Le Conseil legislatif du Parlement de Nouvelle-Galles du Sud a adopte
une resolution reconnaissant la Republique du Haut-Karabakh et le
droit a l’autodetermination de son peuple.

La motion, qui a ete adopte a l’unanimite le jeudi 25 Octobre,
intervient après plusieurs mois de sensibilisation du Comite
national armenien d’Australie (ANC Australie). Il a ete presente
a la Chambre par Marie Ficarra MLC, partisane de longue date des
questions armeniennes.

La motion reconnaît le 20e anniversaire de l’independance
de la Republique du Haut-Karabakh, elle soutient le droit a
l’autodetermination de son peuple, et ” appelle le gouvernement du
Commonwealth [d”Australie] a reconnaître officiellement l’independance
de la Republique du Haut-Karabakh et renforcer les relations de
l’Australie avec le Haut-Karabakh et ses citoyens “.

STEPANAKERT. – Nagorno-Karabakh Defense Army is ready to fulfill
any task under any conditions, Defense Minister Movses Hakobyan told
reporters on Thursday.

“There is no doubt in combat and physical preparedness of our
soldiers. Our soldiers are shooting accurately and acting fast,”
Minister said.

According to him, the level of preparedness of both soldiers and
commanders is high.

“This inspires confidence. Our soldiers are ready to perform all the
tasks. I have faith in my soldiers,” he emphasized.

The Minister stressed that NKR Defense Army is constantly receiving
new equipment.

“We are preparing weapons for counter actions. Thus, we take steps
to maintain the balance of forces so that our army could easily
accomplish the tasks,” Hakobyan assured.

YEREVAN. – Armenia will be allocated a [email protected] million loan from the
European Investment Bank to resolve the water supply problem that
exists in the country’s regions.

Thursday’s Cabinet session approved the respective loan agreement
which was signed in August. The loan is provided for a 25-year term,
with floating (EURIBOR+1.362%) and fixed interest rates.

To note, the European Bank for Reconstruction and Development and the
EU’s Neighborhood Investment Program likewise are funding this project.

Azerbaijan’s statements, with respect to its readiness to strike
at the civil aircrafts heading toward the Nagorno-Karabakh Republic
(NKR), are absurd, NKR Defense Minister Movses Hakobyan stated during
a press conference on Thursday.

“Of course, the adversary can do this. But I would like to remind
that we, too, could do the same and destroy the planes heading to
[the Azerbaijani capital,] Baku. But we have never permitted ourselves
to make such statements,” Hakobyan recalled.

In his words, the NKR Anti-Aircraft Defense has “escorted” 2,226
aircrafts so far this year to Azerbaijani territory. “The talk on
destroying one another’s planes in the air space is inappropriate
for serious people, and the international community will not tolerate
such actions,” the Minister stressed, and added that once the flights
commence at the NKR capital city’s Stepanakert Airport, he intends
to visit the Armenian capital city Yerevan solely by plane. “[And] I
don’t think the Azerbaijanis will dare to carry out [their] threats,”
Movses Hakobyan concluded.

Vahan Dilanyan, head of the Research Center for Political Developments,
commented on the scheduled meeting in Paris on Saturday between
Armenian and Azerbaijani Foreign Ministers in an interview with
Panorama.am.

According to the expert, the meeting between Edward Nalbandian and
Elmar Mammadyarov will break the vacuum situation.

“Meetings between the conflicting sides are important from the point
of view of clarification of intentions and perceptions.

We should highlight 3 key circumstances in connection with this
meeting:

1. Armenia reconfirms its constructive position on Karabakh peace
process 2. Armenia continues to prevent Azerbaijan’s provocative
efforts aimed at changing the OSCE Minsk Group format 3. It is a
preparatory meeting before a high-level meeting that could be held
in the future

In general, the meeting between the FMs is important because in fact
an attempt will be made to turn Azerbaijan to a constructive course.

The first result will be the fact of holding a meeting, and
the non-traditional attitude of the Co-Chairs to Azerbaijan’s
unconstructive position will be an additional factor.

The Armenian side’s position at the meeting will be tough and balanced
because there is a favorable information environment,” said the expert.

We will remind that Armenian Foreign Minister Edward Nalbandian will
meet with his Azerbaijani counterpart Elmar Mammadyarov and the OSCE
Minsk Group Co-Chairs in Paris on October 27.

The Armenian and Azerbaijani Foreign Ministers last met on June 18
of this year in Paris, following their meeting with the OSCE Minsk
Group Co-Chairs.

On October 27, the FMs will meet tete-a-tete for the first time since
Azeri axe-murderer Ramil Safarov’s extradition and pardon.

The OSCE Minsk Group Co-Chairs met separately with the Foreign
Ministers of Armenia and Azerbaijan in Paris on September 3.

