contradictions, Chief of Political Analysis and Information Provision
Department of Azerbaijani Presidential Administration, Elnur Aslanov
told media on Nov. 7.

He was commenting on the statement by the commander of the 102nd
Military Base of the Southern Military District of the Russian Armed
Forces, Colonel Andrey Ruzinski.

“On the one hand, he speaks about the jurisdiction of Azerbaijan
in Nagorno-Karabakh. Of course, he once again emphasizes that this
territory belongs to Azerbaijan. On the other hand, he makes another
statement which is full of contradictions,” Aslanov said.

According to Aslanov, if Azerbaijan fails to restore jurisdiction on
its territory, it may resort to various options.

Earlier, Andrey Ruzinski said that if hostilities begin in
Nagorno-Karabakh, the Russian military base may join an armed conflict
in accordance with the obligations of the Russian Federation within
the CSTO.

“As President Aliyev stressed, at present, Azerbaijan is strong and
independent as ever,” Aslanov said. “Azerbaijan has as a powerful
army and an independent policy now.”

“Azerbaijan’s lands are under Armenia’s occupation. Azerbaijan did not
occupy and did not intrude any country’s territory. On the contrary,
the occupation forces entered the territory of Azerbaijan and more
than one million citizens of Azerbaijan have become refugees and IDPs.

If we fail to achieve desirable results through the peace negotiations,
then, of course, we can resort to various options. From this point
of view, no one, including an individual acting on the basis of own
reasons, contrary to the country’s official position, can hamper us.”

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenian armed forces have occupied 20 per cent of Azerbaijan since
1992, including the Nagorno-Karabakh region and seven surrounding
districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Turkey could amenable to reopening the long-closed railway link
between Kars and Armenia if Yerevan and Baku make progress in solving
the Nagorno-Karabakh dispute, Turkish diplomats have said.

Azerbaijani President İlham Aliyev will visit Turkey on Nov. 12,
during which “creative ideas” to create peace and stability in the
region will be high on the agenda, according to diplomatic sources.

One of those “creative ideas” is to reopen the Turkey-Armenia
railway, contingent upon parallel progress in solving the dispute over
Nagorno-Karabakh, which has been occupied by Armenia for two decades,
diplomatic sources told the Hurriyet Daily News yesterday.

The Kars-Gyumri section of the Kars-Gyumri-Tbilisi railway line has
not been operational since 1993, when Turkey closed the border with
Armenia amid its war with Azerbaijan for Nagorno-Karabakh.

The idea of reopening the railway came as a question to Foreign
Minister Ahmet Davutoglu at a closed-door Parliament briefing on Nov.

6. The minister said opening the border with Armenia and reopening the
railway could be brought to the agenda under the framework of a peace
plan that includes the resolution of the Nagorno-Karabakh conflict.

The minister earlier said Turkey was looking for “creative ideas”
to develop relations with Armenia, adding that Ankara was intent on
normalizing ties. “Now we are looking to develop it and advance with
creative ideas and new ways of thinking. We will increase our works
in the coming period. When relations between Turkey and Armenia are
normalized, most of the issues between Azerbaijan and Armenia will also
be within the framework of a solution,” Davutoglu said last month at
a press conference in Switzerland, which had hosted a signing ceremony
in 2009 for a protocol between Turkey and Armenia to normalize ties.

Turkey would consider all steps taken in parallel to other steps in
the region in a positive way, Foreign Ministry spokesperson Levent
Gumrukcu said at a press briefing yesterday. In this regard, Turkey
is in cooperation and in coordination with Azerbaijan, he added.

Turkey introduced the Integrated Transportation Corridors Project
to the Minsk Group in November 2012, to be implemented in peace time
and particularly after Armenia moves to end its occupation of seven
regions bordering Nagorno-Karabakh.

The first part of a plan to renew transport linkages among regional
countries will focus on linking Turkey, Armenia, Azerbaijan and Russia
by fixing unused railways and building new ones.

Transportation from Turkey to Armenia would be supported by railway
and a new highway in order to increase trade and human traffic between
the two countries.

Armenian President Serzh Sargsyan said at the Presidential Security
Council for Atomic Energy yesterday that Armenia was constantly
modernizing its national laws for nuclear security and fulfilling
international obligations, News.am reports.

The Armenian parliament ratified the 2005 amendments to the Convention
on Physical Protection of Nuclear Material and amendments to the
national law on use of atomic energy for peaceful purposes.

Armenia and Russia will soon sign an agreement for nuclear security.

The document will help Armenia develop infrastructure of nuclear
security in the context of preparations to build new nuclear energy
blocks, training of specialists for nuclear security with account of
IAEA standards and expansion of cooperation.

Armenia and the US signed a memorandum of understanding in energy in
October 2012. The document strengthens cooperation in nuclear energy.

