Azerbaijan’s Aliyev highlights ‘dividends of peace’ with Armenia in UN ESCAP

President of Azerbaijan Ilham Aliyev has mentioned the relationship with Armenia in his address to the eighty-second session of the UN Economic and Social Commission for Asia and the Pacific (ESCAP).

“Since 2021, when I first addressed this distinguished body, the South Caucasus has undergone profound transformation. Azerbaijan has fully restored its sovereignty and territorial integrity and initiated a peace agenda with Armenia. At the Washington Summit last August hosted by President Donald Trump of the United States of America, historic progress was achieved in the normalization between Azerbaijan and Armenia. Today, we are witnessing the dividends of peace. Trade relations between Azerbaijan and Armenia have commenced, and Azerbaijan is now facilitating transit access for Armenia. Reciprocal visits of civil society representatives are contributing to confidence-building,” the Azerbaijani APA news agency quoted Aliyev as saying.

Pashinyan sees need for significant reforms in judiciary

Prime Minister Nikol Pashinyan reiterated that the Armenian judiciary ought to be reformed and highlighted the proposed new constitution in that regard.

He spoke about the matter at a press briefing when asked about his suggestion to introduce a jury system in the judiciary.

With the adoption of a new Constitution in Armenia, significant changes are expected in the judicial system, Prime Minister Nikol Pashinyan said.

He noted that there is even a proposal suggesting that, from the moment the new Constitution is adopted, the status of all judges should be redefined as acting judges. Within a set period, and only after the establishment of a new integrity standard—which would become possible under new legal regulations—they would be reappointed.

Pashinyan said that there cannot be a judiciary—or any branch of government—that is not organically connected to the people.

“I believe the General Assembly of Judges, for example, should not have the right to elect members of the Supreme Judicial Council. They should have the right to nominate candidates, but in all cases the final decision should be made by the body that holds the primary mandate of the people, and that body is the National Assembly,” Pashinyan said.

Pashinyan recalled that when he said years ago that the judicial system should be independent, he did not mean it should be independent from him while being dependent on many others.

“This is where a balance is disrupted, and we need to address this issue. For example, if it turns out that there is a judge in Armenia who does not meet the professional standards of a judge, then that person cannot be independent, because while writing decisions, verdicts, or reviewing motions, they will constantly turn to others, which in itself creates dependencies with resulting consequences,” Pashinyan emphasized.

The mortgage of the policemen: a pre-election “township”?

Before the elections, the authorities are planning another systemic reform. this time for the police.

Police officers will be given the opportunity to use long-term mortgage lending programs on affordable and preferential terms for the purpose of purchasing an apartment or residential house or building a residential house. the issue is included in the government’s April 18 agenda.

Minister of Internal Affairs Arpine Sargsyan authored the draft of the law “On Amendments to the Law on Police” and considering it urgent.

According to the rationale, the purpose and nature of this regulation is as follows: “…increase the attractiveness of police service and provide additional social guarantees for police officers.”

With the adoption of the project, it is proposed to provide in Article 39 of the Law “On Police” that police officers can use state targeted long-term mortgage lending programs with affordable and preferential conditions in order to purchase an apartment or a residential house or to build a residential house.

At the same time, the RA government will be empowered to define the procedure and conditions for using relevant state targeted programs.”

Of course, the decision is important, but why did it become necessary to make it now, during the pre-election period? Is this another advance to the police to work more diligently in a country that has become a police state?

Ucom Supports Free FPV Drone Training for Teenagers by the ArmDrone Community

As part of a free First-Person View (FPV) drone training program for teenagers organized by the ArmDrone community with the support of Ucom, an open class was held. The session was attended by the General Director of  Ucom, Ralph Yirikian.

During the session, participants worked with software, soldered drone components, performed indoor flights using Mini Whoop drones, observed demonstrations of large drone flights, and took part in a small virtual competition.

“Such educational initiatives play an important role in the development of the tech community and the formation of a new generation. At Ucom, we believe that fostering technological thinking among young people and equipping them with practical skills is a long-term investment in the country’s future,” said Ralph Yirikian, General Director of Ucom.

In conversation with the General Director, participants shared their experiences and discussed the challenges they faced, their interests, and their future goals.

“We attach great importance to such initiatives, as they contribute to community development and increase young people’s interest in technology-related fields. Teenagers participate in the courses with great enthusiasm. We highly appreciate the opportunity provided by Ucom,” said Hayk Karapetyan, founder of the ArmDrone community.

For the second consecutive year, dozens of teenagers have had the opportunity to gain knowledge in the field of UAV (unmanned aerial vehicle) field through these courses supported by Ucom, while developing their technical thinking and practical skills. Participants are introduced to modern UAV technologies, the fundamentals of engineering thinking, and the specifics of FPV drones. They acquire both theoretical and practical knowledge of UAV mechanical structure, software and flight parameter configuration, safety regulations, and explore competition strategies while developing relevant skills.

*FPV drone (First-Person View) — a type of unmanned aerial vehicle that allows the operator to control the drone from a first-person perspective. Through a video transmitter mounted on the device, the camera feed is transmitted to the operator’s video receiver (FPV goggles), enabling control over long distances. Bulgarian-Armenian Business Forum Announces Direct Burgas-Yerevan Flights

Direct flights between Burgas and Yerevan were announced at a Bulgarian-Armenian business forum here on Thursday. The launch of direct flights on June 4 is shaping up to be a key factor in strengthening economic exchange between Bulgaria and Armenia, said Burgas Mayor Dimitar Nikolov at the forum’s official opening.

