Armenia Not Found In Vilnius Summit Draft Declaration

ARMENIA NOT FOUND IN VILNIUS SUMMIT DRAFT DECLARATION

A draft of the European Union’s Vilnius summit declaration seen by
RFE/RL acknowledges the European “aspirations” of its six Eastern
Partnership countries but has left a blank space regarding EU-Armenia
relations.

The final text of the declaration is expected to be endorsed by the
heads of government of the EU member states — as well as officials
from Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine — at
the Eastern Partnership summit in the Lithuanian capital on November
28-29. It should serve both as a template of what has been achieved
so far and what is expected to happen ahead of the next summit in 2015.

The most fought-over paragraph in the declaration has been one about
the status of the relationship of the six partner countries to the EU.

The current draft states that the “summit acknowledges the sovereign
right of each member state to choose its ambition and final goal
of its relations with the European Union.” The wording on “European
aspirations” is similar to the declaration issued after the previous
Eastern Partnership summit in Warsaw in 2011 and is weaker than what
some pro-enlargement EU member states want.

There is also a paragraph in brackets welcoming the signature of an
Association Agreement together with a Deep and Comprehensive Free
Trade Areas (DCFTA) pact with Ukraine and the initialing of the same
agreement with Georgia and Moldova. The progress made in Association
Agreement negotiations with Azerbaijan is also welcomed, with Brussels
indicating its readiness to commence talks on a DCFTA.

No wording is ready yet for Armenia after Yerevan announced that
it wants to join a Russian-led Customs Union. EU diplomats say a
memorandum of understanding of future cooperation might be signed
instead.

Very little is so far mentioned about the various frozen conflicts in
the partner countries, but Georgia has inserted a line which reads,
“Participants emphasize the need for the full implementation of the
mandate of the EUMM (European Union Monitoring Mission in Georgia)
of the whole territory of Georgia and to its future strengthening
and reiterate their support for the Geneva international discussions.”

It is likely that Moldova will try to insert something similar about
Transdniester, whereas it is unclear if Armenia or Azerbaijan want
to mention the frozen conflict of Nagorno-Karabakh.

The draft declaration is currently being discussed among EU diplomats
and officials from the six partnership countries and is scheduled to
be endorsed first by EU ambassadors at a meeting in mid-November.

YEREVAN, NOVEMBER 1, ARMENPRESS. The Turkish authorities gave green
light to the destruction of the Armenians’ houses for the search of
treasures in the Orhangazi Province of Bursa.

“Armenpress” reports about this citing Turkish Haberler.com. The
Committee on Monuments established a special commission for launching
legal excavations in the Armenian house.

Tourhan Kayabey, who is responsible for the excavations, stated that
it is considered that the activities will last one month. Among other
things Tourhan Kayabey underscored that about 100 km territory is
required to start the excavations.

HUFFINGTON POST URGES OBAMA TO SHARE ARMENIAN GENOCIDE ORPHAN RUG WITH AMERICAN PEOPLE

generosity that the American people once demonstrated to the children
of the Middle East. It is a superb work of art and a poignant reminder
of a time when the relationship between America and the Middle East
was much different from today and built around education, humanitarian
relief and cooperation. As reports “Armenpress”, American Huffington
Post reflected upon the rug woven by the Armenian orphans.

The carpet itself is in storage at the White House and was reported
to have been slated to be shown at the Smithsonian sometime in
December. Notwithstanding, the U.S. Government decided not to allow
the public display of the Armenian Genocide orphan rug.

“Armenpress” News Agency introduces Huffington Post’s article in
its entirety:

“Black and white photographs from the 1920s reveal the beauty of
a carpet made by Armenian orphans at a refugee camp workshop in
Lebanon and presented to President Calvin Coolidge as a gift. But
unless President Barack Obama changes his mind, as a petition on
Whitehouse.gov asks him to, the American people won’t see the carpet
or learn the history of the children who made it.

The orphans who tied the millions of knots that transformed wool
thread into Edenic images of animals and plants were survivors of a
World War One-era genocide that had taken the lives of their families.

The room-sized carpet was a gesture of gratitude to the people of
the United States for their humanitarian assistance to thousands of
children and adults who had suffered terribly during the war.

Much of that help had come from Near East Relief, an organization
chartered by the US Congress, that at one time was feeding and caring
for 100,000s of orphans in the Middle East, Greece and Armenia. Help
from Americans had kept these orphans alive and had provided them
with education, health care and vocational training.

The carpet itself is in storage at the White House and was reported
to have been slated to be shown at the Smithsonian sometime in
December. However it seems to have been caught up in the contemporary
politics of the Middle East. The government of Turkey — contrary
to a broad consensus of historians — denies that the mass killings
and deportations that had made the child carpet makers orphans was
a genocide. Every year Ankara uses intense diplomatic pressure to
prevent the US recognition of that genocide. The fear of offending
Turkey may be why the White House pulled the rug out, as it were,
from under the proposed exhibit at the museum.

