L’ensemble de la presse rend compte de l’action de protestation des
employes du metro de Erevan, conducteurs et techniciens, qui ont ajoute
leur voix aux manifestations contre cette reforme, après avoir constate
le prelèvement correspondant sur leurs bulletins de salaire du mois
de janvier. Au cours des derniers jours, les employes de plusieurs
societes ont proteste contre cette reforme, dont ceux des chemins de
fer, de l’Opera national, de la centrale de Medzamor etc.

Joghovourd relève en > que l’indignation sociale prend de
l’ampleur chaque jour, laissant l’impression que >. Jamanak craint que les protestations
contre cette reforme, touchant chaque jour de nouveaux secteurs,
ne degenèrent en une grève nationale.

The World Bank is provide assistance to business improvement in
Armenia. Armenian Prime Minister Tigran Sargsyan received a delegation
of the World Bank headed by executive director Frank Heemskerk.

Sargsyan assessed bilateral cooperation with the World Bank
underscoring importance of further development.

A number of projects in different areas are implemented in Armenia
with the help of the World Bank.

The World Bank representative on the social-economic situation in the
country, noting that the Government continues institutional reforms
to overcome the existing challenges.

Armenia is rated among the states as the middle income of lower one.

Hayastan All-Armenian Fund British affiliate
sponsors construction of kindergarten in Sasunik

Yerevan, February 18, 2014 – With financial support from its British
affiliate, the Hayastan All-Armenian Fund has started building a two-story
kindergarten in Sasunik, a village in Armenia’s Aragatsotn Region. The
project is co-sponsored by the Sasunik Municipality.

Currently construction crews are laying the foundations of the future
kindergarten, which will accommodate up to 90 children.

Sasunik’s old, run-down kindergarten has remained closed since 1998, forcing
some residents to consider sending their children to a kundergarten in
nearby Ashtarak. Yet even this option has not been feasible for many. “Very
few families can take their children to and from the kindergarten in
Ashtarak or afford the high tuition,” said Sasunik mayor Arman Margaryan.

As he went on to discuss some of the infrastructure and other issues facing
his village, Margaryan said that among the community’s most urgent needs are
the construction of an irrigation network and the renovation of the
community’s roads. On the plus side, the mayor added, there have been 23
weddings in Sasunik since the beginning of 2014, pointing to the fact that
many are opting to stay put and continue to live here.

Incorporated within Sasunik is the village of Karin, which is populated by
refugees from Baku. There are about 4,000 residents in Sasunik. The main
local occupations are viticulture and animal breeding, with more than 100
residents employed at Sasunik’s Armenia Wine factory.

In recent years, the financial support of the Armenian community of Britain
has made possible the renovation of the Delivery and Surgery departments of
the Maternity Ward at Yerevan’s Surb Astvatsamayr Medical Center (2009), the
Pediatric Department of Kapan Medical Center (2011), and Yerevan’s Shengavit
District Boarding Kindergarten (2012). Also through British-Armenian
support, more than 20 schools in Armenia’s border villages have been
provided with furniture and school supplies.

YEREVAN. – The killing of Gurgen Margaryan is one-time genocide.

Armenian Defense Minister Seyran Ohanyan stated the aforementioned
Wednesday, at the event devoted to the ten-year anniversary of the
murder of Margaryan (PHOTOS).

“Ten years have passed [since his death], and we have come to pay
tribute to the Armenian officer. They killed our officer just for
being Armenian, and the perpetrator confessed that he had prepared
to kill an Armenian,” Ohanyan said.

In the defense minister’s words, heroes are those people who today
defend the Armenian homeland on the frontlines, retaliate to the enemy
attacks, and, if need be, become heroes at the cost of their lives.

“As for them [i.e., Azerbaijan], heroes are those people who can axe
[to death] at night,” Seyran Ohanyan added.

The participants in the commemoration event placed flowers underneath
Gurgen Margaryan’s bust, and stood a minute of silence in his memory.

