ARMENIA DEFENSE MINISTER RECALLS RUSSIAN-ARMENIAN AGREEMENTS

YEREVAN. – Minister of Defense of Armenia Seyran Ohanyan called to
mind the Russian-Armenian agreements in the defense sector.

Speaking with news reporters on Tuesday-and responding to a query
concerning the recent statement made by the commander of the Russian
military base stationed in Armenia and the OSCE Minsk Group Russian
co-chair’s ensuing comment-the minister said:

“We have important agreements and documents with Russia on security
issues, and the Russian side operates within their framework.”

To note, in an interview with Krasnaya Zvezda newspaper, Colonel
Andrey Ruzinsky, Commander of the 102nd Russian Military Base
stationed in Armenia, had stated that if the Azerbaijani leadership
decided to restore jurisdiction over Nagorno-Karabakh by force, the
102nd Military Base may enter the confrontation in accordance with
Russia’s obligations within the CSTO. In turn, and during his visit
to Azerbaijan, the OSCE Minsk Group Russian Co-Chair Igor Popov had
ruled out the possibility of such a misunderstanding and promised to
clarify this matter.

Armenia’s decision to join the Customs Union is the logical consequence
of the whole history of Russian-Armenian relations, Konstantin Zatulin,
Director of the CIS Institute, said at a conference “The Treaty of
Gulistan: History and Modern Age” in Moscow.

“It was the Treaty of Gulistan that laid the basis for rapprochement
of Caucasian nations with Russia. And Armenia’s decision to join the
Customs Union is the logical consequence of the Treaties of Gulistan
and Turkmenchay”, said Zatulin.

He said that the Treaty of Gulistan became the first legal document to
reserve Russia’s rights to the Transcaucasus though the developments
of those years were undeservedly shadowed by the Patriotic War of
1812. Zatulin thinks that now it is senseless to hush them up for
the current political reasons.

The conference participants from Russia, Armenia, Nagorno-Karabakh
discussed the impact of the Treaty of Gulistan on the political
development of the Caucasus, including the Caspian problems,
interethnic relations, as well as the relations between the Caucasus
states.

On September 3, Armenian President Serzh Sargsyan announced Armenia’s
decision to join the Russia-led Customs Union and contribute to the
formation of the Eurasian economic union.

The Russian-Israeli Regnum News Agency reacts to publications of
Lragir.am surprisingly fast and it is understood because Lragir.am
is the basic information base for the official Russian analysts
on Armenia.

In answer to the publication of Lragir.am on the function of the
Russian military base in Gyumri its commander spoke immediately,
stating that the base will intervene in case of Azerbaijan’s aggression
against NKR. Either something has changed in the Russian-Armenian
agreements, or the commander of the base is moving into an illegal
position, that is the position of a garrison.

In answer to Lragir.am’s publication on how hilarious Turkey and
Azerbaijan are about the distance between the EU and Armenia there
came a publication on how sad Turkey and Azerbaijan were about the
intention to join the Customs Union. The statement or rather the hint
of the commander of the Russian base is clear mockery. Such statements
should be made by the Russian president, or at least the minister of
defense. The commander of the military base would hardly know what
the Russian base will be doing in case of war, and even the Russian
political leadership and military command would hardly know.

As to Turkey’s and Azerbaijan’s position and moods on September 3,
Turkey’s and Azerbaijan’s interests are obvious. There are at least
three sources of information or rather circumstances.

First, the Turkish and Azerbaijani mass media which express their
feelings on this, and one only needs to follow them without a
psychopathic disorder to get convinced of this.

Second, the evaluations and opinions of a whole group of experts
in Europe and the United States which are materially interested in
working on the interests of Turkey and Azerbaijan. The Russian-Israeli
Regnum News Agency has apparently forgotten that it used to publish
pronouncements and opinions of experts to make Armenia believe that
Europe is not awaiting it.

And finally, the third source is the opinion of Russian official
sources who never knew the rules of security and talk for free.

Obviously, it is hard for the Russian mass media to work in such
non-stationary conditions when leakages and internal intrigues are
a common occurrence (for different reasons).

Turkey does not miss a single chance to impede cooperation and
integration of Armenia with NATO. This has been expanded considerably
by the analytical community in Europe and the United States. This is
well known to Russia’s representatives to NATO.

Similar work is done with Turkey and Azerbaijan directly, including
with the help of members of the European parliament and separate groups
of representatives of different states to the Council of Europe and
other European organizations.

The blockage of Armenia in the Western community is an important
dimension of the policy of Turkey and Azerbaijan. In the context
of this open politics the Azerbaijanis and Turks are saddened by
Armenia’s intentions to enter the Customs Union.

All sorts of blocs and alliances with Eurasian stuffing are handy for
Turkey and Azerbaijan because it is beyond doubt that Russian dominance
in Eurasia is temporary. Now it is more than obvious. Such obstinate
distancing from Europe will eventually transform any Eurasian state
into Asian.

I remembered the words of a self-made intellectual of Bashkiria:
“No matter how much all sorts of know-alls argue who Eurasia belongs
to, Eurasia belongs to Islam.”

Armenia’s Permanent Representative to the UN, Ambassador Karen Nazaryan
made a speech during a discussion on “Racism, racial discrimination,
xenophobia and intolerance” within the framework of the 68th session
of the UN General Assembly. He referred to the steps Armenia has taken
to meet the commitments under the Convention on the Elimination of
All Forms of Racial Discrimination and other international documents.