More than just evidence of genocide, the carpet is a symbol of the
immense generosity that the American people once demonstrated to
the children of the Middle East. It is a superb work of art and a
poignant reminder of a time when the relationship between America
and the Middle East was much different from today and built around
education, humanitarian relief and cooperation. Today, as millions
more children are suffering because of the war in Syria, we have
the right to remember that history and an obligation rekindle our
tradition of compassion.”

Previously, it was reported that Congressional Armenian Caucus
Co-Chairman Frank Pallone (D-NJ) urged President Obama to reverse
an earlier decision and allow the display of the Armenian Genocide
orphan rug, noting that the Turkish Government should not be allowed
to dictate whether this cultural treasure is available to the public.

In a letter send to the White House, Rep. Pallone stated that “the
refusal of the White House’s to allow display of the rug without
explanation denies the American people access to a national treasure
and suggests that discussion of the events surrounding the Armenian
Genocide is unwelcome. The Armenian American community continues to
make valuable contributions to the United States and our government
should be committed to helping the community explore their history,
including the Armenian Genocide.”

“We want to thank Congressman Pallone for pressing the Obama
Administration to do the right thing,” said ANCA Executive Director
Aram Hamparian. “It is a truly tragic testament to the depths of
our Administration’s deference to Ankara’s angry and irrational
genocide denial campaign that our White House – having been gagged
into silence by Turkey on the Armenian Genocide – is now allowing
this foreign government to dictate which works of art – U.S. property
and part of our American history – we are allowed to display at the
Smithsonian Institution.”

Congressman Pallone joins Congressman Brad Sherman (D-CA) in pressing
the White House to allow display of the Armenian Genocide Orphan rug
through individual letters. This week, Representatives David Valadao
(R-CA) and Adam Schiff (D-CA) launched a Congressional letter urging
their colleagues to band together in petitioning the White House to
release the rug for view. Both Representatives Pallone and Sherman
have cosigned the letter along with a growing bi-partisan list of
House Members.

The ANCA launched a grassroots campaign last week calling upon the
White House and Congress to secure a prominent and permanent public
display of the historic rug, woven by Armenian Genocide orphans
and presented to President Calvin Coolidge on December 4, 1925 in
appreciation for U.S. humanitarian assistance in the aftermath of
Turkey’s murder of over 1.5 million Armenians from 1915-1923.

The Armenian orphan rug measures 11’7″ x 18’5″ and is comprised of
4,404,206 individual knots. It took the Armenian girls in the Ghazir
Orphanage of the Near East Relief Society 10 months to weave. A
label on the back of the rug, in large hand-written letters, reads
“IN GOLDEN RULE GRATITUDE TO PRESIDENT COOLIDGE.”

According to Missak Kelechian, an expert on this topic, the gift of
the Armenian Orphan rug was widely covered in U.S. media, including
in the New York Times in 1925 and the Washington Post in 1926.

A committee will be set up to organize and hold the first Pan-Armenian
Winter Games, which will be headed by Control Chamber Chairman Ishkhan
Zakaryan, Zhamanak newspaper reports, citing sources.

The committee members will include Diaspora Minister Hranush Hakobyan,
Sport and Youth Affairs Minister Yuri Vardanyan, Emergency Minister
and Armenian Skiing Federation President Armen Yeritsyan, head
of the General Department of the Civil Aviation Artyom Movsesyan,
President’s Assistant Avetis Berberyan and others. This composition
has to be confirmed at the next cabinet meeting.

Westerwelle: Germany Will Continue Assisting Armenia’s Development

WESTERWELLE: GERMANY WILL CONTINUE ASSISTING ARMENIA’S DEVELOPMENT

YEREVAN. – Germany, as a true friend, will continue assisting in
Armenia’s development.

German Minister of Foreign Affairs Guido Westerwelle noted the
above-said Thursday during his talk with Armenian Foreign Minister
Edward Nalbandian, who is in Berlin on a working visit.

Westerwelle added that the two countries have excellent mutual
relations and stressed that their cooperation is at a high level,
informs the Armenian MFA press service.

In turn Nalbandian noted that an active political discourse is
established between Armenia and Germany, this dialogue has gained
new momentum, and the collaboration has deepened in recent years.

The ministers expressed their confidence that bilateral relations
will develop further.

At the request of the German FM, Nalbandian briefed Westerwelle on
the latest developments in the Nagorno-Karabakh peace process, and the
ongoing respective efforts by Armenia and the international community.

The two ministers also reflected on Armenia-EU relations and
cooperation within the framework of the Eastern Partnership initiative,
and discussed matters concerning the Eastern Partnership Summit to
be held in the Lithuanian capital city Vilnius, at the end of November.

On the same day, Edward Nalbandian also met with Christoph Heusgen,
Foreign Policy and National Security Chief Advisor to the German
Chancellor.

