TIME FOR ARMENIA TO CHOOSE:MINING FOR DEVELOPMENT OR SYSTEMATIC PLUNDER?

It is indisputable that different aspects of themountaintop mining
industry, especially the production and processing of useful metal
mining, cause irrevocable damage to nature and human health, thus
differing essentially from other types of human economic activity.

However, the companies engaged in these activities have been insisting
for a long time that so called “sustainable” mining operations cause
almost no damage to the environment.

Now that such a statement is hard to substantiatethey have begun
using the term “responsible” mining and the main idea of this is to
disguise the real hazards and neutralize public criticism under the
veil of economic growth, corporate profit and social programs. And
all this is even more dangerous for countries like Armenia that have
a small territory, population living under extremelydifficult social
conditions and corrupt government.

We all know very well that today the natural resources of the
less developed countries are viewed as a “delicious slice”
for more developed countries. The global mining “machine” and
various international financial organizations usingbeautiful terms,
promising words and in the name of international standards continue
to ruthlessly exploit the natural resources of the less developed
countries, paying minimal taxes and fees, utilizing the useful
minerals and then leaving the countries with many environmental and
social issues. It is obvious that it would have been impossible to
accomplish the above mentioned without the active participation and
support of the high-ranking officials of the governing bodies in the
less developed countries. The high-ranking officials do not waste
any effort to rob the natural resources at a fast and unobstructed
pace since a certain portion of profits reach them as well.

This is one of the main reasons for the continuous interest of
different companies toward metal resources of Armenia, and continuously
the discussions revolve around making the investments in this field
more productive and attractive, and exploiting new metal mines and
even outcroppings.

Once again we would like to remind the decision-makers at the
governmental level in our country today that Armenia has a total
area of 29.7 thousand square kilometers, where approximately 460
mines already have permission for exploitation, out of which 27
are metal mines, and additional 85 metal mines are currently in
the study phase and waitingto be exploited. As a result, there are
already abouteight hundred million tons of tailings in 23 open and
closed tailing dumps, which are saturated with heavy metals and other
dangerous substances.At this rate, after 2-3 decades there will be
hundreds of toxic and extremely dangerous tailing dumps in Armenia,
which could be disastrous for the country and its people.

To all those “wise men” and executivesof mining companies, who compare
Armenia to Canada, Australia, USA, Sweden or Russia in order to prove
the necessity of the development of the mining industry in Armenia,
instead of engaging in demagoguery we advise you to open the world
map and see the difference between Armenia and these countries in
terms of area, density of population and biodiversity. In addition,
we advise you to thoroughly research the laws, regulations, and
taxation system of those countries, compare them to ours and only
then speak about the necessity of exploiting new mines, make majestic
announcements or try to appear as the saviors of the country (see
the”Mediamax.am’s” interview with Howard Stevenson, President and CEO
of Lydian International:”Success of Amulsar will eventually translate
into the success of Armenia”).

Forest ecosystems, such as Teghout Forest, that were created over
the centuries are being destroyed for short-term gain. Thousands of
hectares of land are alreadyirreversibly lost, they are buried under
open mines, stripped and minimal ore bearing rocks, and the soil is
already rich in heavy metals and other dangerous substances. The
surface and ground waters are contaminated from the absorption of
the tailing waste and drains released from the tailing dumps, which
are later used for irrigation and other purposes. As a result,the
heavy metals end up in the agricultural crops, hay and other products
(e.g., meat, milk, honey, etc.) and eventually through the food chain
end up in the human organism as well becoming the cause of various
health conditions and diseases (see relevant scientific researches).

Of course, the conditions for exploiting Armenia’s metallic useful
minerals are very attractive, as our so-called government has not
only given 100% exploitation permission to foreign companies, mostly
registered in offshore zones, to use the wealth that belongs to the
people but have also created a legal and taxation system to make the
mining companies feel at home. For the exploitation and production
of the natural resources, granted by nature to us and the future
generations, the taxation rates that have been set are no different
than the taxation rates imposed in other areas of economy, when they
should be much higher.

