Les commerçants maintiennent la pression sur le gouvernement arménien

Hovik Abrahamian le Premier ministre a de nouveau rencontré les
représentants des commerçants du marché à Erevan alors que des
centaines d’entre eux ont continué à manifester contre les changements
récents dans la législation fiscale dont ils disent qu’elles
pourraient ruiner leurs entreprises.

D’autres hauts fonctionnaires, quant à eux, ont défendu les nouvelles
réglementations fiscales et exclu toute modification de la loi sur la
taxe sur le chiffre d’affaires perçues par les petites entreprises
dont les ventes annuelles vont jusqu’à 58 millions de drams ( 140
000$).

Plus tôt cette année, le gouvernement arménien a fait voter des
amendements au Parlement qui réduisent le taux de l’impôt sur le
chiffre d’affaires de 3,5 à 1 pour cent. Dans le même temps les
amendements, à compter du 1er Octobre, obligent les commerçants à
fournir aux autorités fiscales les documents justificatifs de leurs
transactions avec les plus grands fournisseurs et en cas de refus ils
risquent de lourdes amendes.

Le but officiel de la mesure est de lutter contre l’évasion fiscale
chez les grands importateurs de marchandises. Des dizaines de
propriétaires de petites entreprises, la plupart d’entre eux vendant
des biens sur les marchés, disent qu’ils ne peuvent pas s’y conformer
parce que les commerçants de gros refusent systématiquement de leur
délivrer des reçus.

Trois de leurs représentants ont répété cet argument lors d’une
réunion avec Abrahamian qui s’est tenue pendant un autre rassemblement
organisé devant son bureau au centre-ville d’Erevan. Ils lui ont
présenté des propositions écrites destinées à répondre à leurs
préoccupations.

Les quatre principaux partis d’opposition de l’Arménie ont proposé
plus tôt cette semaine que le gouvernement n’applique pas les
nouvelles règles au moins jusqu’en Janvier 2016. Toutefois, la
majorité pro-gouvernementale à l’Assemblée nationale a rejeté l’idée.

Plusieurs députés de l’opposition ont rencontré le ministre des
Finances Gagik Khachatrian et les leaders de la majorité du Parlement,

Selon Aram Manoukian, Gagik Khachatrian aurait affirmé que l’échec à
appliquer la loi sur l’impôt sur le chiffre d’affaires cette année se
traduirait par un manque à gagner pour l’État de 10 milliards de drams
(24,5 millions de dollars). Khachatrian a également fait valoir que le
Premier miniqtre et lui-même ont ordonné aux fonctionnaires du service
des impôts d’éviter les inspections > à l’encontre des
petites entreprises.

Vahram Baghdassarian, le leader parlementaire du Parti républicain
d’Arménie (HHK), a dit que ces ordres sont suffisants pour dissiper
les inquiétudes des commerçants.

YEREVAN, October 3. /ARKA/. Turnover tax rates should be downed
not only for trade, but also small industrial enterprises, Tatul
Manaseryan, head of Alternative Research Center, said Friday at a
news conference.

“If at the initial stage of their activity small industrial companies
enjoy preferences and support, they will be able to develop into
medium and even large organizations,” he said.

The amendments to the turnover tax law took force on October 1, 2014.

They imply turnover tax decrease from present 3.5% to 1%, but
along with that, they demand certain paperwork from small and medium
entrepreneurs though introducing a facilitated scrutiny over compliance
with this demand.

The obligatory paperwork demand has prompted discontent among small and
medium entrepreneurs, who are staging protests outside the government
and parliament buildings.

Speaking about these protests, Manaseryan said that certain political
forces in Armenia are deliberately whipping up tension, and the
government is making insufficient efforts to enhance public awareness
about advantages of the amendments.

“Introduction of the obligatory paperwork is aimed at lessening shadow
in Armenia’s economy,” he said. —0—

49 Turkish hostages are becoming clearer after President Recep Tayyip
Erdogan signaled at an exchange by saying, “So what if there was
an exchange?”

In return for the consulate personnel, 180 militants were handed
over to IS, including some senior officials of the organization:

This is the background of the release of the 49 hostages:

The process began with the US air attacks against IS. The United
States asked Turkey not to release IS militants undergoing medical
treatment in Turkey and warned Turkey not to free IS people apprehended
in Turkey. IS, for its part, pressed the government to release the
detained IS personnel and those undergoing treatment.

The AKP government, squeezed by the United States and IS, then
developed an exchange formula to hand over IS militants in Turkey in
return for hostages. It was claimed that with this diplomatic formula
Turkey ensured the release of the hostages while getting rid of the
IS people on its territory. Turkish security units were not directly
engaged in an operation during the release of the hostages.

