SENIOR EBRD DELEGATION VISITS ARMENIA

A high-level delegation from the European Bank for Reconstruction
and Development is in Armenia this week for consultations with the
country s leadership and key members of civil society on the Bank s
new three-year Country Strategy for Armenia.

Led by Jan Fischer, Vice-President, Operational Policies and Paul-Henri
Forestier, Director, Caucasus, Moldova and Belarus, the EBRD team
will meet the President of the Republic of Armenia, Serzh Sargsian;
Prime Minister Tigran Sargsian; the Minister of Economy and EBRD
Governor Tigran Davtyan; and other cabinet members.

The delegation will also hold discussions with representatives of
various political parties, leading figures from the business world,
staff of non-governmental organisations and think-tanks, as well
as members of the diplomatic community and representatives of other
international financial institutions.

The new country strategy for Armenia is expected to be approved in
early 2012 for a three-year period (2012-15).

The EBRD delegation will take stock of the current state of the
economic, political and social development of Armenia, discuss the
country s mid-term reform priorities and assess how the EBRD can
assist Armenia in its transition to a market-based economy.

Among the areas for discussion will be support for small and
medium-sized businesses in Armenia in the upcoming strategy period,
especially in the agricultural and high value-added sectors. The
development of the financial sector will remain a priority for the
EBRD, as well as reforms in the municipal sector and addressing
energy efficiency.

The EBRD began operations in Armenia in 1992. To date it has invested
over 450 million in more than 100 projects.

Prime Minister Tigran Sargsyan has asked the ministers to follow the
timeframes for elaborating and submitting the government-approved
2012 action plan.

At the cabinet meeting on Thursday, the premier said the ministries
need to establish the priorities to complete the process in a week’s
time.

“All the ministries should submit the action plan by the end of next
week so as we could finalize them,” he said.

PanARMENIAN.Net – Traditional folk music that once reverberated
through fishing camps, orange groves and cypress swamps of rural
Florida and villages around the world will be heard again during the
inaugural Gulf Coast Folklife Festival in downtown Tarpon Springs,
The Sun Coast News reported.

The festival, an “eclectic array of music and dance performances,”
including presentations and workshops by folk crafters, will be held
from noon to 10 p.m. Nov. 19, according to a news release.

The Gulf Coast Folklife Festival is supported in part by a grant from
the National Endowment for the Arts’ Folk and Traditional Arts Program.

The event will end with a street dance to the rhythms of Middle
Eastern, Cuban and Haitian music.

Among famed folk performers will be: National Heritage fellow Ezequiel
Torres, recognized for his Afro-Cuban drumming; James Kelly, master of
the Irish fiddle; Henry Ohumukini, expert on Hawaiian ukulele, chants
and instrument making; and George Soffos, a Greek bouzouki player. The
Philippine Performing Arts Company dancers will also perform.

Other master folk artists and groups will include: Papaloko and Loray
Mistik, Haitian pop; the Middle Harmonic Motion, with Joe Zeytoonian,
Myriam Eli and Elias Kilzi, Eastern dance music; and the Greek and
Irish fiddle tunes, Panayotis “Paddy” League.

Crafters will demonstrate folk traditions, including: Cracker cow
whips, George Altman; Hawaiian quilting, Ginger LaVoie; chair canning,
Doris Graves and Harold Woodall; Thai food carving, Kanlaya Reneau;
Haitian painting, Jude Thegenus; sponge diving helmets, Nicholas Toth;
duck decoys, Michael Berg; Puerto Rican bobbin lace, Aida Etchegoyen;
Hungarian embroidery, Margaret Horvath; and Haitian sculpture,
Almann Ulysse.

A festival highlight will be a folk master’s forum. It will showcase
four of Florida’s best traditional musicians: James Kelly, Irish
fiddle; George Soffos, Greek bouzouki; Ezequiel Torres, Afro-Cuban
drums; and Joe Zeytoonian, Armenian oud.

The Sisian-Goris sector of the Yerevan-Meghri inter-state road
continues being difficult for traffic. The strong wind brings snow
from nearby mountains to the roads which complicates the traffic.

Nerses Asryan, architecture from the “Vosmar” company told Armenpress
correspondent that in spite of the strong wind the traffic is open,
the visibility is normal. During the night the road was also passable
but cars have been left on road because of going wrong.

The bank said in a press release that the purpose of the presentation
seminar was to introduce its new services and financial instruments at
the local market, including futures and options of the largest North
American and European countries, to present brokerage operations,
in particular, with investment services on international stock and
commodity markets, as well as to introduce the capacities of Ameria
Global Trading system.

According to the press release, during the workshop presented were the
benefits of having brokerage accounts in Ameriabank, which provides
its clients with access to 80 largest stock exchanges in 19 countries,
such as NYSE, NASDAQ, AMEX, ARGA, GBOT and others.

The ample opportunities of Ameria Global Trading system were also
presented in detail which offers a wide range of trading instruments
(shares, depositary receipts, futures, options) with the possibility
of implementing margin trading.

According to the report, export-oriented enterprises were presented
a set of mechanisms and financial tools enabling the best ways to
manage risk of price fluctuations of goods through international
commodity exchanges.

