EU foreign affairs representative Catherine Ashton presented her
view on what happened in Azerbaijan. Glorification of a murderer can
never be acceptable, Polish ambassador to Armenia Zdzis³aw Raczyñski
said during a conference dedicated to the 20th anniversary of the
establishment of Armenian-Polish diplomatic relations, after being
asked by a Panorama.am correspondent, “Is existence of Armenians in
Azerbaijan possible after the Safarov incident and isn’t this a proof
that Nagorno-Karabakh can no longer be part of Azerbaijan?”

The Polish envoy noted that he visited Nagorno-Karabakh as a journalist
20 years ago and has first-hand knowledge of war.

“Having seen the horror of war, I am reiterating now that the
Armenians and Azerbaijanis are neighbors, and they should reach an
agreement. None of these peoples can move to another planet,” said
the ambassador.

Gagik Khandanyan has served as a judge at the Kentron and Nork-Marash
Court since 1999.

According to Khandanyan’s 2011 financial disclosure, his monthly
salary is 476,875 AMD. His only other revenue for the year was a 3.8
million AMD “gift”.

At the end of 2011, Judge Khandanyan had 16.5 million AMD and $34,000
in the bank.

His wife Hripsime Gyamjyan had revenues of 3,080,255 AMD, of which
2.4 million was also in the form of a “gift”.

She declared 25 million AMD and $24,000 in the bank at year’s end.

Their son Rafik declared 5.558 million in revenues. 2.5 million was
in the form of a “gift” as well. The rest was salary.

Rafik had 17 million AMD and $59,000 in the bank.

Daughter Ashkhen’s revenue for the year was a 1.3 million AMD “gift”.

She declared deposits of 9 million AMD, $11,000 and 14,500 Euros.

of peaceful regulation of Nagorno Karabakh conflict and will spare
no effort for it. As reports “Armenpress” citing Azerbaijani APA
agency, this was announced by the leader of the Russian Communist
Party Gennady Zyuganov at the meeting of the International Conference
of Asian Political Parties (ICAPP) in Baku.

Among other things Zyuganov said: “Any war, any quarrel ends with
peace.

In the pursuit of peace it is of a certain importance to consider
all the details, alongside with the economical and political state of
the world and the experience of others.” The leader of the Communist
Party put a heavy emphasis on the fact that their goal is to find
the best and right decisions. In addition he said that all they want
is to maintain peace in the Caucasus and in this respect Russia is
willing to do take all necessary measures.

The leader of “Heritage” party Raffi Hovannisian also has left to
Baku to participate in the general assembly of the International
Conference of Asian Political Parties (ICAPP). He is expected to make
a speech there.

order to participate “Hayastan” All-Armenian Fund’s annual Telethon,
arrived in Los Angeles City Council on November 21, where the
delegation would participate in the meeting of the Council.

City Council Member Paul Krekorian represented the Delegation his
partners. Then the National Assembly Speaker of NKR Ashot Ghulyan
delivered a welcome speech. Expressing gratitude for the attention
towards Artsakh to the City Council members, he expressed the hope
that their position will remain unchanged.

of the Civil Council by on the occasion of the visit of President

Sacramento held the first ever reception for a delegation from the
Nagorno-Karabakh Republic headed by NKR National Assembly Speaker
Ashot Ghulyan, Armenpress reports referring to the Public Radio.

The event was organized by California Assemblyman Katcho Achadjian
and Member of the State Senate Kevin De Leon. In attendance were also
representatives of the Berkley, San Francisco, Davis and California
Universities, heads of international trade agencies, members of the
local Armenian community.

The NKR Speaker briefed the attendees on the economic situation of
Artsakh, its foreign policy agenda and the existing problems. Ashot
Ghulyan spoke about the current state of settlement of the Nagorno-
Karabakh conflict, which does not move forward because of Azerbaijan’s
non-constructive posture.

The Speaker urged the officials of the country, which cherishes human
rights and democratic values, to support the Caucasian countries that
share the same values.

Senator Kevin De Leon voiced hope that through active work it
would be possible to reach recognition of the right of NKR people
to self-determination.

“There is a great likelihood that the California State Senate will
recognize the independence of NKR. We’ll probably visit Artsakh to
see and learn about the country. This will take place in the coming
year within the framework of a visit to Armenia,” he said.

Associate Professor at San Francisco University Richard Callahan, who
observed the presidential elections in Artsakh, said “the electoral
processes in Nagorno-Karabakh were organized in compliance with
international standards.”

“I was impressed by the transparency of the electoral process. Many
international observers and journalists were freely following the
elections. I’m glad I had a chance to see the democratic path that
country has chosen,” the Professor said.

President of the Synaptics Company, Dr. Federico Faggin has arrived
in Yerevan to receive the Armenian President’s Global IT Award 2012
for contribution to the development of the IT sphere. Before he will
receive the prize from President Serzh Sargsyan, Dr. Faggin visited
the Yerevan State Engineering University today, where he was granted
the Honorary Doctorate title.

I could not imagine the plethora of applications that emerged; and
even more importantly, what I did not imagine was the social impact.

It goes to show that engineers can think the gadget, but they don’t
really have the ability to imagine what it is to live with the gadget
that they have invented. That certainly was the case for me, as well.

Federico Faggin Federico Faggin will be the third recipient of the
Global IT Award.

