ARMENIA’S INDEPENDENCE DAY EVENT TO BE HELD IN ALEPPO

YEREVAN, SEPTEMBER 24, ARMENPRESS: An event dedicated to the 22nd
anniversary of the Independence of the Republic of Armenia will be
held at Aram Manukyan National Club in Aleppo on September 24.

This was reported to Armenpress by the Press Secretary of the National
Primacy of Aleppo Zhirayr Reyisyan.

According to him, in the framework of the event hospitality will be
held and congratulatory messages will be sound on the occasion of the
Independence Day. Zhirayr Reyisyan stated as well that the event will
be attended by about 50 people.

Concerning the current situation in Aleppo, the Press Secretary of
the National Primacy noted that the city continues to be surrounded
and the bombings continue. It is very dangerous to come out of the
city. The kidnappings have become more frequent.

By the UN data, during the two-year bloodshed in Syria since March
15 2011 more than 100 thousands of people have fallen victims.

Currently 4,5 million refugees live in Syria and 1,5 million – in the
neighboring countries. Several tens of Armenians have been killed in
the result of the collisions. Notwithstanding that difficult situation,
many Syrian Armenians continue leaving in Syria. The governmental
forces try to liberate Aleppo from the opposition.

Every day heated collisions and bombings are taking place, causing
sufferings of the peaceful population, the Armenians as well.

Armenian Human Rights Defender’s Office Got "A" Class Highest Intern

ARMENIAN HUMAN RIGHTS DEFENDER’S OFFICE GOT “A” CLASS HIGHEST INTERNATIONAL STATUS

Armenian Human Rights Defender Karen Andreasyan has been informed on
the other day that the Ombudsmen International Committee presented
“A” class status to the Armenian Human Rights Defender’s Office. Press
service of the Office informs about this.

Such status is often given to those ombudsmen who are able to be free,
independent and are able to discuss and solve problems objectively.

Ombudsmen International Committee has studied the activities of
Armenian Human Rights Defender’s Office during the last two years and
it was confirmed as a result that Armenian Human Rights Defender’s
Office works according to the Parisian principles and has all standards
to get the highest status.

“A” class status is important not only for the Ombudsman but also
for the country’s authority.

L’adhesion de l’Armenie a l’Union douanière garantira qu’elle paiera
un prix moins cher pour le gaz naturel importe a declare Sevak

Selon lui, le fait de ne pas adherer a l’union dirigee par la Russie
signifierait des prix sensiblement plus eleves qui aurait un impact

de garantir un prix inchange du gaz naturel, il n’y a pas une
telle garantie, parce que l’union douanière est encore au stade de
l’elaboration d’une politique energetique commune. Toutefois, les
tendances de la Russie dans ses accords avec la bielorussie indiquent
que la Russie va appliquer le principe du retour proportionne ”
a-t-il dit.

Cela ne signifie pas que l’Armenie paiera autant que les consommateurs
en Russie payent parce que les coûts du transport devraient etre pris
en compte.

” Dans notre cas, le problème principal est la redevance du transit
que nous payons a la Georgie. Le prix pour le Belarus est de 190 $
pour mille mètres cubes pour l’Armenie le prix ne peut etre que de
210 $ – 220 $ en tout cas le prix sera beaucoup plus faible que 350 $
– 400 $ que d’autres pays ont a payer ” a-t-il dit.

” L’Armenie n’est pas prete a integrer pleinement que ce soit la
Communaute economique eurasienne ou l’Union europeenne ” a declare
pour sa part l’analyste politique Yervand Bozoyan. Selon lui, meme si
Erevan doit rester respectueux des valeurs europeennes pour construire
une veritable democratie, l’integration europeenne se heurte a certains
risques et l’Armenie ne peut pas etre integre simultanement en Europe
et cooperer avec la Russie sur les questions de securite.

S’exprimant au sujet de l’intention de l’Armenie d’adherer a l’Union
douanière, Yervand Bozoyan a revendique que le pays devra faire face
a de serieux problèmes techniques en raison de l’absence de frontière
commune avec l’un des pays membres de l’Union douanière.

