Media circulates rumors that Armavir’s Mayor Ruben Khlghatyan
submitted his resignation, but the latter did not respond to phone
calls.

Note that in the city of Armavir Raffi Hovannisian gained more votes
than Serzh Sargsyan.

Before that, a resignation appeal submitted the governor of Shirak
province Ashot Giziryane, as well as the name of the mayor of Vanadzor
Samvel Darbinyan’s name is circulated.Also in these mentioned areas
Serzh Sargsyan did not win either.

And now the Vice President of the Republican Party of Armenia, the
minister of Education and Science Armen Ashotyan made a note in his
Facebook page about the officials’ resignations. He assures that it
has nothing to do with the election results

The Heritage Party leader Raffi Hovannisian is visiting Armenian
provinces today.

On his way to the city of Spitak in Lori province, Raffi Hovannisian
visited the local cemetery and paid tribute to the memory of the
victims of the devastating 1988 Spitak earthquake.

No rally was scheduled in Spitak and Raffi Hovannisian headed toward Vanadzor.

Armenia’s first president has said that he may decide to join the
opposition Heritage party’s leader in case he sees him doing real
work.

Speaking to reporters after the Armenian Pan-national Movement’s
special meeting, Levon Ter-Petrosyan said that the alliance between
him and Raffi Hovhannisyan (who was the second placed candidate in the
Monday presidential election) will be possible in case he sees the
politician translating is words into action.

`People are now there on the square to protest against unlawfulness.
But those protesters, those who voice complaints, haven’t done
anything yet. That is, the people have done their job. The holder of
the demand and right still speaks. When he does a real job, he will be
appreciated. If think uniting is necessary we’ll unite,’ said
Ter-Petrosyan, the leader of the opposition Armenian National Congress
(of which APNM is a part).

The first president thinks the popular movement became possible thanks
to the people who headed to Liberty Square to express their anger. But
Ter-Petrosyan said he isn’t aware when the Heritage leader will
actually take action.

YEREVAN, FEBRUARY 23, ARMENPRESS: Armenia’s Defense Minister Seyran
Ohanyan, head of Armenia’s Armed Forces General Staff,Colonel-General
Yuri Khachaturov,Ambassador Extraordinary and Plenipotentiary in
Armenia Vyacheslav Kovalenko, Armenian and Russian high-ranking
officers and soldiers, diplomatic mission representatives paid a visit
to ”Haghtanak”park regarding Day of Motherland Defender marked on
February 23.

As Information and Public Relations department told Armenpress, the
participants laid wreaths and flowers at the memorial of the Unknown
Soldier, paying tribute to the memory of those who put their lives on
the line to protect the Motherland from invaders. The event ended with
a solemn march of American and Russian soldiers.

Russia celebrartes the ”Day of Motherland Defender” on February 23.
Armenian Republic in accordance to established tradition is set to
host a range of events dedicated to Day of Motherland Defender.

YEREVAN.- Armenian presidential candidate, leader of Heritage Party
Raffi Hovannisian was met in Ashtarak by people chanting `president’
and `Armenia.’

Hovannisian, who did not recognize results of the February 18
presidential elections, decided to tour the regions to hold meetings
with citizens.

Addressing demonstrators, candidate congratulated everyone on the
victory in presidential elections, stressing that it belongs to the
people.

`You are the might. You proved that you are ready to struggle for the
sake of victory,’ he said.

Raffi Hovannisian assured Ashatarak residents that all the steps,
regardless of authorities’ decision on transferring the power, will be
in line with the law.

`No illegal actions, which may lead to bloodshed, will be taken,’ he
said. `If any high ranking official gives a command to soldiers to use
force against people, he will be held accountable before the law.’

After the rally he left for the city of Vanadzor.

Ashot Hayrapetian tender his resignation, just like the Shirak
regional governor Ashot Gizirian did following the `defeat’ in the
presidential election?

Hayrapetian was quoted by `168 Hours’ daily as saying: `I am not going
to hand in my resignation because I have held this position only for
100 days.

Although I believe I had some work to do, nevertheless, I don’t think
I should resign because of election results. I have worked as mayor
for only three months’.

banques l’usage de l’alphabet arménien dans leurs logos

La commission gouvernementale chargé de la langue a averti les trois
opérateurs de téléphonie en Arménie « VivaCell », « ArmenTel » et «
Orange » ainsi que quelques banques afin qu’ils présentent leur logos
en lettre arméniennes. Le responsable de la langue arménienne auprès
du ministère de l’Education, Serko Yeritsian a affirmé que ces
dernières années les enseignes en lettres étrangères au centre
d’Erévan furent modifiées et sont presque intégralement en arménien. «
Nous expliquions la loi arménienne aux représentants de ces sociétés
et généralement elles comprennent vite et procèdent au changement de
leur enseigne » dit Serko Yeritsian. Le gouvernement arménien
encourage également l’usage de l’arménien dans les journaux et les
médias ainsi que sur internet. « C’est une lutte constante, toute
l’année » précise S. Yeritsian.

