Armenia’s three telecoms pay 21.3 billion drams in taxes for first six months

YEREVAN, July 25. / ARKA /. Armenia’s three telecommunications
companies – ArmenTel, VivaCell-MTS and Orange Armenia – have paid a
total of 21.3 billion drams in various taxes in the first six months
of the year, up from 19.9 billion drams paid in the same time span of
2013, according to the State Revenue Committee’s list of the 1000
largest taxpayers, released today.

According to the official data, some 20 billion drams were collected
by tax authorities, 455.5 million drams by customs authorities and
1.28 billion drams were paid as state duties and other mandatory
payments.

VivaCell-MTS is said to have paid 10.2 billion drams (the second
largest colportage taxpayer for the first half) ArmenTel (trading as
Beeline) paid 8.6 billion drams (4th place) and Orange Armenia paid
2.4 billion drams (18th place).

Overall, the 1000 largest corporate taxpayers paid 325.9 billion drams
in various taxes in the first half, up from 313.7 billion drams paid
in January-June 2013. Topping the list is Armenia’s national natural
gas distributor Gazprom Armenia, which paid 23.9 billion drams against
19.4 billion drams paid in January-June 2013.

ArmenTel is owned fully by Russian Vimpelcom. It provides fixed and
mobile telephony services as well as speedy Internet service.

Orange Armenia is a 100 percent subsidiary of France Telecom and
VivaCell -MTS is owned by Russian Mobile Telesystems (80 percent) and

President speaks against Public Council’s proposal to arm residents of

The recent sabotage attempts in Karabakh have given rise to various
opinions suggesting that border village residents should be provided
with weapons. The President, however, does not agree with this.

On Thursday President Serzh Sargsyan met Public Council members and
discussed issues regarding stabilization and safety of border
villages.

Public Council President Vazgen Manukyan, after visiting border
villages recently, mentioned that the local residents should be
provided with weapons.

“We should create subgroups of local residents, people should be
armed, there should be regular trainings,” Manukyan said.
But according to President Sargsyan, there is no point is arming
civilians, because the Armenian Army is capable of providing
protection in provinces, and those who can carry weapons must be in
the army.

“I see no point in handing weapons to village residents, those who can
handle weapons are invited to serve in the Armenian Army, where all
conditions are created, 150,000 AMD (about $370) salary, also some
bonuses – and they serve only half of the month,” the President said.

Armenian Minister of Defense Seyran Ohanyan on July 17 said that the
question of allowing contract servicemen in Karvatchar to take the
weapons home is under discussion. The Minister said that these steps
are taken in order to enable contract servicemen to react properly in
situations like recent cases of sabotage.

Karvachar-based political analyst Alexander Kananyan on July 16
reflected on the recent events in Karvachar also mentioning that the
border village residents need to be armed.

“Border village residents, especially contract servicemen living
there, must be handed mild weapons – permission to keep the weapons at
home and an unlimited right to carry it in need,” Kananyan said.

Many residents of border villages of Tavush Province also expressed
desire to keep weapons at home, because if need be they will turn to
self-defense, however some think that weapons might become a problem
and cause shooting incidents.

Heads of rural communities in Tavush Province do not see the need in
keeping weapons, either, on the one hand trusting the Army, and on the
other having concerns about weapons bringing undesirable results.

Over the past year serious work has been done in the armed forces
towards anti-reconnaissance-in-force measures at all the sections of
the border. Aside from personnel training a relevant system of
engineering devices has been created which enables preventing attempts
at penetration, said the minister of defense Seiran Ohanyan in an
interview with Radio Liberty, speaking about border security.

It is possible to install technical devices in those sections of the
front line which are not subject to direct impact of the enemy and
positions are located far from each other, Ohanyan said. The minister
of defense says locally produced border security devices are being
tried out currently. “We do cooperate with all the organizations which
come up with proposals or carry out our orders. Namely, we cooperate
with IT companies,” he noted.

The U.S. co-chair of the OSCE Minsk Group James Warlick has met with
the representatives of this organization.

“I reminded OSCE representatives that a Nagorno-Karabakh settlement
should be a priority, even with many global concerns,” he stressed.

Warlick said on July 23 that he is leaving for Vienna to brief Minsk
Group representatives and OSCE Secretary General on Nagorno-Karabakh
peace.

Azerbaijani Foreign Minister Elmar Mammadyarov met with the OSCE Minsk
Group co-chairs as part of the fifth meeting of the foreign ministers
of member countries of the EU Eastern Partnership in Brussels on July
22.

