Expert deems Karabakh war possible in face of security threats

PanARMENIAN.Net – Experts are inclined to overestimate the real
explosive potential in Nagorno Karabakh conflict zone, Russian
political analyst said.
According to Vitaly Trofimov, the regular provocations don’t bring
about tangible complications at the contact line.
He noted the position of regional geopolitical actors, international
developments and expertise as the factors worth considering when
preventing the escalation of the conflict.
The expert further deemed Karabakh war possible in the face of serious
factors posing threat to the regional security, such as launch of
operations in Syria and Iran timed to escalation of global economic
crisis.
`Even such incidents as the Safarov case are unlikely to bring about
real escalation of the conflict,’ News-Azerbaijan reported.

current president Serzh Sargsyan in the upcoming elections if the
latter accepts the party’s proposal.

Vardanyan about the Education Minister, Armen Ashotyan’s recent
facebook post, who wrote that Prosperous Armenia Party’s (BHK) latest
statement serves as a lifejacket for ARF-D and that the latter
deserves better. `Keep your fake power, your Pyrrhic victories to
yourselves. We are going our way. You keep to yourselves the false
evaluation as to who is whose lifejacket. People, whose electoral
campaign was based on one person, speak about lack of state and
political figures in ARF-D. People who breathe in and forget to
breathe out without being ordered to do so speak about democracy in
party ranks. It’s

ridiculous; they speak about fresh blood they whose newest members are
the ones with the mental cast. We, with our principles, uniqueness,

Remarks on the party’s seven-point platform

ARF-D Parliamentary Faction’s Secretary, Aghvan Vardanyan gave an
interview to H2 channel’s `Right of speech’ program and discussed the
party’s recent seven-point platform.

As to why ARF-D proposes the adoption of a parliamentary governance
system no later than 2015, Vardanyan explained that the Republic’s
President must see to the necessary preparations for this change
before the next parliamentary elections take place, reports 1in.am.
Moreover, he said that the control over the authorities is bigger with
the parliamentary governance system. Vardanyan highly evaluated the
handing-over the authorities’ control mechanism to the opposition and
said that this is a systemic solution, carried on through the times,
regardless of who is in power or in opposition.

Vardanyan also said that according to his calculations some political
parties spent between 150-170 million dollars during the last
parliamentary elections campaign.

`We have to make a step forward and establish some kind of relations
with Mountainous Karabakh so as its security guarantee acquires an
international substance’ he said. As for the Armenian-Turkish
protocols, Vardanyan said that Armenia must withdraw from those and in
case there is will to normalize the bilateral relations then that
should be done without preconditions and in the following format `the
leaders of both countries establish diplomatic relations and open the
borders’ he concluded.

Finally, Vardanyan welcomed Prosperous Armenia Party’s reaffirmation
of the passing to a 100% proportional system as well as the new
endorsement on the adoption of the parliamentary governance system,
although since that party had never before made such a proposition,
Vardanyan said one could call it a tactical move in regard to the
upcoming elections.

The ARF-D `Nikol Aghbalyan’ Student Association called the student
community of Armenia to join a protest march, scheduled to take place
on November 15, in Yerevan.
`Nikol Aghbalyan’ underlines a series of chronic problems that the
students face and makes relevant suggestions. Student councils, civic
and political organizations are urged to stand up for their rights and
show the necessary determination in the fight against unfair decisions
that affect the student body.
The demands of the `Nikol Aghbalyan’ Student Association are as follows:
1. Initiate a permanent metro fair with a reduced price, for the students.
2. Commend prefecture authorities to register and organize the
students’ transportation.
3. Include the establishment of student cafeterias in university
facilities, in the form of non-profitable organizations.
4. Decide on studies’ fee in accordance with the country’s existing
and certain indicators. See that the fee is line with the expenditures
that the state makes for each student.
5. Determine a minimum student basket, provide scholarships
accordingly and index them both.
6. Include faculty in the state’s social aid.
7. Create equal circumstances for the political activism of the students.

On November 16 Deputy Prime Minister, Minister of Territorial
Administration Armen Gevorgyan met with the Extraordinary and
Plenipotentiary Ambassador of Germany to Armenia Rainer Morel.

