Increased Philanthropic Support Allows American University of Armenia
to Expand Access to Tuition-Free Courses

YEREVAN – American University of Armenia Extension continues to provide
the Syrian-Armenian population in Armenia with vital assistance,
harnessing philanthropic support to provide tuition-free courses for
college preparation and career development.

`Education is Armenia’s strength and future,’ said Judy Saryan, who
recently joined philanthropists Sonia and Zaven Akian and Rita and
Adam Kablanian in support of the much-needed scholarship. `I am very
pleased to support AUA’s outreach to Syrian-Armenian students.’

AUA has expanded the program to meet the growing needs of Armenia’s
nascent Syrian-Armenian community. Thus far, over 170 students have
benefitted from the program and another 230 students, previously on a
waiting list, are now scheduled to receive funding from the
scholarship.

Judy Saryan of Massachusetts recently joined philanthropists Sonia and
Zaven Akian and Rita and Adam Kablanian in support of the much-needed
scholarship program. Earlier this year, the Hayastan All-Armenian Fund
also contributed to ensure access to the program was available to more
students. Generous donations from anonymous sources have also
contributed to the success of this program.

`These generous, gifts came at a critical time for us, allowing AUA to
swiftly develop classes and meet the needs of the students who were
coming to us for help,’ said AUA President Dr. Bruce Boghosian. `We
are grateful for the community’s support,’ added Boghosian.

Established last year, the scholarship allows Syrian-Armenian students
now living in Armenia to enroll in any two courses offered by AUA
Extension for free. The majority of these students have taken courses
in English or preparatory courses for the TOEFL iBT and GRE exams
required for admission to AUA.

`By offering these classes, free of charge, AUA is able to provide
some stability to these students at a time of uncertainty in their
lives,’ said Dr. Arpie Balian, Director of AUA Extension. `The program
we developed provides tuition-free courses in both our degree programs
as well as in Extension.’

and technological development by fostering growth through accessible,
high-quality education, adult training and lifelong learning

Candidates Tournament has been concluded. As reports Armenpress,
Carlsen-Ivanchuk game had an unexpected result: Ukrainian chess
player Vassily Ivanchuk scored the win over the leader of the
tournament table Magnus Carlsen. Next game lasted 7 hours and ended in
a draw; Teimour Radjabov and Alexander Grischuk shared the point.
After 12th tour Vladimir Kramnik leads the tournament table, being
followed by Magnus Carlsen (7,5 points) and Levon Aronian (6,5
points).

The Candidates Tournament is a chess tournament organized by the world
chess federation FIDE since 1950, as the final contest to determine
the challenger for the World Chess Championship. The winner of the
Candidates earns the right to a match for the World Championship
against the incumbent World Champion.

anti-arménienne qui atteint son paroxysme. Adil Gharibov, membre de
l’Académie des Sciences d’Azerbaïdjan et responsable de l’Institut des
radiations, vient d’avoir une idée « géniale » ! Il propose tout
simplement de créer un tremblement de terre artificiel pour tester la
capacité de résistance de la centrale thermonucléaire arménienne de
Medzamor… L’agence officielle azérie APA qui rapporte cette
nouvelle, ne s’en émeut pas ! « Nous faisons confiance aux
spécialistes étrangers dans leurs tests effectués sur la centrale
atomique de Medzamor mais quel est le scientifique internationale qui
affirme que cette centrale résistera à un séisme de 9 degrés sur
l’échelle de Richter ? » se pose la question notre Académicien azéri.
Et de dire « nous devons en avoir la preuve ». Et s’il planifiait
d’envoyer quelques missiles sur la centrale arménienne pour voir sa
résistance ?

Les Risques d’un désengagement de la diaspora

Au fil des années, le mauvais état de l’économie arménienne se
confirme, prenant des proportions alarmantes aux yeux de bon nombre
d’observateurs(1). Dans cette configuration, le poids des apports
financiers d’investisseurs privés de la diaspora animés par un fort
patriotisme identitaire est capital, même si ce soutien place du même
coup l’Arménie en position de dépendance. Difficile à chiffrer, cet
apport économique est tout à fait significatif, se situant selon les
évaluations dans une fourchette qui va de 10 à 70 % du PIB(2). Or,
exacerbées depuis 2008, des divergences entre les communautés
diasporiques et la société arménienne inquiètent plus d’un observateur
à Erevan. Si la volonté manifestée par ces investisseurs d’apporter
leur aide financière à l’Arménie venait à baisser de manière
significative, le pays pourrait perdre l’une de ses ressources
principales. L’apport financier de la diaspora a d’ailleurs décru au
cours de la dernière décennie. Le processus de démocratisation de cet
État et la réconciliation turco-arménienne constituent les n`uds de ce
problème.