In Armenia, the mining companies are entirely exempt from paying fees
for the tailings, waste dumps and minimal-ore bearing rocks. Even if
these were taxed at the lowest rates, then each year a few 100 million
euros will be collected in Armenia, which would make up a lot more
money than all the current taxes and fees combined together paid by
the mining companies annually.Also we have no special state fund set
aside like in many other countries for accumulating very large sum
of money from utilization of natural resources in order to compensate
possible environmental damage and to protect the environment.

As a result, the largest amount of the mining income flows into
offshore companies, as well as to local officials and various
international financial organizations hidden behind the offshore
companies. As a result ofthe direct force and efforts of these kinds
of international organizations, Armenia has adopted laws and legal
acts ensuring the plunder of our natural resources.

The announcements about creating job opportunities are also false
and groundless. According to the National Statistical Service of
the Republic of Armenia, in 2013 only 9,400 people worked in the
fields of mining and open-mine operations, which makes up only 0.8%
of the population employment in Armenia and accounts for only 4.5%
of Armenia’s Gross Domestic Product (GDP). It’s worth mentioning that
it is the largest 5-6 mining companies, operating for already quite
a long time, that provide nearly 95% of the results mentioned above.

These are all undeniable facts which bring us to conclude and affirm
the following: “NO NEW MINES IN ARMENIA”, until serious systematic
and fundamental amendments are adopted and implemented, which are
as follows:

1. Work out a thorough strategic plan for the development of the
mining sector based on scientifically grounded and real assessment of
long-term ecological damage and expected income from various projects.

2. A serious reconsideration of the legislations in the mining and
environment sectors; a considerable increase in the payments and fees
paid by the companies.

3. Classification of tailing dumps according to their risk level and
impose taxes for toxic wastes. Implementation of the “Polluter Pays
Principle (PPP).” It holds that those who cause contamination should be
responsible for paying the clean-up costs. Moreover, the fees should be
equivalent to the damage caused to different parts of the environment.

4. Implementation of water recycling systems in all mining factories
and tailing dumps, which will prevent the waste outflow into the
environment. Until it is implemented, ensure that the outflow points
are under serious control and periodically take samples and conduct
necessary research.

5. Conduct safety studies in allopen and closed tailing dumps,
especiallyto estimate thestability ofdamsin case of emergencies,
such as earthquakes, landslides, shear, floods, etc.

6. Strictstate andpubliccontrol overallstages ofnatural
resource utilization; makepublic the monitoring results of
theenvironmentalmanagementplans conducted by the companies. Proper
monitoring of the state of the environmentandhealth ofthe
affectedpopulation during the mine exploitation and wide public
awarenessof the monitoring results.

7. Economic assessment and extraction of the range of useful elements
already available in the tailings instead of exploiting new mines.

Experts estimate thatitwould bemorecost-effective
andmuchlessharmfulthanexploitation of Teghout or Amulsar mines.

8. Increase in efficiency of current operating
mines,particularlyextraction of basic metals from ore reaching 90-95%
instead of the current 65-70%. In addition, conduct extraction of
the useful and quite valuableelementsnearby.

9. Creation ofan environmental fund, where the
extractors willpayseriousfees for environmental andpublic
healthprotection,rehabilitation ofpollutedareas, elimination of
consequences caused by potential accidents, as well as realization
of independentandobjectivescientificresearch.

Of course, we can also submit many otherproposals in addition
to the 9 proposals above. However,these proposals canbecome a
realityonlywhen we have professional leaders who reallycare aboutthe
futureof Armenia, who arewillingand abletomake the rightdecisions,
whowillfinallyrealizethat the metalmineralresources will one day
be exhausted, and it is necessary toutilizethemoney gainedfrom
the operation of mines for Armenia’srealempowermentanddevelopment
ofother sectors ofthe economy, rather than the enrichment of offshore
registeredcompanies anda fewfamilies.