Les residents d’un village gravement endommage dans le centre de
l’Azerbaïdjan qui ont attendu quatre ans pour etre reinstalles espèrent
qu’ils pourront enfin etre deplaces dans les nouvelles maisons qui
leur ont ete promises.

Il y a un hic, cependant – Beaucoup pensent que le mouvement a ete
deliberement retarde pour coïncider avec l’election presidentielle
d’octobre, comme moyen efficace d’acheter leurs votes.

Le President Ilham Aliyev espère remporter un nouveau mandat, et
peu de doute qu’il va obtenir sa reelection en depit des efforts de
l’opposition de soutenir un ou plusieurs candidats.

Le village de Muganli dans le quartier Shamakhi, a quelques 120
kilomètres a l’ouest de la capitale Bakou, a ete frappe par un
glissement de terrain en Avril 2009. Au moins 40 maisons ont ete
gravement endommagees ou detruites. Peu après, les autorites ont
promis que les residents auraient de nouvelles maisons. La poursuite
des mouvements sismiques a eu lieu depuis et davantage de maisons ont
subi des dommages. Après un tel glissement de terrain, le ministre
azeri des urgences Kemaleddin Heydarov a annonce en Mars 2012 que les
gens risquaient leur vie en restant la-bas et avaient besoin d’etre
reinstalles dès que possible.

Comme il n’y avait aucun signe de la construction des maisons promises,
les residents qui avaient initialement fui le village sont retournee
vivre dans des bâtiments qui risquaient de s’effondrer de facon
imminente.

” Avec le premier glissement de terrain il y a quatre ans, notre
maison est devenue precaire. Les experts ont dit que nous devions
partir sinon nous risquions nos vies en sejournant dans la maison “,
a dit une enseignant a la retraite Gullu Rahimova. ” Notre famille
de sept personnes a passe un long moment a faire la navette entre
les differents parents. Mais le nouveau domicile ne s’est jamais
materialisee, donc nous avons ete obliges de revenir dans cette maison
dangereuse “.

Hemiyyet Safarov est dans la meme position, et est particulièrement
preoccupe par les risques qu’il fait courir a ses petits enfants.

” Combien de parents auraient tenu en nous gardant ainsi que nos
enfants pendant quatre longues annees ? Nous sommes restes dans nos
familles pendant quelques mois en prevision de demenager dans une
nouvelle maison. Mais nous ne les avons pas vu. Donc, nous sommes
revenus dans notre propre maison ” a-t-il dit. ” Les murs pourraient
ceder a tout moment. J’ai très peur pour les enfants – qui pourrait
nous repondre si quelque chose leur arrivait ” .

Malgre les expressions officielles des preoccupations, la construction
des nouvelles maisons n’a pas commence jusqu’en Septembre 2012. Au
cours de la dernière annee, un nouveau quartier compose de 63 maisons
ainsi que des ecoles et d’autres installations a vu le jour dans la
ville voisine de Meyseri.

” Nous continuons a demander au bureau du gouvernement [local] quand
ils vont nous deplacer. Mais nous n’avons jamais eu de reponse ”
a declare Rahimova. ” Nous avons attendu pendant quatre ans. Si les
maisons sont pretes, pourquoi ne nous bougent-ils pas ? ”

Quand l’Institute for War & Peace Reporting a questionne le gouverneur
local de Muganli, Tayyar Sheydayev, a propos du demenagement, il a
repondu : ” La construction des maisons est terminee et les commodites
sont desormais posees. Je ne sais pas quand ils vont demenager les
gens “. Qasim Qasimov l’adjoint de Sheydayev a ete plus affirmatif
indiquant que le demenagement aurait lieu dès que les constructeurs
auront dit que tout etait pret.

Un entrepreneur a declare qu’en dehors de Meyseri, de nouvelles
maisons ont ete construites dans sept villages pour les personnes
dont les maisons ont ete endommagees dans des glissements de terrain
l’annee dernière.