The Armenian Ambassador called the attention of the participants to the
alarming facts of increased hatred towards Armenians in Azerbaijan. In
particular, he noted that during TV debates the candidates running for
president were accusing each other of being of Armenian descent. He
noted that the Azerbaijani government uses education to encourage
hatred towards Armenians and uses words such as “fascist,” “terrorist”
and others to describe Armenians in textbooks.

Ambassador Nazaryan noted that this obvious hatred towards Armenians in
Azerbaijan can be compared to the most vicious examples in the history
of racism. The Ambassador called on the UN member states to condemn
the growing intolerance and expressions of racism in Azerbaijan,
adding that these could lead to gross violations of human rights and
basic freedoms.

Turkey’s main opposition Republican People’s Party (CHP) Chairman
Kemal Kilicdaroglu, whose mother is said to be Armenian, spoke to
Taraf daily of Turkey. Below is an excerpt from the interview.

“In 1915, there were Armenian people in these lands, but, now, there
are not. How would you describe what happened to the Armenian people?

“I consider what happened in 1915 as one of the most dramatic events
in Ottoman history; it is impossible not to see this. But we do not
believe that sufficient number of resources and archives are opened
on this matter. When you look at it, you understand that it is a
dramatic situation.

“2015 [i.e., the 100th anniversary of the Armenian Genocide] is
approaching. What do you plan to do as a political party?

“As a party, our view is that the historians should cover those events
in an objective way for the society. If [all] the archives are opened,
there will be an opportunity to learn all the details.”

YEREVAN. – It is ruled out thatArmenia will initial the EU Deep and
Comprehensive Free Trade Area agreement in the forthcoming Eastern
Partnership Summit to be held in the Lithuanian capital cityVilnius.

Opposition Heritage Party Board Secretary Stiopa Safaryan, who is also
member of the opposition “Barev [Hello], Yerevan” faction in capital
city Yerevan Council of Elders, said the abovementioned during a
press conference on Monday.

Safaryan noted that Armenia-EU relations have deteriorated, especially
after when the EU recalled that Armenia has not fulfilled numerous
commitments.

Also, the September 3 announcement and the subsequent events have
shown that the changes in the balance of power will substantially
impact Armenia’s security.

According to Heritage’s official, the present-day tense situation on
the line of contact is not accidental.

He also expressed a view that Armenia must find ways to retract its
authorities’ decision to join the Customs Union.

“The Customs Union will give us nothing; we should seek avenues beyond
it,” Stiopa Safaryan argued.

To note, following the talks that were held on September 3 in
Moscow between Armenian and Russian Presidents Serzh Sargsyan and
Vladimir Putin, Sargsyan had announced that Armenia plans to join
the Customs Union and subsequently engage in the formation of the
Eurasian Economic Union. Aside from Russia, Belarusand Kazakhstan
likewise are members in the Customs Union. And in response to this
development, the European Union had stated that the signing of the
Armenia-EU Association Agreement and the Deep and Comprehensive Free
Trade Area agreement is now doubtful.

Armenian MOD Refutes Azerbaijani Media Statements Concerning Armenia

ARMENIAN MOD REFUTES AZERBAIJANI MEDIA STATEMENTS CONCERNING ARMENIAN CAPTIVE

YEREVAN. – The Ministry of Defense (MOD) of Armenia does not believe in
the veracity of the statements which Azerbaijani media have attributed
to Armenian prisoner of war Hakob Injighulyan.

The statements are not true, Armenian Defense Minister’s Press
Secretary Artsrun Hovhannisyan told Armenian News-NEWS.am.

“Hakob Injighulyan had no problems, or incidents, during his [military]
service. On the contrary, he always received awards from the command,”
Hovhannisyan noted.

He added that Injighulyan’s relatives likewise attest to the aforesaid.

To note, Azerbaijani media have alleged that Injighulyan had refused
to return to Armenia claiming that he was being persecuted in the
Armenian army. The Azerbaijani media also asserted that Injighulyan
had petitioned the Azerbaijani authorities, with a request to transfer
him to a third country.

As Armenian News-NEWS.am informed earlier, Armenian soldier Hakob
Injighulyan (born in 1991) found himself in the territory under
the control of the adversary. According to preliminary information,
Injighulyan turned up there on August 8 at around 3am, while carrying
out his military service, by crossing the Nagorno-Karabakh Republic
(NKR)-Azerbaijan border, and as a result of losing his orientation in
the area. He was taken to Azerbaijani capital city Baku the next day.

The International Committee of the Red Cross (ICRC) was able to
meet with the Armenian prisoners of war on August 20. To note,
Injighulyan was made to wear Azerbaijani military uniform and give
several interviews.

The talks between the intelligentsia of Armenia and Azerbaijan
may resume.

Ambassador Mikhail Shvidkoy, Russian Federation (RF) President’s
special representative and RF MFA special envoy, told the above-said
to Vesti.az.

“I hope that the leaders of the two countries will soon meet and
return to the discussion of that key issue.

“It is possible to hold a meeting with the intelligentsia of the two
countries. But I would very much like for that talk to be productive,
and not a formality.

“At the same time, the result of this meeting should be equal for
both countries,” Shvidkoy noted.

In his view, however, it is impossible to evade the adverse reactions
to such talks.

“A great pain has accumulated. There will always be people who will
call the discussants ‘traitors of the nation.’ [But] we have to think
about the future.

“Every war ends in peace, but this will be at the expense of the lives
of numerous youth. Armenia andAzerbaijan do not have that many more
children to sacrifice on the battlefield,” Mikhail Shvidkoy stressed.
