Iran-Azerbaijan tensions are all about Israel and geopolitics

If the situation deteriorates and Baku opts not to address Tehran’s concerns and warnings, a direct confrontation could be on the cards

The 2020 Nagorno-Karabakh war between Azerbaijan and Armenia had profound repercussions for Iran’s influence and policies in the South Caucasus. Tehran neither impacted the trajectory of the conflict nor exerted significant diplomatic influence in ceasefire negotiations and the ensuing peace agreement. 

Though Iran was the most relevant regional power in the conflict, bordering both Armenia and Azerbaijan, it was sidelined by Turkey and Russia. Tehran was obliged to align with Ankara and Moscow in supporting Baku’s territorial conquests, revealing a significant departure from its traditional pro-Armenia stance.

But Azerbaijan did not reciprocate Iran’s good faith. According to Iranian officials, Baku knowingly isolated Tehran in Nagorno-Karabakh’s reconstruction, while prioritising Israel and Arab and European countries.

Backed by mighty military powers such as Turkey, Israel and Pakistan, Azerbaijan felt it could flex its muscles against Iran’s regional power projection. Last month, Baku hosted a joint military drill with Ankara and Islamabad, aiming to further strengthen ties among the three countries and to bolster counterterrorism efforts. 

The joint drill contradicts the provisions of the Convention on the Legal Status of the Caspian Sea, which bans the “presence in the Caspian Sea of armed forces not belonging to the Parties” (Azerbaijan, Iran, Kazakhstan, the Russian Federation and Turkmenistan). On the margins of the drill, Baku tacitly challenged Iran’s connectivity with Armenia by disrupting Iranian trucks transiting a road that passes through Azerbaijan’s newly captured territories. Azerbaijan set up checkpoints, began charging fees to Iranian trucks, and even detained two Iranian truckers.

Unlike Azerbaijan’s attempt to depict recent incidents as routine procedure, Tehran sees this new, assertive Azerbaijan in a bigger picture, where Baku plays the anti-Iran “puppet” role for other regional powers hostile to Iran, such as Israel. 

Tehran initially tasked the Revolutionary Guard Corps with deploying equipment and troops across the country’s northwestern border. But this was just a small part of Iran’s grand plan to intimidate Baku. Days later, Tehran launched its own military drill near the Azerbaijani border, saying “we will never tolerate the presence of the fake Zionist regime” near the Iranian border, nor “any changes in the regional borders and geopolitics”.

This rare move, alongside hawkish comments by Iranian officials, suggests that Tehran is indeed concerned about the potential for grave geopolitical changes near its borders.

Iran’s Kayhan newspaper, a publication close to hardliners, claimed that based on a Turkish-American plan, Armenia’s “western-oriented president”, in “collusion” with Baku, “intends to concede Armenia’s Syunik province to Azerbaijan”. This is the only conceivable reason for Iran’s outrage at Azerbaijan. 

Syunik province separates the rest of Azerbaijan from the Nakhchivan Autonomous Republic exclave, and constitutes the Armenian border with Iran. The 2020 peace deal between Azerbaijan and Armenia guaranteed Azerbaijan a corridor to connect Nakhchivan to the rest of Azerbaijan via Syunik province. Previously, all connections were made through Iran in the south or Turkey in the west. 

Baku is apparently not satisfied with this plan, and maintains an ambitious goal to take all of Syunik province, which could put Iran in a disadvantageous geopolitical position. Tehran would lose its connection to Armenia and convenient access to the region, while being compelled to deal with a newly emboldened regional power that is heavily backed by Iran’s arch-enemy, Israel. 

From Iran’s point of view, it is Tel Aviv that provokes Baku to take a belligerent policy against Tehran and to challenge the geopolitical status quo. The title Tehran has chosen for its ongoing drills in the country’s northwest drives this point home: Fatehan-e Khaybar is a callback to the Battle of Khaybar in the year 628, in which the Prophet Mohammed confronted the Jews of the Khaybar region, who were inciting Arabian tribes against the Muslims of Medina.

