A new world order is in the making and history dictates that those
nations, who do not rise to the challenge, will be sidelined from
the world stage.

The spread of Christianity in the 4th century led to the establishment
of a new world order. The Armenian nation rose to the challenge,
thanks to Gregory the Illuminator and specially Mesrop Mashtots. The
invention of the Armenian alphabet reshaped our national identity
and contributed to the creation of our Golden Age.

The invention of printing and the Renaissance in the 15th century
and onward reshaped the world once again. The Armenian nation was
able to keep pace, thanks to Mekhitar of Sebastia. His movement
became the catalyst for the reawakening and rediscovering of the
Armenian Identity.

For the past several decades, the internet has been revolutionizing
our lives and changing the world. Globalization is threatening the
sovereignty of small nations. Can the Armenian nation rise to the
challenge once again? What role will our past play in shaping our
future?

To explore the above mentioned issues, an academic conference will
be held at the Fletcher Jones Auditorium of Woodbury University on
Saturday, October 26.

The conference is jointly organized by the Armenian General Benevolent
Union, Ararat Eskijian Museum, Hamazkayin Armenian Educational and
Cultural Society, Nor Serount Cultural Association and the Organization
of Istanbul Armenians.

Plus de 40 Armeniens venus de tous les USA ont assiste au Gala de
l’Institut de la Fondation de la Shoah, preside par Steven Spielberg
et en l’honneur de l’acteur George Clooney, le 3 octobre, a l’American
Museum of Natural History a New York.

Spielberg et Clooney ont tous deux tenu a dire a l’auteur de
cet article ainsi qu’a d’autres Armeniens qu’ils appreciaient la
participation des Armeniens a ce gala.

Près de 700 personnes ont pris part a ce banquet, tenu dans le Hall
Milstein de la Vie dans l’Ocean du musee, egalement connu sous le nom
de Salle de la Baleine, parce qu’on peut y voir, accrochee au plafond
rappelant celui d’une caverne, la replique de 28 mètres de long d’une
baleine bleue. Lorsque les invites ont fait leur entree dans le hall,
l’eclairage cinematique marbre de bleu qui flottait dans l’ambiance,
donnait l’impression que tout baignait dans l’eau. Le film ” une Nuit
au Musee ” a ete tourne dans ces memes locaux.

Dans le hall d’entree du musee, où les invites se pressaient le temps
d’un cocktail, quatre clips etaient projetes sur des ecrans geants ;
l’un d’entre eux etait un court documentaire de la Fondation de la
Shoah sur la vie du regrette cineaste Dr J. Michael Hagopian, qui
recueillit le temoignage de 400 Armeniens qui ont vecu le Genocide
Armenien de 1915. Lorsque Barbara Gilmore, qui a travaille avec le
realisateur de documentaires pendant 40 ans, se presenta a Clooney,
il lui dit ” Je sais tout sur Hagopian “.

Les entrevues des 400 Armeniens survivants et temoins du Genocide
Armenien recueillies par Hagopian seront integrees dans les Archives
Audiovisuelles de l’Histoire de la Shoah, accessibles en ligne sur les
sites de 44 universites et institutions dans le monde. La Fondation
du Film Armenien, qu’Hagopian avait cofondee en 1979, travaille a
present avec la Fondation de la Shoah de l’USC pour reunir les fonds
necessaires a l’indexation, la mise en catalogue, et l’integration des
temoignages armeniens dans les Archives Audiovisuelles de l’Histoire

(Fund for Armenian Relief, Fond de Secours Armenien).

La presque totalite des personnes qui avaient assiste au gala
de la Shoah Foundation etait presente au dejeuner ; parmi elles
se trouvaient Antoinette et Joanne Hagopian de Californie du Sud,
Gary et Arsine Phillips, Paul et Sandra Kalemkiarian, l’adjoint au
Procureur de Los Angeles Michael Amerian, l’editeur d’USA Armenian
Life Appo Jabarian, le president du conseil d’administration de
l’Armenian Film Foundation Jerry Papazian, et l’auteur. Plusieurs
membres eminents des communautes armeniennes de la Côte Est etaient
egalement presents, dont Nvair Beylerian, dont le grand père Anoush
Krikorian figure dans les archives de l’AFF, l’Ambassadeur et Mme
John Evans, et Edward et Pamela Avedisian.

