THE PRINCE of Wales has fought a series of battles over the “monstrous
carbuncles” that he sees as ruining the urban landscape. Happily,
there is one property developer with whom he has found common cause.

Bob Manoukian, who was involved in a multi-millionpound legal battle
with Prince Jefri of Brunei, the younger brother of the sultan, is
behind a new outdoor centre at Dumfries House, the Scottish property
rescued for the nation by Prince Charles.

The Manoukian Foundation, which is run by the Armenian-born Bob, above,
and his wife, Tamar, has paid for the Tamar Manoukian Outdoor Centre,
which Charles is due to visit with the Duke and Duchess of Cambridge
on Friday. The centre will provide accommodation and team activities
for young people and will also be open to schools across Scotland.

On International Children’s Book Day, author Lucine Kasbarian is
“In Conversation” with senior book review editor Wilda Williams of
Library Journal. Kasbarian and Williams will discuss the challenges and
benefits of producing material in this field, including insights from
their work inside publishing. They will talk about new directions
in today’s book publishing area, diversity in children’s books,
literacy issues, and Armenian-Americans publishing their own writings,
among other topics. The audience is encouraged to take part in the
conversation.

Kasbarian is author of “Armenia: A Rugged Land, an Enduring People”
and “The Greedy Sparrow” (Honor Book in the 2012 Storytelling World
Resources Awards). Kasbarian’s website ()
demonstrates how one story can act as a resource to teach about
cultures on multiple levels, providing study guides, creative ideas
and activities. Wilda Williams has been an editor and reviewer of
many genres of books at Library Journal for nearly 25 years. She also
writes her own blog, WildaBookBeast ()

Billboards Honoring Armenian Genocide Victims To Be Displayed In The

BILLBOARDS HONORING ARMENIAN GENOCIDE VICTIMS TO BE DISPLAYED IN THE US

During the month of April 2013, Peace of Art, Inc., will be displaying
the Armenian Genocide commemorative billboards to honor the victims of
the Armenian Genocide, calling for recognition and condemnation of the
genocide.  Peace of Art, Inc. is a nonprofit educational organization
that uses the universal language of art to address human concerns and
to promote peaceful solutions to conflict.  This year the billboards
will be located in Foxboro, Watertown, and Cambridge.

Artist Daniel Varoujan Hejinian, president and founder of Peace
of Art Inc., said that “with these billboards we are honoring the
memory of the victims of the Armenian Genocide, calling upon the
international community to recognize the Armenian Genocide, and to
condemn the perpetrators.  He added, “98 years have passed but the
bloody hand prints of the horrible events of 1915 stained the pages
of the world history, when 1.5 million Armenians lost their lives.”

The 2013 billboard depicts the bloody hand prints on the words
‘Armenian Genocide’ over a black background.  Since 1996, Mr.

Hejinian has been calling for the recognition of the Armenian
Genocide.  In 2004 Peace of Art, Inc. began to sponsor the
commemorative billboards honoring the victims and calling for the
recognition of the Armenian Genocide.  This year’s message further
calls for the condemnation of genocide.

The Armenian Genocide is not a matter of concern for Armenians alone
but to everyone.  Genocide is a crime against humanity.  Without
recognition and condemnation, the Armenian Genocide remains a wound
that continues to bleed, under the hand prints of the culprit.

A section of the pipeline carrying exhaust fumes at the Alaverdi
Copper-Molybdenum Plant collapsed today, spewing toxic smoke over
the town in northern Armenia.

Usually, the fumes at the plant owned by the Armenian Copper Programme,
a subsidiary of the Vallex Group, are channeled into the giant
smokestack and from there into the atmosphere above the town.

Hetq had covered the shoddy workmanship of the pipeline in a previous
article.

The Armenian Copper Programme is the same company that is currently
working to open a similar plant in Teghut.

In July 2011, Vallex Group President Valery Mejlumyan told reporters
in Alaverdi that the Teghut Enrichment Plant would start up in two
years, producing 28,000 tons of copper ore annually.

Does Tsarukyan Expect No Blood In Armenia?