Thousands of people have staged a rally in the Armenian capital
Yerevan to protest against the results of the country’s recent
presidential election.

About 5,000 supporters of Raffi Hovannisian, a presidential candidate
who stood at the second place in the Monday election, gathered in
Yerevan’s central Liberty square on Wednesday to show their anger at
the reelection of President Serzh Sarkisian.

“We must return to our people its victory,” Hovannisian told the crowd
demanding the overturn of the election results.

“Those who are misappropriating the power must be brought before
justice,” the former foreign minister stated.

Sarkisian won a second five-year term by securing nearly 59 percent of
the vote and his closet rival Hovannisian took about 37 percent of the
ballets.

On Tuesday, Hovannisian, who is the leader of Heritage Party,
described the election as “shameful”, saying that there was “a huge
number of violations” and that “the vote was not fair and the results
do not reflect people’s will.”

Only 60.18 percent of the 2.5 million eligible voters cast their
ballots at 1,988 polling stations across the country.

The voter turnout stood at 69 percent in the previous presidential
election in 2008.

ARMENIA: THE REGIME HAS TO DEAL WITH ARDENT PRO-WESTERN OPPOSITION;
Serj Sargsjan remains the president of Armenia.

The Armenian Central Electoral Commission toted up votes and published
results of the presidential election. Incumbent chief of state Serj
Sargsjan won the election in the very first round with just under 60%
votes cast for him. Legacy party leader Raffi Ovannisjan, once the
republican foreign minister, finished the race with the unexpected
36%. There is a new opposition in Armenia these days and its leader
is capable of challenging the regime.

Five other participants in the presidential race finished it with
between 0.24% and 2.15%. Observers and commentators guessed that
Ovannisjan would come in second but nobody expected him to do so
with such flair. (The tension had been much higher and the situation
simply unpredictable during the previous election of the president
in Armenia… but Levon Ter-Petrosjan had finished the race with
under 25% votes.) Most specialists expected Ovannisjan to vie for
the second result in the race with ex-premier Grant Bagratjan and
dissenter Paruir Airikjan. In any event, the gap between the results
demonstrated by Ovannisjan and all others took everyone by surprise.

There are three factors that Ovannisjan apparently owes this stunning
success to. His presidential campaign was more people-oriented and
less lofty than the campaigns of all others. Addressing potential
voters, Ovannisjan used simple language and spoke of things people
understood. Besides, he was careful to do without overly dramatic
criticism of the powers-that-be.

Gyumri, the city that traditionally opposes the central government,
became the second factor. Devastated by the 1988 earthquake – actually
razed to the ground, Gyumri is still healing… so many years after
the tragedy. A host of unsolved problems accounts for the locals’
critical attitude toward the authorities. Throughout the years of
sovereignty, Armenian opposition was always able to count on support
in and from Gyumri. According to some reports, Ovannisjan beat even
Sargsjan’s results in Gyumri.

The so called advanced technologies are the third factor or third
pillar of Ovannisjan’s successful performance in the presidential
race. Activists of his Legacy party made full use of social networks
during the campaign. This activeness had its effect on the outcome
of the election.

As a matter of fact, Ovannisjan’s performance played into the hands
of the central government too. What with his 36%, nobody will dare say
the presidential election in Armenia was anything but free and fair.

Save for Sargsjan, all other participants in the race called the
election rigged – following the tradition observed in all post-Soviet
countries. Each of them announced that he had really polled 15-20%
more than the Central Electoral Commission reported. It did not matter,
really. The candidates were just going through the motions.

They never expected their formal protests to make any difference.

Sargsjan remains the president.

Sargsjan has five years to groom a successor. Five years from now
Ovannisjan just might become a favorite of the next presidential
race… which is not what official Yerevan wants, of course. Legacy
party leader has the time and the willingness to boost his political
clout in the interim. There are lots of unsolved problems in Armenia
and the authorities had better try to solve them at long last.. or
in the next bid for the pinnacle of political power Ovannisjan will
certainly capitalize on the regime’s incompetence.

And Russia will have to take heed and do something worthwhile with
regard to Armenia… unless its wants the Americans to strengthen
their positions in this part of the Caucasus, that is. Not that
Ovannisjan is a Washington’s puppet, of course, but the fact that
his second citizenship is American is telling, isn’t it?
