The Armenian Central Bank’s requirement about the six- fold growth
of the total capital of the banks will result in enlargement and
monopolization by means of an administrative instrument, not market
mechanisms, Mikayel Melkumyan, Deputy Chairman of the Parliamentary
Commission for Economy, MP from the Prosperous Armenia Party, at
today’s press conference in Yerevan.

He said that the CB makes the bank increase their total capital from
the current 5 bln AMD to 30 bln AMD and at the moment only three banks
meet that standard. He did not name the small banks, which may close
or merge with other banks.

The MP said that the CB’s requirement is very tough. In developed
European states such as Luxembourg, Germany, Norway or Sweden, where
the GDP income per capita makes up $30-50 thsd, the Regulator’s
requirement to the banks is $6-12 mln only, whereas in Armenia it
is $737 mln. “There are 21 banks in Armenia today. Why hasn’t the
number risen or dropped over the past 6-7 years? The free market
should determine the number of the banks”, he said.

In the meantime, the MP thinks that the CB made that decision to
reduce the risk of non-performing assets on the balance sheets of the
banks. “The CB wants to enlarge the banks to reduce the unattractive
assets in the total capital of the banks and to enhance the efficiency
of their activities”, he said.

According to the CB’s requirement, starting 1 Jan 2017 the minimum
total capital of Armenia’s commercial banks should grow to 30 bln
AMD versus the current 5 bln AMD. Such a decision was taken at the
CB Board’s session on 30 Dec 2014. The amendment is dictated by the
need to merge and enlarge the banks to enhance the Armenian banking
system’s efficiency and to resist various economic shocks.

To note, at the moment there are 21 banks in Armenia and the aggregate
total capital of the banking system amounted to $1.029 bln at the
yearend of 2014. The commercial banks’ profit has dropped by 35%
over year and totaled $57.2 mln.

YEREVAN–A major agricultural catastrophe is lurking in Armenia.

Armenia’s centuries old grape and related industries are in danger of
losing their productivity, potentially impacting the livelihood of
thousands of families and causing a major loss of export potentials
and income to the entire country – reports Fresno, California-based
Armenian Technology Group, Inc. (ATG).

Armenia’s Ararat Valley — where the vineyards date back to
the biblical times — is infected by the phylloxera nematode,
a microscopic louse that attacks the roots of grape vines. The
infestation is severely diminishing the grape-root system’s ability
to absorb needed water and nutrients to sustain the vine.

“Phylloxera is the nemesis of the grape industry,” said Varoujan Der
Simonian, Executive Director of ATG. “Once a vineyard is infected by
the louse it can destroy it fairly rapidly, and then spread naturally
to others nearby.”

In Ararat Valley, the destructive nematode appeared few years ago, in a
small family vineyard. The locals considered it as a single incident,
ripped up and burned the vines and thought that would control the
disease. However, similar to the Europeans’ in the early 1900’s,
their attempt to eradicate the louse failed!

In 2013 phylloxera appeared in another vineyard in Ararat Valley. The
field was quarantined to contain the louse, but the attempt had
failed as well. As of December 2014 phylloxera has already spread
to a 40 mile radius, and infected at least eight different vineyards
located in Armavir region. Based on a data obtained from the Ministry
of Agriculture in Armenia, It has been identified in vineyards in
Aghavnatoun, Arevadem, Aygek, Artamed, Kayi, Norapat, Noraket and
Mayisian villages.

If the spread of the disease continues at its current pace, within the
next 5 to 10 years farmers in Armenia might lose all their vines,
be forced to rip them out and replant their vineyards with new
phylloxera-resistant vines.

Importing and propagating plants is prohibited in Armenia without
the permission of the Ministry of Agriculture — very much like in
other developing countries.

On January 30, Sergio Karapetyan, Ministry of Agriculture announced
that “Armenia must develop phylloxera-resistant plants.”