We urge thecitizens ofArmeniaandour compatriotsliving abroadnot to
beindifferent towards this destructiveprocess andrealize thattime
has come for all of us to make a decision – either side with the
exploitation of themines for the sake of our country’s “development”
or systematic plunder of the naturalresources belonging to us and
the future generations.

The result depends on the position and action of every one of us.

Vietnam President Reaffirms Desire To Visit Armenia

VIETNAM PRESIDENT REAFFIRMS DESIRE TO VISIT ARMENIA

YEREVAN, 30 MARCH, ARMENPRESS. On March 28, Ambassador of the
Republic of Armenia to Vietnam Rayisa Vardanyan held private talks
with President of Vietnam Truong Tan Sang on the sidelines of the
132nd Assembly of the Inter-Parliamentary Union that kicked off in
Hanoi. As the Department of Press, Information and Public Relations
of the Ministry of Foreign Affairs of the Republic of Armenia reports
to “Armenpress”, the sides touched upon a broad range of issues of
mutual interest. Ambassador Vardanyan transmitted the warm greetings
of President of the Republic of Armenia Serzh Sargsyan to Truong Tan
Sang and reaffirmed the invitation to visit Armenia.

Ambassador Vardanyan presented the events dedicated to the Centennial
of the Armenian Genocide to be held in Armenia and abroad and touched
upon Armenia’s and the OSCE Minsk Group Co-Chairs’ efforts for a
peaceful regulation of the Nagorno-Karabakh conflict, informing the
President that Azerbaijan continues to show a destructive approach to
the process of negotiations with provocations at the Line of Contact
and unprecedented violations of the ceasefire regime.

President of Vietnam Truong Tan Sang expressed gratitude to Ambassador
Vardanyan for reaffirming the invitation of the President of the
Republic of Armenia and asked Vardanyan to transmit his warm greetings
to President Sargsyan and reaffirm his desire to visit Armenia.

Turkey’s erratic genocide jurisprudence

In the early 1990s, Turkey started to generously buy off-the-shelf
arms from foreign manufacturers who had happily discovered an emerging
but potentially lucrative market.

Spoiled by big companies vying for Turkish contracts in manners
reminiscent of the insurance policy salesman in Tintin’s adventures,
the Turks occupying important official seats discovered they could
extract benefits from their roles as rich buyers. Some personally got
rich. More innocent ones calculated that Turkey could use defence
contracts as a foreign policy tool.

Before the French legislature recognized the Armenian genocide in 2001
Turkey threatened to freeze all economic, political and military ties
with the country, including defence contracts. The French recognized
the Armenian genocide. And Turkey’s bilateral trade with France rose
from $4 billion in 2001 to $15 billion a decade later.

However, a decade later Turkey was threatening France again: This
time, all economic, political and military ties would be frozen if the
French legislature criminalized the denial of Armenian genocide.

Then-foreign minister Ahmet Davutoglu said the French bill, if passed,
would “dishonour our country and nation.”

Having learned from past experiences how punishing Turkey’s wrath
could be, the French legislature passed the genocide denial bill. A
few months later, France’s Supreme Court overturned the bill. So, “our
country and nation were not dishonoured.” In June 2012, Mr Davutoglu
cheerfully announced Turkey and France could now live happily ever
after.

That set a new Turkish jurisprudence on the genocide dispute. Between
2001 and 2012, Turkey moved from threatening countries whose
legislatures could recognize the genocide to living happily ever after
with such countries as long as their denial laws do not take effect.

As erratic in its position as before, Turkey, these days, is trying to
market a new product. And that new product, too, is related to a
defence contract. In September 2013, Ankara selected a Chinese company
in a multi-billion dollar bid for the construction of its first
long-range air and anti-missile defence architecture. As talks with
the Chinese bidder inevitably stumbled, Turkey first opened parallel
talks with a French-Italian group (whose legislature recognizes the
genocide), which it had ranked second in the bidding, and then with an
American partnership that had come third.

