; what will Armenia gain…? I
think given the sum of money spent on it, it won’t yield much benefit,
unless the conflict is settled. Suppose there are two flights a week
from Armenia; no serious, self-respecting air company will make
flights to Karabakh, because big air companies make flights to Baku
and will not wish to lose the Azeri market due to making flights to
Karabakh, moreover, destinations in Azerbaijan are not confined to
Baku alone, there are other Azeri cities as well. So saying that it is
of humanitarian importance, when there are no internal flights in
Armenia, I think it is not so; it is also a merely ostentatious step,
in order to show to society that some step is taken to put into effect
the idea of Nagorno-Karabakh’s independence. These are just
ostentatious steps taken both by Armenia and by Azerbaijan. * Akram
Aylisli, an Azeri writer, was pressured by both governmental and
non-governmental organizations in Azerbaijan after his novel `Stone
Dreams’ had been published in Druzhba Narodov, a Russian monthly. Mr.
Mirgadirov, what is the reason for such an intolerant attitude of
Azeri society, in your opinion? * Let me answer with a question; how
will they treat you, if you state now that you recognize the `Khojalu
genocide’…? What response will there be…? This issue also has
different aspects. That novel is a political work; it was the author’s
message sent to the Armenian and Azeri societies. However, neither
Armenian nor Azeri society, I should say intellectuals, took note of
that message. We approach the most important issue here; are the
societies ready to listen to this or that message or call…? This is
the important issue. Akram Aylisli had the right to that message, and
I defended him, I wrote that it was absurd what was going on in Azeri
society – burning books etc. However, it is obvious that there was no
serious debate on the purpose of that novel, and the messages were not
successful; there was no response from the Armenian side, and Azeri
society responded to that accordingly? * What is the situation in
Azerbaijan? We know that there were protests; there is discontent. Is
that only social discontent or also political? Is there danger of
losing power in Azerbaijan? * There is a political system in Armenia –
no matter good or bad – with its rules of the game, whereas in
Azerbaijan, the political system is destroyed. Formally, there are
opposition parties that criticize, but they are at the level of
enthusiasts’ club; they gather, talk, and leave. Basically, they have
no influence on the political system; the government has destroyed
that, and this is the worst case, because it is not possible to
predict anything in such a situation. There are manifestations of
discontent, there are protests. But when will potential energy turn
into actions…? It is energy of the mob’s self-organization; those are
discontent groups, which are out of the political system? As in the
Arab world, it was the mob’s revolution, not that of the political
system; it was just that the discontent was ripe, and suddenly, there
were explosions for different reasons. No one can predict where it
will happen and from what it will start in Azerbaijan. There may be an
explosion in five years, in two months, or in two days. The society in
Azerbaijan has awoken; the society is tired of such stability. It is
stability for them; it is stability created by them, for them [he
means the government]. How long can this last…? Generally, when
serious problems arise both in our country and in your country, the
governments start to talk about stability and the Nagorno-Karabakh
issue. Well, the most stable condition is in the crematorium and in
the grave; let’s turn the country into a grave, and everything will be
very stable…. However, it cannot be so; people get tired. How long can
the same people be in power? Everyone wants to live well. Yes, the
discontent in Azerbaijan is of social nature, but in Baku, for
example, there is discontent with the fact that soldiers die under
peaceful conditions. The youth take to the streets; so this is a
political problem related to the commander-in-chief, the president.

YEREVAN.- Former Armenian presidential candidate who survived an
assassination attempt claims he deserves higher compensation than
$50,000 allocated by the government.

Paruyr Hayrikyan commented on the government’s decision and heated
debates in social networks.

`I have not received the money yet. Surprisingly, there are many
ill-wishers. In fact I deserve higher compensation,’ he wrote on
Facebook.

This week Armenian government decided to allocate around $50,000 to
the Health Ministry to pay for the costs of ex-presidential contender
Paruyr Hayrikyan’s medical treatment to be conducted abroad.

Hayrikyan deems it was a right decision to allocate the amount for his
treatment.

`Of course, I have a plan to compensate for it (I’ll speak about it
due time), but it is not my purpose in life,’ he wrote.

The decision sparked heated debates in the social networks. It was
noted that Hayrikyan had funds to pay an electoral deposit of 8
million drams and also had a team of numerous supporters who could
help him instead of taking money from the budget. It was underscored
that many children in need of medical treatment abroad do not receive
any assistance.

The Saudi Arabian communications regulator plans to link national
Twitter bloggers to personal social media user IDs, local media has
reported.

There are no technical or legal restrictions to the move, but
Twitter’s official approval is needed, The RT reports.
The Saudi Arabian Communications and Information Technology Commission
(CITC) studies ways to uncover social media users’ real identities,
according to a Friday report in daily newspaper Arab News Country’s
Twitter microbloggers are top-priority candidates to get tokenized.

This could easily be accomplished by monitoring users who access
Twitter from mobile phones, by requiring them to register an ID when
they add money to their phone accounts.

cultural monuments are being repaired in Turkish Izmir city. As

approved programs of renovation of Doghanlar Greek Church and Beit
Hillel synagogue. Decision of the renovation of Greek Church was
reached on February 15. After renovation church is preplanned to be
exploited as community center.