Diaspora et Arménie : une tradition d’engagement La relation unique
qui existe entre les territoires historiques de l’Arménie(3) et les
communautés arméniennes de la diaspora est un élément fondamental de
l’histoire de ce peuple depuis plusieurs siècles. Le génocide perpétré
en 1915-1916 dans l’Empire ottoman, qui a déraciné la communauté
arménienne d’une partie de ses terres historiques, est venu renforcer
l’importance de la diaspora, à la fois numériquement et comme acteur
géopolitique pour l’Arménie. Pendant près d’un siècle, l’Arménie
soviétique et les communautés d’Occident ont entretenu des relations
passionnelles et compliquées par la Guerre froide ainsi que par les
clivages idéologiques des différents partis politiques arméniens.
Aussi les retrouvailles entre Arménie historique et diaspora au moment
de la disparition du Rideau de fer puis de la désintégration de l’URSS
ont-elles été vécues par bon nombre d’Arméniens comme une
réunification de la Nation.

En 1988, lorsque le Haut-Karabagh, région autonome de l’Azerbaïdjan
peuplée d’Arméniens, a fait sécession, l’engouement de membres de la
diaspora – notamment en France et aux États-Unis – a été intense. Leur
soutien effectif à l’armée arménienne puis la victoire militaire de
l’Arménie sur l’Azerbaïdjan ont marqué une phase d’enthousiasme
patriotique tant au pays que dans les communautés arméniennes du
monde(4). Le sentiment exprimé par bon nombre d’intellectuels était le
suivant : les membres dispersés de la Nation se sont unis pour vaincre
les ennemis des Arméniens (Azerbaïdjanais et Turcs) et prendre une
revanche sur l’histoire. À travers des initiatives diasporiques comme
le Comité Karabagh en France, on a vu apparaître un nouvel élan de
solidarité de la part de membres de la communauté diasporique dont les
sentiments pan-arméniens n’avaient jusqu’alors que rarement trouvé de
lieu d’expression.

In recent months, a number of incidents have taken tensions between
Armenia and Azerbaijan to very high levels. On the Azeri side,
the rhetoric is more and more explicitly anti-Armenian and warlike,
as clearly exemplified by the Safarov case and the story of writer
Akram Aylisli. Yet, things have not always been such.

As reminded by Arzu Geybullayeva in a recent article, Heydar Aliyev,
father of current president Ilham, used to welcome Armenian journalists
with overall benevolent words. Here is an excerpt of a speech by
Heydar Aliyev, pronounced in the presence of Armenian and Georgian
journalists on July 1st, 1999:

Unfortunately, the conflict that took place in 1988 in the period of
Soviet Union caused difficulties and relations between Armenia and
Azerbaijan that have never existed before in the history. If we look at
the history we can see that there were conflicts between Armenians and
Azerbaijanis on different levels. They caused victims and bloodshed,
however, later on this conflict was solved and the peaceful situation
was restored. For example, let`s take the event of 1905 or 1918, some
years later the relationships were resumed, people became friends and
the bad was forgotten. That is clear and natural. People don`t want
bad things, they want good ones. This is not the case of only Armenia
and Azerbaijan. Let`s recall how many countries were engaged in the
World War II and how severe was the war between Russia, the Soviet
Union and Germany. And now look how perfect relationships they have
now. One can say the same words about many European countries that
have been fighting for many decades. All this was left in the past,
now they have friendly relationships, the European Union was even
established in Europe, they keep integrating and approaching.

We adhere the peaceful settlement of the conflict. I think that
we will find the way of settlement of the conflict and it will
be in conformity with interests of both Armenia and Azerbaijan. I
don`t think that Armenia and Azerbaijan will always be in conflict
situation. I don`t think so. Because the history proves that it is not
possible. […] However, not only Azerbaijan suffered losses, Armenia
had losses as well, there are handicapped people in Armenia too.

Therefore, it is necessary to establish the atmosphere of trust in
order to go towards peace and settle the conflict peacefully.

Heydar Aliyev continued by stating that the journalists of the two
countries could have a particularly important role in this process,
and saluted the encounter that had taken place on that occasion.

I quote now an excerpt from a recent speech by President Ilham
Aliyev, son of Heydar, on the occasion of the twentieth anniversary
of the founding of the Azeri ruling party, the New Azerbaijan Party
(extended passages of the speech were posted in a series of tweets
on the Azeri president’s Twitter channel).

The main focus of our foreign policy is the resolution of the
Armenian-Azerbaijani Nagorno-Karabakh conflict. We will continue
our efforts. I want to reiterate that our position is very firm, it
is based on international law, history, justice and on our growing
strength. We are conducting talks and at the same time building up
our military strength.