During the meeting the sides discussed the principles well known to
the public, as well as ways to accelerate the process of resolving of
Nagorno-Karabakh conflict on the basis of statements voiced by
co-chairs.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. As a result
of the ensuing war, in 1992 Armenian armed forces occupied 20 percent
of Azerbaijan, including the Nagorno-Karabakh region and seven
surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the U.S. are currently
holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Former Glendale resident looks to revive Armenian winery tradition

Not far from Varuzhan Mouradian’s Armenian vineyard, volcanic stones
from thousands of years ago dot the landscape of an ancient winery.

Armenia is home to one of the oldest-known winemaking facilities,
which researchers found in a cave a few years ago, but it’s by no
means a wine mecca.

That didn’t stop Mouradian, a former Glendale resident and wine
enthusiast, from buying open land in a valley there and planting grape
vines.

He dreams of turning his rows of Areni and Kakhet grapes, varietals
indigenous to Armenia, into a boutique winery fit with a Chateau
façade and tasting room — a rarity in the country. He fell in love
with boutique wineries in Napa and the Santa Ynez valleys when he
lived in California and he wants to bring that same kind of ambience
to his homeland, no matter the risks.

“One day, I went with my wife to an Italian restaurant, and I looked
at all these nice bottles of wine, and I said, ‘Look, one day, I will
be marrying wine. I will marry to the vine,'” he said from his home in
Yerevan, which is about 15 miles from his vineyard in the Ashtarak
Valley. “I am married to the vine and the wine is born from that
love.”

There are about 20 winemaking enterprises in Armenia, according to a
2012 report written by an Armenian think tank analyzing the potential
growth for the country’s wine sector. Comparatively, there are more
than 3,700 bonded wineries in California, according to the Wine
Institute, an advocacy group. Armenia and California are home to
roughly 3 million and 38 million people, respectively.

Most Armenian winemakers buy their grapes from small farms rather than
growing their own, according to EV Consulting’s report. Between 1976
and 1980, Armenian wineries produced 88.4 million liters of wine,
dropping to 6.8 million in 2011.

EV Consulting attributed the slide to Soviet rule. Some winemakers
still use outdated Soviet equipment and value quantity over quality,
the report states.

But Mouradian believes Armenia can improve its wine reputation and
export fine wines. The government is slowly creating tax incentives to
encourage the sector’s growth, he said, and a handful of vintners like
him want to create a tourist draw.

“We don’t have Armenia as a wine country on the map,” Mouradian, 48,
said. “I’m positive after five, six years, yes, Armenia will become
one of the wine countries known by the world.”

Mouradian was born in Armenia, but moved to Glendale when he was 24 in
search of job and life opportunities. He met his wife and they later
had four children. He had a successful career and invested some of his
money in Armenian land and property, with hopes of one day selling it
and making a profit once the Armenian economy improved.

But he became ill and could no longer take the stress of his job. He
always admired his clients in the creative sector and yearned for a
change of pace.

“I was missing something,” he said. “I thought I needed to do
something creative.”

He and his family picked up and moved to Yerevan, but his eldest
daughter, a student at UCLA, stayed behind. Soon after moving,
Varuzhan reached out to his Armenian cousins to help him convert the
open land he bought into a vineyard.

Mouradian has the land, the grapes and has made a few test batches of
blended wines, but he doesn’t have a name for his winery and he hasn’t
put any bottles on the market.

“We did a couple barrels just for testing purposes, that’s all,” he
said. “I think they are good. They are perfect. Next year, I think
we’ll go a little further.”

On Sunday, July 27, the Armenian Church will observe one of its five
major feasts: the Feast of the Transfiguration of our Lord Jesus
Christ.

The observance recalls Christ’s ascent up Mount Tabor, accompanied by
his disciples John, James, and Peter. At the mountain’s summit, to the
disciple’s frightened amazement, Christ was transfigured in a blinding
white light; the Old Testament figures Moses and Elijah emerged from
the mists of time to confer with the Lord; and the voice of God boomed
from out of the heavens to affirm Jesus as his Son.

Jesus was characteristically reticent about the episode: he urged the
disciples not to speak of it. But the gospels recorded it for
posterity, and his church-including local Armenian parishes across the
Diocese-celebrates it every year.

Karekin I
His Holiness Karekin I, the 131st Catholicos of All Armenians, began
his pontificate in 1995, at a critical moment in Armenian history.

