Armenian President Serzh Sargsyan was re-elected Feb. 18 to serve his
second five-year term in the post, The New York Times reported. The
preliminary results were released Feb. 19 by the Central Election
Commission. Sargsyan received approximately 59 percent of the votes,
followed by former Foreign Affairs Minister Raffi Hovanessian with
about 37 percent. Local police have received at least 70 reports of
possible frauds and voting allegations; however, the results eliminate
the possibility of a second round of elections. Sargsyan’s first term
is notable for modest economic improvements and a continuing struggle
with Turkey and Azerbaijan over the Nagorno-Karabakh territory.

It is the third day since the presidential election in Armenia,
but the Prosperous Armenia Party (PAP), which has declared itself
a political alternative, has not so far made any comments on the
election process or results.

The only exception is PAP Chairman Gagik Tsarukyan, who was in Armenia
but did not participate in the voting.

Naira Zohrabyan, Spokeswoman for the PAP parliamentary group, refused
to comments on the party’s assessments of the Feb. 18 presidential
election. Nor did she answer Tert.am’s question as to whether the
PAP leader has congratulated Serzh Sargsyan on re-election.

Iveta Tonoyan, Spokeswoman for the PAP leader, said she could not
answer the question because the PAP leader “is not in Armenia now.”

Talking to Tert.am, Stepan Margaryan, a PAP parliamentary group member,
could not say if the PAP leader will congratulate Serzh Sargsyan.

“It is up to Mr Tsarukyan. I can say one thing for sure: we are ready
to discuss all the problems. Last year, before our congress, we stated
our objection to any dividing lines. We never shirk responsibility
and will always be beside our citizens and voters. We are ready to
discuss the situation with all the forces and find solutions,” Mr
Margaryan said.

With respect to the party’s political statement on the election
results, he said: “We have not yet discussed the issue. As soon as we
discuss, we will make it public.” He also pointed out a rising wave
of public discontent with elections “from election to election.” The
result is “dividing lines” within society.

“Our task before the presidential election was to apply fair
election mechanisms and refrain from any interference. I think we
have succeeded,” Mr Margaryan said.

He could not say anything about how the PAP electorate voted. Without
supporting any of the presidential candidates, the party calls for
“acting according to one’s conscience.”

After leaving his meeting with Serzh Sargsyan, Raffi Hovannisian
told the crowd waiting outside the Presidential Palace to go about
their business.

Many didn’t listen and instead gathered at Freedom Square. Hovannisian
also made his way to the crowd and made a brief statement.

“You already know that the power is in your hands and ours,” declared
Hovannisian, to which the throng replied, “Yes”.

But Hovannisian didn’t go into detail regarding what he and Sargsyan
discussed earleier, promising to do so tomorrow.

“We have always supported open, not closed, but open conversations. I
telephoned the press secretary of Mr. Sargsyan and told him to correct
the mistake. From the start, we have backed an open, transparent,
public debate,” noted Hovannisian.

The presidential contender added that not only will he address
tomorrow’s rally but other citizens of Armenia as well, people who
have stood by his side but who have remained absent.

“And they will face you and give an answer. For once in our lifetime,
the Armenian people on this side of Avarayr, Sardarapat, Bash-Aparan
and Gharakilise will celebrate a true victory,” Hovannisian said.

The Star referred to the conflict of Nagorno Kharabagh. As reports
Armenpress, on the 25th anniversary of the conflict the news site
referred to the unresolved ethnic strife in Nagorno-Karabakh, stating
that even the leading experts on the little known region can’t predict
what could be the next.

“The risk may seem relatively low,” said Thomas de Waal of the Carnegie
Endowment, “but the only thing that is stopping a war is the leaders’
own calculation.”

Since the war broke, the tiny territory of about 160,000 people has
become a “frozen conflict” zone despite rounds of peace talks to
settle its status. Meanwhile, according to de Waal, Azerbaijan has
become an economic oil giant in the region, but with a democratic
deficit. President Ilham Aliyev’s regime is using its new-found wealth
to equip and expand the army. It is also ratcheting up tensions with
anti-Armenian rhetoric. An example of one of such extreme cases is
the case of 75-year-old writer Akram Aylisli, who was burnt in effigy
for a book he wrote to heal relations between ethnic Azerbaijanis
and Armenians.

“Azerbaijan doesn’t want a compromise with people who ‘stole our land,’
” de Waal said last week at University of Toronto’s Munk Centre. “It
spends $4 billion a year on its army. There’s also the possibility of
an accidental war started along the ceasefire line – one day someone
could lob a mortar shell across it.”

In an uneasy neighborhood that includes traditional foes Iran, Turkey
and Russia, a renewed conflict could have a ripple effect.

The news site reports that both sides routinely attend sporadic peace
talks and say they want a peace deal. But with Azerbaijan demanding
a return of Karabakh, with some autonomy, and Armenia insisting
on independence, it’s unlikely to happen soon. There are perfectly
sensible plans for peace, but there have to be basic levels of trust.

today a program designed to boost production of crop seeds and provide
farmers will with high-quality seeds at low prices.

Part of the seed was imported, and the other part was bought from
local producers. Overall, the farmers will be provided with 850 tons
of spring barley, 11 tons of corn, 37 tons of clover and 530 tons of
esparcet (holy clover) seeds.