Supreme Leader Ayatollah Ali Khamenei recently warned Azerbaijan against aligning with Israel, noting: “Those who think that their security will be ensured by relying on foreigners should know that they will pay a hefty price.”

The type and scale of military equipment stationed at the border suggests that Iran intends to deter Baku from territorial adventurism, but Tehran ultimately wants to avoid an armed clash. If the situation deteriorates and Azerbaijan opts not to address Tehran’s concerns and warnings, Iran may cross the border to push preemptive deterrence from Armenian soil. A key factor at that point would be the extent to which Azerbaijan’s allies, primarily Turkey, would be prepared to support Baku and participate in a direct confrontation with Iran. 

Meanwhile, Iran seems determined not to step back without affirming its national security red lines, establishing a credible level of deterrence, and asserting its undeniable regional role, which has been somewhat tarnished amid the recent security developments in the South Caucasus.

An exhibition titled “We will be back:Saved pieces” will open in Europe-Artsakh Hotel in capital city of Artsakh Stepanakert on October 11. The exhibition will feature cultural and spiritual values saved during the thirst Karabakh war saved from the Azerbaijani occupation.

The exhibition which is organised by The Public Council of Cultural Heritage and Artsakh Republic’s  Historical Environment Protection Service NCSO, will run through November 11.

Romania host Armenia at the Stadionul Steaua in Bucharest on Monday in the 2022 FIFA World Cup qualifiers.

The Tricolors are looking to bounce back from a 2-1 loss to Germany earlier in the week, having led the match just 10 minutes into it.

Second-half goals from Serge Gnabry and Thomas Muller, who scored the winner in the 81st-minute, condemned Mirel Radoi’s side to a third defeat of the campaign.

With 10 points in seven games, they’re now fourth in Group J, but can leapfrog Armenia should they beat the visitors.

The Havak’akan started their campaign with three wins on the trot, but have failed to win any of their next four, including a draw with Iceland on Friday.

Joaquin Caparros’ side will be eager to return to winning ways as time runs out, with only three more gamesremainingn in this qualifying round.


Romania have won four of their previous six clashes, losing just once.

That defeat came in the first leg of these qualifiers as the Tricolors went down 3-2 in Armenia.

Now it is very important for us to be able to turn this page over, and I believe we will be able to do it. This is what Speaker of the National Assembly of Armenia Alen Simonyan said in an interview with RBC, responding to the question whether Armenian society has come to its senses after the war.

“It’s very hard for Armenians to come to their senses when they receive news about prisoners of war every day and when relatives wait for their sons, brothers and husbands. It’s very hard for Armenians to come to their senses when Turkey and Azerbaijan hold military exercises at a distance of a few kilometers every month. This is a situation which simply doesn’t allow us to forget what happened,” Simonyan stated.

Simonyan also recalled that the Armenians are a nation that survived genocide and noted that the Armenians won the war in the 1990s. “We Armenians have achieved victories and suffered defeats, but now it is important for us to be able to turn this page over, and I believe we will be able to do it. I see that Armenia is on the right track. We understand that it is necessary to build peace in our region and leave peaceful coexistence as heritage for our generations. There will be small steps, but we will move towards the establishment of peace since there are no winners in wars. I don’t think the boys who died in Armenia and Azerbaijan…this situation can be referred to as victorious since we can’t bring the boys back, and it’s hard to explain this to the families. Armenia hasn’t supported a military solution in the past as well. We have always said that it is necessary to find a solution peacefully, within the scope of the OSCE Minsk Group.”

YEREVAN, OCTOBER 4, ARMENPRESS. Foreign Minister of Armenia Ararat Mirzoyan, who is in Tehran on a working visit, met with the Foreign Minister of Iran  Hossein Amir-Abdollahian on October 4. The Foreign Ministers of the two countries stressed the inadmissibility of actions endangering regional stability and highlighted cooperation to address new regional challenges.