Minister Gevorgyan praised the current level of cooperation between
Armenia and Germany. He expressed particular satisfaction with the
programs that are being implemented in Armenia’s regions with the
assistance of Germany, noting that a prevailing long-term and
effective cooperation has been developed with the Kreditanstalt für
Wiederaufbau (KfW) and Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) in the fields of drinking water provision, solid
waste recycling, development of community databases, the development
of local democratic institutions.

The deputy prime minister stressed the work carried out by KfW, in the
field of researching the problems of water supply in the country and
presentations of institutional proposals, and also noted the
contribution of GIZ for efforts on administrative-territorial reforms
of the communities.

When talking about the outcome of the Armenian-German
Intergovernmental Commission on Financial and Technical Cooperation
meeting, Gevorgyan welcomed the fact that in the framework of the
planned bilateral cooperation, many programs focus on the development
of infrastructure in the regions, emphasizing the importance of the
readiness of the German side to finance reconstruction of the Capse
reservoir. The deputy prime minister said that Armenia and Germany can
also successfully cooperate in the format of decentralized relations,
the press service of the Ministry of Territorial Administration
informed Armenian News – NEWS.am.

The Ambassador said that the Armenian-German relations are effectively
developing, and promised to do everything possible for greater
development of bilateral cooperation. Morel expressed satisfaction
with the programs implemented in Armenia, stressing that Armenia is
one of the countries where the programs of German government
assistance are implemented effectively and most successfully.

Minister of Foreign Affairs Edgars Rinkevics visited Tstitsernakaberd,
memorial perpetuating the memory of innocent victims of Armenian
Genocide. As Armenpress reports, Latvian Minister laid a wreath at
the Monument and flowers at the Eternal Fire.

Hayk Demoyan, Museum Director hosted the foreign high ranking officials
at the Armenian Genocide Museum-Institute, introduced them with the
exhibits of 20th century’s greatest crime. The delegation members
left their impressions in the Commemoration Book. “It is important
to keep the memory of the victims aimed at repetition of similar
crimes”. Latvia’s Foreign Minister Edgars Rinkevics is in an official
visit to Armenia by the invitation of Armenian Foreign Affair Minister
Edward Nalbandyan on November 14-16.

Diplomatic relations between the Republic of Armenia and the Republic
of Latvia were established on 22 August, 1992.

Thirty-three officers of one of the military units in Kotayk, Armenia,
had housewarmings on Thursday.

Armenia’s Minister of Defense Seyran Ohanyan handed the keys to the
owners of one- two- and three-roomed comfortable flats.

Minister Ohanyan congratulated the officers and their families.

Armenia’s leaders, as well as Ministry of Defense, are keeping the
spotlight on the improvement of conditions of service for officers.

“A close-knit and prosperous family is the best guarantee of the
Homeland’s loyal servicemen,” Minister Ohanyan said.

“I am grateful to you just as you are grateful and I am congratulating
you. Before getting the flats, you have been honestly serving the
Homeland,” he said.

This year, one more residential building for servicemen is to be put
into operation in Armenia’s second largest city, Gyumri.

TOMORROW MAY BE TOO LATE! AN INTERVIEW WITH HARUT SASSOUNIAN

Armenian Weekly editor Khatchig Mouradian conducted the following
brief interview with Weekly columnist Harut Sassounian last week.

Sassounian: While it is true that some efforts are being made by
Armenia and the diaspora to assist Syrian-Armenians, I believe that
those efforts are too little and too late. Much more must be done
immediately and urgently!

Sassounian is the publisher of the California Courier, a weekly
newspaper based in Glendale, Calif. He is the president of the
United Armenian Fund, a coalition of five major Armenian-American
organizations. For 10 years, he was a non-governmental delegate on
human rights at the United Nations, playing a leading role in the
recognition of the Armenian Genocide by the UN in 1985. He has a
master~Rs degree in international affairs from Columbia University
and an MBA from Pepperdine University. Sassounian has been decorated
by the president and prime minister of the Republic of Armenia, and
the heads of the Armenian Apostolic and Catholic churches. He is also
the recipient of the Ellis Island Medal of Honor.

Below is the full text of the interview.

Armenian Weekly~WYou titled one of your recent columns ~SAleppo Burns
while We Fiddle: A Wake-up Call to All Armenians.~T Talk about the
circumstances that prompted you to make that statement.

