Armenians have been discriminated in Russia on a massive scale,
Zhamank daily reported referring to its own sources.

Such an attitude is demonstrated not only regarding illegal migrants
but also the Armenians with Russian citizenship. About 70 Armenians
have been recently detained near one of the facilities that belong to
the owner of the Tashir Group, businessman of the Armenian origin,
Samvel Karapetyan. They were placed in two buses and deported. The
great majority of these Armenians had a right for part-time residence
and work.

According to some experts, the reason of this hidden tension in the
relations between Armenia and Russia is the forthcoming initialing
of the Association Agreement between Yerevan and Brussels in Vilnus.

IMPORTS OF CHOCOLATE AND OTHER CACAO PRODUCTS IN THE FIRST HALF N INCREASE 9.1 PERCENT

YEREVAN, August 13. / ARKA /. Armenia’s State Revenue Committee said
imports of chocolate and other cacao products in the first half of
2013 amounted to $16.17 million, an increase of 9.1 percent from the
year before.

Overall, chocolate and cacao products imports made 3,400 tons, up from
3,200 tons in the first half of 2012. Armenia exported $530,400 worth
chocolate in the first six months of this year (a growth of 28.9%).

According to the Customs Service, imports of coffee in the first six
months of the year rose to 5, 560 tons worth $13.9 million (up 8.4%),
while exports amounted to 515.7 tons worth $2 million (a decline of

Armenian Construction Work In First Half Drops By 8.8 Percent To 123

ARMENIAN CONSTRUCTION WORK IN FIRST HALF DROPS BY 8.8 PERCENT TO 123.3 BILLION DRAMS

YEREVAN, August 13. / ARKA /. Some 123.8 billion drams worth
construction work was done in Armenia in the first six months of 2013,
a decrease of 8.8% compared to the same period last year, according
to the latest numbers, released by National Statistical Service.

Some 35 billion drams worth construction was financed by individuals.

It made 28.4% of the total construction work. The figure represented
a 16.9 percent growth from the year before.

Also some 46.5 billion drams worth construction work was financed
by organizations (48.6% of the total construction work), a decline
of 10.6% compared to the first six months of 2012. Some 2.7 billion
drams worth construction was financed via humanitarian assistance
(2.3% of the total volume), a decline of 27.1% from the year before.

International loans were used to finance 5.7 billion drams worth
construction work (a decline of 44.9%) and 16 billion drams worth
construction work was financed by the government (13% of the
total volume) a decline of 17%. The rest – 3.6 billion drams worth
construction work -was financed by communities, a decline of 22.8%

Organizations Urge Barzani To Apologize For Genocides

ORGANIZATIONS URGE BARZANI TO APOLOGIZE FOR GENOCIDES

PanARMENIAN.Net – The American Mesopotamian Organization and Iraqi
Christian Relief Organization sent a letter to Masoud Barzani, the
President of the Kurdish Regional Government in Iraq, offering him
“a noble challenge to issue a formal apology to the Armenian and
Assyrian descendants of the survivors of the genocides committed
by the Kurdish allies of the Ottoman Turks against the indigenous
Christian populations of the region, during and subsequent to WWI,”
according to Assyria Times.

“In the past several months, your regional government has been
successful in convincing several European governments to formally
recognize the “Kurdish genocide” committed by Saddam’s regime. We
can certainly empathize with and affirm the suffering of the Kurdish
people of Iraq, particularly since the Assyrian Christians, too,
suffered loss of life and property during the same period. This
provided a missed opportunity for you to make an attempt to amend the
troubled and strained relations between our two nations by including
the sufferings of the Assyrians within your efforts to seek recognition
of the “Kurdish Genocide”.

The last few hundred years of Assyrian-Kurdish relations have been
mired with massacres, forced deportations and the deforcement of land
and personal possessions of Assyrians by Kurds. As a direct result of
these heinous acts, the Assyrian presence has dwindled significantly
in Northern Iraq, South Eastern Turkey, and North Western Iran.

Additional adverse consequences of these atrocities have been the
marginalization of the political and human rights of the indigenous
Assyrians by the Kurds. Today’s expansion of the Kurdish population
is a direct benefactor of the massacres perpetrated by their not so
distant ancestors. This rise in population has not only resulted in
the renaming of historical Assyria as Western, Eastern, Northern and
Southern “Kurdistan”, but it has also resulted in the renaming of the
Assyrian regions and cities and replacing them with Kurdish names,”
the letter says.