Une video speciale sur J. Michael Hagopian a ete projetee au dejeuner
du Columbia Club avec des videos d’archives sur les temoignages du
Genocide Armenien. Les administrateurs de l’Armenian Film Foundation et
la realisatrice Carla Garapedian ont annonce que l’AFF avait termine la
digitalisation de la collection des films en 16 mm, rares, d’Hagopian,
et elle a explique comment les entrevues des personnes qui ont survecu
seront indexees et disponibles en ligne via les Archives Audiovisuelles
de l’Histoire de la Shoah de la Fondation de la Shoah de l’USC.

” Il s’agit d’une opportunite nouvelle pour les Armeniens “, a
affirme Garapedian. ” Les Armeniens ont traditionnellement investi
dans l’infrastructure de fond de notre communaute – les ecoles
et les eglises. Les Archives Numeriques sont une nouvelle sorte
d’investissement. Elles representent une possibilite d’ouverture des
Armeniens aux communautes non-armeniennes – aux Americains et a la
communaute internationale qui ne sait rien du Genocide Armenien. Il
s’agit de rendre ces temoignages accessibles au monde entier “.

La Fondation de la Shoah de l’USC est engagee activement dans
une collecte internationale de fonds pour financer l’achèvement de
l’integration des temoignages armeniens afin qu’ils soient presentes
au monde a temps pour la commemoration du 100ème anniversaire du
Genocide Armenien, en avril 2015.

Les Archives Audiovisuelles de la Shoah constituent la plus grande
collection de ce genre dans le monde. Elle est disponible sur les sites
de 44 institutions autour du monde, et près d’un million d’etudiants,
chercheurs, enseignants et profanes regardent chaque annee ces
temoignages. En outre, des milliers d’etudiants de l’enseignement
superieur a travers le pays peuvent voir les temoignages sur IWitness
(Je Temoigne), le site educatif de la Fondation de la Shoah de l’USC.

ANKARA: Dink Trial Suspect Erhan Tuncel Detained

DINK TRIAL SUSPECT ERHAN TUNCEL DETAINED

Erhan Tuncel, who was previously acquitted of all charges related
to the 2007 killing of Hrant Dink, the late editor-in-chief of the
Turkish-Armenian weekly Agos, was detained by police in İstanbul
on Wednesday.

The İstanbul 14th High Criminal Court, which started the retrial of
the Dink investigation, issued an arrest warrant for Tuncel last month.

The İstanbul court launched the retrial of the Dink probe after
the Supreme Court of Appeals in May overturned the İstanbul court’s
ruling of Jan. 17, 2012, in which it dismissed the involvement of an
organized criminal network in the murder.

Tuncel, who worked as an informant for the Trabzon Police Department,
was sentenced to 10 years in prison for his role in the 2004 bombing
of a McDonald’s restaurant in the Black Sea town of Trabzon but
was acquitted of all charges regarding the Dink murder, including
prosecutors’ claims in the first trial that he was the one who ordered
Yasin Hayal, the man who was given a life sentence for soliciting
Dink’s shooter, to murder him.

Dink’s lawyers earlier said the Supreme Court of Appeals’ 9th Criminal
Chamber had indicated in its May decision that Tuncel may have played
a crucial role in the murder of Dink.

Hayal and Tuncel, along with all other defendants, were cleared
of charges of membership in a terrorist organization in the local
court’s ruling.

Dink was shot and killed in broad daylight on Jan. 19, 2007, by an
ultranationalist teenager outside the offices of his newspaper in
İstanbul. Evidence discovered since then has led to claims that the
murder was linked to the “deep state,” a term used in reference to
a shady group of military and civilian bureaucrats believed to have
links to criminal elements.

The next hearing of the case will be on Dec. 3.

In an interview with the Star daily on Wednesday, Tuncel said his
arrest warrant was illegal and blamed the gendarmerie for having a
“big role” in the murder of the Armenian journalist.

He told the newspaper that he was not running away from the police
and that he was writing a defense as he is preparing to take his
case to the European Court of Human Rights (ECtHR). He added that he
would surrender to authorities in 15 days and will present important
documents with respect to the trial.

Tuncel said the Dink trial shows there is a “supra-Ergenekon
structure” within the state and that somebody is constantly blocking
the illumination of the investigation. “I’m only a very small part
of it,” Tuncel said.