” Douze de ces seize maisons sont deja occupees ” a-t-il note. ” Dans
les constructions pour les personnes de Muganli, les maisons et les
infrastructures sont pretes, et les services publics sont raccordes.

Tout ce qui doit encore etre acheve concerne les voies de
communications de surface [les routes] “.

Amiraslanov a ete incapable de donner une date definitive de quand
tout cela serait pret.

Certains des habitants de Muganli suspectent que les choses vont
traîner jusqu’au jour du scrutin, fixee au 9 Octobre, de sorte que
les beneficiaires reconnaissants des maisons neuves pourraient etre
amenes a voter pour le president Aliyev.

” Nous sommes prets a voter pour le pouvoir actuel de toute facon,
ils n’ont pas besoin d’en faire plus pour nous persuader ” a dit le
resident Gunay Yusifova. ” Mais sûrement ils ne realisent pas que
les gens ne peuvent pas continuer a vivre dans des conditions comme
celles-ci beaucoup plus longtemps. L’election a lieu en octobre donc
l’automne et de fortes pluies commencent après le 15 août ici. Il y
aura inevitablement des victimes “.

Elle a ajoute : ” Nous avons decide que s’ils ne s’emeuvent pas ce
mois-ci, nous allons organiser une manifestation devant les bureaux
du president “.

Mehman Aliyev, dont l’ONG Kura surveille les depenses du gouvernement
sur la reconstruction après les inondations devastatrices dans le
centre de l’Azerbaïdjan en 2010, a declare que la tactique etait
familière.

” Les autorites se livrent souvent a ce genre de chose pour gagner
les votes des gens ” a-t-il dit.

Zahir Mammadov, qui dirige la branche locale du Front Populaire, l’un
des principaux partis d’opposition en Azerbaïdjan, estime egalement
que le retard de l’ouverture du nouveau quartier est une manoeuvre
electorale. Meme maintenant, dit-il, le personnel des institutions
de l’Etat dans tout Shamakhi, du gouvernement local aux ecoles et
les hôpitaux, sont liees aux campagnes pro-Aliyev. Il a dit qu’ils
ont ete convoques dans des reunions officielles où on leur a dit de
” garder un ~il sur les voisins qui soutiennent l’opposition et
de signaler toute personne qui leur rendre visite en provenance de
l’exterieur du quartier “.

” Les autorites du district utilisent tous les outils qu’ils ont afin
de s’assurer les votes ” a ajoute Mammadov. Des histoires similaires
se font entendre dans d’autres domaines. Au sud de Shamakhi, dans
le quartier Sabirabad, huit villages ont ete plus ou moins coupes
du marche local de la ville depuis qu’un pont a ete ferme pour des
reparations il y a un mois.

Gasimali Safarov est parmi ceux qui craignent que le pont ne sera pas
retabli avant la periode electorale. ” Le pont principal … est tout
a fait nouveau. Il n’a commence a fonctionner qu’il y a un an et demi.

Et ils ne font pas de reparations, juste le nettoyer, lui donner un
coup de peinture et ce genre de chose “, se plaint-il. ” Maintenant,
ils attendent que le president vienne l’ouvrir. Si cela traîne jusqu’a
l’election, qu’est-ce que les gens sont censes faire pendant tout ce
temps ? ”

La voie alternative pour apporter des produits agricoles est plus
detournee et implique un pont a peage. ” Ils vont donner l’image
populaire que le president s’occupe des personnes et ouvre un pont,
donc ils devraient voter pour lui ” a declare Safarov.

Quand l’IWPR a contacte le gouvernement local de Sabirabad sur la
question, un fonctionnaire a insiste sur le fait que le pont est
vraiment en reparation et serait rouvert au moment où le travail
sera acheve.

Dans la capitale Bakou, une ecole maternelle renovee en decembre
dernier reste fermee parce que le president n’a pas trouve le temps
de venir l’ouvrir.

Sevda Asadova, la mère d’un enfant de trois ans, a declare la date
d’ouverture avait ete prevue au nouvel an et puis en Janvier, Mai
et Juin.