Subsequently, all those present at the event headed to Yerablur
Military Pantheon of capital city Yerevan, where they paid tribute
at the tomb of the Armenian officer.

Ramil Safarov, a then-lieutenant in the Azerbaijani military, was
extradited on August 31, 2012 from Hungary, where he was serving a
life sentence–and with no expression of either regret or remorse–for
the premeditated axe murder of Armenian lieutenant Gurgen Margaryan,
in his sleep, during a NATO Partnership for Peace program in Budapest
on February 19, 2004. Safarov had planned on killing the other Armenian
military serviceman, who likewise was attending the aforesaid program,
but he was unable to carry out this plan.

Ramil Safarov’s return to Baku was welcomed, as was his act of murder,
by the officials of president Ilham Aliyev’s government and much
of Azerbaijani society, and the Azerbaijani president immediately
granted him a pardon, he was declared a national hero, promoted to
a higher military rank, and was allocated housing and pension.

And Armenia’s President Serzh Sargsyan announced on August 31, 2012
that Armenia is suspending its diplomatic ties with Hungary. Also,
Sargsyan instructed the Ministry of Justice to take all measures to
petition to the international judicial tribunals, and with respect
to the Safarov case.

Ramil Safarov’s pardoning was condemned by virtually all international
organizations.

The Armenian party had applied to the European Court of Human Rights
in February 2013, in connection with the Ramil Safarov case. The
complaint was with respect to Articles 2 and 14 of the European
Convention on Human Rights.

Armenia’s Minister of Economy, Vahran Avanesyan, is not concerned
about the opposition’s no-confidence motion against the government.

“They have exercised their constitutional right,” said the minister.

Then the minister commented on his statement that after the accession
to the Customs Union, Armenia will experience 1.4 percent rise in
prices, while Serzh Sargsyan announced recently that there will not
be any price hike.

“We already have a price rise within 5 percent in Armenia. If I am not
mistaken the president ruled out an exponential increase in prices,”
he said.

With regard to Serzh Sargsyan’s statement that 80 percent of the
population is against the funded pension system, the Minister said
President Sargsyan presented the problem in detail. “I believe that
these reforms have a long path to pass, and there will be numerous
attempts to present them in a bad light. Surely, there will be
opponents but I did not know that the dissatisfied make 80 percent
of the population,” said the minister.

A great number of drivers in Armenia are being fined for having failed
to pay car insurance for vehicles that they no longer own, or that
are no longer being driven. Drivers were caught by surprise when a
new decision came into effect on January1, by which all vehicles have
to be insured regardless of whether they are in use.

Edik Lazarian, 50, resident of Echmiadzin, sold his 1973-production
VAZ-2105 car in a market in 1994 without legal transfer of ownership.

The deal was done at a notary office by sale-purchase agreement.

“The fine came in my 74-year-old mother’s name, the vehicle ownership
was registered under her name and we did not change it at the time.

Can you imagine, I somehow found the person I sold it to; turned out
he had resold it to someone else, and that person to another person,
who dismantled it and sold for parts. So, the car no longer existed.

We went to the road police and wrote a letter stating that it no longer
existed, my mother signed it and they withdrew the fine. But we were
forced to pay the mandatory car insurance’s 5,000-dram ($12.50) fine,”
Lazarian told ArmeniaNow.

Another driver, 45-year-old Sedrak Petrosyan says he has received a
notice that he has to pay a fine, but he cannot find the person to
whom he sold the vehicle.

“The road police (RP) is demanding notary certified documents which my
parents did not keep two decades ago, as they couldn’t have imagined
they would be facing such issues years later. The police says ‘find
your old cars’, but how? I haven’t been able to find him, so now I
have to pay the fine? Why?” says Petrosyan.

Eduard Hovhannisyan, head of the Achilles center for protection
of drivers’ rights, says some 70-80,000 drivers have been fined,
adding that they have voiced the issue both at the Road Police and
the Insurance Bureau.

“They are looking for ways to resolve the issue, but it needs
a legislative solution, which would consider all the possible
consequences,” says Hovhannisyan.

