Three members of System Of A Down — Daron Malakian (guitar, vocals),
Shavo Odadjian (bass) and John Dolmayan (drums) — plus Scars On
Broadway’s Franky Perez performed three songs (including SOAD’s
"Suite-Pee" and Scars On Broadway’s "They Say") at Shavo’s Halloween
party at the Roxy Theatre in West Hollywood, California on Saturday

In October 2008, Malakian announced via Scars On Broadway’s web site
that the band’s headlining tour — which included an appearance
on "Jimmy Kimmel Live!" — was being cancelled, with no plans of
rescheduling. Malakian cited his lack of enthusiasm and "his heart
not being into touring" as the chief reasons behind the decision to
call off the trek. "The music of SCARS will live on, but now is a time
when aspects of my life need to be tended to," he said in a statement.

Scars On Broadway sold just under 24,000 copies of its self-titled
debut album in the United States during its first week of release
to debut at position No. 17 on The Billboard 200 chart. This number
represented roughly 36 percent of the 66,000 opening tally registered
by "Elect the Dead", the debut solo effort from System Of A Down lead
singer Serj Tankian, which came out in the fall of 2007 through the
Warner Music Group.

"Scars On Broadway" has shifted just 78,000 copies in the United
States since its July 29, 2008 release, according to Nielsen SoundScan.

/PanARMENIAN.Net/ A senior Iranian energy official said Tehran was
holding "unofficial" talks with some European firms about its
participation in the 7.9 billion euro Nabucco gas pipeline project, a
news agency reported on Saturday.

Iran sits on the world’s second-largest natural gas reserves after
Russia but has been slow to develop exports, partly because of U.S.
sanctions hindering access to needed technology.

Turkey has said Iranian gas can help the planned Nabucco pipeline,
which is backed by the European Union, to supply Europe and lessen the
continent’s dependence on Russian deliveries.

"Definitely, the Nabucco pipeline will not become operational in the
absence of Iran," said Reza Kasaeizadeh, managing director of the
state National Iranian Gas Export Company.

"Unofficial negotiations between some European companies and Iran on
the pipeline have begun," the semi-official Mehr News Agency quoted
him as saying. He did not name any of the countries.

Any such discussions may cause concern in Washington, which is
embroiled in a long-running row with Tehran over the Islamic
Republic’s disputed nuclear program.

Nabucco’s current shareholders include Austria’s OMV (OMVV.VI),
Hungary’s MOL MOLB.BU, Romania’s Transgaz TGNM.BX, Bulgaria’s
Bulgargaz, Turkey’s Botas and Germany’s RWE (RWEG.DE), Reuters
reported.

Today MP Zaruhi Postanjyan addressed a letter to Republic of Armenia
Police Chief Alik Harutyunyan, Republic of Armenia Prosecutor General
Aghvan Hovsepyan and Republic of Armenia Ombudsman Armen Harutyunyan.

The letter states that Postanjyan and other citizens had organized
a protest in front of the Republic of Armenia Government building on
October 29, 2009.

Postanjyan states that the aim of their protest action was to remind
all that "All Armenians’ interests are united."

The letter says that the protest action started at the scheduled time
of 11 am.

"Unlike the protest action which had occurred at the same place a
week before, the police officers’ unlawful deed had only one aim,
to create a wall of police officers so as to hide the posters from
the eyes of passers-by. The second part of the protest action, which
was planned to take place on Baghramyan Avenue, on the opposite side
of the street in front of the president’s office, couldn’t take place.

"According to the police officers, they themselves didn’t know on the
basis of what law they were hindering our demonstration. They only
explained it by the fact that the president was holding an event and
they didn’t think our demonstration was appropriate.

"Such an attitude of police officers unequivocally gives evidence of
the fact that Serzh Sargsyan fears some twenty peaceful demonstrators
and their posters.