DOES TSARUKYAN EXPECT NO BLOOD IN ARMENIA?

When the PAP leader Gagik Tsarukyan refused to run in the presidential
election almost at the last minute, first generating together with
the ANC moods equal to those ahead of the storming of Bastille,
his decision was explained by the wish to prevent bloodshed.

It means that Serzh Sargsyan could remove Gagik Tsarukyan from
government by force. At least the PAP thinks so.

The PAP is running in the mayoral election. The logic is political,
not municipal. Vartan Oskanian who leads the PAP list states that
their victory will end the RPA’s monopoly and change the political
situation, securing checks and balances.

In fact, the PAP is not afraid of bloodshed in Yerevan. What does
it mean? Does it mean that Prosperous Armenia will not be keen
on its victory in the mayoral election in a way it would be in the
presidential election? Or does the PAP think that Serzh Sargsyan will
not allow bloodshed for Yerevan and will let the City Hall go to the
PAP if he appears in a difficult situation?

For the time being Serzh Sargsyan does not seem prone to compromise.

The Republicans dismiss any remark about their intention to let Yerevan
go, and Taron Margaryan is said to have a rating of 60% but even 40%
votes is enough for victory. Of course, everything will depend on the
situation as the voting will come closer. However, the fact that the
PAP is not referring to bloodshed now is eloquent.

Or maybe the PAP is ready to fight despite bloodshed? In such cases,
it is important to know whose blood will be shed. In Armenia those
ready for self-sacrifice and those who are eventually sacrificed are
not the same people.

The leader of the PAP has stated ready to stake all for the sake of
public confidence but he did not say anything about his commitment
for self-sacrifice. Sacrifice is a popular practice in the political
field of Armenia in the direct and indirect meanings of the word,
it is even a tradition but it does not include self-sacrifice. Later
the political process becomes the victim of sacrifice.

Perhaps this very tradition made the Western ambassadors break
the diplomatic protocol and support toughly Vartan Oskanian of PAP
who would be the “victim” of the electoral process. Most probably,
the PAP would sacrifice the PAP, allowing the government to arrest
Oskanian to save the PAP’s face.

The ambassadors may have thus prevented this sacrifice, not allowing
the mayoral election to become the next hostage of sacrifice, awarding
the Armenian political class the traditional deliverance against the
background of the hostage process because not only the society of
Armenia but also the Western community knows what happens when the
Armenian political class gets freedom.

ARMAVIR.- Honest businessmen will have nothing to be afraid of during
the new government. They will become respected citizens in New Armenia,
head of Heritage faction Ruben Hakobyan said.

Raffi Hovannisian and his supporters held a rally in Armavir,
administrative center of Armavir Region.

“We were approached by several businessmen and asked why we never
talk about the interests of businessmen? Any reasonable government
is interested in formation of the national capital. What about the
current government? Why every business is considered as a target for
getting money?” Hakobyan said, addressing supporters of the opposition.

According to him, large business is trying to protect the deputy
mandate, obeying these illegal rules.

“These lawmakers are afraid of microphone. They seem to have a phobia
and do not speak in public. Why are they in the parliament? Because
losing the mandate, they will lose business,” he emphasized.

A member of Sardarapat Initiative Movement, Karabakh war veteran,
Zhirayr Sefilyan expressed his condolences to the family and friends
of Hrachyan Muradyan, Head of the Prochyan Village Administration,
who was murdered on April 2.

On his Facebook page Sefilyan wrote that Hrachyan Muradyan was honest
person and a man of principle. He could not put up with injustice
and outrage. He fought in the Artsakh Liberation War, but become a
victim of the crime reigning in the country.

To recall, Muradyan(1963) was found dead approximately at 9:00am
on April 2 near the Proshyan Village Administration building. The
Police reports that the operative group reported on the spot that
Muradyan died of a gunshot wound in the area of temple. A criminal
case was initiated on the basis of Article 104.2.2 (murder) and 253.1
(illegal possession of weapons). Investigation is underway.

GYUMRI.- The authorities have a week to put an end to the policy of
exploitation and deception, Raffi Hovannisian said in an address to
his supporters in Gyumri.