Harut Sassounian~WI was terribly frustrated and upset that given
the magnitude of the tragedy faced by Syrian-Armenians, I was not
seeing a commensurate degree of concern and assistance by the Armenian
government and Armenians worldwide. And when I learned that the Armenia
Fund had decided to allocate just 10 percent of this year~Rs telethon
to Syrian-Armenians, despite personal assurances I was given by the
highest officials during my recent trip to Armenia, I decided to go
public with my displeasure. While it is true that some efforts are
being made by Armenia and the diaspora to assist Syrian-Armenians,
I believe that those efforts are too little and too late. Much more
must be done immediately and urgently!

A.W.~WThe Armenian community in Aleppo seems to be at the center of the
relief efforts currently under way. Yet, there are several thousand
Syrian-Armenians who have sought refuge in Armenia, Lebanon, and
elsewhere, and are in dire need of assistance. They are~Wto state the
obvious~Wno less Syrian-Armenian than the ones who have stayed behind.

How can this challenge be overcome?

H.S.~WIf we raise dozens of millions of dollars, I believe that we
can then have sufficient funds to assist all Syrian-Armenians~Wthose
in Syria, as well those who have fled to Armenia and elsewhere.

A.W.~WThe efforts of the diaspora and Armenia are focused, primarily,
on humanitarian assistance. What political initiatives can and have
been taken?

H.S.~WPolitical initiatives are just as important as humanitarian
assistance. I believe our political organizations in the U.S., France,
Russia, and elsewhere should pressure all warring sides in Syria,
and particularly Turkey, to refrain from causing civilian casualties,
including Armenian. I believe such efforts are underway by the ANCA,
the Armenian government, and others.

A.W.~WAn Armenian church was recently desecrated and burned by rebels.

The incident was not reported in the U.S. media, and no voices of
condemnation were heard from U.S. officials. What role should the U.S.

play in this regard?

H.S.~WWe need to pressure our members of Congress and the Obama
Administration to be more vocal in their condemnation of such
unacceptable behavior by fighters armed and supported by the U.S. and
its allies. They should be even tougher in private conversations with
those causing such crimes.

A.W.~WTalk about your connections with the Syrian-Armenian community.

H.S.~WI was born in Aleppo, Syria. Before these recent troubles,
I had an opportunity to visit both Aleppo and Damascus. We have a
wonderful Armenian community in that country. Syrian-Armenians have
tenaciously preserved their language, religion, and traditions. Many
Syrian-Armenians today serve as high-ranking clergymen, teachers, and
principals of Armenian schools, editors of newspapers, and community
leaders throughout the diaspora. We should do everything possible to
support and assist our brothers and sisters in Syria. Tomorrow may
be too late!

Yesterday, the Court of Appeals of Armenia left unchanged the verdict
of the Court of First Instance on the ANC activists, according to
which, they are sentenced to 2-6 years in prison.

Head of the NA Standing Commission on Human Rights, member of PAP
parliamentary group, Elinar Vardanyan, dwelling on this circumstance,
reiterated that she condemns the decision against the ANC activists.

She noted with regret that the judicial system in Armenia is limping,
the vivid example of which is the decision by the Court of Appeals.

She said the decision proved that it makes no sense to rely on the
judicial system of Armenia.

GEORGIAN POLICE DETAINS 9 EX-STATE OFFICIALS IN ALLEGED WITCH HUNT PLOT

PanARMENIAN.Net – Georgian police detained a further nine former
state officials on Thursday, November 15 widening an investigation
which the opposition says is a politically motivated persecution by
the new government, according to Reuters.

The nine, all interior ministry officials under President Mikheil
Saakashvili, were charged with abuse of power. Similar allegations
were brought against the former interior minister and two military
commanders arrested last week.

With Saakashvili’s nine-year dominance of the political scene over,
his allies now say a witch hunt is being orchestrated by the new
government of Bidzina Ivanishvili whose six-party coalition won a
parliamentary election last month.

Lawyers for the nine detainees said they had been also charged with
abuse of power and illegal confinement.

Former Interior Minister Bacho Akhalaia, arrested last week, quit his
post in September, before the election, in a prisoner abuse scandal.

He has been charged with torture and, separately, of illegally
confining a person he had a disagreement with.

The head of NATO, which Georgia aims to join, has expressed concern
about the arrests and European officials whom Ivanishvili met earlier
this week on a trip to Brussels criticized the cases launched against
his political opponents.