“The October 24 decision of the Upper House of the South New Wales
Parliament, Australia, is a notification for the world community
and OSCE Minsk Group Co-Chairs that to achieve a fair resolution of
the Azerbaijani-Karabakh conflict and durable peace in the conflict
zone, it is necessary to recognize the Nagorno Karabakh Republic and
the Karabakh people’s right to self- determination, as well as to
shift away from the policy of double standards,” David Karabekyan,
an independent analyst from Karabakh, told ArmInfo.

He said that the given decision is especially important for it was
adopted in the light of stagnating peace process and sharp statements
by the two parties’ officials that have become more frequent after
extradition and pardon of Azerbaijani murderer Ramil Safarov. “NKR
was recognized by a state that belongs to Western civilization and was
once an English colony. Moreover, the Australian authorities ‘did not
recognize the decision illegal’ as analysts say. The largest state of
Australia came out for development of friendly relations with Nagorno
Karabakh. All this shows that the Western world is making sure that
it is necessary to liquidate displays of colonialism with regard to
the Karabakh republic,” Karabekyan said.

A switchover to the bipartisan system is impossible in Armenia as
that would create mess in all the political parties, according to a
senior Dashnak lawmaker.

Armen Roustamyan, the head of the Armenian Revolutionary
Federation-Dashnaksutyun (ARF-D) faction in parliament, told reporters
on Friday that their party is going to call a Supreme Body meeting
to decide its plans for the 2013 presidential election.

Asked by Tert.am whether a possible absence of presidential runners
representing the ARF-D and the opposition Armenian National Congress
(ANC) would signal a gradual transition to a biparty system, Rustamyan
ruled out such a scenario.

“There are no signals for such a development as there is no trend
towards a merger. Have the ideologies been clarified and crystallized
well enough to make a merger possible? As for merging together to back
a single candidate, that is far from an ideological merger. In our
reality, unfortunately, 90% of parties are anchored on an individual,”
he said.

Roustamyan said he thinks that a decision not to join the presidential
race would diminish the role of the political parties rather than
the elections per se.

The politician noted that ever since gaining independence, Armenia
has never managed to achieve a regime change through election.

“People never cherish hopes that they can change a situation in the
country with the help of elections,” he said, recommending reporters
to conduct polls to see what percentage of the population believes
in elections.

Roustamyan noted further that the state machine turns into a kind of
electoral machine in the course of elections.

As for the possibility of a joint opposition candidate, he pointed
out to what he called the negative aspect of the issue, particularly
the universal opinion that the best person to act in that capacity
could be their nominee.

7 LESSONS OF CUBAN CRISIS FOR KARABAKH CONFLICT – HUFFINGTON POST

The Cuban missile crisis of 1962 stands out as not only one of the most
dangerous moments in human history, but also as the most thoroughly
researched case of a confrontation between two great powers that ended
up being peacefully resolved. The wealth of evidence and quality of
analysis that have been produced by participants and scholars of the
October 1962 crisis make the latter an indispensable case study for
anyone interested in management of any inter-state conflict.

The current conflict over Nagorny Karabakh is no exception. There
are, of course, profound differences between the two conflicts —
the absence of nuclear weapons in the Armenian and Azeri arsenals
being the most obvious and important. And, yet, there are a number of
valuable lessons that parties to the Karabakh conflict should learn
from the 1962 crisis:

First, Armenian and Azeri leaders should review their militaries’
routines to weed out those contingency SOPs that may lead to escalation
of a crisis into a war against their orders. The 1962 crisis set
in motion a number of such routines that almost plunged the USA
and USSR into a war, including arming fighter aviation with nuclear
missiles and permission granted to commanders to use nuclear weapons
without approval by the head of state if under an attack that disrupts
communications with superiors. In addition to review and revision of
their own contingency routines, the parties to the Karabakh conflict
should familiarize themselves with their opponent’s SOPs.

Second, parties to the Karabakh conflict should keep in mind that
escalation can acquire its own logic. Had US President John F. Kennedy
ordered a ground invasion of Cuba, the Soviets could have retaliated
by striking US nuclear missiles in Turkey, thereby escalating the
conflict to a nuclear war, according to Graham Allison, one of the most
thoughtful scholars of the 1962 crisis. Armenian and Azeri leaders
should consider directing strategic games specifically designed to
identify points of no return in different escalation scenarios.

Third, a hotline should be established in Yerevan and Baku. In October
1962 Kennedy and Soviet premier Nikita Khrushchev made a number of
urgent important decisions that had to be preceded by gauging the
opponent’s reaction, but they had no way to communicate directly and
discreetly. Today, there is no publicly known hotline between the
presidential offices in Yerevan and Baku, so the leaders may also
be unable to communicate directly and candidly if a crisis ruptures
peacetime channels of communications. This needs to be rectified.

Fourth, neither Azeri nor Armenian side should harbor hopes that
the opponent will back down. Khrushchev knew about the American
superiority in strategic nuclear weapons and backed down when the
Cuban crisis peaked. Neither side in the Karabakh conflict enjoys
overwhelming military superiority, and therefore, should not count
on the opponent backing down in case of escalation.