"I am informing RA police officer that we exercise our constitutional
rights. The above-mentioned actions of the police officers are
violations of the corresponding articles of the RA Constitution and
RA Criminal Code. There was no need to panic because of peaceful
demonstrators and their posters and to commit acts which are subject
to criminal prosecution. Taking the above-mentioned as a basis,
I ask to take corresponding legal measures with respect to this
letter and to inform me about the results as prescribed by law,"
Postanjyan concludes in the letter.

The co-chairs of the OSCE Minsk Group will visit Nagorno-Karabakh in
early November, a report published on the official OSCE website on
Friday says.

"The co-chairs will travel to the region in early November to meet the
presidents of Armenia and Azerbaijan and continue to work with them
on the basic principles for the peaceful settlement of the Nagorno-
Karabakh conflict," the report says.

"On October 26, the OSCE Minsk Group co-chairs met with Azeri Foreign
Minister Elmar Mammadyarov and Armenian Foreign Minister Edward
Nalbandian in Luxembourg, where they held a working session with each
minister. The sessions, which took place in a constructive spirit,
assessed the current stage of the negotiations and considered, in
particular, next steps in view of the December 1-2 OSCE Ministerial
Council in Athens," the report says.

A few days ago, the Armenian Revolutionary Federation Dashnaktsoutiun
(ARF) unveiled its own ‘road map to regime change’, a detailed plan for
changes required in the socio-economic, political, and governmental
structures of the country. Armen Rustamian, the chairman of the ARF
Supreme Council of Armenia in a press conference introduced the plan.

It is only natural that a political party or organisation would aspire
to the government of the country, and more so a party or organisation
with a history such as the ARF, with a power base as vast as the
ARF specially in the Diaspora and who has had a history in country
governance albeit nearly a century ago.

It is also strange that governance has not been one of its stated aims
since independence nor has it governed her policies and behaviour. This
has been both her strength and weakness. It has been her strength,
because any, and all actions the ARF has undertaken has been guided
by its desire to keep balances, to ensure that National aims and
aspiration were kept in the forefront of the day’s governors.

It has been her strength, because thus, the ARF has participated and
played a major role in the difficult work of rebuilding and recreating
a country ravished by the effects of decades of a defunct and unjust
regime, of an economy devastated by the greed of unscrupulous remnants
of the old guard and their present-day successors.

And it has been its weakness because while being in government the
ARF has had to share in the effects of all the unpopular decision
and in the failures of the men in power, while she has ha d no say
in those decisions.

It had been its weakness, because people like to be identified
with those in power and those who are wielding power, especially in
countries like Armenia where democratic traditions are non-existent
or at their infancy.

Finally, it has been its weakness, because it had elected, making
a conscious choice, to concentrate its strength and endeavour in
country-building and nation-rebuilding.

It seems that the strategy practised by the ARF regarding the
governance of Armenia, the strategy of guidance and concentration on
specific crisis areas such as the rebuilding of the Disaster Zone
and the reinvigoration of the agriculture, has not worked and has
been taken as a sign of incapability to act by those near and around
the government.

The signing of the Protocols in their present form seems to have been
the last straw. However, as in the recent past regime change now as
well has not meant for the ARF a simple change in the government or of
the President. As stressed by Mr. Rustamian and as prescribed in the
document, it has meant a general restructuring of the socio-economic
situation, a redefinition of the strategic goals and the restructuring
of the state in such a way as to reflect the ambitions and aspirations
of the general population and not the chosen few.

The ARF has never shied away from responsibilities. At the beginning of
the last century, just after the Genocide when Eastern, present Armenia
also was under threat of being usurped by Turkey following the breakup
of Tsarist Russian rule in the Caucasus it stepped forward and nearly
singlehandedly formed a government and declared independence thus
putting the seeds of the Republic of Armenia of today. Earlier during
soviet rule, again nearly singlehandedly, with dogged determination,
and against all the odds it pursued the question of the recognition
of the Genocide by world governments. And singlehandedly kept alive in
the minds and souls of the Armenian nation the notion of independence,
for which we now are called again to struggle.

Admittedly, the ARF does not have the technical means to bring to
head such a plan. Its representation in the Parliament is small.