Former CEO of Intel Corporation Craig Barret and co-founder of the
Apple Computer Corporation Steve Wozniak received the Award in 2010
and 2011 respectively.

Born in Vicenza, Federico Faggin received a Laurea Degree in physics,
summa cum laude, at the University of Padua, Italy. At the age of 19,
after his graduation from technical high school A. Rossi (Vicenza),
he took a job at Olivetti, in Italy, where he co-designed and led
the implementation of a small computer.

In 1982, he co-founded Cygnet Technologies, maker of the Cygnet
CoSystem personal telecommunications device, and was President and
CEO of the company until 1986. In 1986 he co-founded and was CEO of
Synaptics a company which produces the most widely used touchpad in
the industry.

During his tenure as president and CEO of Foveon, from 2003 to 2008,
Faggin revitalized the company and provided a new technological
and business direction resulting in image sensors superior in all
critical parameters to the best sensors of the competition, while
using approximately half the chip size of competing devices. Faggin
also oversaw the successful acquisition of Foveon by the Japanese
Sigma Corporation in November 2008.

The Serie A outfit are in the market for attacking reinforcements
because of the ongoing uncertainty about the future of Stevan Jovetic,
and they see Mkhitaryan as the perfect replacement in case the
Montenegro star leaves the club.

The Armenia international joined Shakhtar from Metalurg Donetsk in
the summer of 2010, and has since developed into a key player at the
Miners. Mkhitaryan, 23, has featured in every Champions League match
for Shakhtar so far this term, and his two goals have helped fired
his side into the knockout stages. The forward will not be available
on the cheap, though, if Fiorentina decide to make a move for him as
he has a contract with Shakhtar until June 2015.

Company Josef Ughurlyan.

Ughurlyan said interested in the North-South corridor program and
Iran-Armenia railway program.

Gagik Beglaryan noted that very soon the technical study of the
railway will soon start. The minister noted that the construction of
the railway will ensure a progress in Armenia’s economy.

Diaspora Isn’t Allowed To Armenia

DIASPORA ISN’T ALLOWED TO ARMENIA

The 15th Telethon of Hayastan All-Armenian Fund kicks off today in
Los Angeles.

A couple of days ago, the president of Azerbaijan, Ilham Aliyev,
“twitted” that the Armenian Diaspora is the number one enemy of
Azerbaijan. The Turkish authorities also keep affirming that Armenia
“wins” exceptionally thanks to the Diaspora.

There is no need to say that the Armenian Diaspora was formed “thanks
to” the genocidal policies of Turkey and Azerbaijan. But does the
Diaspora define the policy of Armenia and what is its rule in the
definition of national priorities?

The fact that the national consolidation is one of the priorities of
the Armenian nation is certain. The events in Syria proved this fact.

Representatives of so many nations leave in Syria, but no other country
in the world carries out addressed policy for its national minority,
except Armenia. Each country protects its citizens, while Armenia-
everyone of Armenian origin.

This approach, by the way, was supported at the international level:
Francois Holland mentioned Armenia’s “particular” relation to
the Syrian crisis, while the Latvian foreign minister who visited
Armenia asked about the experience of our country relating to the
Syrian crisis.

The “experience” is the following: Armenia is trying to assume the
role of the leader of pan-national interests. For now, everything is
very weak and demonstrative, little practice. Serzh Sargsyan needs the
role of the “president of all Armenians” in order to keep the power.

But he understands that if he “opens” Armenia for the Diaspora,
the system, on which he relies, will collapse taking him along.

So, despite Aliyev’s statements that the Diaspora is the main enemy
of Azerbaijan, 7 million Armenians have no influence on the policies
of Armenia and can’t become its “masters”. They help lobbying for
Armenia’s interests – some in parliaments of foreign countries, others
in the backstage of the official business, some others donate money.

But they are not allowed to enter Armenia.

In the meantime, the Diaspora could become an instrument of “investment
intervention”, which would fundamentally change the structure and
culture of Armenia’s economy. Diaspora Armenians, who are used to
work in the liberal system, could transform the court, the market of
Armenia and root out the monopolies. But few investors try to fight
with the judicial system of Armenia at least in order to have back
their invested money.

The minister of Diaspora Hranush Hakobyan, dwelling on the job issues
of the Armenian Syrians, stated that “they are used to receive high
salary”. They are used to earn normal money, it’s the salary in Armenia
to be abnormal. Armenia’s “opening” to the Diaspora could lift the bar.

The Telethon, against this background, seems a TV program with the
request to send money for the treatment of the father and not to
“trouble” coming. Money will be sent, but the more it goes, the more
transparent becomes the link between the “ill father” and the Diaspora.

Parajanov’s Color Of Pomegranate To Be Shown In Turkey

Turkey’s Armenian Culture and Support Union initiated an event
dedicated to the 300th anniversary of Sayat-Nova.

According to Istanbul-based Armenian newspaper Agos, the event is
scheduled for November 25. During the event Sayat-Nova’s work will
be presented and Sergey Parajanov’s The Color of Pomegranate film
will be shown.

Last week Turkey’s Culture and Tourism Minister stated that they rate
high the publication of works of different cultures.

“We are planning to publish a memorial book dedicated to great Armenian
singer Sayat-Nova,” the minister said.