The direct flights, which will be operated every Thursday by Electra Airways, will provide the necessary logistical connectivity for business, significantly facilitating direct contacts and shortening the route for goods and investments between the two countries, he explained. Nikolov emphasized the strategic importance of Burgas as a potential gateway to the European Union market for Armenian manufacturers.

The EuroBridge Bulgarian-Armenian Expo Forum brings together representatives from the logistics, real estate, investment, and manufacturing sectors, who focus on establishing new sustainable business partnerships. The opening ceremony was also attended by Armenian Ambassador to Bulgaria Tsovinar Hambardzumyan. A wide range of products are presented during the event – from construction materials and jewellery to food and beverage products, including health foods, tea, and coffee.

The forum is organized by the global business network Made by Armenia, the Armenian-Bulgarian Association for Cooperation, and AM-BG IMPEX, with the support of Armenia’s Economy Ministry, the Armenian Embassy in Bulgaria, the Armenian-Bulgarian Chamber of Commerce and Economy, the Municipality of Burgas, and the Burgas Chamber of Commerce and Industry.

The programme will continue on April 17 with business meetings throughout the day, and on April 18, the forum will be open to visitors.

“We have repeatedly stated that we have pursued the short-term priority goal of removing the number one obstacle to Armenia’s development on June 30. Nikol Pashinyan’s justice should be treated the way they treat the country, the Armenian people and the judicial bodies, that is, with fingers crossed.”

He added that justice and the period of Nikol Pashinyan have no relation to each other. “The 3 member parties of the alliance have set a new congress, and, I think, mergers are still possible.”

Armenia, Qatar to deepen cooperation in investment sector

Minister of Finance of the Republic of Armenia Vahe Hovhannisyan received Ambassador Extraordinary and Plenipotentiary of the State of Qatar to Armenia Mansour Abdulla Al Sulaitin, the ministry said in a readout.

During the meeting, the parties reaffirmed the importance of strengthening friendly and mutually beneficial relations between Armenia and Qatar, which is among the priorities defined in the program of the Government of the Republic of Armenia.

The sides discussed prospects for expanding bilateral economic cooperation. In this context, they emphasized the Agreement between the Government of Armenia and the Government of Qatar on the Avoidance of Double Taxation, which creates favorable conditions for fostering and expanding business ties between the two countries.

According to the ministry, the two countries plan to deepen cooperation in the investment sector, as well as ensure the exchange of knowledge and experience in the areas of energy, infrastructure, agriculture, and digital transformation.

Davit’s condition is critical at the moment: a group of mothers are staging a

A group of mothers are staging a sit-in in front of the Prosecutor General’s Office, demanding the release of Davit Minasyan, who was detained in connection with the incident at the St. Anna Church.

One of them, Marianna Zargaryan, told reporters that she has a son the same age as Davit and came to support him. “I learned about the sit-in from Facebook. I was supposed to be at that church on Palm Sunday, but plans changed – we went to a different church – and then I learned that such a provocation had occurred.”

One of the parents said the action is scheduled to last a week, from 11:00 a.m. to 8:00 p.m. “I am starting the sit-in alone and I call on all mothers who are not indifferent to Davit Minasyan’s life to join and support him. Even a few minutes will be enough.”

She noted that they are demanding an impartial investigation from the Prosecutor General and that Davit be allowed to receive treatment at home: “Davit’s condition is critical at the moment.”

USC’s third annual Armenian History Month opening ceremony brought lively dancing, music and heartfelt words to Hahn Central Plaza on the University Park Campus on Tuesday.

The ceremony, attended by students, faculty and staff, was presented by the USC Armenian Student Association and the Institute of Armenian Studies at the USC Dornsife College of Letters, Arts and Sciences.

Both organizations are dedicated to honoring Armenian excellence, culture, history and contributions to the USC community and beyond. They have partnered for a monthlong celebration that offers opportunities to learn about Armenian history and culture while fostering inclusion and dialogue across campus.

Los Angeles County is home to more than 200,000 Armenians. When the county’s Board of Supervisors declared April to be Armenian History Month in 2022, students and the institute began a grassroots effort to mark the occasion at USC.

Armenian PM Pashinyan says Kazakhstan among key countries taking interest in T

Armenia’s Prime Minister Nikol Pashinyan said on Thursday that Kazakhstan, like many other countries, is interested in the TRIPP connectivity project, ARMENPRESS reports.

A new route for international communication is opening, and Kazakhstan is one of the major players in the international transport sector, particularly in terms of the flow of goods to and from China, Pashinyan said at a press briefing on April 9, when asked about the Kazakh Foreign Minister’s visit to Armenia.

“Our Kazakh partners, with whom we also discussed this issue during my visit, are trying to gain a more concrete understanding of the transport opportunities that are opening up and how this will affect them,” he added. 

Kazakhstan is not the only country interested in this topic; many countries are. The process is public, and we do not intend to hide it from our partners. Naturally, we should invite Kazakhstan to be prepared to consider using transit routes through Armenia as part of their export, import, and transport service chains, Pashinyan said.

The Trump Route for International Peace and Prosperity (TRIPP) is a connectivity project in Armenia, envisaged under the U.S.-brokered Armenian-Azerbaijani joint declaration signed in Washington, D.C. The project is expected to unlock strategic economic opportunities, create long-term benefits by promoting infrastructure investment, and enhance regional connectivity. An Armenian-American joint enterprise is expected to develop the route.

On April 8-9, Kazakhstan’s Foreign Minister, Yermek Kosherbayev, will pay an official visit to Armenia. The delegation also includes Kazakhstan’s Minister of Transportation, Nurlan Sauranbayev.

Previously, Qazinform News Agency reported Kazakhstan approves an intelligence cooperation deal with Armenia.