” Le president n’est jamais venu, l’ecole maternelle reste ferme meme
si elle est prete a l’emploi “, dit-elle. ” À la fin août j’etais
malade d’attendre que j’ai trouve une autre ecole maternelle pour ma
petite fille. Je doute que celle-ci sera ouverte avant le debut de
la campagne “.

la célébration par ce pays de l’anniversaire de son independence.

Dans ce message, S.M. le Roi exprime Ses chaleureuses félicitations et
Ses meilleurs v`ux de santé et de bonheur pour M. Sargsian, et de
progrès et de prospérité pour le peuple ami d’Arménie.

Le Souverain y exprime Sa satisfaction quant à l’excellence des
relations d’amitié et de coopération liant les deux pays, réaffirmant

KUWAIT, Sept 22 (KUNA) — Minister of Commerce and Industry Anas
Al-Saleh on Sunday evening represented the Kuwaiti government at the
celebration of Armenia Embassy to mark the country’s 22nd National
Day, highlighting development of bilateral ties and cooperation.

Speaking to reporters on the sidelines of the celebration, Al-Saleh
said his ministry developed plans to ward off any spillover of
possible regional economic problems on the citizens and expatriates in
Kuwait.

“The government offers subsidy to staples for citizens but in case of
any eventuality the government will be responsible for ensuring the
minimum needs of both citizens and expatriates alike,” he made clear.

The minister was commenting on recent press reports that the
government mulls issuing ration cards for non-Kuwaitis.

Asked about the reported contamination of vegetables and fruits in
Syria, the Minister said: “Kuwait Municipality’s committee on food
safety and the Environment Public Authority work closely to implement
the ban on food imports from Syria.” On the bilateral ties with
Armena, Al-Saleh said the two countries maintain constantly growing
relations in such areas as economy and commerce.

The trade exchanges grew slightly in the farm and food sectors in the
recent years, he noted.

On his part, Armenia Ambassador to Kuwait Fadey Charchoghlyan
commended Kuwait’s “limitless relief effort” for the Syrian refugees
in his country.

The State of Kuwait was one of the first countries which responded
promptly to the humanitarian needs of the Syrian refugees in Armenia,
he said.

The Armenian-Kuwaiti ties are growing steadily in all political,
economic, cultural, social, commercial and educational fields thanks
to the supports of leaders of both countries, he pointed out.

Charchoghlyan noted that the exchanged visits on all levels help
promote the bilateral ties.

He appreciated the roles of Kuwait Chamber of Commerce and Industry
(KCCI) and Kuwait Investment Authority (KIA) in promoting the joint
investments.

He voiced hope for signing an agreement with Kuwait on educational
cooperation, and academic and student exchanges, noting that Yerevan
University launched a college for Arabic teaching and Islamic
sciences.

The Armenian diplomat also expressed hope for pushing the level of
relations of his country with GCC and other Arab countries to the
level of the relations with Kuwait.
Armenia has a 6,000-strong community in Kuwait who enjoy security and

The real Turkish heroes of 1915

Celal Bey, governor of Aleppo and later Konya who refused to implement
the deportation orders against Armenians.

Germany has decided to name several neighborhoods, streets, buildings,
and public schools in Berlin and other German cities after Adolf
Hitler and other Nazi “heroes.”

If the above statement were to be true, how would you react? How do
you think Germans would react? How do you think Jews still living in
Germany would react? My guess is that you, the Germans, and the Jews
would all find it inconceivable, offensive, and unacceptable.

And yet, it is true in Turkey, where it is acceptable to name several
neighborhoods, streets, and schools after Talat Pasha and other
Ittihat ve Terakki (Committee of Union and Progress) “heroes” who not
only planned and carried out the Armenian Genocide, but were
responsible for the loss of the Ottoman Empire itself.