Prime minister Tigran Sargsyan said the government has subsidized 40%
of the market value of the seeds. He also emphasized cultivation of
esparcet saying it is supposed to help solve the forage problem. -0-

The Armenian Government’s program on creation of free economic zones
is nothing but a good toast, Haroutyun Mesrobyan, a management expert,
told journalists.

He thinks one can only speak and describe the program, but the
program has no clear strategy. “The program should by all means be
divided into quarters, it should have indices, possible deviations
from the indices, responsible persons, responsibility size and other
components. If the program lacks all these things, then it is just
a toast for a good toast master”, Mesrobyan said.

To note, the Government of Armenia is trying to create three free
economic zones: in Gyumri, in Zvartnots Airport in Yerevan, and at
Mars RAO CJSC.

Barack Obama hopes to engage Russia in his effort to continue reducing
nuclear armaments. For the president, this is vital for advancing
his goal of a world less reliant on nuclear weapons, The Foreign
Policy writes.

For Moscow, however, nuclear arms remain the bedrock of military
security and a key component of Russia’s international status. This
does not necessarily doom Obama’s approach, but it makes further
reduction of U.S. and Russian nuclear arsenals contingent on
Washington’s willingness to consider Moscow’s security needs. The
United States should examine those requirements in order to understand
not only what kind of a deal with Russia is possible, but how Russia’s
needs relate to its own security interests. Having reconciled itself
with the loss of both its outer empire in Eastern Europe and the inner
one in what used to be the USSR, Russia has no need to physically
control others and no interest in reabsorbing them within a new
imperial construct.

Psychologically, being one of two nuclear superpowers helped
the Kremlin overcome the trauma of imperial collapse and state
disintegration. As a result, Moscow’s present concept of a great power
is the reverse of the classical one. It aims not so much at dominating
others as not being dominated by the stronger powers. Given that the
Russian military is no match for the Pentagon — or soon the PLA —
the Kremlin believes nuclear deterrence is the best way of preserving
Russia’s strategic independence.

The United States, if it wants further cuts in nuclear weapons,
will need to credibly assure the Russians that U.S. missile defense
deployments, while effective against third countries (i.e., Iran), will
not diminish Moscow’s deterrence power. Washington will also need, when
discussing tactical nuclear weapons, to include non-nuclear systems
with a capability for precise strikes. Finally, both Washington and
Moscow soon need to reach out to Beijing to include it in the process
of limiting nuclear arms and enhancing strategic stability. None
of these tasks will be easy, but all of them will be necessary if
relations among the world’s major nuclear powers are to be further
stabilized.

Great-power stability is crucial for a number of reasons. One is
stopping further nuclear proliferation, mainly in Iran and North Korea,
for which Russia and China are key. Moscow’s assessment of the pace
of Tehran’s nuclear program may differ from Washington’s, but it
has zero interest in a nuclear-armed Iran. Russians might prefer a
different way of dealing with Pyongyang than the very uneven U.S.

approach to North Korea, but they clearly see the dangers of living
next to a country that is constantly testing its nuclear devices and
long-range missiles. U.S.-Russian cooperation at the strategic level
certainly creates a better prospect for coordinated non-proliferation
efforts.

Moscow’s biggest benefit from Obama’s foreign policy reset has been
his downplaying of the NATO option for Georgia and Ukraine. Since
then, the domestic changes in Kiev and, more recently, in Tbilisi
have de-emphasized the NATO accession option even more. Russian
policymakers and strategic planners feel relieved: They no longer
have to account for the possibility of U.S. power projection too
close to their borders. In the South Caucasus, they are happy to leave
Georgia to deal with its own problems, and only worry that the long but
uneasy truce between the Azeris and the Armenians in Nagorno Karabakh
may be broken. As Yerevan’s formal military ally with forces on the
ground, and Baku’s economic partner, Moscow has a stake in keeping
the situation under control — an interest shared by Washington.

The Foreign Policy concludes that Americans should kick the habit of
seeing mainly through the prism of its past experience with the Soviet
Union, or through the optics of Russia’s domestic developments alone.

Obama’s nuclear bid, to be successful, requires an updated and
comprehensive look at Russia.

YEREVAN. – Azerbaijan is responsible for the events that occurred in
Khojaly on February 25-26, 1992, Armenia’s first Human Rights Defender,
“Against Legal Arbitrariness” Foundation Executive Director Larisa
Alaverdyan stated during a press conference on Friday.

“Azerbaijan has no ethical and political right to raise matters that
are based on lies and distorted facts. Is it not true that, reflecting
at the time on the events of Khojaly, first President of the Republic
of Azerbaijan, Ayaz Mutalibov, had stressed that the pogrom [in
Khojaly] was orchestrated and carried out by the opposition members
of the Azerbaijani Popular Front [Party], whose objective was to
overthrow the functioning government?” Alaverdyan stressed.

At the same time, she pointed to the mistakes the Armenian side had
committed. As per Alaverdyan, the 1995-1996 initiative that was related
to Karabakh appeared in Azerbaijani hands, and before that, however,
Armenia was performing successfully with a variety of initiatives to
settle the key issue.
