Business 2013: 32) strengthened investor protections by introducing a
requirement for shareholder approval of related-party transactions,
requiring greater disclosure of such transactions in the annual
report, and making it easier to sue directors when such transactions
are prejudicial. In addition, it made getting electricity easier by
streamlining procedures and reducing connection fees. As Armenpress
informs citing IFC and World Bank Press release, Armenia recorded 18
increase in the rating. A new IFC and World Bank report finds that
since 2005, the Eastern Europe and Central Asia region leads the
world in enhancing the business climate for local firms. The region
overtook East Asia and the Pacific to become the world’s second most
business-friendly, after OECD high-income economies. Released today,
Doing Business 2013: Smarter Regulations for Small and Medium-Size
Enterprises finds Poland was the top global improver in the past year.

It enhanced the ease of doing business through four institutional and
regulatory reforms, making it easier to register property, pay taxes,
enforce contracts, and resolve insolvency. Europe and Central Asia
has implemented nearly 400 institutional and regulatory reforms since
2005, more than any other region in the world. “We are very encouraged
by the rapid pace of reform in Eastern Europe and Central Asia,”
said Augusto Lopez-Claros, Director, Global Indicators and Analysis,
World Bank Group. “Many of these reforms have been implemented in
the context of EU accession negotiations. Economic integration and
the desire to catch up with more prosperous partners has been a
powerful incentive to promote ambitious reform agendas.” The report
shows Georgia joining the top 10 economies in the global ease of
doing business ranking. Georgia implemented reforms in six areas,
more than any other economy in the region. It made improvements
in getting credit, paying taxes, trading across borders, enforcing
contracts, resolving insolvency, and getting electricity. Globally,
Singapore retains its number one slot in the global ranking on the
ease of doing business for the seventh consecutive year. Joining
it on the list of the 10 economies with the most business-friendly
regulations are Hong Kong SAR, China; New Zealand; the United States;
Denmark; Norway; the United Kingdom; the Republic of Korea; Georgia;
and Australia. A case study in this year’s report features Latvia,
highlighting the country’s regulatory reform agenda and achievements
in the areas measured by Doing Business.

the Republic of Armenia Edvard Nalbandyan will visit Mexico, Guatemala
and Costa Rica from October 22 to October 26, where he will have
meetings with higher officials of these countries. The Department
of Press and Information of the Ministry of Foreign Affairs of the
Republic of Armenia informed “Armenpress” about this.

On October 22 the visit of the Minister of Foreign Affairs Edvard
Nalbandyan to Latin America kicked off. In Mexico Edvard Nalbandyan
had a meeting with his colleague Secretary of Foreign Affairs Patricia
Espinosa. Greeting the Minister of Foreign Affairs of the Republic of
Armenia Secretary of Foreign Affairs of Mexico said that her country
looks at Armenia as a fraternal country and wishes to widen the sphere
of the cooperation and this visit of the Minister of Foreign Affairs
is a good opportunity for discussions and making new arrangements in
that direction.

The Minister of Foreign Affairs of the Republic of Armenia Edvard
Nalbandyan expressed his gratitude for the invitation to visit Mexico
and said he is certain that this visit and the arrangements they will
make during that meeting will serve as a fertile soil for encouragement
for future cooperation in different spheres between the two countries.

Among other things the Minister of Foreign Affairs of the Republic of
Armenia Edvard Nalbandyan expressed his anxiety about the acceptance of
a controversial formula regarding Nagorno Karabakh by the parliament of
Mexico last year and emphasized that the formula strictly contradicts
the position of International Community on this question, which
was expressed many times by the leaders of countries of OSCE Minsk
Group. Such steps can disturb the regulation procedures and security
in the region and effect negative on Armenian-Mexican relations.

Edvard Nalbandyan also highlighted that he shares the viewpoint of the
Mexican human rights defenders that putting up a monument to the so
called Khojaly is insulting the memory of the victims of the Genocide.