“We are exploring the options with the [Ministry of Agriculture],
to prepare the foundation for a phylloxera-resistant grape nursery at
a secluded location” said Der Simonian. “It is not possible to clear
the fields form the louse. Farmers cannot fight this epidemic alone;
we have to supply them with phylloxera-resistant plants to help them
rejuvenate their vineyards.”

The livelihoods of thousands of already stressed farm-families in
Armenia are at high risk of being ruined. These farmers are the
ones who work hard year-long to supply grapes to the centuries-old
Armenian wine and cognac [brandy] industries. As a result, these
income-generating producers and exporters are also on the verge of
not only environmental, but also economic collapse.

During the 19th century Phylloxera infestation become and epidemic
throughout France and most of Europe, destroying some two-thirds
of the continent’s vineyards, and by 1900’s some 70% of the vines
in France were dead -the livelihoods of thousands of families were
ruined. The danger is no less in US! In the 1990’s Phylloxera attacked
California’s main wine region causing about two thirds of the vineyards
in Napa Valley to be replanted. Phylloxera has also devastated many
vineyards in Oregon, whose owners had hoped that the louse wouldn’t
infest the virgin soils.

First Carrefour To Open In Yerevan, Most Probably, In Early March –

YEREVAN, February 4. /ARKA/. The first Carrefour hypermarket in
Armenia will open in Yerevan, most probably, in the beginning of March,
French ambassador to Armenia jean-Francois Charpentier told a press
conference on Wednesday.

Preparations for the opening will be completed soon, he said.

Charpentier also said the management of the hypermarket will rather
prefer working with local producers. Specific products, certain brands
of wines and cheese in particular, will be also available in the shop,
he said.

The preliminary agreement between Yerevan Mall trade center and
Carrefour was signed in Yerevan on May 13, in the presence of the
presidents Serzh Sargsyan and Francois Hollande.

Carrefour SA is a French retail trade company and operator of
Carrefour, the world’s second biggest chain of hypermarket after
Wal-Mart.

The hypermarket will be opened in the territory of Yerevan Mall that
occupies premises of 66,000 square meters, of which 10,000 square
meters are built up in accordance with Carrefour standards. -0–

The Armenian Parliament on Tuesday voted 75 to 1, with 40 abstentions
to postpone until July 1 the enforcement of a controversial sales
tax law that caused protests among traders.

For several days last week mostly small business owners staged protests
in front of the government building in Yerevan demanding that the
law that envisages a reduction of the sales tax for them from 3.5 to
1 percent but also implies a crippling amount of paperwork be scrapped.

After the January 30 protest, Prime Minister Hovik Abrahamyan
announced that the enforcement of the key provision of the law that
stipulates stricter rules for small business owners in documenting
their transactions with larger companies would be postponed and
additional mechanisms to ensure that businesses are not affected by
the law would be worked out.

The ruling Republican Party of Armenia, which controls a majority of
seats in the legislature, and the opposition Armenian Revolutionary
Federation said before the vote that their factions would support
the decision to delay the application of the law. The other factions,
including the Prosperous Armenia Party, the Armenian National Congress,
Heritage and Orinats Yerkir, said they would abstain.

Selon le meteorologue, une couverture de neige n’est perceptible que
dans les regions montagneuses de l’Armenie.

“L’absence de la couverture de neige a un impact d’abord sur le ble
d’hiver, parce que le temps est chaud, le ble a germe, et si avec
la temperature la nuit tombe, cela va d’abord endommager le ble”,
a declare l’expert aux journalistes.

Selon Gagik Surenyan, a la fin de Janvier et debut Fevrier les
temperatures vont augmenter de 4 a 5 degres centigrades et elles
pourraient etre de 13 a 14 degres au dessus de zero dans la vallee
de l’Ararat, et dans les vallees Syunik et Tavush elles pourraient
atteindre 18 degres au-dessus de zero.

