murder of an Armenian married couple in the village of Novogrudino,
Irkutsk region of Russia.

Four young people robbed several country cottages and then entered
a booth belonging to an Armenian couple, whom they gunned down.

A criminal case was initiated in compliance with article 105.2 of
the RF penal code.

children’s and youth choir, when preparing for its future concerts,
on April 13, had a working meeting with choir-master Zakar Keshishian
in the Kchak center.

Karkach’s pupil performances will start on April 29 and its public
performance will take place on May 4 in the hall of the American
University.

According to Azdak’s report, this year’s concerts of Karkach are
dedicated to the 80th anniversary of Hamazgayin’s foundation and to
the 20th anniversary of Artsakh movement.

On April 15 RA President Serzh Sargsyan signed a decree on appointing
Lieutenant-General Yuri Khachaturov the Chief of the General Staff
of the Armed Forces of the Republic of Armenia, First Deputy Defense
Minister, dismissing him from the position of the Deputy Defense
Minister.

According to another presidential decree, Chief of the General Staff
of the Armed Forces of the Republic of Armenia, First Deputy Defense
Minister was conferred the rank of Colonel-General.

YEREVAN, APRIL 11, NOYAN TAPAN. The Armenian Weightlifting Youth
Championship finished in Vanadzor on April 9. 110 sportsmen took part
in this championship. Smbat Margarian (56 kg), David Galstian (69 kg),
Aghasi Aghasian (77 kg), Aghvan Melikian (85 kg), Taron Simonian (94
kg, all of them from Yerevan), and Ruben Mamoyan (62 kg, Etchmiadzin)
became winners in their weight categories.

Two weightlifters also became authors of republican records. Sevak
Manukian (105 kg, Kasakh) showed a result of 387 kg in the biathlon and
established a record. Super heavy weight Ruben Aleksanian (Ararat) with
a summed up 410 kg established five republican records in the biathlon.

PLACE BECAUSE OF ABSENCE OF BUYERS; The auction for the sale of two
objects of the Defense Ministry appointed in December of 2007 did not
take place today. Ilshat Baichurin, director of the information and
public relations department of the Defense Ministry, explained that
there were not enough candidates willing to take part in the auction.

The Defense Ministry planned to earn 4 billion rubles from the sale of
these objects and to spend this money on improving housing conditions
for servicemen.

The sale had to serve as a kind of training for the Defense Ministry
and on the basis of it experts of the ministry could carry out auctions
independently in the future.

The Defense Ministry rents or uses territories with an area of 135,820
square kilometers. The ministry also has Sary-Shagan and Emba training
ranges rented from Kazakhstan and objects in Crimea and Armenia. In
the last 15 years, the Armed Forces were reduced from 4 million to
1.1 million servicemen and hence a significant part of military camps
and training ranges became empty and many of their inhabitants lost
their relation to the army.

In 2008, the Defense Ministry planned to offer for sale about 20
objects but because of a resolution of the government of April 3
it will be necessary to change these plans urgently. Besides the
resolution, there is also another milestone about which a source in
the Defense Ministry has reported. According to the source, Defense
Minister Anatoly Serdyukov has encountered counteraction on the part
of Chair of the Russian Federal Property Fund (RFPF), Yury Petrov.

According to the law, this civilian agency is authorized to organize
these auctions. The source said, "Serdyukov and Petrov have different
views on military property." During a meeting dedicated to results
of work of the RFPF in March, Petrov cracked down on the intentions
of Serdyukov saying that there could be only one seller, namely the
RFPF, and the Defense Ministry could take part in the deals only on
the basis of an agent agreement. In turn, the military reminded the
RFPF about the New Holland Island in the center of St. Petersburg
where former barracks of the Czar’s army were located. In 2006, the
island was sold at an auction at $4,000 per square meter. According
to the military, this price was obviously undervalued.

District Has Turned Into Dump

Gharibjanian macadam road of Gyumri has turned into a dump. Debris and
domestic rubbish have been dumped just at the entrance Gyumri-Armavir
highway.