But it has what no amount of money, no amount of threats, no amount
of bought or cajoled votes can buy. It has the moral authority, it
has the courage and it has the determination required to embark on
such a quest.

Armenia’s Permanent Representative to the United Nations in Geneva,
Ambassador Charles Aznavour, paid a visit to Geneva City and Canton
Council, where he met with council chair Daniel Hillarie.

As informed by the Republic of Armenia Minister of Foreign Affairs,
during the meeting, Ambassador Aznavour discussed a number of issues
important for Armenia in the United Nations, highly praising the warm
and friendly relations which Geneva’s city and canton authorities
have with the Swedish-Armenian community.

Council Chair Hillarie highlighted the Armenian community’s, as well
as individual members’, activities. During the meeting, attention was
paid as well to the Armenian-Turkish Protocols signing in Zurich and
further tasks to be carried out by both sides in this process.

October 28, RA President Serzh Sargsyan and EU Special Representative
for the South Caucasus Peter Semneby discussed Armenia-Turkey
relations’ normalization.

The officials touched upon regional issues as well as the
Armenia-Turkey rapprochement, RA presidential press service informed
NEWS.am.

Semneby underlined that EU welcomes the progress in reconciliation
process and is ready to assist the normalization of relations between
the two states.

RA President and EU official exchanged opinions on Armenia-Turkey
Protocols, underlining that the accord should be reached without
preconditions and within reasonable time.

YEREVAN, OCTOBER 26, ARMENPRESS: Head of the NA’s European Integration
Affairs permanent commission Naira Zohrabyan participated October
19-22 in the capital of Sweden Stockholm in the launching conference
of creation of Eastern Partnership parliamentary format.

NA public relations department told Armenpress that during the
conference the suggestions of 6 member states of Eastern Partnership
were presented and how the participants imagine the parliamentary
format of the partnership – the "Euronest" – which may be a serious
impetus to the main platforms established by Eastern partnership as
well as for the solution of economic integration issues of the EU
partner states.

Naira Zohrabyan in her speech presented the suggestions of the Armenian
side, noting that Armenia highlights the creation of parliamentary
format of partnership which will give an opportunity by using flexible
parliamentary instruments and parliamentary diplomacy promote the
European integration of partnership countries.

Speaking about the cooperation among the partner states, which is the
main component of the Eastern partnership, N. Zohrabyan referred to
the biased policy of Azerbaijan which essentially impedes the solution
of prior issues.

Referring to the Armenia’s approaches over "Euronest", she said that
it will be unacceptable for the Armenian side if Azerbaijan tries to
turn the parliamentary partnership format into a format of conflict
solution, adding that the continuation of suchlike policy of Azerbaijan
will take this important initiative to a deadlock.

In response to the speech of the representative of Azerbaijani
parliament in which false and disorienting information about Nagorno
Karabakh was voiced, N. Zohrabyan submitted a written application to
representative of Sweden chairing the conference, Goran Lenmarker,
suggesting to draw the attention of EU partner member states to the
unconstructive policy of Azerbaijan, and calling on EU to display
a clear attitude toward the not constructive steps and statements
of Azerbaijan.

As a result of the conference is was decided in the shortest period
of time sum up the issues connected with the formation of the
parliamentary format and establish the "Euronest".

According to initial agreement, the Eastern Partnership Parliamentary
Assembly will consist of 120 parliamentarians: 60 from EU member-states
and 10 from each partner state – Armenia, Georgia, Moldova, Ukraine,
Azerbaijan and Belarus.

On October 27 a memorial to the state and political figures, who fell
victims of the crime committed at the National Assembly on October 27,
1999, will be unveiled in the National Assembly Park.

National Hero of the Republic of Armenia Karen Demirchyan, National
Hero of the Republic of Armenia Vazgen Sargsyan, Yurki Bakhshyan, Ruben
Miroyan, Michael Kotanjyan, Armenak Armenakyan, Henrik Abrahamyan,
Leonard Petrosyan were killed as a result of the attack on the National
Assembly of Armenia on October 27,1999.