At the time the sale-purchase of vehicles was done through a general
authorization. Hovhannisyan says that years ago as well as now, people
still make the sale through general authorization, in order to avoid
the hassle of visiting various offices and/or standing in lines.

“They refrained from additional expenses, because changing the
ownership registration of a vehicle cost 23,000 drams ($56). They did
things illegally, that is why they are facing problems today. Back
then the ‘I sold it by ‘general authorization’ expression was common
among people, but it is not the right way: the authorization had to
be taken to the person who gave it, new acts had to be drafted to
get the refund, etc. But nobody did so,” he says.

According to the official RA Police statement, Chief of RA police
Vladimir Gasparyan has instructed the road police to assist citizens in
registering factually estranged means of transport or those having no
proper legal formulations, by providing them with all the information
they might need, as well as legal counseling.

Artur Papikyan, an inmate at Goris Penitentiary who on Feb. 13 sewed
his mouth shut and declared a hunger strike, has ended his hunger
strike and removed the stitches on his mouth. This news was conveyed
to Epress.am by Papikyan’s representative, Helsinki Association for
Human Rights attorney Gayane Khachatryan.

The attorney stressed that after Epress.am published the article
“Prisoner Sews Mouth Because of Extortion” (AM, RU), the Armenian
Ombudsman’s office contacted Goris Penitentiary to discuss the matter.

After the call, the chief of Goris Penitentiary, in turn, spoke with
Papikyan, who heeded his call and ended his hunger strike. The prison
chief promised that the complaint against Papikyan won’t be considered.

The attorney said that both the Ombudsman’s and journalists’ as well
as her own calls played a role.

Earlier, Khachatryan had described the reasons for her client’s hunger
strike. “Papikyan was enraged over an unjustified complaint by some
woman that allegedly Artur took money from her, after which the deputy
chief of Goris Penitentiary, in order not to consider the complaint,
asked for money from Papikyan. Since he refused to give money, they
began to bother him in various ways, for example, constantly searching
his room. So that they leave him alone, Artur sewed his mouth shut,”
she said.

Papikyan was convicted in 2008 on charges of assault and property
theft through deceit.

UNPUNISHED AXE-MURDER IS AN INTERNATIONAL TRAVESTY

On August 31, 2011, the world watched silently–with the exception
of Armenians and some restrained condemnations from international
leaders–as Ramil Safarov was set free and returned to Azerbaijan
where he received a hero’s welcome and was glorified by none other
than Azeri President Ilham Aliyev.

Safarov was the Azeri soldier who on February 19, 2004 picked up
an axe and murdered Armenian soldier Gourgen Margaryan while he was
sleeping in his bunker in Budapest, Hungary while both were attending
a training program as part of NATO’s Partnership for Peace Program.

The muted outrage at the time of the murder, coupled with the muffled
condemnation of Hungary’s decision to extradite a man who was convicted
and sentenced serves as a reminder that the international community,
especially the West, which has proclaimed itself the arbiter of human
rights, is nothing but a farce and an accomplice in the gross breach
of justice.

The Margaryan family was joined by the entire Armenian nation in
mourning and in shock of the gruesome crime and were forced to
re-live that horror when Hungary decided to extradite Safarov and
his subsequent glorification when he returned to Azerbaijan.

For all intents and purposes, Margaryan’s murder remains an unpunished
crime and, save for the intermittent reminders by the Armenian people,
an all but forgotten chapter in the 20 years of peace negotiations
to resolve the Karabakh conflict.

If anything, Margaryan’s murder and Azerbaijan’s vilification of the
victim should have demonstrated Azerbaijan’s inherent and continued
anti-Armenian policy that has festered in Baku since its post-Soviet
independence (not to mention its short history as a nation). Yet this
abhorrent act and its subsequent “resolution” should have prompted
the international community, especially the co-chairing countries
of the OSCE Minsk Group, to take a hard look at one of the entities
occupying a seat at the negotiating table.