The gap between Armenia and Azerbaijan is already very large and keeps
expanding day by day. Azerbaijan grows stronger and more powerful by
the year, while Armenia weakens and declines every year. Evidence of
this is the mass exodus of people from Armenia to other countries.

We will continue our efforts to isolate Armenia. This policy is
working. We see its results. We will continue to expose Armenia’s
aggressive policy in all international organizations. The number of
our friends in the world is growing. A growing number of countries
want to cooperate with us. We have started to invest in various areas
in foreign countries. This is a new process. We will step it up. Thus,
our political and economic relations with all countries of the world
will become even stronger in the future. Three countries have already
officially recognized the Khojaly genocide as an act of genocide. This
process has already begun and will be continued. We must ensure that
as many countries as possible recognize Khojaly as an act of genocide.

So from a medium- and long-term perspective, the restoration of
Azerbaijan’s territorial integrity is beyond doubt. Neither we nor the
mediators involved in the matter have any doubts about that. That is
why we believe that international mediators have been more active in
addressing the issue lately. Everyone knows that the growing political,
economic and military power of Azerbaijan will lead to a complete
resolution of the issue in favor of Azerbaijan.

I want to reiterate that we are involved in negotiations. But along
with that, we take all other steps and are ready for all the other
options. I repeat that Azerbaijan has strong legal, historical and
political grounds. I have no doubt that Azerbaijan will restore its
territorial integrity. The solution to this problem is possible on the
basis of these principles. […] There are such forces – pro-Armenian,
anti-Azerbaijani and Islamophobic forces which can’t come to terms
with our success and development. […]

Our main enemy is the Armenian lobby. I have often talked about it, I
want to say it again without fearing anyone – our enemy is the Armenian
lobby. Because Armenia as a country is of no value. It is actually a
colony, an outpost run from abroad, a territory artificially created
on ancient Azerbaijani lands.

Aliyev does not hide the fact that Azerbaijan is strengthening its
military power and trying to isolate Armenia, which he calls “a country
of no value”, suggesting also that the territory of contemporary
Armenia is historically Azeri – a theme that Aliyev has brought up
also in a speech a few days ago: “the Armenian state was established
on lands that are historically Azeri. The Khanate of Yerevan, Zangezur,
and Geycha [Sevan] – these lands are all historically ours”.

No sign of the need for a reconciliation process, of an agreement
that satisfies both countries, of the inevitability of peace and
friendship between two neighbouring peoples that characterized the
speech of Aliyev father in 1999.

I quoted two excerpts from public speeches by Ilham and Heydar Aliyev,
separated by over 10 years. These are individual speeches in different
contexts that, as meaningful as they may be, certainly cannot reflect
the complexity of the Aliyevs’ approach towards the Armenian-Azeri
conflict under their presidencies.

They do, however, signal that something has changed. The rhetoric
of Aliyev father seems remarkably conciliatory and pacific compared
to his son’s. Between father and son, with regard to the approach to
the issue of Nagorno Karabakh, something really has changed.

Armenia’s Cabinet told Interfax on Thursday that it had decided to
provide 20.5 million drams ($50,000) next month to enable Paruir
Airikian, a former candidate for president who was badly injured in
an assassination attempt two months ago, to recent treatment abroad.

Airikian had surgery after being wounded in the shoulder in a nighttime
gun attack but still complains about severe pain.

Vardan Sedrakian, one of Airikian’s rivals in the presidential
election, has been put under two months’ arrest on suspicion of
organizing the murder attempt.

Syrian oppositionists accuse the regime of shelling churches in
Dayr al-Zawr.

Reports say 170 military personnel defected near the border with Israel

Syrian activists affirmed that the regular forces targeted several
churches belonging to the Christian Sect in the City of Dayr al-Zawr,
eastern Syria. Opposition websites posted on the Internet videos
showing the extent of damage that these churches suffered as a result
of shelling by the regular forces.

An activist based in Dayr al-Zawr told Al-Sharq al-Awsat that the
regime’s planes shelled two churches belonging to the Orthodox
Syriacs. He added that all Christian families fled the city when it
came under heavy bombardment as clashes between the opposition and
the regime forces intensified.

Member of both the National Coalition of Syrian Revolutionary and
Opposition Forces and the National Council Abd-al-Ahad Istifu confirmed
that regular forces shelled churches in Dayr al-Zawr.

Speaking to Al-Sharq al-Awsat, he said that all Christian families
left the city because of the excessive violence in the city.

He added: “The Christians, especially the Armenians who form a
considerable section of the population in the area, have a bad memory
of persecution. This prompts them to emigrate quickly when any form
of violence takes place.” Istifu held the Syrian regime responsible
for displacing the city’s Christians. He noted that a climate of
fanaticism and extremism helped in frightening the Christians and
prompting them to leave.