“Cet hiver est le plus chaud depuis 1966, alors qu’en janvier,
les temperatures dans la vallee de l’Ararat ont atteint 17 degres
au-dessus de zero. Certes, ces temperatures de l’air sont un peu
inferieures a celles de 1966, mais neanmoins, dans l’histoire de la
meteorologie elles sont enregistrees comme le second hiver le plus
chaud en Armenie “, a declare le meteorologue.

La temperature sera elevee, en particulier dans le Shirak, Aragatsotn,
la vallee de l’Ararat, le Kotayk et le Vayots Dzor, la temperature
la plus chaude sera dans la province du Syunik – pendant les premiers
jours du mois, la temperature sera de 22 degres C au-dessus de zero.

Quant a Erevan, les meteorologues prevoient un chaud mois de Fevrier
aussi.

“Pendant les premiers jours du mois la temperature pourrait etre 15
degres au-dessus de zero et probablement qu’au cours de la seconde
moitie du mois, la temperature baissera jusqu’a + 8-10 degres la nuit

Si les images que l’on vient de voir sont enthousiasmantes par leur
presentation si fun, il n’en va pas de meme avec celles que nous
lance a la figure le photo-journaliste armenien de Tbilissi, Onnik
James Krikorian dont l’objectif s’est plus particulièrement attarde
sur certains travers en Armenie, mettant notamment en lumière la
pauvrete et l’abandon d’une certaine frange de la population, en
des images saisissantes de verite dont on aurait vivement souhaite
qu’elle ne fussent que de fiction.

police against the participants of an automobile rally organized by
the Founding Parliament on Saturday?

Gegham Baghdasaryan does not hope that the investigation wills produce
results, given the fact that the chief of police has been tasked with
the internal investigation.

Police in Nagorno-Karabakh stopped on Saturday members of the Founding
Parliament, a successor of the Pre-Parliament pressure group, who were
holding an automobile rally to Karabakh. Among the participants were
also Jirayr Sefilian, a former commander of Shushi special battalion,
and other veterans of the Karabakh war, who are said to have beaten up
by the Karabakh police and young men wearing special police task force
uniforms. The Founding Parliament says more than a dozen participants
of the automobile rally were injured in the incident that happened
on the Goris-Stepanakert highway near Berdzor. Journalist Anushavan
Shahnazaryan was also hospitalized with injuries in Goris.

Interfax: Serviceman Charged With Gyumri Murders To Be Tried By Russ

INTERFAX: SERVICEMAN CHARGED WITH GYUMRI MURDERS TO BE TRIED BY RUSSIAN COURT

The trial of Russian serviceman Valery Permyakov, who is charged
with murdering a seven-member Armenian family in Gyumri last month,
will be held in the Garrison Military Court in the territory of the
Russian military base, reports the Russian Interfax news agency,
quoting “sources familiar with the situation”.

The source says the decision has been made on the basis of a bilateral
agreement on the status of the military base situated in the north
of Armenia.

According to another Interfax source, the sides are also coordinating
a joint bill of indictment on the basis of the Russian legislation.

Permyakov, 19, is being prosecuted under the criminal laws of Armenia
and Russia. In Armenia he is charged with murders, while by Russian
laws he is also charged with desertion.

Protests took place in Gyumri following the January 12 brutal murders
of an entire seven-member family of the Avetisyans, with residents
demanding that the Russian serviceman charged with the crimes be
prosecuted and tried in Armenia and by Armenian laws.

Armenian Prosecutor-General Gevorg Kostanyan promised to angry
demonstrators on January 15 that he would make such a request to his
Russian counterpart.

Many lawyers in Armenia, however, believe that the Russian side has
no jurisdiction over Permyakov even if he was detained by Russian
border-guards. They say that Armenia has all grounds to demand the
transfer of the accused to Armenian justice.