Notables of pro-US Iraqi tribes played an important role in the
exchange process. After the agreement was reached, IS brought the
hostages to the border and informed the Turkish National Intelligence
Organization (MIT). There, Turkish security units took over the
hostages. The release of IS militants followed the release of Turkish
hostages and took about one week. IS militants undergoing medical
treatment and those detained in prisons were brought forth and held
in Van before being delivered to IS in batches. It is not yet known
whether the IS militants who attacked police at Nigde were among those
handed over. Reports say they were included in the initial list of IS
militants to be released, but were taken off the list after reactions.

No weapons were given or money paid for the hostages. But in the
very first days of the crisis, a certain amount of money was paid to
IS officials. Release of hostages also revealed three power centers
involved in the issue. After the release of hostages, the presidency,
the prime ministry and MIT mobilized their supporters in the media to
play up and glorify their roles. This was seen as the first secret
power struggle in Ankara since Erdogan became president. Ankara
political circles say this was the way MIT chief Hakan Fidan conveyed
a message of “I count also.”

of School N21 of the Russian Defense Ministry in Yerevan. The astronaut

Ryazansky visited the Erebuni Air Base where he met its commanders
and pilots.

Sergey Ryazansky was the crew chief of Soyuz TMA-10M ship. He spent
166 days on the International Space Station (September 26, 2013 –

100 km Tribute Kicks Off

Glendale, CA – A wine and cheese reception, slated for October 19,
marks the start of fundraising associated with the 100 km Tribute
honoring Armenian Genocide martyrs.

The Turkish Constitutional Court has ruled as “unconstitutional” the
Telecommunications Directorate’s (TİB) authority to close websites
within four hours on the basis of national security, protecting public
order, or preventing crime, Hurriyet Daily News reported.

The extraordinary authority was granted to the TIB after an amendment
to the Internet Law was passed at Parliament on Sept. 10, sparking
protests from Internet rights groups.

The latest Constitutional Court order is also binding for all sites
already closed down due to the same law.

The main opposition Republican People’s Party had appealed to the
Constitutional Court on Sept. 15 to annul the changes, arguing that
they further restricted Internet use in Turkey and increased the
government’s control of web traffic.

The restrictions had drawn reactions from Turkey’s opposition and
international organizations, who voiced concerns that freedom of
expression and the right to freely communicate in private would
be imperiled.

After the shooting of oppositionists on Mar 1 2008, those in power
realized that it would be hard for them to keep power in their hands,
so, they decided to organize constitutional reforms so as to cancel
the post of president and to get power in some other way, Director
of the Armenian Center for National and International Studies Manvel
Sargsyan told ArmInfo on Monday.

“The Republicans welcomed that idea as they saw that it was a chance
for them to keep things the way they were. But some of them raised
a cry. When appointed as Prime Minister, Hovik Abrahamyan imagined
that things had changed for him. He convoked all owners and offered
them new rules. He urged them to pay on an equal basis. But when
the owners replied, ‘Pay yourself first and then we’ll also do,’
Abrahamyan realized that he was nobody. He hoped to put his hand on
everything but the system went off otherwise. It was then that those
in power realized that there is no use in changes as they can swap
people inside without changing anything in the system,” Sargsyan said.

Unlike the problematic mechanism of presidential elections,
parliamentary elections in Armenia do not de facto exist, Director
of the Armenian Center for National and International Studies Manvel
Sargsyan told ArmInfo on Monday.

“Parliamentary elections divide all this process into 131 parts and
make it much easier for the regime to keep power in its hands. That’s
why the Republicans are so eager to preserve all they have created so
far: power usurped by one group and definite roles for other ones. If
everything works well, why not to keep it for one more decade?”

Sargsayn said.

In this light, the mechanism of presidential elections is a problem
for Serzh Sargsyan as change of the criminal lord is a serious step.

“We all saw what happened on Mar 1 2008, when Kocharyan was replaced
by Sargsyan. It was not just a conflict between the people and the
usurpers but a war inside the gang,” Sargsyan said.

He is sure that with no mechanism of presidential elections, Robert
Kocharyan will not be able to do anything at all as parliamentary
elections in Armenia are orchestrated by oligarchs who pay big money
for the seats. “Supposing they give the money to Kocharyan, how will
he guarantee the seats? The very goal of the constitutional reforms is
to keep the existing system unchanged. They are changing the legal
framework just to convince people that they are going to change
everything, but in fact they are changing nothing,” Sargsyan said.

HISTORY REPEATING: FROM THE BATTLE OF BROKEN HILL TO THE SANDS OF SYRIA

It’s another hot Australian New Year’s Day, and 1200 people are
aboard a train bound for a picnic when a burst of gunfire shatters
the festive atmosphere. Police return fire, killing the attackers –
but not before four picnickers are killed and seven more wounded.

This is not a fantastic scenario: for several terrifying hours,
this was Broken Hill in outback New South Wales on January 1, 1915.

A century on, religion is still being abused for political purposes
by extremists. We have recently heard Islamic State (also known as
IS or ISIS) calling on Muslims around the world to attack and “kill a
disbelieving American or European … or an Australian or a Canadian
or any other disbeliever from the disbelievers”.