GLENDALE – The Armenian Educational Foundation (AEF) is proud to
announce that it approved the $100,000 budget to fund a 4 year
Computer Information Systems degree program, in Artsakh State
University in Stepanakert will be called `AEF Computer Science
Department.’ The plans are set to launch the program later this year.
The $100,000 will help finance computer hardware, software, instructor
salaries, and student scholarships.

The project, a collaboration among Diaspora and Artsakh organizations,
appropriately named `iArtsakh,’ is an undertaking of Armenian
Educational Foundation, Scholars for Scientific, Educational, and
Cultural Development, Artsakh Prime Ministry and Artsakh State
University.

The iArtsakh project extends AEF ongoing projects such as school
renovations, recently renovated Artsakh State University dormitory,
the computer for villages, IT training of village teachers, and
university scholarships. The iArtsakh project promotes IT, modern
technology, higher education, employment and empowerment.

`We at AEF recognize the importance of economic development for
Artsakh and believe that this project will have a big impact in
developing the infrastructure needed to bring information technology
companies to Artsakh’ said AEF president Hermineh Pakhanians.

The iArtsakh project is looking for qualified candidates to teach
courses for the Computer Information Systems degree at the Artsakh
State University later this year.

`We have worked closely with officials at the Artsakh State University
to develop the curriculum for the Computer Information Systems
degree,’ said Los Angeles based non-profit Scholars for Scientific,
Educational, and Cultural Development board member Dr. Razmig
Shirinian. `At this time we are accepting applications for instructors
who will reside in Stepanakert and teach various courses.’

The new program will include basic CIS curriculum as well advanced
courses in software design, database design, PHP, C#, Java and HTML5.

`Information about the open instructor position as well as an
application are available on the `iArtsakh’ section of SSECD.org,’
said Shirinian. `We encourage all who are interested to apply no later
than May 1st.’

Le Préfet (marzbed) de la région de Chirag, Félix Tsolakian a reçu le
26 mars le double champion d’Europe de lutte, Arthur Alexanian (96 kg,
lutte gréco-romaine) habitant Gumri. F. Tsolakian a félicité Arthur
Alexanian pour ses performances avec deux titres de Champion d’Europe
et une médaille de bronze aux derniers Jeux Olympiques de Londres
(2012). Le Préfet a remis au champion une somme de 400 000 drams ainsi
que des cadeaux. Le même jour Arthur Alexanian a été reçu par Zohrab
Yezanian l’adjoint au Maire de Gumri. Ce dernier a salué le champion
pour « qui honore le sport arménien ainsi que sa ville de Gumri qui
investit beaucoup dans le sport ». Au nom du Conseil municipal, il
remit également à Arthur Alexanian le titre de propriété d’un terrain
au centre de Gumri afin qu’Arthur Alexanian envisage la construction
de sa maison.

Ankara: Hizmet Movement To Address Armenian Issue

HIZMET MOVEMENT TO ADDRESS ARMENIAN ISSUE

The impression I got while speaking with friends who are also members
of the Hizmet/Gulen movement and living in Chicago, where I have been
invited for the opening ceremony of a new cultural center established
by Turkish American Society of Chicago (TASC) on March 24, is that it
seems the Hizmet movement is the only Turkish civilian movement which
would positively contribute to the normalization of Turkish-Armenian
relations in the US, where the Armenian diaspora is considerably
strong.

The Armenian and Kurdish issues serve as a test for not only new
Turkish politics, which aim to shape Turkey’s future, but also the
Gulen movement.

During the last decade, the efforts of the Gulen movement to solve
the Kurdish issue have positively contributed to the solution process.

The Abant Platform, which has since its establishment in 1998 tackled
pressing issues facing Turkey, has held meetings in Diyarbakır
and Arbil, and brought the many different groups, academics and
intellectuals holding different opinions about the Kurdish issue
together. The reality that Kurds and Turks follow the same religion
and share a common history reinforced the movement’s efforts.

I believe that any assessment of the progress that we have made toward
the settlement of the Kurdish issue will be flawed if done without
considering the contributions of the Hizmet movement to the settlement
of the Kurdish issue. The contribution of the Hizmet movement, which
has strong ties with both Turks and Kurds, for the recognition of the
Kurdish identity by the state and the establishment of a new vision
toward the Kurdish issue cannot be compared to that of any another
civil society movement.

The Gulen movement is now preparing to contribute positively to another
issue much more complicated than the Kurdish issue: the Armenian issue.

Unfortunately, the official relations between Turks and Armenians
have been unable to reach the desired level.

There has been no major change in the Armenian diaspora’s attitude
towards the 1915 incidents.

Moreover, the official Turkish thesis about 1915 incidents is still
being protected. And this prevent us from confronting our history.

We will probably witness the Hizmet movement, which has already become
a global civil society movement, contribute to the solution of the
Armenian issue and the establishment of dialogue between the two sides.