Elsewhere, the opposition local coordination committees said yesterday
that more than 170 military personnel, including officers, defected
from the regular forces in the City of Al-Qunaytirah near the occupied
Golan. Syrian oppositionists posed on YouTube a video showing the
defected military personnel being protected in Al-Qunaytirah.

Opposition activists said that the military personnel defected with
help from the Abu-al-Ward Salafi Jihadist Group that operates in the
Khan al-sheikh complex in the western countryside, in cooperation
with fighter battalions.

According to the opposition sources, this defection comes after 13
military personnel, including officers, announced that they defected
from the 143rd Battalion and the 160th Company in the Town of Tasil
in Dar’a during clashes that have been going on for some time now
along the cease-fire line between Syria and Israel.

The free army in the City of Al-Qunaytirah is engaged in violent
clashes with the regular forces in a persistent attempt to storm the
Al-Saraya Building where the 90th Brigade is deployed.

For its part, the opposition Sham Network reported that the free army
provided protection for three military personnel who defected from
the Dayr al-Zawr Airfield.

Also, seven conscripts belonging to the Alawite Sect defected from
the Al-Khazzanat Roadblock in the Khan Shaykhun area in Idlib, the
coordination committees said.

Meanwhile, clashes continued in the Syrian capital Damascus, namely
in the District of Jawbar where the free army has established posts
only hundreds of meters from the Al-Abbasiyin Square.

According to sources in the opposition, several shells fell in the
District of Al-Qabun wounding some of the district’s residents. Also,
sounds of several explosions were heard in the capital’s countryside.

In another development, clashes intensified around the Al-Thalathin
Street in the Al-Yarmuk [Palestinian Refugee] Camp in the south of
the capital. Activists said that large-calibre weapons were used
in the clashes. A fire broke out in the camp’s Safad Street after
snipers belonging to regular forces fired incendiary bullets, the
activists said.

In Homs, activists reported that violent clashes broke out in the
districts of Jawbar and Al-Sultaniyah between regular forces and
battalions of the free army as the daily confrontations continue in
Al-Khalidiyah and Baba Amr, which is now under the regular forces’
control.

Meanwhile , fighting continued in the City of Al-Raqqah, which was
controlled by the opposition battalions a while ago. The clashes took
place around the post of the besieged 17th Division in the city’s
countryside. Clashes also continued in areas in Aleppo and Idlib where
scores of people were killed in rocket and artillery bombardment and
clashes around military bases, the coordination committees reported.

PM URGES BUSINESS PEOPLE TO PRESENT THEIR PROJECTS TO GOVERNMENT

YEREVAN, March 29. / ARKA /. Armenian Prime Minister Tigran Sargsyan
urged today representatives of small and medium-sized businesses
to more actively present their business plans to the government
to seek its support as he spoke at a meeting with some 100 local
business people.

“Our strategy is to be as objective as possible: we will inform
the public about the criteria we use to decide whether to support a
business or not. We are primarily interested in those companies which
have great export potential, which can prove that they will use the
government support to create jobs, which are managed skillfully,”
he was quoted as saying by the government press office.

He also said the government will pay special attention to programs
which are able to rally business people for their joint implementation.

The key speakers at the event were economy minister Tigran Davtyan,
the chairman of the Union of Industrialists and Entrepreneurs Arsen
Ghazaryan and the chairman of the Union of Domestic Manufacturers

Le 21 mars, dernier jour pour soumettre a la Commission electorale
centrale les documents requis pour prendre part au scrutin municipal
d’Erevan, 6 partis politiques et une alliance electorale ont saisi la
CEC. Les partis politiques sont le parti Republicain (liste dirigee
par le maire actuel d’Erevan, Taron Margarian), Etat de droit (liste
dirigee par le Ministre des situations d’urgence, Armen Yeritsian),
FRA/Dachnaksoutioun (liste dirigee par le deputee Armen Roustamian),
Armenie prospère (liste dirigee par Vartan Oskanian), CNA (liste
dirigee par l’ancien maire d’Erevan, Vahagn Khatchatrian) et le parti
nouvellement cree Mission (liste dirigee par le President du parti
Mesrop Arakelian). Une alliance a ete formee entre le parti Heritage
et cinq autres groupes d’opposition, notamment des anciens partis du
CNA, dont Voie democratique, Patrie democratique, Parti Conservateur
etc. L’alliance s’appelle ” Bonjour Erevan “. Le vice-President du
parti Heritage, Armen Martirossian est la tete de liste de cette
alliance. Haykakan Jamanak relève que le nombre d’electeurs d’Erevan
inscrits sur les listes est de 824 000. Les partis politiques devront
recueillir 6% des suffrages pour etre representes au Conseil municipal
d’Erevan, tandis que les alliances devront en obtenir 8%.