The Minister of Foreign Affairs of the Republic of Armenia added that
he agrees with the negative exclamations, regarding setting up the
statue to the ex-president of Azerbaijan, not only in Mexico, but
worldwide. The Minister Patricia Espinosa commented on that and said
that the reaction of public opinion in Mexico was negative as well.

Answering the question regarding the setting up of monuments to the
ex-president of Azerbaijan and the so called Khojali the Minister of
Foreign Affairs of the Republic of Armenia said: “This conversations
echoed unequivocally both in Mexico and worldwide. Experts on the
human rights and leading mass media like CNN, BBC, Associated Press,
Reuters, Agence France Press, Time, New York Times, Los Angeles Times,
and The Washington Post talked about this. This list can be continued
and I must say that I totally agree with their opinion”.

The Minister of Foreign Affairs of the Republic of Armenia Edvard

annulee en appel. Cet homme a ete juge au cours d’un procès entache
d’irregularites, et il semble avoir ete torture en detention.

Al Tom Hamed Tutu a ete interpelle le 21 juillet 2011 a Kadugli,
dans l’Etat du Kordofan meridional, au Soudan. Il a ete inculpe
de sept infractions contre l’Etat, notamment ” atteinte au système
constitutionnel ” et ” guerre contre l’Etat ” en vertu des articles 50
et 51 du Code penal de 1991 ; ces deux chefs d’accusation le rendent
passible de la peine capitale ou de la reclusion a perpetuite. Le
procès s’est deroule du 22 au 25 août 2011 devant le tribunal penal
de Kadugli. Al Tom Hamed Tutu a finalement ete condamne a mort par
pendaison. Ce verdict a ete confirme en septembre 2011 par les chambres
d’appel du meme tribunal.

L’avocat d’Al Tom Hamed Tutu n’a pas ete autorise a appeler des
temoins a la barre pendant le procès, et il n’a pas eu assez de temps
pour examiner les elements a charge. Certaines sources indiquent
qu’Al Tom Hamed Tutu a ete torture plusieurs fois en prison : on lui
aurait frappe les mains et les pieds avec des bâtons, et il aurait
ete suspendu au plafond, les mains et les pieds attaches. Il aurait
egalement ete menace d’execution a de nombreuses reprises.

Cet homme a fait appel auprès du president de la Haute cour, mais ni
lui ni son avocat n’ont eu connaissance du verdict jusqu’a ce qu’il
soit emmene pour etre mis a mort le 24 mai dernier. Cependant, son
execution a ete suspendue en attendant le depôt d’un recours auprès
de la Cour constitutionnelle, le 10 juin. Si sa condamnation a mort
n’est pas annulee, il est a craindre qu’Al Tom Hamed Tutu soit execute
dès le lendemain.

Al Tom Hamed Tutu appartient au Mouvement pour la justice et l’egalite
(MJE), un groupe arme de l’opposition qui opère principalement au
Darfour, dans l’ouest du pays. En juillet 2011, au Kordofan meridional,
le MJE aurait uni ses forces a l’Armee populaire de liberation du
Soudan – Nord (APLS-N), un autre groupe arme de l’opposition, pour
lutter contre les forces armees soudanaises (SAF).

En juin 2011, une guerre civile a eclate au Kordofan meridional entre
les SAF et l’APLS-N. Par la suite, en septembre 2011, des affrontements

a debute en 2003, est marque par des violations de grande ampleur du
droit international humanitaire et du droit relatif aux droits humains,
notamment des crimes de guerre et des crimes contre l’humanite.

Amnesty International estime que la peine de mort constitue le
châtiment le plus cruel, le plus inhumain et le plus degradant
qui soit, et qu’elle viole le droit a la vie tel qu’il est reconnu
par la Declaration universelle des droits de l’Homme et le Pacte
international relatif aux droits civils et politiques, auquel le
Soudan est partie. Pourtant, des condamnations a mort continuent d’etre
prononcees dans ce pays, et l’organisation a connaissance d’au moins
sept personnes executees en 2011.