At last count, there were officially 8 “Talat Pasha” neighborhoods or
districts, 38 “Talat Pasha” streets or boulevards, 7 “Talat Pasha”
public schools, 6 “Talat Pasha” buildings, and 2 “Talat Pasha” mosques
scattered around Istanbul, Ankara, and other cities. After his
assassination in 1922, Talat was originally interred in Berlin,
Germany, but his remains were transferred to Istanbul in 1943 by the
Nazis in an attempt to appease the Turks. He was re-buried with full
military honors at the Infinite Freedom Hill Cemetery in Istanbul. The
remains of the other notorious Ittihat ve Terakki leader, Enver Pasha,
were also transferred in 1996 from Tajikistan and re-buried beside
Talat, with full military honors; the ceremony was attended by Turkish
President Suleyman Demirel and other dignitaries.

Is this hero worship misguided or deliberate? Is the denial of 1915
only state policy, or is it wholeheartedly accepted by the Turkish
public, brainwashed by the state version of history?

Undoubtedly, there was mass participation in the genocide committed by
the Ittihat ve Terakki leaders, resulting in the removal of Armenians
from their homeland of 3,000 years, as well as the immediate transfer
of their wealth, property, and possessions to the Turkish and Kurdish
public, and to thousands of government officials. Yet, despite this
mass participation and the hero worship, there were also a significant
number of ordinary Turks and Kurds, as well as government officials,
who refused to participate in the massacres and plunders. There is
complete silence and ignorance in Turkey about these righteous
officials who refused to follow government orders and instead tried to
save and protect the Armenians. They paid dearly for their actions,
often with the loss of their positions or even their lives as a
consequence. This article will cite some examples of these real and
unsung heroes.

Celal Bey was the governor of Konya, a vast central Anatolian province
and a hub for the Armenian deportation routes from north and west
Anatolia to the Syrian desert. He knew exactly what the Armenians’
fate would be along these routes, or if they survived the deportations
and reached Der Zor; he was previously the governor of Aleppo and had
witnessed the atrocities there. Celal Bey had attempted to reason with
the Ittihat ve Terakki leaders, saying that there was absolutely no
Armenian revolt in Anatolia, nor in Aleppo, and that there was no
justification for the mass deportations. However, one of his
subordinates in Marash inflamed the situation by arresting and
executing several Marash Armenians, triggering a resistance by the
Armenians.

As a result, Celal Bey was removed from his governor’s post in Aleppo
and transferred to Konya. Once there, he refused to arrange for the
deportation of the Konya Armenians, despite repeated orders from
Istanbul. He even managed to protect some of the Armenians who were
deported from other districts and arrived in Konya. By the time he was
removed from his post, in October 1915, he had saved thousands of
Armenian lives. In his memoirs about the Konya governorship, he
likened himself to “a person sitting beside a river, with absolutely
no means of rescuing anyone from it. Blood was flowing down the river,
with thousands of innocent children, irreproachable old men, and
helpless women streaming down the river towards oblivion. Anyone I
could save with my bare hands, I saved, and the rest went down the
river, never to return.”

Hasan Mazhar Bey was the governor of Ankara. He protected the
Ankara-Armenian community by refusing to follow the deportation
orders, stating, “I am a vali [governor], not a bandit. I cannot do
this. Let someone else come and sit in my chair to carry out these
orders.” He was removed from his post in August 1915.

Faik Ali (Ozansoy) Bey was the governor of Kutahya, another central
Anatolian province. When the deportation order was issued from
Istanbul, he refused to implement it; on the contrary, he gave orders
to keep the deported Armenians arriving in Kutahya from elsewhere, and
treat them well. He was soon summoned to Istanbul to explain his
subordination, and the police chief of Kutahya, Kemal Bey, took the
opportunity to threaten the local Armenians-either convert to Islam or
face deportation, he said. The Armenians decided to convert. When Faik
Ali Bey returned, he was enraged. He removed the police chief from his
post, and asked the Armenians if they still wished to convert to
Islam. They all decided to remain Christian, except one. Faik Ali’s
brother, Suleyman Nazif Bey, was an influential and well-known poet
who urged his brother not to participate in this barbarianism and
stain the family name. Faik Ali Bey was not removed from his post
despite his offers of resignation. He ended up protecting the entire
Armenian population of Kutahya, except for the one who converted to
Islam and was deported.