Until today, the international community’s brazen disregard for
Azerbaijan’s actions continues to embolden Azerbaijan to continue
its policies of hatred and military threats without any recourse or
consequence, adding to the long list of crimes committed by Azerbaijan
and gone unpunished.

Successive US administrations have successfully turned public
opinion against such leaders as Vladimir Putin of Russia, Syria’s
Bashar al-Assad and more recently Viktor Yanukovych of Ukraine,
vilifying them for gross abuses of human rights and oppression of
their respective populations.

If we use the US litmus test for Russia, Syria and Ukraine
on Azerbaijan it will be extremely clear that the Baku regime
fails–miserably–on all aspects.

Quashing dissent: check. Violating speech and press freedoms: check.

Advocating hatred and xenophobia: check. Violating internationally
established guidelines: check. Pocketing the national wealth: check…

And the list goes on, including the centerpiece of America’s campaign
against Putin and Russia–its treatment of the LGBT community, which
has gotten the most traction in the US.

One wonders whether systematic pogroms of Armenians in Sumgait,
Baku and Kirovabad, the reign of terror by Azeri forces against
the population of Nagorno-Karabakh, an axe murder and subsequent
glorification of its perpetrator and the continued violations of the
cease-fire qualify for the US to take a hard look at its policies
vis-a-vis Azerbaijan.

The 10th anniversary of Gourgen Margaryan’s death serves an opportunity
to pose these questions, and once again, raise our voices for
unconditional justice.

Armenian Church Opposes Recent ECHR Ruling On Genocide Denial Case

His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, has sent his written concerns regarding the unacceptable
ruling issued on December 17, 2013, by the European Court of Human
Rights (ECHR) on the lawsuit of Dogu Perincek v. Switzerland.

Perincek, a Turkish political activist, was convicted under
Switzerland’s hate speech law for publicly challenging the legal
characterization of the Armenian genocide, calling it “an international
lie” and had lost all appeals in Switzerland, eventually appealing
to the ECHR.

His Holiness has dispatched a letter to Mr. Dider Bulkharter, President
of the Swiss Confederation, expressing rejection of the decision, on
behalf of the Armenian Church and all Armenians dispersed throughout
the world, in response to the shocking ruling by the ECHR.

His Holiness conveyed that the ruling was a threat against establishing
justice in the case of genocide crimes, and creating peace and mutual
respect among nations. Supporting universal rejection on this matter,
the Catholicos of All Armenians has addressed and exhorted the Swiss
Government, particularly the Ministry of Justice, to make an appeal
against this case. His Holiness Karekin II has urged all the people
and nations of good will to express their positions regarding this
case against Genocide denial for eradicating discrimination and
intolerance and preventing crimes against humanity.

The Catholicos of All Armenians has also sent an official letter to
Rev. Dr. Olve Fyske Tveit, General Secretary of the World Council
of Churches, detailing the facts and legal analysis of the case,
and encouraging the member Churches to raise their voices against
this unfortunate decision, lending their support in encouraging
Switzerland to appeal this decision. His Holiness additionally sent
a letter to Bishop Markus Buchel, President of the Conference of
Bishops of Switzerland.

EXPOSE DES MOTIFS

Mesdames, Messieurs,

En 1963, le Bureau pour le developpement des migrations dans les
departements d’Outre-mer (BUMIDOM) etait cree. Cet organisme s’etait
vu confier comme mission de solutionner le problème demographique et
social dans les departements ultramarins en organisant, favorisant et
developpant la promotion d’une emigration massive vers le territoire
metropolitain.

Parmi les transferts de populations organises, plus de 1 600 jeunes
reunionnais, reconnus pupilles, ont quitte leur departement d’origine
et leurs familles entre 1963, date de la creation du BUMIDOM, et 1982,
date de sa dissolution.

I] Une politique de migration forcee et de rupture identitaire

Le choix d’une politique de migration forcee comme solution aux
problèmes demographiques et economiques de La Reunion s’est très tôt
attiree les critiques ou reserves des administrations en charge. En
cause, l’ecart entre les problèmes identifies et les benefices
resultant de cette politique mais egalement les consequences affectives
et personnelles de ces eloignements forces.