The interlocutors examined Armenia-EU cooperation and the preparations
for the Vilnius summit, and exchanged views on regional matters.

received Belgian-Armenian philanthropist Andre Gumuchdjian.

They discussed issues related to implementation of different projects
in Artsakh (Nagorno-Karabakh).

President Sahakyan welcomed the philanthropist’s willingness to
participate in the republic’s socioeconomic development, stressing
that the involvement of the Diaspora in the strengthening of Artsakh
was important in terms of developing business environment with use
of new approaches.

NKR Economy and Finance Minister Spartak Tevosyan and other officials
participated in the meeting.

Armenia’s Ministry of Emergency Situations has launched inspections
in private companies in an attempt to extort fines, the paper the
paper says, citing reports.

The reasons vary in range, the paper says, staring from “non-compliance
with technical regulations” finishing with “non-proper fire
precaution”.

The sources which have reported the paper on the fines have said that
representatives from Ministry subdivisions first demand a big amount
and later agree, as a result of “negotiations”, to mitigate the fine.

Les quotidiens rendent compte de la session du Haut conseil economique
eurasiatique a Minsk a laquelle le President Sarkissian a pris part.

Selon le service de presse presidentiel, trois documents relatifs
aux travaux preparatifs de l’adhesion de l’Armenie a l’Union
douanière ont ete discutes et approuves. Il s’agit : d’un projet de
decision de l’Armenie d’adherer a l’Union douanière eurasiatique ;
d’une declaration de la Republique d’Armenie sur sa participation
aux processus d’integration eurasiatique ; d’un memorandum sur
l’approfondissement d’un partenariat entre la Commission economique
eurasiatique et la Republique d’Armenie. Selon les quotidiens, les
pays membres de l’Union douanière, la Russie, le Kazakhstan et la
Bielorussie, ont approuve l’idee d’admettre l’Armenie ainsi que le
Kirghizstan au sein de cette union, tout en soulignant que ceux-ci
devraient parcourir le meme chemin d’integration qu’eux-memes et
assumer, sans restriction, tous les engagements. Le President russe
a indique qu’un groupe de travail charge d’elaborer une ” feuille de
route ” d’adhesion des deux nouveaux membres a ete mis en place.

Certains journaux ne cachent pas leur deception face aux propos
du President bielorusse, A. Loukachenko, selon lequel l’opinion de
l’Azerbaïdjan sur l’adhesion de l’Armenie a l’Union douanière devrait
etre prise en compte. D’autres journaux rendent compte du soutien
du President kazakh, N. Nazarbayev, a l’aspiration de la Turquie,
selon lui, d’adherer a cette union. Selon Hayots Achkhar, la reunion
de Minsk a mis en evidence les conflits internes qui existent entre
les trois membres de cette union, la Bielorussie et le Kazakhstan
n’ayant pas menage leurs critiques a l’encontre de la Russie, qui
restreindrait leurs droits. Pour ce quotidien, il s’agirait d’une
tentative pour ces pays de definir une fois de plus les ” règles du
jeu ” avant d’accueillir de nouveaux membres. Aravot subodore des
” journees difficiles ” pour l’elite politique armenienne, qui a
privilegie l’Union douanière a la zone de libre echange avec l’UE,
alors que dès maintenant, l’Azerbaïdjan tenterait d’empecher cette
adhesion, en misant sur le conflit du HK. Le quotidien Jamanak compare
l’Union douanière a ” une enorme casserole dans laquelle tout bouillit
“. ” L’Armenie risque de s’evaporer dans la vapeur de cette casserole,
puisqu’elle n’a pas les memes poumons que la Russie, la Bielorussie
et le Kazakhstan “. Le quotidien appelle les autorites armeniennes
a bien reflechir avant d’y adherer ” pour ne pas se trouver dans la
gueule d’un monstre “.

Les communautes minoritaires en Turquie ont exprime leur scepticisme
quant a l’appel recent via Twitter du Departement de la police pour
les jeunes des minorites de la rejoindre disant que les autorites
doivent prendre davantage de mesures pour prouver leur sincerite.

La direction a ecrit sur son compte Twitter que tous les citoyens
turcs pourraient devenir policiers, independamment de leur religion,
de race, ou appartenance a une secte en reponse a une interview d’un
haut dignitaire religieux syriaque.

Le chroniqueur Zakarya Mildanoglu de l’hebdomadaire Agos a exprime
son scepticisme quant a l’appel, en disant d’autres mesures sont
necessaires pour prouver leur sincerite sur la question.

grecque en Turquie que les communautes minoritaires doivent faire un

The number of long-legged mini-skirted girls has again increased in
the parliament, Hraparak reports.

`Especially on session days, they consider it their duty to `run’
along the corridors, making men admire them. For the sake of justice,
it should be noted that the parliament leaders, particularly under
Chief of Staff Gharibjanyan, often warned them to observe the dress
code,’ the newspaper notes.
