YEREVAN, OCTOBER 23, ARMENPRESS. Cultural.am new internet website
dedicated to the culture and artistic-scientific review “After
Postmodern” have been represented in the Writer’s Union of the Republic
of Armenia. The webpage aims to unite artists from different realms and
open a new wide arena for their cooperation. Only Armenian language
version of the website is available yet, but in future English and
Russian versions of the site will be added as well.

As reports “Armenpress” the Chairman the Writer’s Union of the Republic
of Armenia Levon Ananyan emphasized the importance of this work and
said that he highly appreciates activity of the site, which has been
working for already one month.

Levon Ananyan said: “It’s very cheering that cultural.am website and
artistic-scientific review “After Postmodern” has already started its
activity. Presently, when our schools in Diaspora are under danger,
our language and culture are endangered, this website will give an
opportunity for people living abroad to learn more information about
the art in the motherland. The website also considers the opportunity
of “exchange” between artists of Armenia and Diaspora.” He also added
that presently Writer’s Union of the Republic of Armenia is acting
for inviting writers from Diaspora to Armenia again in 2013.

RESULTS OF THE IPA CIS CONFERENCE WERE SUMMED UP

At October 22 press conference the NA Vice President Eduard
Sharmazanov summed up the results of the conference held within the
IPA CIS framework in Saint Petersburg. The conference, where Eduard
Sharmazanov has delivered a speech, has referred to the prevention
of violations of laws in terms of honouring of human rights and the
struggle against crimes in ciber territory.

The NA Vice President has noted that in his speech touching upon the
necessity of intensive struggle against racism and xenophobia, has
recorded that there is a country Azerbaijan on the CIS territory,
where the phenomena of racism are encouraged. In that country the
military rhetoric is of more frequent nature, whereas Armenia prepares
its society for peace. In this context he has quoted the RA President
Serzh Sargsyan’s words on the occasion of the 21st anniversary of
Armenia’s independence. “We should not make turbid the people’s
thought and spirit with all-human ideas and null and should not make
the young people zombies. The moral and spiritual decent picture of
the children growing up in Armenia is extremely dear to me”.

Unlike this view Eduard Sharmazanov has reminded the words of the
speech made in the government by the President of Azerbaijan in spring
of this year that their main enemy is the Armenians spread worldwide.

The NA Vice President also said that the Azerbaijani mass media
and the network are filled with such anti-human statements and
anti-Armenian campaign.

The NA Vice President reminded the representatives of the CIS member
countries the fact of extradition of the Azerbaijani officer Ramil
Safarov, who had killed with an axe the Armenian officer Gurgen
Margaryan, who was taking part in NATO joint teaching courses in
Budapest, while sleeping, and had been sentenced to life imprisonment
and granting him pardon by Azerbaijan, characterizing it as the most
vivid example of xenophobia.

“It is not accidental that numerous countries and international
influential organizations, including the CSTO General Secretary and
the RF MFA official representative, have announced that granting
pardon Safarov contradicts the norms of international law and
promotes the growth of destabilization and tension in the region”,
Eduard Sharmazanov said.

In his speech the NA Vice President once again has ensured that
Armenia has chosen the democracy and tolerance, but not the swamp
of xenophobia.

Eduard Sharmazanov also said that his speech made with mentioning
facts had been perceived by everybody except the representatives
of Azerbaijan, who had tried to load the events of Khojalu on the
Armenians. In response to that the NA Vice President reminded the
words of the ex-President of Azerbaijan spreading light on the events,
noticing that the shooting of Khojalu residents had been the work of
the Azerbaijani “National Front” representatives, and the provocation
had been organized with political considerations.

On the next day of the conference Eduard Sharmazanov had met in
St Petersburg with the General Secretary of the Inter-Parliamentary
Assembly of the CIS Alexey Sergeyev. The sides have exchanged thoughts
on the further deepening of the CIS integration processes and possible
regional developments. The NA Vice President has noted Armenia is
concerned with deepening of the CIS integration processes and is
actively involved in it. In his word, one of the vivid evidence of
it is the ratification of the treaty on creation of free trade area
in the CIS.