Tuncel said he will provide information about the Trabzon police,
with which he has links. He demanded an investigation into the Trabzon
Gendarmerie because of their “big role” in the murder. He said the
killing of Dink has nothing to do with the state and that it was
orchestrated by a structure within the state.

“Had Russia not initiated the Eurasian Union, it would have been a
defeat for her in the ongoing global competition between the world’s
several major economic blocs. Therefore, it decided to gather around
it countries connected to it with strong economic ties and these are
of course the former Soviet republics,” political analyst Khachik
Galstyan told Hayots Ashkharh in the interview.

Analyzing the meaning of Armenia’s decision to join the Eurasian
economic area, he came to some interesting conclusions.

Economic benefits

First of all, looking at the economic side of the issue, the political
analyst observed that the idea of setting up a Eurasian economic
union was itself a certain challenge aimed at globalization trends
in the world economy. It makes sense as it is necessary to defend
the internal markets of the member countries of the Eurasian economic
area on the one hand, and on the other, to boost the competitiveness
of the Eurasian Union.

Viewing the problem of transport communications as a most serious
challenge, Galstyan expressed confidence that at least two major
problems of Armenia had been resolved at the 3 September talks between
[Armenian President Serzh] Sargsyan and [Russian President Vladimir]
Putin.

First of them [was] the problem of the lack of common border with
the Customs Union member states, as well as the problem of transport
communications. “What was an obstacle until now for Armenia to become a
full participant in the process [of Eurasian integration]? Of course,
the lack of reliable transport communications. If you remember even
Prime Minister [Tigran Sargsyan], as well as Deputy Foreign Minister
[Shavarsh Kocharyan], had an evasive attitude towards joining the
Customs Union in view of the lack of common border”.

Currently, it is absolutely evident for the political analyst that
Armenia’s sharp turn to the Eurasian Union took place only after
some solution to the communication problem was offered by Russia. “I
am sure that at the talks on 3 September, Russia has offered such a
model of transport communications, which would permit us to become
a full member of that economic project without having a common border.”

It is known that a solution is the re-launch of the Abkhaz railroad
[via Georgia]. Galstyan believes it is no accident that in the
aftermath of the Sargsyan-Putin meeting, reports on re-launching the
railway were circulated. Even though Georgia was quick to deny the
reports, he nevertheless said that there was a detailed conversation
held or, [as he put it,] “talks are still going on, as there is no
other option and without a secure transport channel the idea of the
Eurasian Union will not be viable”.

A second most important matter negotiated at the talks was the issue
of new investments into the Armenian economy, Khachik Galstyan opined.

“Each integration scheme has to be beneficial to all parties and the
question was what could motivate Armenia to become part of that union.

And of course, these are steps that would invigorate our economy, also
implying financial inflows. It is no accident that the financial topic
was among the top ones at the talks of presidents Sargsyan and Putin,”
[he said].

As the political analyst noted, Russia integrates around it countries
transiting energy resources and if the idea of the project of the
Eurasian economic union is implemented, it would be a major player in
the field of energy resources. Meanwhile, Armenia that lacks energy
resources will ensure itself with these resources in the long run
by joining that great network together with its re-launched Nuclear
Power Plant.

Geopolitical relevance

The decisions made at the negotiations in Moscow carried, apart
from economic, very important geopolitical relevance and, analysing
the political component of the decisions taken, Galstyan said the
following: It is already a long time that other geopolitical players
are rather active in the post-Soviet area and having the aim of
pushing out Russia from its traditional zone of influence.

Galstyan also opined that if in the aforementioned circumstances,
Armenia refused to join the projects of the Customs Union and the
Eurasian economic union, it would have put at stake the viability
of those projects, would damage Russia’s image, which in turn would
have brought about the weakening of Russia’s geopolitical positions in
the region. “After the collapse of the Soviet Union, the idea of the
Eurasian Union is the most global one that Russia is implementing. Had
its strategic partner Armenia refused to join that geopolitical area
that would have served as a trump card in the hands of the opponents of
that idea. They would have said: ‘Russians, your idea is so non-viable
that it does not inspire even your traditional ally'”.

Therefore, Khachik Galstyan does not consider incidental the arguments
brought by international experts saying that Russia has gained the
upper hand over Europe in the current geopolitical confrontation.

“A second factor of geopolitical success was connected to the
settlement of the Karabakh issue, where Armenia has succeeded in at
least conserving the current status quo and got some guarantees from
the Russian partners that the Eurasian integration scheme has some
space for Nagornyy Karabakh, too,” [Galstyan said].