Ainsi dès 1968, la DDAS de la Creuse demande un arret du programme
en raison des difficultes d’adaptation des jeunes reunionnais.

En 1972, le prefet de Lozère souligne que les pupilles > par l’administration l’ont ete sur des secteurs economiques oberant
leurs chances d’insertion professionnelle. Ceci placant le programme
en echec patent vis-a-vis de ses objectifs affiches1.

En 1975 enfin, c’est le directeur general de la sante qui s’etonne
auprès du prefet de La Reunion que l’on entende solutionner le
problème demographique reunionnais via la migration de quelques
centaines d’enfants.

Denoncee dès les annees 70 a La Reunion comme une politique de
deportation a travers laquelle de jeunes enfants seraient arraches a
leurs familles, la politique migratoire incarnee par le BUMIDOM est
portee devant les tribunaux en janvier 2002. Jean-Jacques Martial,
qui a quitte La Reunion en 1966, depose plainte contre l’Etat pour >. Cette
plainte et toutes celles qui l’ont suivie furent repoussees en raison
de la prescription des faits.

Malgre cela, l’affaire se fait connaître dans l’opinion publique
hexagonale sous le nom d’ >2 et un rapport de l’inspection generale des affaires sociales est
rendu en octobre 20023 a la demande d’Elizabeth Guigou, ministre
de l’Emploi et de la Solidarite. Les conclusions de ce rapport,
si elles ont contribue a replacer le debat, laissent ouvertes de
nombreuses questions.

II] Une responsabilite republicaine

À la lecture du rapport de l’IGAS, il s’avère impossible de
s’assurer de la validite du consentement des parents a l’abandon de
leurs enfants4. Le choix delibere mais coherent avec les pratiques
educatives de l’epoque de couper tous les ponts entre les pupilles
et leur milieu d’origine5, notamment en limitant les vacances et les
correspondances, a cause une grande detresse emotionnelle aux familles
ainsi >. En ne parvenant pas a garantir l’accès a leur
patrimoine memoriel et la construction d’une histoire personnelle,
l’Etat francais a renforce le sentiment d’alienation de ces enfants,
leur conviction d’avoir ete a la fois renies et oublies.

Nombre d’archives liees a ces enfants ont en effet ete detruites,
egarees ou non conservees par les services de l’Etat. Ces enfants et
leurs familles, dont la Republique a choisi d’orienter le destin,
se voient donc privees de leur histoire et de leurs identites. Les
consequences affectives et sociales issues des orientations de cette
politique n’ont ete contrebalancees ni par une aide a la reconstitution
memorielle, ni par une aide au retour.6

La France, patrie des droits de l’Homme, dispose aujourd’hui
de l’occasion de contribuer a la restauration de ce passe et a
la resorption des fractures passees. La declinaison locale des
politiques de l’Etat a pese lourdement sur de jeunes enfants. Public
qui aurait dû etre protege et tout particulièrement leur identite
et leur memoire. Si le prejudice est inestimable et irreparable, la
Republique doit tenter de reconcilier ses pupilles, ses Reunionnais
deplaces, avec leur histoire.

PROPOSITION DE RESOLUTION

Article unique

Vu l’article 34-1 de la Constitution

Vu l’article 136 du règlement

Considerant que l’Etat se doit d’assurer a chacun, dans le respect
de la vie privee des individus, l’accès a la memoire

Considerant que les enfants, tout particulièrement, doivent se voir
garantir ce droit pour pouvoir se constituer en tant qu’adultes

Considerant que dans le cas du placement des enfants reunionnais en
metropole entre 1963 et 1982 ce droit a ete insuffisamment protege

L’Assemblee nationale :

1°) Demande a ce que la connaissance historique de cette affaire soit
approfondie et diffusee.

2°) Considère que l’Etat a manque a sa responsabilite morale envers
ces pupilles.

3°) Demande a ce que tout soit mis en oeuvre pour permettre aux
ex-pupilles de reconstituer leur histoire personnelle.