Touching upon the current phase of the NK conflict settlement in the
context of regional stability and security Eduard Sharmazanov has
underlined that the military solution of the problem and destructive
stance of Azerbaijan are inadmissible. He has added that international
community should not tolerate any provocation from Azerbaijan.

The NA Vice President reaffirmed the RA official view that the NK
conflict should be settled within the OSCE Minsk Group framework as
a result of peaceful negotiations based on three well-known principles.

In his turn Alexey Sergeyev has hailed the RA NA deputies’ active
work in the IPA CIS, expressing hope that effective cooperation will
continue in future, too.

Touching upon the NK conflict settlement the IPA CIS General Secretary
has underscored that Russia, as OSCE Minsk Group Co-Chair country,
is exclusively for the peaceful solution of the problem.

In the course of the meeting the sides also touched upon the upcoming
presidential elections in Armenia. Alexey Sergeyev has said that the
IPA CIS is also ready to be an observer in these elections.

Eduard Sharmazanov ensured the IPA CIS General Secretary on readiness
and resoluteness of the Armenian authorities to hold democratic,
fair and transparent elections

The Court of first instance of Kentron and Nork Marash districts of
Yerevan presided by Arshak Vardanayn, sentenced Boris Hakobyan to
11 years in prison for Khachik Galotyan’s murder on Zakyan Street,
Yerevan.

The court found guilty the defendant Vahram Margaryan, who is the
brother of Gurgen Margaryan, the Armenian officer axed by Safarov,
of illegal possession of weapon and sentenced him to 1 year and 2
months in prison. The court found Margaryan not guilty for murder.

Since Margaryan already served the term in prison, he has immediately
been freed after court hearing.

YEREVAN. – Very often women in Armenia are subjected to sexual
exploitation by their husbands. They do not wish to have sex at the
rate their husbands demand yet the husbands force them into having
sex, Women’s Rights Center attorney Astghik Karapetyan stated during
a conference on women’s issues, and she added that, as a result,
these women are subjected to psychological, sexual, and physical abuse.

Karapetyan also noted that, at many times, Armenia’s women are
subjected to economic abuse as well. “The woman works, whereas her
husband and mother-in-law wait for her to receive her salary and give
it either to her husband or her mother-in-law. And, in the case of
psychological abuse, she is subjected to groundless jealousy. They
insult and curse their [that is, the wives’] parents. And, in the
case of physical abuse, they are beaten,” Astghik Karapetyan stated.

A record of a talk between the leaders of Heritage and Free Democrats
parties, Raffi Hovannisian and Khachatur Kokobelyan, has emerged behind
the scenes of politics in Armenia. The record certainly casts light the
developments around the two political forces, a Yerevan- based Chorord
Inqnishkhanityun newspaper writes. The USA has leaked the information.

Thus, yet before the parliamentary elections Hovannisian told
Kokobelyan that he needed new figures to enter the parliament with,
because his old team had already fulfilled its tasks. That is why the
old activists of the party were ousted, which was reflected in the
Heritage Party’s ticket. During their talk Hovannisian and Kokobelyan
agreed to enter the parliament and then wave their mandates on the
threshold of the presidential election to engage in a presidential
campaign. The paper writes that Kokobelyan did not fulfill his promise
and refused to wave his mandate. Hovannisian’s nomination for president
was outside USA’s plans, which has mixed all the play cards.

To recall, Heritage and Free Democrats parties announced their
official separation on October 22. Formally the two parties will
remain in the Heritage Party Faction in compliance with the National
Assembly Regulations. However, the parties will have their own stands
on issues and can vote independently.

The October 19 terrorist acts in Lebanon did not see a subsequent
chain reaction thanks to the abrupt measures taken by the country’s
army, an Armenian orientalist has said.