Zigzagging between three solutions ranging between $3.4 billion to
$4.5 billion, the Turks decided to resort to the tactic they had
discovered in the 1990s: Let’s wait and see, before we select the
winner, how Washington and Paris will commemorate the centennial of
the genocide. If, for instance, President Barack Obama kept his
pre-election promise, broke the taboo and used the word “genocide” in
his annual Apr. 24 speech, we cross out the Americans. Similarly, if
the French administration went to another extreme on Apr. 24, the
French-Italian contender would risk losing the contract; Lucky
Beijing. Apr. 24 will be just another fine spring day.

The Turkish inconsistency persists. What if Paris commemorates Apr. 24
in a low-profile manner but Mr Obama mentions the word that terribly
scares off Ankara? Cross out the Americans. Jump into the
French-Italian bid. But did the French legislature not recognize
genocide in 2001 and even pass a bill that would have criminalized
denial? Yes, but that was long time ago and in 2012 Mr Davutoglu
decided to forget about it all just because the French supreme court
overturned the denial bill (while the bill that recognizes genocide
remains effective).

Once again, Ankara is wrong in its carpet bazaar calculus. If Mr Obama
once again avoids the word “genocide” in his annual speech, it will
not be because he fears the Turkish wrath, which does not exist –
other than as a joke. It will be because he will not wish to enable
Turkey’s rulers to run from one public rally to another and scream to
the already anti-American (and anti-Semitic) crowds that “this is a
dark imperialist-Jewish-American-Gulenist plot to stop the rise of the
Turkish empire.” A neat, extra two-to-four percentage points for the
ruling party. Public curses and private thanks to President Obama.

Turkey’s deterrence-through-$$$$$ policy on the Armenian genocide
issue embarrassingly collapsed in 2012. With the French precedent, no
country takes “Turkey’s wrath” seriously because it does not exist.

La storia dell’Armenia e del genocidio al Centro culturale San Magno

Molti hanno letto la “Masseria delle allodole” il romanzo di Antonia
Arslan ( i fratelli Taviani ne hanno anche tratto ispirazione per il
loro film) a cui va riconosciuto il merito di aver suscitato una certa
attenzione verso le vicende del popolo armeno.

Tuttavia ancora poco noti sono i fatti reali; i dati relativi agli
avvenimenti storici sono per lo più materia per specialisti per
studiosi impegnati nella ricerca storica.
Ricorrendo quest’anno il centenario del genocidio degli Armeni il
Centro culturale San Magno ha promosso una conferenza per
approfondirne la conoscenza.

È stato affidato il compito di far luce su questo episodio storico,
lasciato nell’oblio, se non perfino da alcuni negato, al Professor
Giorgio Vecchio, ordinario di Storia contemporanea all’Università di
Parma.

Il docente è particolarmente documentato sull’argomento avendo
sviluppato la sua ricerca anche nell’ambito dei genocidi che hanno
insanguinato il XX secolo.

La storia dell’Armenia e del genocidio, annunciata nell’invito alla
conferenza con il titolo ” METZ YEGHERN (il grande male). A CENT’ANNI
DAL GENOCIDIO DEGLI ARMENI”, ha sollecitato la curiosità, il bisogno
di conoscere, di un notevole numero di persone che si sono ritrovate
mercoledì 25 marzo in Basilica a San Magno, alle ore 21.
Il Prof. Vecchio ha saputo calamitare l’attenzione dei presenti con
una relazione ampia, rigorosa, delineando un quadro puntuale del
complesso contesto storico e ambientale. Ha percorso, in una rapida,
ma precisa panoramica, l’evoluzione storica di quell’ampio territorio
che unisce Oriente e Occidente, teatro, nei secoli, di scontri fra
civiltà, dell’avvicendamento di diverse dominazioni, culla di
religioni. È un territorio in cui le minoranze, sia etniche che
culturali e religiose, hanno scontato atrocemente la volontà di
difendere la propria identità. È questo il caso degli Armeni, popolo
di antichissima origine, tra i primi a riconoscere il Cristianesimo
come patrimonio integrante della propria civiltà, stanziato su un
territorio oggetto di contesa tra grandi imperi, dall’antichità fino
ai nostri giorni.
A supporto del proprio resoconto Giorgio Vecchio ha anche proposto
alcune toccanti testimonianze, rese con efficacia interpretativa da
Giorgio Orsini: dei brani tratti dal già citato romanzo della Arslan
(racconto romanzato, ma ricco di interessanti notizie) e i racconti di
missionari, raccolti nello studio di M. Impagliazzo “Una finestra sul
Massacro”.
Quale insegnamento ricavare da questa pagina di storia ancora
abbastanza recente? Sicuramente l’incontro è stato un valido aiuto per
comprendere e valutare fatti poco noti e prendere consapevolezza di
tante questioni che ancora oggi travagliano un’area geografica a noi
vicina.