I believe the efforts of the Hizmet movement in many countries, and
especially in the US, will be mentioned frequently while discussing
the confrontation with the incidents of 1915 in 2015.

This will be an important and new development.

Just as we managed to normalize the extremist reactions concerning
the Kurdish issue with the help of civil movements, the same can be
applied to the Armenian issue. If a movement which has originated from
Anatolia and spread to the entire world initiates a process for the
settlement of the Armenian issue, we can be optimistic and hopeful
about the solution.

The new TASC cultural center reflects the American society’s cultural
and religious diversity.

The Niagara Foundation has a special place in the Hizmet movement’s
works.

The Niagara Foundation organizes forums which are open to the public
and attended by distinguished speakers to shed light on agenda items
in the US.

During the last 10 year, the foundation has also invited thousands
of people to Turkey and paved the way for the formation of a cultural
and social tie between the two societies.

The picture that we witnessed during the opening ceremony of the
cultural center was a reflection of this meaningful fusion of the
cultures. Among the participants of the ceremony were distinguish
politicians, state bureaucrats, and representatives of various
religions and beliefs.

It can also be said that young academics who are also members of
the Hizmet movement will assume important positions in US media and
academic circles and obtain a certain representative power in the
future. I believe this is the general direction of the events. This
is a great advantage for Turkey.

The Hizmet movement has strong relations with the US society. If they
can use their strong relations with the US society to form a basis
for dialogue with the Armenian diaspora in the US and outside the US,
we can make very important progress in confronting the Armenian issue.

However, we have to show that we are ready to share their pain.

Boston, MA – Robert Zildjian, cymbal mastermind and founder of musical
cymbal manufacturer Sabian Inc., has died. He was 89 years old. Sabian
announced Zildjian’s death on its website Thursday.

Robert Zildjian’s name will be recognizable to drummers and many rock
‘n’ roll fans. As a member of the Zildjian family, his surname is
etched on musical cymbals across the globe, as is that of Sabian,
the rival cymbal manufacturer he founded after a family feud in 1981.

Zildjian was born in Boston, Massachusetts in 1923, the son of Armenian
immigrant Avedis Zildjian. The family imported their knowledge of
cymbal making to the States, and swiftly set up a US arm of their
business. The business proved a profitable venture, with the rock ‘n’
roll era resulting in a staggering demand for its percussion products.

The Zildjian business was passed on to future generations of family
members, but when a dispute 0e0ru00pted between Robert and his brother,
Armand, Robert opted to leave Zildjian and create his own company.

Sabian Inc. was founded in New Brunswick, Canada in 1981. The companies
continue to be rivals, and both are among the world’s most popular
cymbal brands. Users of Sabian cymbals include Chad Smith of the
Red Hot Chili Peppers (who paid a Twitter tribute to Zildjian –
see below), Neil Peart of Rush, and drumming legend Mike Portnoy,
formerly of progressive metal giants Dream Theater.

If you’ve ever enjoyed the excitement and drama of live drums up
close, chances are you should be raising a glass to the acumen and
vision of Robert Zildjian. RIP, Robert.

YEREVAN, Armenia (AP) – Armenia’s national airline, Armavia, has
declared the start of bankruptcy proceedings.

The carrier said in Friday’s statement that it will halt flights
next week. Armavia currently has 14 aircraft conducting more than
100 flights a week to 20 countries.

Russia’s civil aviation authority said Armavia has an outstanding
debt of $1.4 million to Moscow’s Vnukovo airport and smaller debts
to two other airports in southern Russia.

Armavia’s owner, Mikhail Bagdasarov, announced his intention to sell
the company last year, but has failed to find a buyer. Bagdasarov
attributed Armavia’s troubles to the global economic downturn and
losses from using a new Russian-made Sukhoi superjet.

The landlocked ex-Soviet nation’s economy has been hobbled by the
longstanding closure of its borders with Azerbaijan and Turkey over
the conflict Nagorno-Karabakh.

provision of air navigation services reaches USD 288,000. As reports
Armenpress, this was reported by Gazeta.ru.

Russia’s civil aviation authority said Armavia has an outstanding
debt of $1.4 million to Moscow’s Vnukovo airport and smaller debts
to two other airports in southern Russia, Sochi and Krasnodar.

Armavia has also some debts to Russian banks, especially VTB. That was
the loan for the purchase of Russian-made Sukhoi superjet. Now VTB
tries to return the sum of money and filed USD 22 million lawsuit
against head of “Armavia” and “Mika Limited” companies Mikhail
Bagdasarov.

Armavia’s owner, Mikhail Bagdasarov, announced his intention to sell
the company last year, but has failed to find a buyer.

Armenia’s national air carrier “Armavia” air company made a decision
to suspend the flights starting from April 1, 2013. The air company
informed Armenpress that during the last three years the owner of
the company implemented funds from other enterprises belonging to him
aimed at the development of the Air Company. The situation became very
complicated and hence, a decision was made to suspend all the flights
and start the bankruptcy procedure. “Armavia” Air Company expresses
its gratitude to the whole its passengers, whom they worked with for
12 years.