“In light of your ambitious efforts for the world to consider you as
a legitimate, duly elected representative government of all Kurds in
Iraq; hence, as their spokesperson, we request you to issue apologies
for past atrocities committed by Kurdish tribes and warlords against
the indigenous Christian populations of the region, including Assyrians
and Armenians, while allied with the Ottoman Turks.As you are no doubt
aware, there is clear and convincing evidence, consisting of extensive
corpus of academic research, documents, and archival material,
which prove Genocide, was perpetrated against the entire Christian
population of the former Ottoman Empire during and following the First
World War. The nascent, Young-Turk government systematically executed
a policy of extermination against its own Christian citizens through
massacres, death marches and forced deportations. As a consequence
of these barbaric acts, several millions of Assyrians, Armenians and
Greeks lost their lives and those that survived lost everything they
owned from personal belongings to their homes and agricultural lands,”
it says.

“Now, we are challenging you to issue a formal announcement,
apologizing for the suffering and genocide of the Assyrians and
Armenians, and acknowledging the direct involvement and active
participation of the Kurdish tribes. Although it would behoove you
to rise to the occasion, you will simply ignore our challenge and
demand for justice. Be reminded that you must stand on the very
high moral grounds you expect and demand of your oppressors. Take
responsibility for the past atrocities as you expect the same from
the Iraqi government,” the letter concludes.

Captured Serviceman’s Father Says "our Son Is In Enemy’s Hands"

CAPTURED SERVICEMAN’S FATHER SAYS “OUR SON IS IN ENEMY’S HANDS”

PanARMENIAN.Net – Family members of the captured Armenian serviceman
Hakob Injighulyan have gathered in front of the Yerevan office of the
International Committee of the Red Cross (ICRC) to call for prompt
measures to promote his release.

Commenting on the ‘interview’ gave to Injighulyan gave to ANS Azeri
channel, his father, Gevorg Injighulyan told aPanARMENIAN.Net reporter:
“This was nothing but a show organized by Azerbaijan. A son brought
up by me could never say such things willfully. He was always pleased
the command and the officers were satisfied with his service.

He never came into conflict and was granted a leave twice.”

“Now, Hakob is not that in another country, he is in the hands of
the enemy,” he added.

Presently, there are some 30 people at the ICRC office.

On the night of Aug 8, Injighulyan, born in 1991, failed to find
his bearings on the ground and crossed into the Azeri-controlled
territory. Representatives of the International Committee of the Red
Cross (ICRC) have not been granted access to the captive yet.

In the video spread by the Azeri media outlets Injighulyan tells
that he was “having dinner with the other soldiers, when the officer
ordered him to fetch some water.” “I said that I am tired and will
go and bring the water later but he hit me in the eye in response. I
could not tolerate humiliation and offence any longer and crossed
into the Azerbaijani territory,” he allegedly said.

Meanwhile, just a couple of days ago Shahin Sailov, the Secretary of
the State Commission on Prisoners of War, Hostages and Missing Persons,
said “it was clarified that the Armenian got lost and crossed into
the territory controlled by Azerbaijani armed forces.”

“Azerbaijan again resorts to its “favorite” methods. But we would like
to repeat once again that our citizen will bear no legal responsibility
after he returns to Armenia,” Armenian Defense Ministry’s spokesman
Artsrun Hovhannisyan told a PanARMENIAN.Net reporter.

It’s worth reminding that on September 11, 2010, Armenian shepherd,
resident of Ttujur village of Gegharkunik province Manvel Saribekyan
was captured by the Azeri forces. Several days later, the same ANS
channel aired an interview, which, according to experts, contained
elements of psychological and physical pressure.

On the night of October 5, Saribekyan allegedly committed suicide. The
Azeri investigators said he used his shirt and sheet to hang himself.

However, when the body was transferred to the Armenian side, the
examination revealed numerous traces of torture.

YEREVAN. – Both the matter concerning Hrachya Harutyunyan and the
incident involving Armenians in a Russian market are artificially
blown out of proportion.

Armenian National Assembly former MP Aghasi Arshakyan noted the
aforesaid during a press conference on Tuesday, and he suggested not
exploiting these matters.

In Arshakyan’s words, around thirty Armenians and seventy Russians
die in Russia every day. He added that the Armenians that die in
Russia are those that have gone there from Armenia.