Historic Cemetery Returned To Armenian Community Of Turkey

Armenian community of Turkey has won a legal battle for the ownership
of a historic cemetery in Istanbul in the latest success story for
the return of properties seized from minorities in the wake of legal
amendments,Daily Sabah reports.

The Prime Ministry’s Directorate General of Foundations, which
oversees properties belonging to religious and ethnic minorities,
has handed over the title deed for an ancient Armenian cemetery in
Istanbul’s central Ã…~^iÃ…~_li district to an Armenian church foundation.

Following new laws allowing the return of properties to their
rightful owners, Beyoglu Uc Horan (Yerrortutyun or Trinity) Church
Foundation had applied to the Directorate in 2011 for the ownership
of the cemetery. After four years and a settlement of legal matters,
the Directorate granted ownership to the foundation for the cemetery,
which covers some 41,950 square meters in the heart of Istanbul.

The cemetery’s history dates back to the 19th century in which a
Sultan’s decree ordered its handover to the Armenian community. In
the 1930s, its ownership was transferred to the Istanbul Municipality.

Yet, Armenian families were allowed to bury their deceased next of kin
in the cemetery even though they had no official deeds for the plots.

Among the cemetery’s notable occupants are Arman Manukyan, a notable
professor of economy from Bogazici University, opera singer Toto
Karaca, composer Onno Tunc, Armenian patriarchs, and Armenian lawmaker
Berc Keresteciyan Turker, who is known for his contributions to the
Turkish War of Independence.

The place is the latest property that the Armenian community has
obtained back after their confiscation by the state. In 2012, the
Directorate General of Foundations had returned the title deed of
the Armenian Catholic Cemetery in Ã…~^iÃ…~_li to the community and
a valuable plot in Zeytinburnu district to Yedikule Surp Pırgic
Hospital Foundation.

Foundations set up by non-Muslim minorities were granted the right
to acquire properties in 1912 but a new law in 1935 ordered them to
declare the properties they owned and register their title deeds. In
1936, a list of entire properties owned by minorities was handed to
the Directorate General of Foundations and minorities were prevented
from acquiring any property other than those in the list, thanks to
an unofficial ban that was viewed as the state’s hostility towards
minorities who were treated as “second-class” citizens. In 1976, the
Turkish Supreme Court of Appeals had effectively enforced the ban and
also ordered the return of properties minorities had acquired until
that year. Soon, countless plots and buildings, especially in upscale
districts of Istanbul, were handed to the Treasury after their seizure
from Greek and Armenian communities.

Markar Esayan, a columnist for Daily Sabah, says minorities have
suffered from “illegal policies” of the state-run foundations authority
that exploited legal loopholes. “Until [2008], they suffered at the
hands of fascistic measures,” he says, referring to the year that
an amendment in the relevant laws “helped the state to repair its
past mistakes.”

“Laws in the past dealt a blow to the self-sustainability of the
churches whose survival solely depended on schools, hospitals and
other sources of revenues,” Esayan says. He noted that a series of
decrees helped minorities to regain their rights in terms of return
of properties. “Currently, properties returned constitute 10 percent
of the total properties supposed to be returned. Nevertheless, it
is a very important, democratic step that the state stopped seeing
minorities as enemies,” Esayan says. He said that minorities complain
of several technical shortcomings in laws regarding church foundations
that sometimes complicate the procedure of returning the properties.

“The rate of returns is not sufficient. Yet, what matters more now
is a change in the mindset, a very radical change (in the view of
minorities by the state),” he says.

Associate Professor Toros Alcan, chairman of Armenian community’s Surp
Hac Tibrevank Foundation and board member of Directorate General of
Foundations, says the return of properties was “what the minorities
yearned for decades.” “I can safely say on behalf of minorities
that we are very happy with decisions to return the properties,”
Alcan says. He said what then prime minister and incumbent president
Recep Tayyip Erdogan once said, “It is not a blessing by the state
for minorities but rather a resumption of their rights.”