To our request to “open the brackets” Galstyan answered that it
was among the matters that were not normally openly talked about,
but which were an integral part of politics.

Armenian Authorities Ready To Sign Any Document – Naira Zohrabyan

ARMENIAN AUTHORITIES READY TO SIGN ANY DOCUMENT – NAIRA ZOHRABYAN

The current task is to sign a document at the Eastern Partnership
Summit in Vilnius on November 29, only to confirm the “both…and”
policy, Secretary of the Prosperous Armenia Party (PAP) Naira Zohrabyan
stated in Parliament on Tuesday as she spoke of Armenia’s accession
to the Customs Union and of the EU-Armenia Association Agreement.

Numerous opinions have been voiced since September 3, particularly
the ones that the Association Agreement contains points on the loss
of sovereignty and on Nagorno-Karabakh, inadvisability of the Deep
and Comprehensive Free Trade Area Agreement (DCFTA) for Armenia,
because Armenian goods will not be competitive on foreign markets
for the next ten years.

Mrs Zohrabyan, who is has not seen the text of the Association
Agreement, raised the question as to why Armenia’s authorities had
conducted 4-year-long talks with the EU if Armenia’s integration into
the structure posed a threat to the country’s sovereignty. Also, if
Armenia had never announced its accession to the Customs Union, any
other decision would have posed a threat to national interests. The
questions have so far remained unanswered, Mrs Zohrabyan says.

On her part, Armenian Parliament Vice-Speaker Hermine Nahdalyan said
that a document that would run counter to Armenia’s interests can by
no means be signed anywhere.

Head of the Armenian National Congress (ANC) parliamentary group
Levon Zurabyan spoke of the Nagorno-Karabakh problems and said that
Armenia’s authorities are preparing society for some concessions
on Nagorno-Karabakh.

The ANC group member Stepan Demirchyan spoke of Armenia’s domestic
problems, such as criminalization of the state and public system,
social polarization demographic problems, brain drain and so on.

Many of the Republican Party of Armenia (RPA) group members spoke
of the bill on recognition of Nagorno-Karabakh’s independence. The
bill was proposed by Head of the Heritage parliamentary group Zaruhi
Postanjyan.

The MP Naira Karapetyan noted that the people not directly involved
in the negotiation process cannot see the potential threats of this
step by Armenia. It may even result in hostilities.

Mother Of Man Accused Of Murder Claims Son Was Beaten By Police – Vi

The mother of Karen Kungortsev, who is accused of murdering Yerevan
resident, David Hovakimyan, 15 (who had gone to Vanadzor to participate
in a competition), insists that her son is innocent. In an interview
with eTV, Kungortsev’s mother, Anahit Harutyunyan, claimed her
son was beaten by police while under police custody and forced to
confess to the crime. Note, Kungortsev was recently released under
the general amnesty.

According to Harutyunyan, her son was accused of the crime only
because on the day of the incident, Oct. 12, he was walking near
Vanadzor Railways park and was caught on CCTV. The boys from Yerevan
who had gone to Vanadzor to participate in the competition had an
argument with the boys from the local team in that same park, where,
as a result of the altercation, Hovakimyan was stabbed.

Kongortsev was arrested the same day, from his place of work, held
for 3 days at the police station, and then sent to prison. According
to his mother, she saw her son in prison yesterday and noticed that
he was limping. He told her that several police officers beat him.

Kongortsev gave his mother a letter, asking her to make it public. In
the letter he says that the RA Police program Hertapah Mas on Armenia
TV showed his photo and said that he admitted his guilt; meanwhile,
that’s not true. He also wrote that he’s declaring an indefinite
hungerstrike. He was joined by fellow inmate Mihran Melqonyan.

Armenian Prosecutor’s Office Building To Be Sold

ARMENIAN PROSECUTOR’S OFFICE BUILDING TO BE SOLD

YEREVAN. – The boiler and substation of the building of the Prosecutor
General’s Office of Armenia will be sold to Business Plus Company.

The Government on Wednesday decided to sell the 104-square-meter real
estate and 71 vehicles for 124 million drams (approx. $300,000).

The automobiles are value at around 860,000 drams (approx. $2,112). In
addition, the buyer is obligated to pay the cadastral value of the
land, which is worth 60,000 drams (approx. $147) per square meter.