Swiss star Giulia Steingruber grabbed two golds and a silver in the
finals at the 8th Doha World Challenger Cup, held Thursday and Friday
in Qatar.

Steingruber, the two-time European champion on vault, handily won the
title on on her best event with a layout Rudi and Yurchenko full. She
averaged 14.575 to top Vietnamese world medalist Phan Th� H� Thanh
(14.100 average) and Slovenian Teja Belak (13.900).

On floor, the Swiss powerhouse appeared to walk into her four tumbling
passes (full-in double layout; double layout; double tuck; double
pike) to win the title with a healthy 14.550. First-year senior Laura
Jurca (Romania) was second with 13.800 over Swistzerland’s Ilaria
Käslin (13.750).

The elegant Phan was won the balance beam title with just a few
wobbles (front aerial; ff, two-foot layout; side somi), scoring 14.250
to Steingruber’s 14.125. Romanian Olympian Diana Bulimar won the
bronze with 14.025

French Olympian Youna Dufournet won the uneven bars title
(Maloney-half; toe-half to Jaeger; toe-on piked Tkatchev to Pak; low
double layout), edging Bulimar, 13.650-13.600. Jessica Diacci brought
another medal for Switzerland with the bronze, bumping top qualifier
Jurca off the podium.

In the men’s competition, Armenia was the only double winner with
Harutyum Merdinyan swinging to the pommel horse title and Artur
Davtyan winning men’s vault (clean layout Randi; double-twisting
Tsukahara).

U.S. Olympian Jake Dalton won the men’s floor exercise title, just
edging top qualifier Diego Hypólito of Brazil, 15.475-15.425. Dalton
tumbled to a 6.7 Difficulty score (1 1/2-twisting double layout; whip,
piked Arabian double front; 1 1/2 to front double twist; 2 1/2 front
full; layout Thomas; triple twist) while Hypólito earned 6.5 (layout
half to Randi; Arabian double front to front full; 2 1/2 to front
double twist; triple twist) Japan’s Shotaro Shirai, older brother of
superstar Kenzo, was third (15.025; 6.8D) but could have won the title
had he not landed out of bounds on his opening 3 1/2, layout barani
full pass.

Olympic still rings king Arthur Zanetti was once again untouchable on
his speciality, winning the title by three tenths over Armenia’s Artur
Tovmasyan, 15.725-15.425. Romania’s Andrei Muntean was third with
15.325.

Oleg Stepko (Azerbaijan) performed his lengthy routine well to take
the title on parallel bars, ending with a near stick on his double
pike (15.750). Colombia’s Jossimar Calvo capped off his intricate
routine with a full-in off the end to place a close second (15.725)
over Muntean (15.550).

On high bar, Argentina’s Nicolas Cordoba grabbed first with a routine
featuring three Tkatchevs (layout; layout-half and straddled-half) and
a stuck layout double-double. Japan’s Kazuyuki Takeda (Kovacs; Kolman)
matched the Argentine’s D-score but settled for second.