** A Requiem for His Holiness Karekin I (1932-1999)

As the 131st Catholicos of All Armenians, His Holiness Karekin I had
the distinction of being the first catholicos elected in the free
Republic of Armenia. That fact alone would have secured his place in
our history.

But it was not in his character to be a mere by-stander in the parade
of events. `Let us be makers of history,’ was his credo=80’which he
recited in countless sermons and public speeches. More importantly, he
exemplified that advice throughout his life.

That life came to an untimely end in the summer of 1999-15 years
ago. At the Mother See of Holy Etchmiadzin this month, a solemn
requiem service was held to mark this sad milestone, presided over by
his successor, the 132nd Supreme Patriarch and Catholicos of All
Armenians, His Holiness Karekin II. (Click here

Karekin I began his pontificate in 1995, at a critical moment in
Armenian history. His blessed predecessor, Catholicos Vasken I, had
led the church for almost 40 years, and had been a beacon of light in
the darkness of Armenia’s Soviet period. Our homeland was taking its
first steps into a new era of independence. Armenians around the world
needed to be reminded of their heritage, and the church itself needed
renewal.

At this fragile moment of transition, Catholicos Karekin was called to
lead the Mother See of Holy Etchmiadzin. It was a heavy burden; but he
did not bear it alone. His Holiness was always aware that there is a
greater hand at work in the affairs of men; and he had faith that this
Hand would guide our people through all afflictions, to a better
place.

That faith endures, even 15 years after his death. Those of us who
knew Catholicos Karekin I will never forget his great strength and
courage. Even during his final, painful days as he battled cancer, he
never grew dismayed or fearful. His faith, his sense of duty, his
awareness of God’s hand in his own life-and in the life of the
Armenian people-gave Vehapar powerful spiritual reserves, which even
the approach of death could not exhaust.

His spirit will endure in all of us who were inspired by his
example. May God grant light to his soul.

Meeting at the Diocesan Center on Thursday, July 24, members of the
Diocesan Council received and discussed reports pertaining to the
National Sunday School Superintendents Summit held last weekend in New
England (see story below), the activities and projects of the ACYOA
and Women’s Guild Central Council, as well as the events planned for
the commemoration of the 100th anniversary of the Armenian Genocide of
1915.

The Council also discussed the requests and concerns received from the
various Diocesan parishes.

the Diocese’s Haik and Alice Kavookjian Auditorium, and preparations

** Genocide Centennial Commemoration Announced

The National Centennial Committee to Commemorate the Armenian Genocide
has issued its first official announcement of the events planned for
2015.

Commemorating the passage of 100 years since the start of the first
genocide of the 20th century, a schedule of events including an
ecumenical prayer service at the National Cathedral, a memorial
concert, public exhibitions and a Pontifical Divine Liturgy will take
place from May 7 to 10, 2015, in Washington, DC.

His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, and His Holiness Aram I, Catholicos of the Great House of
Cilicia, will both journey to the United States to lead and
participate in the commemorative events.

Sunday School superintendents from parishes across the Eastern Diocese
gathered for the first-ever National Sunday School Superintendents
Summit held last weekend in New England.

The goal of the three-day event was to develop new approaches to the
way educators teach, worship, and witness the church in today’s
world. Session addressed perceptions of the Armenian Church, the
difference between managing and leading, and visioning exercises.

Interspersed throughout the weekend-which was sponsored by the
Diocese’s Department of Christian Education-were reflections,
faith-building activities, and prayer experiences. The proposals that
emerged will influence local programming, as well as the priorities of
the Department of Christian Education and the Diocese overall.

The weekend concluded at the Holy Translators Church of Framingham,
Mass., with the celebration of the Divine Liturgy by parish pastor
Rev. Fr. Krikor Sabounjian. Superintendents offered the Kiss of Peace,
read Scripture, delivered a message, and shared prayers that the group
had composed during its meetings.

The modern tractor-the first of its kind in Armenia-will help local

the region’s larger goal of supporting farming and creating jobs in
Berd.

Fr. Abdalian anoints parishioner Anita Zakarian as part of the
ceremony of holy confirmation.

St. Garabed Mission Parish of Kansas City, MO, received a visit this
past weekend from the Rev. Fr. Tateos Abdalian. The director of
Diocesan Mission Parishes met with parish leaders, and led services in
the community.

In a meeting with Parish Council members he heard their plans for an
upcoming visit from the Diocesan Primate, Archbishop Khajag
Barsamian. The parish is planning to welcome Archbishop Khajag with a
family picnic, where he will be able to meet and interact directly
with the people of the community. The Primate will celebrate the
Divine Liturgy, during which a new baptismal font will be consecrated
and anointed.