A composer from Chorleywood is to fly to Columbia next month to meet
with President Juan Manuel Santos and call for more to be done to
help children made homeless by 50 years of conflict in the country.

Next month’s visit of Vartan Melkonian, patron of Consortium for Street
Children and ambassador to the United Nations for street children,
comes in the wake of historic peace talks between the government and
left-wing Farc revolutionaries which began last week in Oslo.

Mr Melkonian, of Chenies Village, who himself roamed the streets of
Lebanon following the death of his Armenian mother, fled to Britain
in 1972 and became an accomplished composer.

He will also conduct the Colombian National Symphony Orchestra on
25th November in Bogota.

complimented for the recent parliamentary elections in Georgia.

During today’s meeting with journalists, he noted that “Constitution
won in Georgia, Mediamax reports.

“The current President already accepted his defeat at the parliamentary
elections. One should have courage to admit one’s defeat and state
it at once that as a President he is ready to interact with the new
government”, noted Head of the OSCE Office.

According to him, “from the standpoint of constitutional fundamentals,
the Elections in Georgia were held successfully”.

“I don’t want to say the elections were so successful that everyone
should liken to them. I just pay my homage to the man whose party
lost”, said Andrey Sorokin.

In his turn, the Head of the EU Delegation to Armenia Traian Hristea
refrained from comparisons between the elections in Armenia and
Georgia noting that “each state is a separate case and the elections
are assessed based on the local realities”.

A festive spirit permeated the village of Aghavnatoun in Armenia’s
Armavir Province yesterday.

After three years of construction, the Saint Anna Armenian Apostolic
Church, financed by former village resident Vahan Avagyan who now
lives in Russia, was consecrated.

The courtyard of the new church was also festooned with Armenian
stone crosses sculpted by Rouben Nalbandyan, a gift from other former
Aghavnatoun residents who have found financial success abroad.

When I asked Mr. Nalbandyan why was it that religious sects were
attracting increasing numbers of adherents even though Armenian
churches were being built all over the place, the sculptor said it
was an issue of one side doing a better job of sermonizing.

“The sects really do a lot of work in this regard while our priests
are holed up in their rooms. They don’t visit the flock or the sick. A
priest should know the names of all his parishioners in the community
and what their family situation is. Sect representatives come around
and force their way inside, even if you close the door on them.

Naturally, two out of every ten families they visit will end up
following them.”

Martirosyan, Candidate of Sciences, a doctoral student in political
science at the Sorbonne (New York)

Mr. Martirosyan, what do you think about the recent home political
events in Armenia, in particular those related to Vartan Oskanian? Is
he possible to be a presidential nominee after all this?

I think it will be naïve to exclude Vartan Oskanian’s factor from
the political life of Armenia but, at the same time, the authorities
should have found some legal grounds to sue Oskanian since their
step is possible to cause some reaction in the U.S. and within the
international community. I think the Armenian authorities have weighted
the grounds before launching the case, since they said ready to punish
the responsible ones in case Oskanian is found out not guilty.

As to the presidential elections, I think Oskanian’s “glorification”
and his new role of a persecuted figure may be both harmful and
beneficial for Serzh Sargsyan. If Oskanian’s side uses these facts in
a right mode, it may cause serious difficulties for Serzh Sargsyan
in the West, but on the other hand, if Oskanian decides to run for
president, he will never win, but he will be considered the so-called
“worthy candidate” to render the victory of the acting president
more expressive. Despite the ardent speeches of certain members
of Prosperous Armenia party, the PAP is not opposition, and Vartan
Oskanian, as opposition candidate, has no chances to pretend to the
office of president.

Do you think the return of the second president is possible?