Residents of the neighbourhood say the area was last scavenged in
the May of 2007, after the parliamentary election with the technical
assistance of Armenian MP Martun Grigorian.

But shortly afterwards the site was neglected.

Residents’ further protests were left unaddressed. The indifference
aroused controversies between the commoners and trash-van
drivers. Drivers of refuse-collectors say the City Hall has given
permission to dump debris in the area. The City Hall disclaims it
saying that the residents of the disputed commune have already turned
to the relevant department of the City Hall. They have been informed
that the City Hall is not in charge of the area. Meanwhile, Shirak’s
Marzpetaran claims that the area belongs to the City Hall.

No one has picked up the garbage from the site so far.

A representative of the City Hall says that the area will gradually
be disposed of garbage.

To note, debris and faded flowers from the nearby cemetery are
constantly being added to the scrap-heap.

Besides, residents of neighbouring villages continually throw rubbish
on entering or leaving the town.

Armimpexbank And Toyota Yerevan Launch New Car Loan Project

YEREVAN, April 11. /ARKA/. Armenia’s Armimpexbank has launched a
new car loan program together with the official importer of Toyota
vehicles to Armenia – "Toyota Yerevan" LLC. The bank will extend
loans for those willing to purchase brand new Toyota vehicles from
"Toyota Yerevan" LLC.

Loans will be extended with at least 15% downpayment, 12% annual
interest rate and up to 5 years of loan repayment period.

Already 27 individuals have received their loans for a total amount
of AMD 238,909,500. A simplified procedure is introduced in order to
save time for customers.

Armimpexbank was founded in 1992. In August 2007, the shares of the
bank were purchased by TDA Holdings – a company affiliated with the
largest Russian investment bank Troika Dialog. As of December 31 2007,
the bank assets totalled AMD 13.6bln with the general capital reaching
AMD 3.4bln.

The bank yielded AMD 162.2mln profit in 2007. ($1-AMD 309.47).

YEREVAN, April 9–Serzh Sarkisian was sworn in as Armenia’s new
president on Wednesday following a disputed election win that sparked
violent unrest in the ex-Soviet republic.

The ceremony, shown live on national television and followed by a
military parade, took place before dozens of foreign dignitaries and
government officials inside the capital Yerevan’s opera house.

Sarkisian, outgoing president Robert Kocharian’s hand-picked successor,
won 53 percent of the vote in February’s election.

The 53-year-old had been prime minister since last year after his
Republican Party swept parliamentary polls.

After the presidential elections, supporters of opposition candidate
Levon Ter-Petrosian rallied for 11 days against the result, accusing
authorities of rigging the vote.

Clashes erupted when riot police moved in to disperse the protesters
on March 1.

Seven civilians and one security officer were killed and dozens were
injured, many from gunshot wounds.

A 20-day state of emergency imposed after the unrest was lifted on
March 20, but tough restrictions on public demonstrations remains
in place.

Authorities have not said when the protest limits may be lifted.

Police have arrested 90 people in connection with the unrest, including
many senior opposition figures.

A mountainous country of about three million people — wedged between
Azerbaijan, Georgia, Iran and Turkey — Armenia has seen repeated
political violence and post-election protests since gaining its
independence with the 1991 Soviet collapse.

United Arab Emirates government-linked firm RAK Minerals and Metals
Investments (RMMI) said on Wednesday it is buying an Armenian mining
firm for $200 million (Dh734m).

The acquisition of TSCC Armenia covers three mining complexes across
north and south Armenia, and includes copper and polymetallic minerals.

"This acquisition in Armenia is a significant step in extending RMMI
geographical spread equitably and establishes our foothold in eastern
Europe," said Madhu Koneru, managing director of RMMI.

The Middle Eastern mining firm is a 50-50 joint venture between RAK
Investment Authority and Trimex Group, an independent minerals firm.