In his view, however, these incidents should not be looked at with
a magnifying glass.

Reflecting on the incident involving Hrachya Harutyunyan, he noted
that all patients wear the same robe in the hospitals there.

“Let us seek our misfortune amongst ourselves, not [amongst] others,”
Aghasi Arshakyan added.

Tom Vartabedian, award-winning writer and photo-grapher, will kick off
the fall season at ALMA with a talk about his 50-year career with The
Haverhill Gazette and his work as a correspondent with the Armenian
Press since the early 1960s, associated especially with The Armenian
Weekly. His column entitled, “Poor Tom’s Almanac,” is the
oldest-running column in the Armenian Press. Vartabedian is also a
regular contributor to other publications including The Armenian
Mirror-Spectator, Armenian Reporter, USA Armenian Life and Asbarez. He
will reminisce about some of his favorite stories — both nostalgic
and entertaining. An exhibit of his photojournalism images over the
past five decades will be displayed.

A reception will follow the program in the Contemporary Art Gallery of
ALMA (3rd floor). Admission is free and open to the public.

The event is co-sponsored by Project SAVE Armenian Photograph
Archives, Inc.

Vartabedian, born and raised in Somerville, studied journalism at
Boston University. As a writer-photographer for The Haverhill
Gazette, he garnered more than 50 awards from United Press
International, Associated Press and New England Press Association
before retiring in 2006.

We Have Seen What Russia Offers

WE HAVE SEEN WHAT RUSSIA OFFERS

The deputy foreign minister Shavarsh Kocharyan said in an interview
with a European website that Armenia chooses partnership with CSTO
for security and DCFTA for trade with Europe. In addition, Armenia
is not going to be a member of NATO, the EU or the Eurasian Union.

In order to cooperate with any of the existing blocs, at least economic
ones, Armenia needs to restore its sovereignty. Otherwise cooperation
will not be voluntary and mutually beneficial but compulsory, as we
can see now. Sometimes the impression is that Armenia is not making a
choice but goes with the stream of geopolitical changes in the region
and the world.

Without sovereignty it would be that way. Now Armenia may benefit
from geopolitical changes in the region. Most importantly, however,
these changes give us a chance to restore our sovereignty and for
the time being the chance is not used at all.

Armenia needs a complex of important decisions to achieve sovereignty.

They will relate to energy, borders, economy. Armenia has gaps
in all these areas, and it relies heavily on Russia. In order to
restore sovereignty Armenia must refuse the border services of Russia,
nationalize strategic assets handled by Russia and opt for alternative
sources of energy.

European officials calling Armenia for signing the Association
Agreement with the EU promise rise in the quality of life and other
advantages. However, Europe has not offered anything concrete so far
or the Armenian side does not publish the relevant information. In
any case, it is now known what Europe offers us in three important
directions: borders, energy and economy.

The new ambassador of the United States to Ukraine Jeoffrey Payette
stated that the United States will do everything they can to help
Ukraine end its energy dependence on Russia. According to the new U.S.

ambassador, Exxon Mobil and Chevron are highly interested in the
Ukrainian market. There are no such offers to Armenia yet.

For the time being the offers of the West to Armenia have been limited
to a donor conference and certain economic benefits from access to
the European market.

So far Armenia was facing Europe and trying to escape the Russian
zone of influence without public discussions and public consensus
even inside the ruling party. Similarly, the Association Agreement
may be signed with the EU without taking into consideration the public
opinion. However, at some point the uncertain public opinion may have
a dramatic role, and Europe needs to be maximum sincere with Armenia.

We have already seen and know what Russia offers. What will Europe
bring to us? Will it help restore our sovereignty or will one
dependence be replaced with another?

Le thème du transport en commun continue de faire la une de
l’actualite. Le Maire d’Erevan, Taron Margarian, a annonce qu’il
etait pret a negocier avec les militants qui reclament le licenciement
des fonctionnaires municipaux ayant voulu mettre une hausse du tarif
de base sans concertation prealable. Les protestataires n’acceptent
pas d’interrompre leur mouvement a l’issue de la mesure de maintien
du tarif a 100 drams. L’entetement des activistes est critique par
certains milieux d’opposition qui estiment sans reels effets toute
mesure de remplacement des fonctionnaires de la mairie.