I think the same scenario used in Russia will be applied in Armenia
too. Hence, Serzh Sargsyan won’t leave after one term ceding his office
to Robert Kocharyan. We know the election mechanisms used in Armenia, I
mean internal agreements. I don’t think if they had such an agreement,
they would be obliged to respect it. First because Serzh Sargsyan, even
during Kocharyan’s terms, was already a very weighty figure. And now,
during his term of office, Sargsyan feels like his predecessor did,
though I think there are anyway essential differences between the
behaviors of both presidents. Consequently, it is unlikely that Serzh
Sargsyan leaves his office after one term. The next reason is that
Kocharyan is surely trying to return to politics otherwise the PAP
would not exist today. But I think Kocharyan overestimates his power
which is proven by his reaction to Oskanian’s case: he only issues
support. We know that Oskanian is in PAP by the order of Kocharyan.

There are three possibilities of Kocharyan’s return: the first is if
there is some agreement with Sargsyan according to which the latter
should leave office after two terms. Second, if Armenia changes its
orientation towards the U.S.. Russia is not excluded to launch some
processes in Armenia, perhaps even a palatial movement to have the
power back for the second president. And the third possibility is the
change of power in Armenia in the result of a new Armenian-Azerbaijani
war.

Are the arrests related to corruption an imitation or an expression
of political will?

Such steps are always done in half-democratic and half-authoritarian
countries. I don’t exclude the possibility that Serzh Sargsyan
concluded that the state needs deep changes since the people are out
of patience and that the fight against corruption is the biggest
weapon of the authorities. On the other hand, the fact that these
steps are made in the election period, stands for election activeness.

Nevertheless, I think it will be impossible to solve issues through
such steps. We see no names of influential oligarchs in the lists
of arrested people, but the reason is not necessarily the lack of
political will. It is very difficult to fight this system, it is
difficult even in case of the best wishes of the president. It is
necessary to change the system, otherwise, all the actions will be
for elections in the result of which a group of non-influential people
will appear behind bars.

Who will run for president? And will there be alternatives?

It is difficult to say who will be the ANC nominee but it won’t be
Ter-Petrosyan. I think he will be enough intelligent to understand that
the elections, in case he runs, will be his last fiasco. There will
be someone from the ARF Dashnaktsutyun, but I’m sure this candidate
has no chances. The RPA will surely nominate Serzh Sargsyan and the
Heritage – Raffi Hovhannisyan. I think both Oskanian and Tsarukyan are
possible nominees. Robert Kocharyan’s a less possible candidate. I
think Serzh Sargsyan, any of the two PAP members and Kocharyan will
compete. Anyway, the election campaign will be dirty.

BEIRUT. – The situation in Beirut has relatively improved after
Sunday incidents, Editor-in-Chief Shahan Kandaharian of Lebanon’s
Aztag Armenian daily told Armenian News-NEWS.am.

The situation is relatively calm as of Monday morning, only several
roads in the south are being closed occasionally.

Kandaharian said the territory near the government building is under
tight control of law enforcers.

“People came to the offices, the situation is getting normalized,”
he said adding that at the same time tension remains. Political
statements will be obviously made during the day as the opposition
continues demanding government’s resignation, he added.

As reported earlier, a crowd of protesters tried to storm the
government’s building in Beirut on Sunday. They managed to break
through police cordon. Demonstrators were demanding resignation
of Premier following the funeral of the high ranking intelligence
official Wissam al-Hassan who was killed in a Friday blast. The
government forces were impelled to open fire and use tear gas to stop
protesters. Media reported shots were heard at night.

Celebrates Armenian Cultural Month

Los Angeles, October 22, 2012 – TCA Arshag Dickranian School held an
assembly on Tuesday October 16th in celebration of the month of October as
the Armenian Cultural Month. Organized by the Armenian Language and
Literature Department, the theme of the event was the Golden Age of
Armenian Literature during the 5th century. This event was one of many
activities scheduled this month to celebrate the Armenian culture.