Former presidential candidate said henceforth no one can lay hands
on the Armenian people.

On Tuesday, Hovannisian met with his supporters in Armenia’s second
largest city of Gyumri – the administrative center of Shirak region,
Armenian News – NEWS.am correspondent reports.

“In a week, on April 9, we will gather at a national rally in the
center of Yerevan. The authorities have only a week! People need to
move forward. It is not a fake but real movement,” he said.

April 9 is the day of inauguration of President Serzh Sargsyan.

Runner-up in presidential elections Raffi Hovannisian did not recognize
election results and is going to hold a mass protest action in the
center of Yerevan on the same day.

Orange Foundation Continues Supporting Children With Autism

ORANGE FOUNDATION CONTINUES SUPPORTING CHILDREN WITH AUTISM

Today is World Autism Day. The Orange Foundation and “Arabkir” United
Children’s Charity Foundation summed up the results of the project
“Let’s Help Autistic Children” in “ArBeS” Health and Day Care Center.

The project aims to improve early detection of autism in Armenia,
to support autistic children and their parents in all related issues
and to implement autism diagnostic and treatment modern tools.

In the scope of this annual large-scale project, launched since 2010,
special courses were organized for the medical specialists directly
involved treatment processes, for the autistic children and their
parents, in order to raise awareness on autism, as well as to implement
the autism early detection modern method – the CHAT test.

These courses aimed to provide a better understanding of autism
to teachers and nurses, to present the symptoms of autism, reasons
for its occurrence, spread, and in particular, to provide general
understanding of psychological characteristics of autistic children,
of the interests typical of these children, as well as of their
concentration, perception and thinking peculiarities. 170 medical
specialists, 340 teachers, 60 parents and 166 children from Yerevan
and Kotayk participated in these courses. In the scope of the project
the rehabilitation centers of “Arabkir” United Children’s Charity
Foundation were furnished with special methodical games.

“For already 20 years France Telecom has been supporting the
autistic children in many countries of the world. In Armenia,
the Orange Foundation has been cooperating with “Arabkir” United
Children’s Charity Foundation for already 3 years. We are happy for
this partnership, as we are working with real professionals, who have
many years of experience and do their best to ensure that the autistic
children have good childhood and adolescence,” said Francis Gelibter,
CEO of Orange Armenia.

Due to lack and load of the special rehabilitation centers, a new
pilot project on community health and education was launched in 2012.

N 9 polyclinic in Yerevan Malatia-Sebastia community was furnished
and equipped with rehabilitation tools, and the whole staff of the
polyclinic participated in special courses organized by the specialists
of “ArBeS” Health and Day Care Center.

In the scope of this project, already for the 3rd time in June-August
months 16 autistic children accompanied by their parents/nurses and
special teachers were hosted by summer recreation camp located on
the bank of Lake Aparan.

In order to better integrate into the society and gain certain
independence, the education of children cannot be limited to
school only. That’s why part of the program was dedicated to a
difficult process: vocational education of children with autism. The
French-Armenian educational center was selected as partner. For
the good implementation of this project two Armenian specialists
visited France, in order to get acquainted with the experience of
Rhone professional educations school (SEPR) and to study the model
implemented there. Ms. Marlene Parod, responsible for education
of disabled at SEPR, was invited to Armenia. Two teachers from the
French-Armenian educational center worked at the summer camp during
two weeks, in order to get to know and communicate with children.

On the invitation of the Orange Foundation one specialist of
rehabilitative care and one children psychiatrist participated in
the first international conference “Modern technologies for people
with autism disorders”, held in Valencia, Spain. The main objective
of participating in the conference was to get acquainted with the
future technologies, discover new modern tools and analyze the
best tools that can be used in Armenia. The ADOS (Autism Diagnostic
Observation Schedule) method was earlier implemented in Armenia by
Swiss specialists. For its best implementation and accessibility it
was translated into Armenian in 2012.

For the realization of the whole project in 2012 the Orange Foundation
has allotted total 25.869,000 AMD. The project will be continued
in 2013.