To note, Business Plus Company carries out construction work.

Vestnik Kavkaza: Construction Of Baku-Tbilisi-Kars Railway Postponed

The construction of Baku-Tbilisi-Kars (BTK) railway is delayed.

Experts claim that the constant postponement of the railway
commissioning has rather political than technical reasons, writes
the columnist of “IN” Victoria Panfilova in “Vestnik Kavkaza.”

“Disagreements in the project implementation began almost from the
first day. Initially, Turkey, recognized the importance of BTK, but
complained about the high price of constructing a branch stretching
from the Georgian city of Akhalkalak to Kars and pointed at the
greater cost-effectiveness of de-preservation of the existing branch
from Kars to the Armenian city of Gyumri. Some independent Turkish
experts insisted on implementing the BTK project in this very form:
the construction in that case would be less expensive, and Armenia’s
involvement in the project would bring a certain political detente
in the region,” the article reads.

However, according to the article, the absolute refusal of Baku to
cooperate with Yerevan and its willingness to undertake the additional
financial costs played a crucial role.

As for Georgia, here BTK project was initially perceived ambiguously,
the author writes. The decision of the authorities to take a credit
from Azerbaijan, even in one percent, and to sign a construction
contract with the Azerbaijani side caused bewildered among the
opposition as well as with the experts. “Azerbaijan needs the road,
so it is him who has to pay for its construction,” ex-Foreign Minister
Salome Zurabishvili stated.

The independent experts started to talk about the treason of national
interests: with the commissioning of the BTK the cargo flows from
East to West and back will inevitably be redirect, and the Georgian
ports will lose a part of the revenue.

The head of the Association of cross-border cooperation, Alexander
Sobyanin, told the author, “Georgia is counting on a more active
participation in the Azerbaijani transit and, first of all, in the
transfer of hydrocarbons from the pipes onto the railway and then to
Batumi port.”

According to the article, observers do not rule out that one of the
indirect causes of the BTC construction postponement could be the
changing situation in Georgia. The thing is that after the change of
power in Georgia, the new government of this country has been revised
all of the major projects of their predecessors. And now the Prime
Minister Bidzina Ivanishvili has announced about necessity of finding
out the expediency of building BTK.

As for the plans of using the BTK by NATO for goods transit from
Afghanistan to Europe, then according to A. Sobyanin, this is
improbable. “The main route of taking out the cargo lies through
Pakistan and Arabic countries to Europe. The so-called Caspian route
(lying through the Kazakh port of Aktau to port of Azerbaijan and
then through BTK) if it will be used anytime, then to a small extent
as the route is expensive,” Sobyanin said.

In general, according to the expert, the BTK is first of all a
political project, and the talks about the workloads, about the
enormous amounts of freight are hypothetical. “The route to Kars
and, the railway network in Turkey, in general, was projected
under the Eurasian transport corridor (TRACECA). However, the
multimodal consignments that were allowed to transfer by the
routes of international corridors – TRACECA, ESCAP (corridors
of the UN) and other European corridors, showed that at present
there are practically no transit goods if they are not politically
motivated. The goods that Azerbaijani economy needs is not tied to the
Georgian direction. They can be redirected in other routes as well,
through Volgodon for example, or by the Russian railways. Speaking
of critically important transport links for Azerbaijan, then it is
the connection to Nakhichevan, but not transport connectivity with
Turkey through Georgia,” Alexander Sobyanin said.

The Baku-Tbilisi-Kars construction started in 2008. In December 2009,
the construction of the Baku-Tbilisi-Kars railway was interrupted and
resumed in May 2010. The railway project BTK includes the construction
of the Kars-Akhalkalaki railway with the length of 98 km, of which 68
km are on the Turkish territory, 30 km on Georgian. The preliminary
price of the project is $ 422 million, of which $ 202 million will
be spent on the Georgian section construction, and $ 220 million on
Turkish section construction.

After changing the route and the allocation of the additional funds
the total price of Baku-Tbilisi-Kars project rose from $ 600 million
to $ 1.2 billion. In 2007, Azerbaijan allocated to Georgia a soft
loan of $ 200 million, for a period of 25 years at 1% per annum of the
construction of the Georgian railway section. However, these funds were
not enough, and in 2011 Azerbaijan allocated a loan of $ 575 million
already at 5% per annum for the construction of the Georgian railway.
