ARMENIA WANTS TO HAVE TRADE REPRESENTATIVE IN UKRAINE, SAYS UKRAINIAN AGENCY

Armenia wants to have its trade commissioner in Ukraine.

Armenia announced this during the fifth session of the
Ukrainian-Armenian intergovernmental commission on economic cooperation
in Kyiv, the press service of the State Agency of Ukraine for the
Management of State Corporate Rights and Property has said.

“The Armenian side has expressed its interest in having a trade
representative in Ukraine. Our partners are interested in the
Ukrainian market and in having more Armenian products on the market,”
the agency’s head, Dmytro Kolesnikov has said.

He also said that a final decision about Armenia’s trade
representative in Ukraine may be taken during the sixth session
of the Ukrainian-Armenian intergovernmental commission on economic
cooperation, which will be held in Yerevan in 2012.

Starting from this year, the intergovernmental commission’s sessions
will be held annually instead of every two years.

Standard of Meat Must be Improved

The standard of food that is being sold in Armenia is becoming a
bigger problem. The government has created laws for the standards
of food, and these laws tell us whether something is safe to eat or
drink. However, many of these laws are not proving to be enough, and
the laws on food in Armenia need to be stricter, especially when it
comes to meat. One of the biggest problems Armenia faces with meat is
the animals we are taking it from. Not all of the meat that we consume
can come from healthy animals, and if they are not, the meat should not
be eaten. The animals are being slaughtered from all around Armenia,
and their meat is being distributed to many various places.

This can make things very unsanitary and also very dangerous for the
people who are purchasing the meat for food. It is our government’s
duty to make sure that the meat its people are eating is coming from
a safe and sanitary place. In order for customers to know where the
meat they are buying is coming from, stores should be obligated to
post stickers on the packaging with information as to where it came
from and whether it meets all of the requirements.

Official Baku appeared in Kazan summit with a document of 10 proposals,
President Serzh Sargsyan declared yesterday in a joint news conference
with his Ukrainian counterpart. The President has at the same time
reminded his PACE address, where he said if Azerbaijan didn’t appear
with new changes, advancement would be recorded, Panorama.am reported.

“We could record advancement in Kazan, But, regretfully, it was
failed. Official Baku behaved the way they are used to during the last
year,” Serzh Sargsyan declared adding they’ve prepared a document
of 10 issues to be changed.

“The same scenario is being repeated for the fourth time within 15
months,” President said.

“I think, that one chance has been missed. It doesn’t necessarily
mean the end of negotiations. But we’ve missed the period leading
to the next meeting. Russian President and the leaders of OSCE Minsk
Group co-chairing states have confirmed their readiness to continue
the efforts, and Russian President told me in phone conversation he’s
drafted his vision. I think, we’ll soon get it and see how we could
advance,” President of Armenia concluded.

The painting “Persia” by Martiros Saryan is being restored on financing
from the Armenian Ministry of Culture. The seven-member group headed
by Gayane Kazanti started the restoration works on June 25. Armenian
specialists help Italian expert Luciano Billiot to restore the canvas.

Conservation and restoration of Martiros Saryan’s damaged paintings
started at Sayran Home-Museum in 2006. Special technologies and
equipments and corresponding professional experience was necessary to
do that hard work. The Ministry of Culture decided then to allocate
financial means to the pilot program.

The parties to the Nagorno Karabakh conflict will reach a consensus
by next summer, according to a Russian expert.

Speaking in Baku, the vice Dean of the Moscow State University’s
History Department and the editor-in-chief of information-analytical
center Vestnik-Kavkaza, Aleksey Vlasov, disagreed to the opinion
that the Kazan meeting between the Armenian, Azerbaijani and Russian
presidents was a failure.

He said the parties did not reach an agreement because of existing
conflicts in their approaches. The expert did not share the opinion
that Moscow is interested in keeping the conflict frozen.

“The unsettled Karabakh conflict negatively impacts the situation
in the North Caucasus and the south of Russia. That’s why Russia is
interested in its settlement,” the Azerbaijani news agency APA quoted
him as saying.

Vlasov further denied the media reports that Russia is going to give
up its role as a mediator. He said such disinformation pursues a
bias, as interested parties attempt in this way to monopolize the
peacekeeping mission.

The expert explained such manipulation by the current information
warfare.

“But Russia will have a decisive role in the conflict settlement
process,” he added.

It is obvious that the Kazan meeting will have its positive impact in
respects that the Azerbaijani party again displayed its indifference
over the position of international community and co-chairing countries,
member of the Republican party of Armenia Gagik Minasyan said speaking
to Armenpress.

“They say one thing during discussions and quite another after reaching
Baku. The developments showed that this time as well Ilham Aliyev like
in St. Petersburg, not participating in the initially scheduled events,
left. It is impossible to keep this approach for a long time as the
international community will form a corresponding attitude with not
only words but actions”, Gagik Minasyan said.

Referring to the statement of the co-chairs that if the parties in
Kazan would not come to agreement, they will come forth with new
proposals, Minasyan noted that the new suggestions must deprive
Azerbaijan from the opportunity of displaying unconstructive behavior.

“First Azerbaijan must be deprived of the opportunity to solve
the issue in the military way. It is already a prepared step as
the Deauville statement noted that the resuming of the military
activities will be condemned and the step to do it will be the direct
recognition of independence of Nagorno Karabakh”, the parliamentarian
said, adding that it is very important as Azerbaijan will be deprived
of the prospect of military settlement of the conflict. According
to Minasyan, the second is that sooner or later NK must become a
negotiating party, which is important for transferring the process
to the constructive phase. The ground for it has been laid by the
Deauville statement of the heads of the co-chairing countries, as
it was addressed not to Armenia and Azerbaijan but the conflicting
parties, including Nagorno Karabakh.

“Recently when the US President Barack Obama had a phone conversation
with the presidents of Azerbaijan and Armenia, he also spoke about
Armenia and NK. These may be the new proposals that may be included
in the process”, Minasyan said.

New proposals to settle the Karabakh conflict will be proposed to
the parties, French Foreign Minister Alain Juppe has told the Russian
radio station Echo Moskvy.

“I hail the efforts made by Russia and its president,” Juppe said. “He
made lots of efforts in Sochi and Kazan. But regrettably no result
was seen. As I know new proposals will be made to reach an agreement.”

July 01–The interest of international players in resolving the
Nagorno-Karabakh conflict may be stipulated by energy issues,
Associate Professor of the History Faculty, Head of the Caucasian
Center at the Russian State Humanities University, Trend Expert
Council member Ismail Agakishiyev said.

“The interest of international players in resolving the
Nagorno-Karabakh conflict may be stipulated by energy issues,”
Agakishiyev said at a press-conference in Baku. “The economic projects
with Russia, which strengthen partnership between the two countries,
can also play an important role.”

Agakishiyev said that Russia has recently participated in the
Nagorno-Karabakh process more actively. But new intermediaries are
required to move forward. “If the U.S. today takes the same active
position as it did in the 1990s by signing the “contract of century”,
it may be helpful in the negotiation process,” Agakishiyev said.

The conflict may only be solved peacefully, he said. He added that
Azerbaijan has a more flexible position in the negotiations.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group — Russia, France, and the U.S.
— are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Armenian Gyumri city to have new maternity center

GYUMRI. – The design works of new maternity center and adjacent
gynecological department in Armenian Gyumri city are over. The
constructions works are to start soon.

The construction is a part of a project by Armenian Government and
Ministry of Health designed in 2008.

The maternity center will share the same building with Austrian
children’s hospital and will be commissioned in December.