Chairman of the Board of the Eurasian Economic Commission for
Europe (EEC) Viktor Khristenko has met with President of Armenia
Serzh Sargsyan. They discussed a wide range of issues of Armenia’s
cooperation with the EEC.

Among other things, the sides discussed the memorandum on enhancing
cooperation between the Eurasian Economic Commission and Armenia signed
the day before in Yerevan, which Khristenko praised as successful
and fruitful, Novosti-Armenia reports.

The sides also noted that a lot of work will have to be done after
Armenia joins the Customs Union and the Single Customs’ zone.

Armenia is ready to accept almost all conditions necessary for the
entry into the Customs Union.

Plenipotentiary to Armenia Zdzislaw Raczynski

Mr. Ambassador, unlike Russia, Belarus and Kazakhstan are somewhat
skeptical about Armenia’s decision to join the Customs Union. How
viable is this structure if it has discrepancies about such an
important issue?

The integration processes initiated by Moscow in the post-Soviet area,
in particular, the Customs Union, are at the initial stage, and it
is early to make any final conclusions on their prospects. Let’s not
forget that, for instance, the European Union was being formed for 60
years, and it is being harmonized all the time and the contradictions
between the member-states of this structure are being covered up.

Do you think Brussels admits the Moscow-initiated integration process
in the post-Soviet area? For instance, many politicians and experts
blame the West for its attempts to control the ongoing processes here.

The Eurasian Union project has taken the machineries functioning in the
European Union as a sample, and this is the only analogy. The basis
of the European Union as a structure is a single system of values –
democracy, human rights respect and the machinery for functioning of
state and society. As for the Eurasian Union, it is not clear, what
ground this project should be formed on. Each nation is free to choose
its own development model and partners. Nobody is forcing the Eastern
Partners to join the EU. This is a complex and painful process. For
example, we applied for EU membership in 1994 and were admitted only
10 years later. It was a period of deep economic and legislative
reforms, a time when we mobilized all of our resources. Many people
forget that a free trade zone has been functioning at the territory
of the CIS since 1994, but numerous exclusions of the regime, in fact,
bring the signed agreement to naught. I think that the process of the
geo-political pluralization of this area, that is to say, formation
of independent states after the USSR split, is being accompanied with
deepening of differences between these states in economy, domestic
political system and other key sectors. In the EU as well there
are different states by size and influence. There is a “big six”
and smaller countries. Anyway, there was no such a dominating force
during formation of the European Union.

The same cannot be said about the supposed Eurasian Union, can it?

Certainly, there is no such a balance in case of the Russian project
of the Eurasian Union. Here the gap between Russia and the rest of
the potential participants in the project is very big, and it is
becoming bigger and bigger.

At one of your press conferences you have said that Poland will
continue supporting Armenia in the European Union. I wonder how you are
going to defend Yerevan after it has decided to join the Customs Union.

Armenia has a particular geographical position and an open economy.

Armenia’s accession to the Customs Union will be a long process.

Moreover, I share the opinion of some Armenian politicians saying
that economically it will be hard for Armenia to become a full
member of that Union. In the meantime, Armenia is a part of new
Eastern Europe and one of the EU’s important partners. One of the
reasons why Poland is somewhat biased about the Eastern Partnership
program and Armenia is that it is better aware of the post-Soviet
area than its Western European partners are. We believe that Western
and Central European countries are responsible for the development of
their closest neighbors. We have no geopolitical goals here but are
just trying to create an area that will be as close to us as possible.

You have mentioned that Armenia’s economy is open. As a diplomat of
an EU country, do you really see that open economy?

I mean Armenia’s economy is open to contacts with the surrounding
world, to the customs rates, mobility of Armenian entrepreneurs and
the possibility to invest. In practice, each country has its own
specificity, of course.

I remember your interview to one of Armenian newspapers. You criticized
the Armenian officials for the lack of the sense of statehood. With
this cohort at power, can the country conduct essential reforms under
the Association Agreement?

Let’s clarify the situation once and for all. These were not my
assessments, but certain quotes from Mr. Serzh Sargsyan’s speeches
about the atmosphere of impunity and the outrage of officials in
the country, including the speeches made at the congresses of the
ruling Republican Party of Armenia. I said that the President of the
country had made such assessments. Who knows the situation in the
country better than the President? But the same interview of mine
also highlighted the success Armenia had registered in freedom of
expression, rallies and demonstrations, as well as in improving the
general situation over the past few years. As for the officials…there
are various categories of officials, you know.

The team of the officials working at the Association Agreement enjoyed
deep respect and caused positive amazement among their European
partners. When the negotiations were launched, Armenia lagged behind
some other countries of Eastern Partnership. But Armenia worked out the
AA/DCFTA within 3 years. The completion of the talks was officially
announced in July 2013. This required big professionalism and good
teamwork. It is a very serious process and dozens of specialists from
Armenia and the EU took part in the negotiations. The process went
on very fast. Many experts did not even believe it would be possible
to agree such a big document in such a short period of time.