Mustafa Bey (Azizoglu) was the district governor of Malatya, a transit
point on the deportation route. Although he was unable to prevent the
deportations, he managed to hide several Armenians in his own home. He
was murdered by his own son, a zealous member of the Ittihat ve
Terakki Party, for “looking after infidels [gavours, in Turkish].”

Other government officials who defied the deportation orders included
Reshit Pasha, the governor of Kastamonu; Tahsin Bey, the governor of
Erzurum; Ferit Bey, the governor of Basra; Mehmet Cemal Bey, the
district governor of Yozgat; and Sabit Bey, the district governor of
Batman. These officials were eventually removed from their posts and
replaced by more obedient civil servants, who carried out the task of
wiping out the Armenians from these locations.

One of the most tragic stories of unsung heroes involves Huseyin
Nesimi Bey, the mayor of Lice, a town near Diyarbakir. While the
governor of Diyarbakir, Reshit Bey, organized the most ruthless
removal of the Armenians in the Diyarbakir region-with a quick
massacre, rather than lengthy deportation, immediately outside of the
city limits-Huseyin Nesimi dared to keep and protect the Lice
Armenians, a total of 5,980 souls. Reshit summoned Huseyin Nesimi to
Diyarbakir for a meeting, but arranged to have his Circassian militant
guard Haroun intercept him en route. On June 15, 1915, Haroun murdered
Huseyin Nesimi and threw him into a ditch beside the road. Since then,
the murder location, halfway between Lice and Diyarbakir, has become
known as Turbe-i Kaymakam, or the Mayor’s Grave. The Turkish records
document this murder as “Mayor killed by Armenian militants.” In an
ironic twist of history repeating itself, in October 1993 the Turkish
state army attacked Lice, supposedly to go after the Kurdish rebel
militants there; instead, they ended up burning down the entire town
and killing the civilian population. This became the first case the
Kurds took to the European Human Rights Court, resulting in a 2.5
million pound compensation against the Turkish state. At the same
time, several wealthy Kurdish businessmen were targeted for
assassination and murdered by then-Turkish Prime Minister Tansu
Ciller. One of the victims was a man named Behcet Canturk, whose
mother was an Armenian orphan who had managed to survive the Lice
massacres of 1915.

Governor Reshit was also responsible for firing and murdering several
other government officials in the Diyarbakir region who had defied the
deportation orders: Chermik Mayor Mehmet Hamdi Bey, Savur Mayor Mehmet
Ali Bey, Silvan Mayor Ibrahim Hakki Bey, Mardin Mayor Hilmi Bey,
followed by Shefik Bey, were all fired in mid- to late-1915. Another
official, Nuri Bey, the mayor of first Midyat and then Derik, an
all-Armenian town near Mardin, was also fired by Reshit Bey, and
subsequently murdered by his henchmen. His murder was blamed on
Armenian rebels. As a result, all of the Armenian males in Derik were
rounded up and executed, and the women and children deported.

The names of these brave men are not in the history books. If
mentioned at all, they are labeled as “traitors” from the perspective
of the official Turkish version of history. While the state and the
masses committed a huge crime, and while that crime became a part of
their daily life, these men rejected the genocidal campaign, based on
individual conscience, and despite the temptation of enriching
themselves. These few virtuous men, as well as a significant number of
ordinary Turks and Kurds, defied the orders and protected the
Armenians. They are the real heroes, and represent the Turkish version
of similar characters in “Schindler’s List” or “Hotel Rwanda.”
Citizens of Turkey today have two choices when remembering their
forefathers as heroes: to either go with the mass murderers and
plunderers who committed “crimes against humanity,” or the virtuous
human beings with a clear conscience who tried to prevent the “crimes
against humanity.” Getting to know these real heroes will help Turks
break loose from the chains of denialist history over four
generations, and start to confront the realities of 1915.

