Le 20 février, l’Association Nationale des Anciens Combattants et
Résistants Arméniens (ANACRA), dirigée par son président Antoine
Bagdikian, avec l’Aumônerie Israélite des Armées (AIA), représentée
par Haïm Korsia, Aumônier général, ont présidé à un hommage officiel à
la mémoire de Missak Manouchian et ses camarades de l’Affiche rouge, à
l’occasion du 70ème anniversaire de leur exécution le 21 février 1944
au Mont Valérien.

Pour cette cérémonie exceptionnelle, première du genre, donnée dans
les salons de l’École militaire à Paris, où 250 invités se pressaient
à l’arrivée des personnalités issues du corps diplomatique, du monde
politique, de la communauté juive, musulmane et arménienne, le
ministre délégué chargé des Anciens combattants, Kader Arif, a
prononcé un discours à la gloire de ceux qui, apatrides, sont tombés
pour la France.

The Advisory Committee of the Labour party on International questions
have issued a long resolution in which they state that the Labour
party protests against the treatment of Armenia by the Allied Powers.

In the opinion of the Labour party the minimum programme which the
Allied Governments are bound in honour to carry out includes: –

1. The entire region known as Turkish Armenia must be released
absolutely from Turkish sovereignty.

2. The best settlement would have been to place the whole of this
region for a term of years and under strict conditions under the
control of a single mandatory Power, charged to maintain religious
and racial equality between the different elements of the population,
to promote goodwill between them, and to train them to govern their
country in common. But the party recognise that if America stands
aside the country may have at least temporarily to be divided. But
if a mandate for the south-western districts (Cilicia, Diarbekr,
Kharput) is given to France, they demand that it shall be conferred
under the strict conditions referred to above, and that at a date
to be specified in the mandate the population shall be given an
opportunity of deciding whether they wish to govern themselves as a
separate State or to reunite with the rest of Armenia.

3. The remainder of Turkish Armenia ought to be attached at once to
the independent Armenian Republic, already in being in Trans-Caucasia.

4. The party protest against any idea of subordinating the Armenian
settlement to considerations of Indian policy.

Armenian Government To Establish Commission To Check Caloric Value O

ARMENIAN GOVERNMENT TO ESTABLISH COMMISSION TO CHECK CALORIC VALUE OF GAS

The Armenian government decided to create a commission to check the
caloric value of the gas consumed in the country. RA Prime Minister
Tigran Sargsyan at a cabinet meeting today asked Public Services
Regulatory Commission Chair Robert Nazaryan to explain how to increase
the public’s trust.

According to Sargsyan, experts have provided many explanations, but
there are still doubts as to whether the caloric value corresponds
to the standard of 7,900 kcal.

Nazaryan acknowledged the recent complaints about the caloric value of
gas. “So that we can be convincing, it would be good to establish a
working group, coordinated by the Ministry of Economy, which would
include experts also from the National Academy of Sciences,” he
said, stressing that critics have expressed the view that nitrogen
is extracted from the gas, resulting in an increase in the gas volume.

The prime minister, in turn, said, according to expert conclusions,
it’s impossible to artificially change the caloric value.

As a result of the discussions, Tigran Sargsyan instructed Minister
and Chief of Government Staff Vache Gabrielyan to prepare a decision
to establish a commission headed by the Ministry of Economy.

“Try to make it so that al interested parties submit applications and
participate in the work of this commission,” said the prime minister.

TODAY, IN UKRAINE, THE WORLD IS REAPING THE OUTCOMES OF TURNING BACK TO ARMENIA IN 2008

“As to what choice Ukraine makes and what geopolitical orientation
it chooses, it’s not up to the CE, nor the RF and the European Council.