Fr. Abdalian met with the craftsman manufacturing the font last
weekend, to advise him on the proper Armenian stylings for church
vessels. He also conferred the sacrament of holy confirmation on
parishioner Anita Zakarian, wife of church organist John Zakarian.

`Anita has been attending services and participating in the life of
the community,’ said Fr. Abdalian, `but she felt that there was
something incomplete in her participation, and expressed a desire to
become a confirmed member of the Armenian Church.’

Fr. Abdalian had spent time instructing Anita in matters of faith, and
provided her with resources to help her understand and accept
confirmation into the Armenian Church. Last Sunday she humbly and
joyfully stood before the altar of God alongside her godfather and
sponsor, Gary Hatutian, St. Garabed’s Parish Council chair. In the
presence of family, parishioners, and friends, Anita was anointed and
received her first Holy Communion during badarak. The entire community
celebrated the occasion at a reception after services.

the Pontifical Legate of the Armenian Diocese of France, who is
visiting the Eastern Diocese this month.

The Primate spoke with the summer conference participants about
preserving the Armenian identity. He also shared his impressions from
the recent Youth Pilgrimage to the Holy Land, and answered questions
about the Armenian presence in Jerusalem.

On Saturday, July 19, the High School “A” group welcomed Jonathan
Pelaez, vice chair of the ACYOA Central Council. Jonathan spoke about
the activities of the ACYOA Central Council, and answered questions
from participants about their local ACYOA chapters. He also assisted
during the day’s Bible study session, and joined the group for dance
instruction and the evening service.

The High School `A’ Conference was held from July 14 to 23. It was led

The High School `B’ Conference will be held from July 26 to August
4. The summer conferences offer young people Bible study sessions,
daily worship, lectures from clergy and lay leaders, Armenian language
instruction, as well as sports and outings.

On Monday, July 21, the St. Vartan Camp family welcomed Diocesan
Primate Archbishop Khajag Barsamian.The Primate observed campers
during a day filled with classes, sports, swim, and other activities.

He spoke about the importance of remaining involved in the life of the
Armenian Church and presented campers with Armenian crosses from
Bethlehem.

Additional visiting clergy and instructors for session `B’ over the
past week have included the Rev. Fr. Mardiros Chevian, dean of
St. Nersess Armenian Seminary in New Rochelle, NY; Rev. Fr. Krikor
Sabounjian, pastor of Holy Translators Church of Framingham, MA;
Maestro Khoren Mekanejian, director of Music Ministry at the Eastern
Diocese; and Stepan Piligian, a parishioner of Holy Translators Church
of Framingham.

Session `B’ was led by the Rev. Fr. Vart Gyozalyan, pastor of Hye
Pointe Church of Haverhill, MA. The camp is now preparing for the
start of session `C,’ which will be directed by the Rev. Fr. Vasken
Kouzouian, pastor of Holy Trinity Church of Cambridge, MA.

Sunday, July 27, will mark the opening of Hye Camp in Ingleside,
IL. The Very Rev. Fr. Aren Jebejian, pastor of St. Gregory the
Illuminator Church of Chicago, IL, will serve as the Hye Camp
director.

Azerbaijani sportsmen feel safe in Armenia

The Armenian side treats well Azerbaijan’s team participating in the
European Archery Championship held in Etchmiadzin and ensures its
security, Samaya Mamedova, the head the press service of Azerbaijani
Sports and Youth Ministry, was quoted as saying by minval.az.

In her words, “the overall situation is very good”.

According to the website, the Azerbaijani delegation is composed of 6
sportsmen, a coach, and a representative.

Defense lawyer Samvel Karakhanyan will henceforth represent
businessman Levon Hayrapetyan in Moscow court, Aysor.am learned from
L. Hayrapetyan’s former lawyer Ruben Markaryan.

“I informed Levon Hayrapetyan that the court hearing in the case of
another client, Hrachia Harutyunyan, is due on the same day as charges
are expected to be brought against L. Hayrapetyan. Besides, because of
my busy schedule – I earlier agreed to defend Rybinsk mayor Yuri
Lastochkin – I cannot participate properly in the trial of L.
Hayrapetyan and for this reason Samvel Karakhanyan will henceforth be
his defense lawyer,” Markaryan said.

As was reported earlier, today Moscow investigators will bring charges
against Armenian businessman Levon Hayrapetyan suspected of
embezzlement and money laundering.