Sarkis Boghossian, tué pour des livres rares

Dans l’univers feutré du livre ancien, la bibliomanie exacerbée peut
mener au meurtre. En 1998, un libraire parisien, spécialisé dans les
beaux livres, est sauvagemment abattu chez lui. Son assassin? Un
confrère niçois réputé pour son offre en ouvrages rares des XVIIIe et
XIXe siècles

Le dimanche 18 octobre 1998, aux alentours de 21 h 15, Maria Rodrigues
(avec un «s»), concierge d’un immeuble du XIVe arrondissement
parisien, entend frapper à la porte de sa loge. Elle ouvre et découvre
Marie-Louise Boghossian, l’une des occupantes de l’immeuble, ple et
très inquiète. Sa carte Orange à la main, elle explique qu’un ami de
son frère Sarkis, qui avait rendez-vous chez lui la veille, à 15
heures, a trouvé bizarrement porte close. Marie-Louise Boghossian,
alertée par cet ami, a alors téléphoné à plusieurs reprises chez son
frère. Sans succès.

Devant l’émotion de Marie-Louise Boghossian, Maria Rodrigues propose
de l’accompagner jusqu’au domicile de son frère. Les deux femmes
prennent le métro, descendent à la station Saint-Placide et terminent
à pied jusqu’au numéro 83 de la rue de Rennes, où habite Sarkis
Boghossian, au 4e étage. Un spectacle macabre les attend.

Sarkis Boghossian est retrouvé pendu par le cou à un radiateur du
couloir de son appartement. Il a été roué de coups, comme en
témoignent ses hématomes au visage et sur tout le corps, porte deux
marques de blessure à l’arme blanche au bas du dos et il est mort par
strangulation. Son calvaire a probablement duré près d’une heure. Et
les nombreuses taches blanches, aux murs, prouvent que ses agresseurs
ne sont pas repartis les mains vides. L’appartement de Sarkis
Boghossian tenait du musée. Après un rapide inventaire, Marie-Louise
Boghossian signale aux policiers accourus sur les lieux du crime la
disparition d’un Renoir, d’un Seurat, d’une toile de Foujita, d’un
dessin de Picabia, d’une photographie de Nadar, d’un lot de
lithographies arméniennes, de différents objets d’art et de quelques
dizaines de livres rares. C’est par ces livres que tout est arrivé.

Sarkis Boghossian était né le 27 novembre 1924, dans un petit village
proche d’Erevan, la capitale de l’Arménie, au sein d’une famille
rescapée du génocide. Ses parents émigrent en 1927 pour la France et
s’installent à Marseille. Sarkis Boghossian se passionne autant pour
la culture arménienne, dont il deviendra un expert renommé, que pour
la poésie française, dont il était capable de réciter des oeuvres
entières. Il s’intéresse à l’estampe, s’initie au monde de la gravure,
s’entiche de bibliophilie. En 1967, il s’installe à Paris et ouvre,
rue du Cherche-Midi, une librairie d’ancien, spécialisée notamment
dans l’orientalisme, qui aura très vite pignon sur rue. Sa passion
pour l’art et les livres rares suffisait à remplir sa vie. Vieux
garçon solitaire, il menait une vie très rangée et déjeunait chaque
jour de la semaine avec sa soeur, Marie-Louise, restée de son côté
demoiselle.

Devant la sauvagerie du crime et l’importance du butin, les enquêteurs
ne négligent aucune piste. Auteur d’une Iconographie arménienne
publiée à ses frais dont le premier tome faisait référence, Sarkis
Boghossian était en conflit avec l’imprimeur du second volume: il
n’avait réglé que la moitié de la facture, estimant la qualité des
reproductions très en deçà de ses attentes. Les policiers cuisinent
l’imprimeur, mais se persuadent rapidement qu’il est hors de cause.
Ils s’intéressent alors aux coups de fil reçus par la victime, en
particulier à un appel datant du vendredi 16 octobre, à 20 h 44, et
provenant d’une cabine téléphonique de la rue de Rennes, qui jouit
d’une vue directe sur l’entrée de l’immeuble de Sarkis Boghossian.
Chose curieuse, le coup de fil adressé à Sarkis Boghossian est précédé
et suivi d’un même numéro appelé depuis la cabine.