Those recent pronouncements have some echoes of the now
little-remembered 1915 Battle of Broken Hill. Similarly, the current
delays in protecting civilians in Syria and Iraq from the horror
unleashed by the IS – particularly the slow response of neighbouring
countries like Turkey – mirror the situation in 1915.

Then, as now, the world was acutely aware of the humanitarian
catastrophe that was unfolding in those same parts of the world. When
unarmed civilians were trapped in the Hakkari Mountains or the city
of Van, drastic action was required to save lives. Action that was
too slow in coming for too many.

The question now is whether we learn from history, or sit back and
watch more civilians die.

A call to action

The attack in outback New South Wales came only a few weeks after
Sheikh-ul-Islam, the Ottoman Turkish Empire’s primary religious
leader, declared a jihad (or holy war) on behalf of the government,
urging his followers to take up arms against Great Britain and the
Allies on November 14, 1914.

The sheikh’s declaration urged Muslims all over the world – including
those living in Allied countries – to rise up and defend the Ottoman
Empire. In part, his declaration read:

Of those who go to the Jihad for the sake of happiness and salvation
of the believers in God’s victory, the lot of those who remain alive
is felicity, while the rank of those who depart to the next world
is martyrdom. In accordance with God’s beautiful promise, those who
sacrifice their lives to give life to the truth will have honour in
this world, and their latter end is paradise.

In modern parlance, Broken Hill could be classified as a “lone-wolf
attack”. The attackers were former Afghan cameleers named Badsha
Mohammed Gool, an ice-cream vendor, and Mullah Abdullah, a local imam
and halal butcher.

While the attack was apparently politically inspired, the attackers
confessed in notes they left behind that they were not involved in
any organised group or militia.

Remembering the lessons of genocide

Now, just as in 1914, Yazidis, Christian Armenians and especially
indigenous Christian Assyrians are being targeted in the name of Islam.

Just as it was in 1914, the 2000-year-old Christian presence in the
Middle East is threatened with extinction, even as we approach the
eve of the centenary of the 1915 Armenian and Assyrian genocides.

A century ago, the ideological forebears of IS targeted Christian
Hellenes, Armenians and Assyrians. Once the people were largely gone,
their physical heritage was targeted: churches, monasteries, schools,
hospitals, community centres, homes. Thousands of Christian holy
sites were systematically destroyed across Turkey, Iraq and Syria.

Just as before, religion is being abused for political purposes by
groups of extremists. Late last month, IS destroyed the Armenian
Church of the Holy Martyrs at Deir-e-Zor in north-eastern Syria, part
of their campaign to “cleanse” their “caliphate” of the presence of
“unbelievers”.

In a sea of inhumanity unleashed by IS, this was a particularly
barbaric act, as the Church of the Holy Martyrs and its associated
museum are dedicated to the victims of the Armenian Genocide.

The church served as a massive reliquary containing the bones of
Christian Armenians deported by the Ottoman Turkish Empire to the
desert wastes around Deir-e-Zor to die of hunger, dehydration or worse.

The sands in this corner of war-ravaged Syria contain dozens of mass
graves from World War One, the victims of a systematic campaign of
extermination by a government against its own citizens. The descendants
of the survivors are now part of the Kurdish People’s Protection Units
(YPG) militia of Kobane, including units of indigenous Christian
Assyrians who refuse to permit another genocide to occur.

Just as in 1915, while claiming to be unable to restrain the extremists
who hide behind the veil of religion, over recent months the Turkish
authorities have done little to help the international efforts to
confront IS, while permitting IS fighters vital access across its
borders with Syria and Iraq. This includes not doing enough to crack
down on alleged IS oil smuggling.

Turkey still denies that it has allowed the oil smuggling. But in
June, Turkish opposition MP Ali Ediboglu said that US$800 million
worth of oil from IS-occupied areas of Syria and Iraq had been sold
in Turkey. This equates to about US$1.2 million per day flowing into
IS coffers, according to industry sources.

While Turkish MPs have just voted to allow NATO to use the 60-year-old
Incirlik air base and potentially allow the Turkish military to enter
Iraq and Syria to join the fight against IS, it’s still unclear exactly
what action Turkey will take. Turkish Defence Minister Ismet Yilmaz
has been reported as saying: “Don’t expect any immediate steps.”

Rescuing defenceless civilians

In World War One, small groups of specialist forces such as the
Dunsterforce rescued tens of thousands of Yazidis, Christian Armenians
and indigenous Christian Assyrians, placing themselves between the
largely defenceless genocide survivors and those who would wipe
them out.

The actions of men such as Stanley Savige (later Sir Stanley George
Savige) should be a source of pride for all Australians: individuals
standing up for what is right. Australia should draw inspiration from
such men in the long fight against extremism that lies ahead.

There have been enough parallels with 1915. Time to break the cycle
and save the fragments of Yazidi, Armenian and indigenous Assyrian
civilisation that cling to existence in Iraq and Syria today.