What will become of this document after all given the latest
developments?

I am sure that the results of the work done will not be lost. The
Agreement remains on the table and some time it will be needed again.

A political declaration will be signed in Vilnius.

What about the statements that the Armenian negotiators have failed
to publish the text of the document?

But is anyone in Armenia aware of the document of the Customs Union? I
think the slurs about some secret negotiations with the European Union
can be explained either by unawareness or by the malicious intent
against Armenia’s interests. The practice of negotiations does not
imply publishing the immense document at the stage of coordination
of the items and paragraphs. The Agreement was agreed in July, but
it was not initialed. The work at the Agreement would still be going
on before and after the Vilnius Summit. Initialing means that the
countries agree on the document and they start follow-up revision.

The matter concerned clear economic regulation, not common political
phrases. So, each word mattered. The document can be published after
being initialed. For instance, the document between the European
Union and Ukraine is already published because it has been initialed.

Reliable sources informed the newspaper that an Armenian government
delegation’s visit to Brussels has been canceled at the European
side’s request.

Armenia’s Minister of Economy Vahram Avanesyan was to head the
delegation, which was to leave for Brussels this week to discuss
further cooperation with the European Union (EU).

However, Armenian President Serzh Sargsyan’s decision in favor of the
Customs Union made the European side cancel the planned meetings of
the Armenian delegation.

On its part, the press service of Armenia’s Ministry of Economy denied
the information.

Armenia approved the credit agreement for $72 million to be signed
with the International Development Association and the European Bank
for Reconstruction and Development. At the session of the Government
the Minister of Finance of Armenia David Sargsyan stated that with the
credit the Government will implement different structural reforms. “We
will carry out also fiscal, environmental, family benefits programs
targeting improvements”, – said the Minister of Finance.

Armenpress reports that David Sargsyan noted that the agreement will
get the approval of the World Bank Council on November 8.

Former MP of the Supreme Council Azat Arshakyan believes that the
initiative of activist Shant Harutyunyan was a wave of national
liberation fight that rose in people.

– Mr Arshakyan was the way of doing it acceptable for you? Won’t it
disappoint people?

– It is not Shant that starts the national liberation movement he just
starts the clock. The national liberation movement has been launched
by those who restrict Armenia’s sovereignty. Shant’s actions were the
confrontation to it. He was periodically initiating some actions and
this time they coincided with a number of important events. Shant spoke
in the language of people. Moreover, if a person goes to war he is
in completely other spirits, uses bad words. Shant just hurried a bit.

– But many claim that the patience cup of the people is full.

– Yes, it is, but our people still hoped that everything would be
good. We hoped that Russia is our ally and not the occupant, we hoped
that Europe would be more humanistic.

If the Russian Empire continues reinforcing its positions in our
country, on the account of our sovereignty a number of actions will
be conducted. If Russia fails to calm 1 million Chechens how it can
calm 10 million Armenians.

– What will happen next?

– The national liberation coup will be in other way. The leaders will
be comprehensive, acceptable people. Of course, for us selfless people
are heroes. Shant will not be a leader he is the starter. Leaders
are balanced people with pragmatic programs.

spread a more than 20-meter-long banner across Mashtots Ave.

presidential residence). Though cars stopped or slowed down for a
time, mostly they drove over it, all the way till the banner reached
the intersection of Mashtots and Tumanyan.

Defense Ministry: Injughulyan Not To Be Subject To Criminal Prosecut

DEFENSE MINISTRY: INJUGHULYAN NOT TO BE SUBJECT TO CRIMINAL PROSECUTION

The ICRC is asked to pass to the Armenian soldier captured in
Azerbaijan that upon his return home he can fully enjoy his rights,
the Defense Ministry spokesman Artsrun Hovhannisian wrote on his
Facebook page.

“The Republic of Armenia always complies with its international
commitments. In particular, the Constitution of the Republic of
Armenia restates the full scope of rights and freedoms enshrined
in the Universal Declaration of Human Rights (UDHR) adopted on 10
December 1948.

Article 13 of the Universal Declaration of Human Rights constitutes
that everyone has the right to freedom of movement and residence
within the borders of each state and further, everyone has the right
to leave any country, including his own, and to return to his country.

Article 25 of the Constitution of the Republic of Armenia states that
everyone legally residing in the Republic of Armenia has the right
to freedom of movement and choice of residence in the territory of
the Republic Armenia, everyone has a right to leave the Republic of
Armenia and that every citizen and everyone legally residing in the
Republic of Armenia has the right to return to the Republic of Armenia.

The Armenian side has reiterated its pledge for several times that
Hakob Injighulyan who lost his bearings on the terrain on the night
of August 8th, inadvertently crossed the Line of Contact and was
subsequently found in the area of protection of Azerbaijani troops
and captured by the latter, will not be subject to any criminal
prosecution.