Russian President sends congratulations on Armenia’s Independence Day

Russian President Vladimir Putin congratulated Armenian President
Serzh Sargsyan and the people of Armenia on the occasion of the
Independence Day.

In the message Vladimir Puttin praised Armenia’s success in solving
urgent issues of social-economic, scientific-technical and cultural
development, emphasizing the Republic’s growing standing on the
international arena.

Putin underlined that the Armenian-Russian relations, which have deep
historic roots, have risen to the level of allied partnership and
continue to develop intensively, evidenced by the results of President
Serzh Sargsyan’s recent visit to Moscow.

The Russian President expressed confidence that the two countries
would continue the joint efforts towards further reinforcement of the
whole framework of bilateral relations, expansion of the constructive
dialogue in different multilateral formats, as well as in the context
of Armenia’s joining the Customs Union, which meets the interests of
the two nations.

YEREVAN. – `Happy holiday, Homeland! Happy holiday, free, independent
Armenia! Happy holiday, dear compatriot!’

Armenia’s 2012 London Olympics bronze medalist weightlifter Hripsime
Khurshudyan stated the aforementioned.

She congratulated on the occasion of the 22nd anniversary of the
independence of Armenia.

`The strength of the Armenians is in [their] unity. The achievement of
independence is a triumph for us. We have had numerous such triumphs
in the crossroads of our history.

`Let us be proud and protect it, with a high consciousness, [and] with
a hope for a prosperous and a bright future for our future
generations.

`May your skies be blue and peaceful, our dear Armenia!’ Khurshudyan
wrote in her Facebook account.

To note, Hripsime Khurshudyan had a son in July.

Les services de renseignement turcs désormais centralisés

La Turquie vient de se doter d’un Centre de coordination des services
de renseignement (MIKM) qui réunifiera la plupart des officines
affectées à la sécurité. De récentes affaires avaient souligné la
nécessité pour l’Etat turc de mieux coordonner l’action de ses
services de renseignement.

Le Centre turc de coordination des services de renseignement (MIKM)
vient d’être créé, au moment où les services de renseignement
nationaux (MIT) sont vivement critiqués pour avoir obtenu de façon
illégale des informations privées sur certains citoyens turcs. Chargé
de coordonner l’ensemble des unités de sécurité en Turquie, le MIKM
rassemble les services de renseignements de la police, de la
gendarmerie et le MIT. Les informations recueillies à travers le pays
seront désormais transmises au MIKM, établi dans les bureaux du MIT à
Ankara. Sous la direction du sous-secrétaire du MIT, Hakan Fidan, le
MIKM devra procéder à l’évaluation finale des informations reçues. Le
centre sera chargé d’enquêter sur les problèmes liés au terrorisme, au
crime organisé, aux gangs ainsi qu’aux activités subversives et
séparatistes en Turquie.

Une coordination nécessaire…

Outre les représentants du département de la police nationale, du
commandement général de la gendarmerie (JGK) et du MIT, l’Etat-major
de l’armée est également représenté dans le MIKM. Selon certains
rapports circulant dans les médias turcs, il est primordial que les
services de renseignement et l’Etat-major soient coordonnées, afin
d’éviter qu’une affaire comme celle d’Uludere ne se reproduise. Pour
rappel, le 28 décembre 2011, des avions militaires avaient tué 34
contrebandiers dans une frappe aérienne à Uludere, au sud-est de la
Turquie. L’armée avait alors déclaré qu’il s’agissait d’une erreur et
que les contrebandiers tués avaient été confondus avec des membres du
Parti des travailleurs du Kurdistan (PKK). L’Etat-major avait été
accusé d’avoir mené cette opération contre des civils kurdes qui
résidaient à Uludere. Les frappes avaient été déclenchées malgré un
avertissement du Commandement des forces aériennes affirmant que le
groupe en question qui passait la frontière entre la Syrie et la
Turquie était composé de contrebandiers et non de membres du PKK. Un
rapport a été rendu public après avoir été présenté en avril dernier à
une commission parlementaire formée pour enquêter sur l’incident
d’Uludere.