It is entirely up to sovereign people of Ukraine and its people in
power. In fact, this decision should be based on possibly broad public
consensus,” recently such opinion was voiced from PACE podium by the
ANC faction MP Levon Zurabyan, during the debate on Ukraine. Today,
in the conversation with Aravot.am, referring to tragic events of the
last two days in Ukraine, Levon Zurabyan cited other observations
from his speech, “I had mentioned in my speech that the CE and
Russia, along with Ukraine, need to work for Ukraine not to turn
into a battlefield of conflict between Russia and the CE. What we
actually see now. I have said that it is very important that the CE
and Russia will harmonize their interests and cooperate in Ukraine. I
have said that the alternative would first be disastrous for Ukraine,
and also for the strained relations between Russia and the West. At
the same time, I have highlighted in my speech that the CE should
intervene if civil liberties and democratic freedoms are violated,
in particular, human rights, and the right to freedom of rallies. In
this respect, I consider that with regard to escalation of the
conflict, the Ukrainian authorities take on great responsible,
particularly, for exerting lethal force against demonstrators,”
said Levon Zurabyan. In the opinion of our interlocutor, if until
now there were a hope that we can resolve the conflict through the
format of political and negotiation, nowadays a situation is created
that exercising violence happens on both sides and if it continues,
it would be difficult to determine the issue of liability. “Today,
the two sides should understand their responsibility for non-use of
violence and resolving the conflict through dialogue.” The Armenian
MP considers the events happened in Ukraine a tragedy, the solution
of which is not so easy.

“The conflict resolution may not be easy anymore. I can only wish
wisdom to all political forces who today determine the fate of
Ukraine.” As for the use of lethal force against protesters, Levon
Zurabyan has made an observation at PACE, “If the authorities of
Armenia had given adequate response to the use of lethal force and if
the CE were to be consistent in bringing the guilty to responsibility
through use of pursue over the authorities, we could be living in
another Europe. In a Europe, where the authorities and the government
would be much more careful and more responsible before deciding to
use coercive methods.” Levon Zurabyan has also made a recommendation,
which had received quite a big response. He recommended for the
CU to prepare a special report on the use of lethal force against
demonstrators, and, naturally, the report shall reflect the events of
Armenia on March 1, 2008 and the events underway in Ukraine. “Again,
I would like to emphasize, if an adequate respond were given to the
events in Armenia, today, we could not have such continuations in
Ukraine. Today, the entire world’s attention is focused on Ukraine.

Why could not we do the same thing in 2008? In 2008, the world turned
their backs to Armenia and Armenia’s democracy. Today, we are reaping
the fruits of this turn back.”

Hrant Dink’s Book To Be Published In Bulgaria

HRANT DINK’S BOOK TO BE PUBLISHED IN BULGARIA

The AGBU Plovdiv Chapter will publish the second book of slain
Turkish-Armenian journalist Hrant Dink in Bulgarian, Kantegh Araratyan
Bulgarian-Armenian news portal reports.

The translation has been done by assistant professor Khachik
Khachikyan. Launch events will be held in all Armenian-populated
cities of Bulgaria.

The book includes Dink’s articles published in Agos weekly, including
the article published on the day of his assassination (January 19,
2007).

His unshakeable stance on the Armenian Cause is expressed through
the invincible force of word in those articles.

Fish breeding is on the brink of ruin in Armenia as fish production
faces serious challenges, which cause insurmountable difficulties,
Hraparak writes.

According to Arthur Atoyan, chairman of Association of Armenian Fish
Producers and Exporters, the sector currently faces such challenges
which may result in the loss of 85% of fish breeding.

Armenia’s Foreign Trade Drops 3.3 Percent In January From Year Befor

ARMENIA’S FOREIGN TRADE DROPS 3.3 PERCENT IN JANUARY FROM YEAR BEFORE

YEREVAN, February 20. / ARKA /. Armenia’s foreign trade in 2014
January dropped by 3.3 percent from the year before to $391.7 million,
according to the latest numbers, released today by the National
Statistical Service.