“The two-day seminar presentation aroused great interest among those

the press release says.

Chief of the Division for Drug Trafficking Control, Organized Crime
control Department.

Nazaret Mnatsakanyan is brother of the Talin Mayor Mnatsakan
Mnatsakanyan. Levon Khachatryan, Chief of the Drug Control Division
at the Yerevan City Police Department, was appointed to the post.

Khachatryan is believed to be in close relations with Chief of the
Yerevan City Police Department Nerses Nazaryan.

9 novembre 1925 — La creation du SchutzStaffel, un groupe de
protection dont les membres sont mieux connus sous le nom de “SS”. Il
s’agissait generalement de très jeunes gens, recrutes pour constituer
des sections paramilitaires. A l’origine charges de la protection
rapprochee d’Hitler, ils devinrent, par la volonte d’Himmler, un corps
de volontaires d’elite charges de la securite du parti. En 1933, ils
etaient 50.000. Tries sur le volet, ils se demarquèrent peu a peu des
SturmAbteilung (SA), dont ils n’etaient a l’origine qu’une fraction.

Cette organisation paramilitaire, au recrutement beaucoup plus large
que la SS, s’opposait au rapprochement d’Hitler avec les milieux
d’affaires. Fort de plusieurs centaines de milliers d’hommes, le
corps des SA poursuivait l’espoir de fusionner avec l’armee jusqu’a
ce qu’Hitler ne mette un terme a leur influence avec la sanglante
“Nuit des Longs couteaux” le 30 juin 1934. Une fois leurs plus hauts
dignitaires elimines, parmi lesquels le vieux compagnon de route
d’Hitler Ernst Rohm, Heinrich Himmler reussira pour sa part une
association etroite entre la SS et l’armee…

Press speaker of the ministry of foreign affairs of NKR Marsel
Poghosyan commenting on Rovshan Rzaev’s announcement made in Berlin
as if “Another meeting of Armenian and Azerbaijan communities is to
take place”, announced that if Azerbaijan wants to negotiate with
Karabakh then they should sit by the negotiation table.

“It’s a misinformation. There’s nothing of that sort. What do they
mean saying Armenian and Azerbaijan communities? That’s just their
wish. Authorities are the ones to talk about negotiations”.

PROFESSOR HARUTYUN MESROPYAN DISCUSSES ARMENIA’S FINANCIAL SITUATION

PanARMENIAN.Net – Earlier last month, the Armenian Assembly’s Yerevan
office, as part of its ongoing Youth Club lecture series, hosted a
special lecture on “Armenia and the global financial crisis.”

Professor Harutyun Mesropyan, a management expert and doctoral
candidate in economic studies, discussed Armenia’s financial situation,
including the impact of the global financial crisis, as well as ideas
and solutions for overcoming the current challenges.

Mesropyan highlighted the fact that even in a non G-20 country like
Armenia, the crisis progresses in the same pattern as in any other
country. He gave specific examples of places like Korea, Singapore,
and others that have overcome economic hardships and turned into
financially stable countries with leading economies.

In addition, Mesropyan emphasized that the financial crisis is a
widespread phenomenon, and methods for addressing such a crisis have
been developed over the years. He pointed out that Armenia still has
an opportunity to draw the right lessons and take the appropriate
steps to not only prevail over the financial crisis, but to also have
an exceptionally strong economic system.

“Taking into account the importance of the topic at hand I find that
it is vital that the youth be given the aforementioned knowledge on
the subject,” stated the Assembly’s Country Director Armina Darbinian.

“It is the current youth that is going to be the coming generation
that will pull our nation out of the crisis and build a prosperous
Armenia. It is for this reason that the Assembly Yerevan office has
initiated the Youth Club for our young professionals. It provides them
with the knowledge that is necessary for building a better country,
a country we can truly be proud of,” she added.

Professor Mesropyan’s presentation was followed by an informative
question and answer session during which the young audience was given
an opportunity to express their point of view and learn more about
the strategies of overcoming the economic challenges Armenia faces.

Businessmen Want To Eliminate Oligarchy

BUSINESSMEN WANT TO ELIMINATE OLIGARCHY

It is necessary to eliminate oligarchic monopolies from the Armenian
market, reduce the shade in the economy and ensure free and equal
conditions for competition, said Arsen Ghazaryan, Chairman of the Union
of Manufacturers and Businessmen (Employers) of Armenia (UMB(E)A).

The UMB(E)A today convened its recurrent conference which was attended
by top officials and Serzh Sargsyan.

“Businessmen should realize that they have definite tax commitments,
i.e. they should be socially bound and ensure economic growth. They
should realize that the problems the country once faced have changed
already. This is they should guarantee for economic sustainability,”
said Ghazaryan.

Addressing the conference participants the UMB(E)A chairman expressed
hope that the burden of toughened tax administration should be
shouldered by big businessmen working in the shade. The UMB(E)A
chairman is confident that export-oriented economy is Armenia’s future.

“during the conference we discussed current and pending problems as
well as the opportunity of reinforcing the UMB(E)A with specialized
groups in order to make the dispute between the Union and its opponents
more effective,” said Ghazaryan.

Asked who their opponents were, the UMB(E)A chairman said local and
international experts frequently challenge their opinions.