Grce au destinataire de ce double appel, les policiers identifient son
auteur: une jeune Polonaise arrivée en bus à Paris, quelques jours
plus tôt. Elle raconte aux enquêteurs comment, alors qu’elle
téléphonait, elle a été éjectée de la cabine par deux hommes, «un
gros» et «un petit», qui ont composé un numéro, raccroché rapidement
et libéré la cabine, que la jeune femme a pu alors réintégrer. Sa
description des deux inconnus est précise. Elle corrobore celle de
Maria Rodriguez (avec un «z»), la concierge du 83, rue de Rennes, qui
avait remarqué, le soir du 16 octobre, aux alentours de minuit,
l’étrange ballet de deux hommes descendant plusieurs sacs-poubelle –
le butin – par l’escalier. «Le petit» correspond au profil d’Onnik
Jamgocyan, un libraire d’ancien installé à Nice, en relations
d’affaires avec Sarkis Boghossian et que Marie-Louise Boghossian a
signalé aux enquêteurs: elle se méfie de lui.

Le 3 novembre 1998, Onnik Jamgocyan est interpellé à Nice et placé en
garde à vue. Le même jour, son complice, Arto Pedogliu, «le gros», est
lui aussi interpellé. Les deux hommes passent aux aveux mais se
rejettent mutuellement la responsabilité du crime, qu’ils assurent ne
pas avoir prémédité. Le différend avec la victime portait sur une
histoire de prêt d’argent que Sarkis Boghossian avait accordé à Onnik
Jamgocyan moyennant quelques livres rares laissés en gage. Onnik
Jamgocyan aurait remboursé l’argent, mais Sarkis Boghossian aurait
refusé de restituer les livres. Onnik Jamgocyan se serait rendu chez
lui, avec Arto Pedogliu, pour le «convaincre» de rendre les livres.
«L’explication» aurait mal tourné…

Peintre en btiment, né à Istanbul en 1956, ayant acquis la nationalité
française en 1983, Arto Pedogliu ne passionna guère les enquêteurs.
L’expertise médico-psychologique révéla à son sujet «une impression
générale de frustricité (sic), d’une certaine rugosité dans le
contact, son bon sens n’étant alimenté que par des idées simples». Il
en allait tout autrement d’Onnik Jamgocyan: «En découvrant sa
personnalité, nous n’en sommes pas revenus», confièrent à Nice Matin
les policiers chargés de son arrestation*.

De fait, Onnik Jamgocyan ne ressemble guère à l’idée qu’on se fait
d’un assassin. Né lui aussi à Istanbul en juin 1955, il arrive en
France à l’ge de 9 ans. Son père est théologien, sa mère écrit.
Titulaire d’un doctorat d’Etat en histoire obtenu à la Sorbonne, sa
thèse portait sur «Les financiers de Constantinople» et avait été
saluée par Raymond Barre comme «une très grande contribution à
l’histoire économique». Chevalier des Arts et des Lettres, docteur
honoris causa de l’université de Tokyo, Onnik Jamgocyan est un fin
lettré. Il parle, écrit couramment et lit le français, l’italien, le
turc, l’anglais, l’arménien, le persan… mais aussi le latin,
l’ottoman, l’arménien ancien ou le vénitien du XVIe siècle. Il tient
boutique sur la promenade des Anglais à l’enseigne du Palais du livre
ancien, une adresse bien connue de tous les amateurs d’ouvrages rares
des XVIIIe et XIXe siècles. Le 13 novembre 1998, il devait donner à
l’hôtel Méridien de Nice, s’il n’avait pas été arrêté, une conférence
sur «Les marchands arméniens en Méditerranée au XVIIIe siècle».

Comme dépassé par son geste, Onnik Jamgocyan restera muet tout au long
de son procès. Sauf à un moment, lorsqu’il sera fait lecture des
livres précieux dérobés au domicile de Sarkis Boghossian. Onnik
Jamgocyan bondira de son siège comme un diable de sa boîte pour
rectifier la date de parution d’une édition des poésies de Clément
Marot, indiquée de façon erronée dans les documents de justice.

Condamné à 19 ans de réclusion criminelle, Onnik Jamgocyan purgera
d’abord sa peine à la prison de Fresnes, où l’aumônier catholique, le
Père Gilbert Barbe, ne fut pas peu surpris de découvrir parmi ses
ouailles un tel intellectuel, «aussi profondément cultivé», capable
d’intéresser son auditoire, dans le cadre d’assemblées de détenus, sur
des sujets aussi divers que l’histoire de la papauté, Jérusalem et les
Lieux saints ou l’histoire du protestantisme. Un savoir évidemment
appris dans les livres…