The export was said to have increased by 0.1 percent to $96.9 million,
while import was said to have declined by about 4.4% to $294.8
million. The resulting trade deficit in January totaled $197.9 million
($ 1 – 412.19 drams).

Une atmosphère desagreable s’est developpee dans les relations entre
l’Armenie et l’Union europeenne, a declare un membre de la commission
de cooperation parlementaire UE-Armenie, membre de la faction du
Congrès national armenien Nikol Pashinyan.

Les 5 et 6 Fevrier la Commission a tenu une reunion a Strasbourg et
pour la première fois elle n’a pas reussi a signer une declaration
commune.

Selon le chef de la delegation armenienne auprès de la Commission
Samvel Farmanyan, qui represente le Parti Republicain d’Armenie,
le projet de document conjoint etait inacceptable pour la partie
armenienne en raison du manque de references au de l’Azerbaïdjan, il etait
difficile de realiser leurs ordres politiques. Depuis le 3 Septembre
(lorsque le president armenien Serge Sarkissian a declare son intention
de rejoindre l’Union douanière) la situation a change, et maintenant
très peu de deputes europeens sont incites a resister a l’entree de
l’Azerbaïdjan et la Turquie >> a declare Navasardyan.

Dans le meme temps, l’Union europeenne a conserve une aide financière
a l’Armenie et en 2014 elle va allouer environ 40 millions d’euros
(environ 54,5 millions $) en tant qu’appui budgetaire. La condition
pour l’attribution de la subvention est des reformes dans le secteur
de la justice. En outre, l’Union europeenne a annonce le developpement
d’un nouvel ensemble de propositions pour les pays du Partenariat
oriental, y compris pour l’Armenie.

Lors d’une recente visite a Prague le President Sarkissian a dit que
l’Armenie ne rejette pas l’association avec l’Europe et est pret a
signer un accord pertinent, mais sans sa partie economique concernant
l’etablissement d’une zone profonde et globale de libre-echange
avec l’UE. En Europe, les fonctionnaires n’imaginent pas un tel
format d’association, cependant, ils n’ont de cesse de demontrer
les avantages de l’integration europeenne et les dommages d’une
integration Eurasienne.

English Edition Of "The Armenian Genocide: Evidence From The German

ENGLISH EDITION OF “THE ARMENIAN GENOCIDE: EVIDENCE FROM THE GERMAN FOREIGN OFFICE ARCHIVES” PUBLISHED

The Zoryan Institute (Toronto), has published the English edition
of “The Armenian Genocide: Evidence from the German Foreign Office
Archives, 1915-1916”. The book includes hundreds of telegrams, letters
and reports from German consular officials in the Ottoman Empire
to the Foreign Office in Berlin. The documents provide unequivocal
evidence of the genocidal intent of the Young Turks and the German
government’s official acquiescence complicity, the Armenian Genocide
Museum Institute reports.

The exceptional importance of these documents is underscored by the
fact that only German diplomats and military officials were able to
send uncensored reports out of Turkey during World War I. Apart from
the Americans, who remained neutral in the war until April 6, 1917,
German diplomats and their informants from the missions or employees of
the Baghdad Railway were the most important non-American eyewitnesses
of the Genocide.

These documents, meant strictly for internal use and never intended
for publication, are remarkable for their candid revelations. Even as
allies of the Ottoman Empire, German officials still felt compelled
for moral and political reasons to report and complain about the
atrocities being committed against the Armenians by their Ottoman ally.

German journalist, historian and translator Wolfgang Gust, who compiled
and edited the book, tells that he was shocked when he knew that
Germany kept silence, while mass killings took place at one side of
Europe. Gust mentions: “This genocide is not planned or implemented
by Germans, but it is allowed by them. The imperial Germany was the
closest ally of Young Turks, and had a formal military alliance with
them. A question arises, was imperial Germany an effective power in
the Armenian Genocide, or perhaps, the author of that idea, as it is
claimed by many German historians”.