Fifth, both sides should avoid cornering the opponent. That
Khrushchev was able to back down during the crisis was partly a
result of a deliberate strategy by Kennedy who built pressure,
but left a face-saving way out. Armenian and Azeri leaders should
not only consider which of their actions may corner the opponent,
but also how to avoid cornering themselves.

Sixth, Armenian and Azeri leaders also should factor in reaction of
key stakeholders on both sides of the conflict just as the USSR and
USA had to take into account interests of their allies in October
1962. For one, Baku should not assume that the self-proclaimed Nagorny
Karabakh Republic will blindly follow Republic of Armenia’s lead.

Karabakh Armenians — whose representatives dominate Armenia’s power
establishment — will not concede to any change that would threaten
their survival.

Seventh, Azeri and Armenian leaders should avoid adventurist moves. If
fully implemented, Khrushchev’s decision to deploy nuclear missiles
in Cuba would have narrowed the U.S.-Soviet nuclear gap. However,
implementation of that decision was poorly planned and its failure
contributed to Khrushchev’s ouster in 1964. Azeri and Armenian leaders
should avoid adventurism, keeping in mind that a failure may lead
not only to ouster, but also to exile in addition to disastrous
consequences for their countries.

A new war over Karabakh would be much more devastating than the one
fought 20 years ago. In fact some of the weapons — that the sides
have acquired — can wreak havoc that would be as disastrous for these
small nations as a limited U.S.-Soviet nuclear exchange would have
been for the American and Soviet peoples in 1962. Institutionalizing
lessons of the Cuban missile crisis would help leaders on both sides
of the Karabakh conflict to avert an ‘accidental’ devastating war. If,
of course, they wish to avoid it.

YEREVAN, OCTOBER 26, ARMENPRESS. International conference entitled as
“The Strategies of Reducing to Silence (and Asking to Speak)” kicked
off in the American University of Armenia on October 26. Art critics
form different countries will partake in the conference and introduce
creative cooperation lasting several years. As reports “Armenpress”
the initiator of the conference and the head of the foreign affairs
of the project of “Blind Arrangements” organization Nairi Melkonyan
mentioned that this conference is a result of unofficial conversations
and discussions of the participants. The purpose of the conference
is the examination of the lasting effects on the successors of the
Ottoman Empire, as well as the discovery of “remaining” of nations,
places and cultures, which once used to be a part of the various
geography of the Ottoman Empire.

A prominent Indian novelist Amitav Ghosh will also take part in the
conference and make a report regarding the relations between the
Armenian and Indian prisoners of war in the death camps of Syria
in 1816-1918.

Art critic Erden Kosova, living in Istanbul, said: “This is the first
time I visit Armenia. At the conference I will make a report regarding
the main developments of modern art in Turkey.”

Scientists, art critics and culture experts form Armenia, Germany,
Greece, Turkey and the United States will take part in the conference.

L’ancien chef du fonds de pension de l’Etat armenien nie toute
responsabilite dans la fraude a grande a grande echelle qui a affecte
le paiement de diverses prestations sociales, selon une declaration
de son avocat jeudi.

Vazgen Khachikian, qui a gere le service national de la securite
sociale (SSSS) jusqu’en decembre 2010, et deux de ses anciens hauts
subordonnes ont ete arretes a la fin septembre. Ils ont ete accuses
d’avoir detourne 240 700 000 drams (590,000 $) et risquent entre 4
et 8 ans de prison.

L’avocat de Khachikian, Zhora Varosian, a declare a RFE / RL
(Azatutyun.am) que son client se considère comme innocent et plaidera
non coupable . Varosian explique qu’il a refuse de temoigner jusqu’a
present, mais qu’il est pret a repondre aux questions des enqueteurs
de police plus tard.

Khachikian, qui est un membre eminent du parti republicain d’Armenie
(HHK) au pouvoir , a ete licencie il y a deux ans, peu après que
la Chambre des comptes du Parlement armenien ait decouvert que des
milliers de retraites s’etaient vu verser leurs pensions, des annees
après leur mort . La chambre a rapporte des abus semblables dans le
paiement des prestations liees a l’invalidite et a la pauvrete.

Le Bureau du Procureur general a estime en mai 2011 que les accusations
etaient credibles, et a demande a la police armenienne d’ouvrir une
enquete criminelle. Selon les forces du maintien de l’ordre, environ 40
personnes ont ete inculpees dans l’enquete policière qui a suivi. Dix
d’entre elles, y compris Khachikian, sont maintenant en prison.

L’arrestation de Khachikian est intervenue environ deux semaines
après que la colère du president Serge Sarkissian contre ce qu’il
a publiquement denonce comme la tolerance du gouvernement armenien
envers la corruption generalisee dans les marches de l’Etat. La
critique a ete suivie par une serie d’enquetes sur la corruption et
d’arrestations d’anciens fonctionnaires. Certains observateurs estiment
que cette repression est liee a la prochaine election presidentielle
dans laquelle Sarkissian cherchera a obtenir un second mandat.