Top qualifier Danell Leyva (United States) fell on his Kolman to place fourth.

Génocide arménien – 100 ans de mémoire : un concert du souvenir au
Thétre du Chtelet

A l’occasion du centenaire du génocide des Arméniens perpétré au sein
de l’Empire ottoman par le gouvernement jeune?turc, la communauté
arménienne de France a choisi de rendre hommage aux victimes et
d’honorer leur mémoire par de nombreux événements qui convoqueront
artistes et intellectuels.

Dans le cadre de ces manifestations, l’Union Générale Arménienne de
Bienfaisance – France organise un concert placé sous le Haut Patronage
de Monsieur François Hollande, Président de la République. Cette
soirée musicale marquera l’un de temps forts des commémorations, un
moment de partage historique qui réunira les Arméniens et tous ceux
qui sont touchés par les crimes contre l’humanité et leur violence
meurtrière restée impunis à ce jour.

Pour que cette commémoration soit pleinement accomplie et que le
concert puisse exister, l’UGAB a lancé une campagne de mécénat
participatif afin de financer la venue des musiciens qui constitueront
cet orchestre éphémère. Chaque participant à ce projet devient acteur
d’un concert unique portant un message de fraternité et d’espoir.

Les dons sont essentiels, ils permettent à chacun des cinquante
instrumentistes bénévoles de venir à Paris pour participer Ã
l’aventure, la prise en charge de chacun représentant environ 300
euros. Tous les 300 euros collectés, un nouvel instrumentiste
composant l’orchestre sera dévoilé jusqu’Ã ce que l’ensemble de
l’Armenian World Orchestra soit au complet.

Saluzzo dal genocidio degli armeni alla guerra del Califfato: se ne
parla giovedì 26 marzo

Alle 18, all’Interno 2, convegno sull’avanzata del fondamentalismo in
Oriente e Occidente, con Souad Sbai, Alberto Rosselli e Gianna Gancia.
Il ruolo strategico delle donne e l’urgenza di reagire

Souad Sbai, giornalista, presidente dell’Associazione donne marocchine
in Italia ed ex parlamentare del Pdl, Alberto Rosselli, direttore
della rivista “Storia Verità” e autore di numerose pubblicazioni su
genocidio armeno e integralismi, e Gianna Gancia, presidente del
gruppo consiliare regionale Lega Nord e sostenitrice della Resistenza
iraniana, saranno i protagonisti dell’incontro organizzato
dall’associazione culturale “Il ragno” giovedì 26 marzo alle 18
all’Interno 2 di Saluzzo sull’avanzata del fondamentalismo in Oriente
e Occidente, dal genocidio degli armeni alla guerra del Califfato.

Il fondamentalismo avanza in Oriente, ma anche in Occidente, con
episodi di violenza e intolleranza religiosa sempre più frequenti e
allarmanti, dagli attentati di Parigi alla dichiarazione di guerra del
Califfato, “a Sud di Roma”.

L’Europa è lacerata dagli interrogativi sull’immigrazione e
sull’identità occidentale. Balbetta di fronte all’invasione dei
migranti, si domanda se e come intervenire militarmente contro le
milizie dell’Isis. Subisce, sul fronte interno, l’azione terroristica
dei suoi stessi cittadini che rispondono alla chiamata della guerra
santa islamica, mentre la Turchia, a cento anni dal genocidio armeno
che non ha mai riconosciuto, preme per l’ingresso nella Comunità
europea.

Su questi temi, cruciali per il destino dell’Europa, il convegno,
aperto a tutti, affronterà le domande più scottanti dell’attualità
sociale e politica legata alle derive fondamentaliste, richiamando in
particolare l’attenzione sulle donne, prime vittime dei regimi
teocratici, ma anche chiave di volta nella promozione di una nuova
stagione di crescita e sviluppo civile, su cui sono riposte le
speranze di ribaltamento delle condizioni culturali e sociali
all’origine delle persecuzioni liberticide.