“The Lebanese army demonstrated an unusual resoluteness, by taking
abrupt measures and simultaneously using military equipment to
halt the revolts that were likely to begin after the explosion,”
Ruben Safrastyan, the Director of the National Academy’s Institute
of Oriental Studies, told a news conference on Tuesday.

But the expert didn’t make any forecast as to future developments,
saying only that the Lebanese army’s resoluteness gave a rebuff to
negative scenarios.

Meantime he noted that several zones in the country’s north are out
of the Lebanese authorities’ control.

“There are such territories that are used as camps by the Syrian
rebels, with Lebanon being incapable of establishing control in any
way,” he explained.

Safrastyan believes the country could potentially face a new rebellion
if not the desires of major powers.

“Neither the United States nor the important Arab countries want
anything of the kind to happen. The United States said it sending a
detachment of special experts to probe into the Lebanese explosion.

That’s to say, they are interested to see Lebanon out of the struggle,”
he added.

Armenia’s Foreign Minister Edward Nalbandian launched his tour to
Latin America with the visit to Mexico on October 22, Ministry’s
press service reports.

In Mexico Nalbandian met with his counterpart Patricia Espinosa.

Welcoming the Armenian minister, Mrs Espinosa said Mexico views
Armenia as a friend country and wants to expand cooperation. She
said the minister’s visit is a good opportunity to discuss and reach
arrangements.

Minister Nalbandian voiced conviction that his visit will be a good
impetus for boosting relations.

The ministers of the two countries reaffirmed their readiness to
raise bilateral relations on a new qualitative level.

The interlocutors agreed that the opening of Armenian embassy in Mexico
will greatly promote the reinforcement and deepening of relations.

During the meeting the Armenian Foreign Minister voiced bewilderment
over adoption of distorting resolutions by Mexican parliament of
former convocation over Nagorno Karabakh.

The Armenian minister stressed that these resolutions roughly
contradict the position of the international community voiced many
times by the leaders of the OSCE Minsk Group co-chairing countries
and harm the talks and regional security as well as negatively affect
Armenian-Mexican relations.

The minister also stressed that he shares the viewpoint of Mexican
human right defenders that the unveiling of the so-called “Khojalu
monument” in Mexico is an offence to the memory of genocide victims and
agreed with the responses throughout the world over placing statue of
former president of Azerbaijan in Mexico’s capital. Mexico’s Minister
offered explanations over the placing of the former president’s statue,
saying the Mexican public has negatively responded to it either.

Minister Nalbandian briefed on the current process of settlement of
Nagorno Karabakh conflict, stressing that despite the efforts of
Armenia and international community the Azerbaijani leadership is
doing everything to make the process fail.

In this pre-context the Mexican minister reiterated the full readiness
of the Mexican government to the OSCE Minsk Group efforts toward
peaceful settlement of the conflict.

On the same day the Armenian minister met with the members of the
Mexican Senate. He said this year the two countries are marking
20th anniversary of establishment of diplomatic relations but not
everything that was done was aimed at developing the relations,
but just the opposite, there were steps that harmed them. “What I
mean is the adoption of resolutions about Nagorno Karabakh by the
Mexican former convocation parliament which contradict the stance of
the international community and encourages the unconstructive stance
of Azerbaijan and its aggressive steps,” Minister Nalbandian said.

Voicing the official viewpoint of the Senate, the senators stressed
that negotiations are the only way of the settlement of the conflict
and called on the parties to undertake steps for the establishment
of peace.

PanARMENIAN.Net – Iran is boosting cooperation with Armenia after
signing the new agreements, Director-General of East Azerbaijan
province Department of Agriculture Jihad said.

During a meeting with the head of Armenia’s Armavir province Innovation
Center Aram Vardanyan, Massoud Mohammadian characterized Armenia as
a good market for his province.

According to him, the exchange of different expert groups especially
in the field of agriculture and natural resources will positively
affect Armenian-Iranian ties, Fars News Agency reported.

Iran’s East Azerbaijan province and Armavir province earlier signed
an agreement on purchase of anti-hail stations.