As ARMENPRESS was informed from the press service of the MFA Armenia, during the meeting, a wide range of issues related to cooperation between the two countries in bilateral and multilateral dimensions, as well as regional developments were discussed in detail.

The Ministers expressed satisfaction with the high level of centuries-old Armenian-Iranian friendly relations, expressing mutual readiness to make efforts to expand and deepen cooperation based on mutual trust.

The interlocutors referred to the prospects of activating economic ties, emphasizing the importance of taking targeted steps to increase trade turnover, including through the implementation of specific programs agreed between the parties. The activation of cooperation in tourism and culture was also discussed. In this context, the Ministers highlighted the activities of the Joint Intergovernmental Commission of the Republic of Armenia and the Islamic Republic of Iran.

The signing of a multilateral agreement on the establishment of an international transport corridor between the Persian Gulf and the Black Sea and its effective application was highlighted.

The Armenian and Iranian Foreign Ministers discussed issues related to Eurasian Economic Union-Iran cooperation.

During the meeting, the sides referred to the cooperation in the field of energy and transport infrastructure. Ararat Mirzoyan informed about the process and results of the construction of the alternative Goris-Kapan road, as well as the construction of the “North-South” highway. The parties also exchanged views on the prospects of the project “gas for electricity”.

The regional developments, issues of regional security and stability were the key topics of the discussion between Ararat Mirzoyan and Hossein Amir-Abdollahian.

The Armenian FM presented to his counterpart the situation in the Nagorno Karabakh conflict zone resulted by the Azerbaijani-Turkish aggression and the humanitarian problems. Ararat Mirzoyan particularly emphasized the need for the unconditional and swift repatriation of Armenian prisoners of war, civilian hostages being held in Azerbaijan.

Touching upon the situation created as a result of the penetration of Azerbaijani troops into the sovereign territory of Armenia and the continuous provocative actions of Azerbaijan, Ararat Mirzoyan highly appreciated Iran’s position on the territorial integrity of Armenia.

The Foreign Ministers of the two countries stressed the inadmissibility of actions endangering regional stability and highlighted strengthening the cooperation to address new regional challenges.

At the end of the meeting the Foreign Ministers of Armenia and Iran issued joint statement for the media.

Aliyev’s Secret Wealth Exposed in Pandora Papers

The secret wealth and dealings of world leaders, politicians and billionaires has been exposed in one of the biggest leaks of financial documents that feature some 35 current and former leaders and more than 300 public officials in what is being dubbed the Pandora Papers.

President Ilham Aliyev of Azerbaijan and his family, who have been accused of looting their own country, figure prominently in the Pandora Papers, which is a trove of almost 12 million documents that shed light on the extent these leaders go to hide their wealth and profit from secret investments through offshore holdings.

The investigation found the Aliyevs and their close associates have secretly been involved in property deals in the United Kingdom worth more than $540 million, the BBC, one of the several worldwide press outlets involved in the investigation, reported on Sunday.

The revelations could prove embarrassing for the UK government, as the Aliyevs appear to have made more than $42 million profit after selling one of their London properties to the Crown Estate—the Queen’s property empire that is managed by British Treasury and raises cash for the nation.

Other documents show how Azerbaijan’s ruling Aliyev family have secretly acquired property in the UK using offshore companies.

The files show how the family—long accused of corruption—bought 17 properties, including an office block in London said to be worth almost $45 million for the president’s 11-year-old son Heydar Aliyev. The building was bought by a front company owned by Aliyev’s family friend in 2009, according to the Pandora Papers, the BBC reported. The property was transferred to Heydar a month later.

The research also reveals how another office block owned by the family nearby was sold to the Crown Estate for almost $90 million in 2018.

The Crown Estate said it carried out the checks required in law at the time of purchase but is now looking into the matter, reported the BBC. The UK government says it is cracking down on money laundering with tougher laws and enforcement, and that it will introduce a register of offshore companies owning UK property when parliamentary time allows.