The event began at 2:45 p.m. after students and guests gathered at the
school’s plush Walter & Laurel Karabian Hall where High school Armenian
teacher Mrs. Anahit Nasoyan welcomed them and invited keynote speaker of
the event, editor of The Armenian Observer newspaper and school board
member, Mr. Osheen Keshishian to the podium. Mr. Keshishian gave a brief
lecture about the Armenian culture, highlighting some of its most notable
writers and poets. He continued by encouraging students to always revisit
their own heritage and culture even though they live in Diaspora and are
subjected to a culture different than theirs. He emphasized on the
importance of passing the Armenian identity on, stating that today’s
student is tomorrow’s parent. `Enjoy the art, culture and literature of
America, but always ask your parents to recite Armenian poetry or play
Armenian music to you. We have a rich heritage that we must always
cherish,’ he said.

Following Mr. Keshishian’s speech, MC of the event 10th grade student
Menua Yesayan invited 5th grade student Victoria Topalian to the podium,
who recited the poem `Armenia’ by Hovannes Grigoryan. Next, 10th grade
students put on performances highlighting the work of various renowned
Armenian writers, poets and musicians. Louisa Hekimyan played the piece
`Melody’ by Arno Babajanian on the piano impressing all students, after
which 10th grade students Karlen Shahbazyan recited `Armenian Language’ by
Yeghishe Charents and Anais Nahapetyan recited `Mayreni Lezou’ by Stepanos
Nazarian. Then Armine Gulyan took the podium and did a solo performance of
the song `Cilicia’ with her beautiful voice. Students and guests applauded
to the brilliant presentations that were put together for this event. Mrs.
Nasoyan concluded the event by thanking all attendants, reminding them to
never forget the treasures of the Armenian art and literature.

Mexico is interested in development of cooperation with Armenia and
the visit of Foreign Minister of Armenia Edward Nalbandian to Mexico
will boost that cooperation, Foreign Secretary of Mexico Patricia
Espinosa said during her meeting with Edward Nalbandian, Monday.

The Armenian Foreign Ministry press-service told ArmInfo the two
parties came out for development of the two countries and expanding
the bilateral contractual field. The ministers are sure that opening of
the Armenian Embassy in Mexico will greatly contribute to promotion of
the bilateral relations. They came out also for more active cooperation
at international structures.

At the same time, Minister Nalbandian expressed discontent at the
Mexican parliament’s resolution on Nagorno Karabakh that distorts
reality and contradicts the international stance on the Karabakh
conflict, which was repeatedly mentioned by the OSCE Minsk Group.

“That resolution impedes the negotiations for peaceful resolution
of the Karabakg conflict, affects regional stability and the
Armenian-Mexican relations,” Nalbandian said.

He shared the position of Mexican Ombudsman who declared that opening
a memorial for the victims of the so-called “Khojalu massacre” in
Mexico is an insult to the memory of the victims of the Armenian
Genocide in Ottoman Turkey. Nalbandian said that he shares also the
negative response by the world community to the Monument for Heydar
Aliyev on a central alley in the Mexican capital alongside with the
monuments for such humanists as Lincoln and Gandhi.

Patricia Espinosa, in turn, said that all this has already received
negative response by the Mexican public. Minister Nalbandian informed
Patricia Espinosa of the current stage of the Karabakh peace talks
and said that despite continuous efforts of the Armenian party and
the OSCE Minsk Group, Azerbaijan tries to lead the negotiations to
a deadlock. Secretary Espinosa, in turn, expressed Mexico’s full
support to OSCE MG’s efforts in the peace process.

In order to expand the dialogue and consultations at various levels
and to increase cooperation on assorted issues, the officials signed
a Memorandum of Understanding to Establish Political Consultations
on Matters of Mutual Interest.

The same day, Edward Nalbandian had a meeting with senators and
expressed discontent at the resolution on Nagorno Karabakh that
distorts reality. Senator, for their part, assured the minister
that they favor the peaceful resolution of the conflict on the basis
of negotiations.

Edward Nalbandian is on a visit to Latin America countries on 22-26
October.