While many of the transactions in the documents involve no legal wrongdoing, they shed light on how world leaders, among them Jordan’s King Adullah II and President Vladimir Putin of Russia, have hidden their wealth in opaque shell companies.

The data for the Pandora Papers was obtained by the DC-based International Consortium of Investigative Journalists, which published a trove of leaked documents—known as the Panama Papers—from the law firm Moffat Fonseca, which represented similar shady dealings. The ICIJ engaged more than 600 journalists from 117 countries to review and investigate. Along with the BBC, the UK-based The Guardian, The Washington Post and other media outlets have investigated the leaked documents.

Azerbaijani president notes important role of Russia, Turkey in Transcaucasia

BAKU, October 2. /TASS/. Azerbaijan’s President Ilham Aliyev thinks that Russia and Turkey play an important role in the development and stability of the South Caucasus in the post-war period.

“Today I think about Turkey and Russia as two neighbors of Azerbaijan, and one of them is a neighbor of Armenia, [that play a] very important role in the stability, security and future development. As you probably know, there was recently a meeting between presidents of two countries. Among other issues they discussed the situation between Armenia and Azerbaijan. We consider the role of both countries as a very positive stabilizing role. I think this is the bulk of the new regional cooperation configuration,” the Azerbaijani leader said in an interview with Spain’s EFE news agency. The text of the interview was published on Saturday on the AzerTAC new agency’s website.

The Azerbaijani president reiterated that Russia and Turkey had set up a joint monitoring center in the district of Aghdam in Nagorno-Karabakh. At the same time, he noted that Russian peacekeepers undertake measures to protect peace in the areas inhabited by Armenians. “So, new realities already are in place. Every country has to take into account these realities,” he said.

In the fall of 2020, the situation in Nagorno-Karabakh escalated with armed clashes occurring on the disputed territory. On November 9, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. According to the document, the Azerbaijani and Armenian sides would maintain the positions that they had held, a number of regions would be controlled by Azerbaijan, and Russian peacekeepers would be deployed to the region along the line of engagement and the Lachin corridor.

Medical mission from Fresno offering life saving care in Armenia

FRESNO, Calif. (KSEE) – The sixth medical mission from Fresno to the country of Armenia is underway. A team of forty doctors and medical experts will spend two weeks providing free care to people who need it. Berj Apkarian, the Honorary Consul for the Republic of Armenia in Fresno, is the mission leader. “Our agenda is full. our efforts is fruitful,” Apkarian says.

A first stop for the doctors: a history lesson at the Armenian Genocide Monument in Yerevan dedicated to the one and a half million Armenians who lost their lives in the 1915 genocide. Apkarian says it’s important that the mission begins with that visit. “Make them aware that crime against humanity is unacceptable. Not only against Armenians, against any nation,” he says.

An important focus of this mission trip is treating soldiers wounded in last year’s war with neighboring Azerbaijan. Physical therapists are on the team this year, as well as surgeons. Ear, nose and throat specialist Dr. Brien Tonkinson of Fresno saw 54 patients on his first day. According to Apkarian, “He was so tired at the end of the day yet people kept coming from the different villages and Brien was with this big heart and compassion– he did not want to turn any patients down.”

While covid is a concern, Apkarian says the team is taking all the necessary precautions. He says the doctors are determined to do what they came to do. “They just want to see patients. They want to deliver the care. They want to meet their own expectation and be gratified with that,” he says.

The team is already planning for next year’s medical mission– year seven. They hope to be joined by doctors from other countries, making it a truly international effort.

At the Senate Foreign Relations Committee nomination hearing for former Senator Jeff Flake as US Ambassador to Turkey, Senator Bob Menendez pressed the nominee on his record of voting against Armenian Genocide resolutions.

Senator Bob Menendez asked: “Will you join this body and the Administration in reaffirming the Armenian Genocide?”

Flake said: “Yes.”

Senator Menendez then asked: “If confirmed, will you [Flake] reiterate that commitment on April 24th, Armenian Genocide Remembrance Day?”

“I will,” Flake responded.
