Baku. Rashad Suleymanov – APA. “Though Armenia has not recovered from
the global economic crisis since 2008, it continues to increase its
military expenditures”, director of the Center for Strategic Studies
(SAM) Farhad Mammadov told journalists.

According to him, the military expenditures in Armenia make up 15-16%
of the state budget, this is too high for such a small country:
“Armenia exists at the expenses of foreign donations. $ 8 billion
was transferred to Armenia last year, $ 2 billion – this year.”

The SAM director also added that provocations increased on the front
line before the elections, they aim to distract people’s attention from
the current problems in Armenia, show invader generals as patriots.

BAKU: Azerbaijan’s President Ilham Aliyev caused an Internet storm
Tuesday after his official Twitter account posted a tirade of several
dozen sharply worded statements against neighbouring Armenia.

Most of the brief messages were recycled from a long speech Aliyev
gave last week, but the sudden broadside of inflammatory tweets posted
Tuesday afternoon prompted a top Armenian lawmaker to compare the
messages with Nazi German propaganda.

“The Armenian lobby is our main enemy and we are the main enemy for
them,” said Aliyev’s official Twitter account, @presidentaz. “Armenia
is a country of no value.

Uae-Armenian Trade Relations Discussed

Abu Dhabi, November 20 (QNA) – UAE Minister of Foreign Trade, Sheikha
Lubna bint Khalid Al-Qasimi met here Tuesday with Armenian Minister
of Foreign Affairs, Edward Nalbadian, and his accompanying delegation,
currently visiting the United Arab Emirates.

UAE state run news agency (WAM) reported that during the meeting ,
they discussed ways to strengthen and promote trade and investment
relations between the two countries and opening up export channels
for the UAE produced commodities to markets neighboring Armenia such
as Russia and Eastern Europe.

Sheikha Lubna Al-Qasimi urged Armenian companies to benefit from
the UAE’s unique geographic location as a gateway between east and
west, adding that it would provide Armenian food companies with an
opportunity to reach many world markets. She also called on them
to take advantage of the UAE’s attractive and flexible investment
legislations and high standards of living.

For his part, the Armenian Minister Nalbadian affirmed his country’s
commitment to strengthening its economic, investment and trade
relations with the UAE in light of its monumental development
and growth of its economy. He pointed out to the growth of UAE’s
investments in Armenia, the latest of which was an Al-Futtaim Group’s
Carrefour chain of stores.

Trade relations between the UAE and Armenia has been steadily improving
for the past few years. According to WAM the UAE currently accounting
for 97% of the total trade with Armenia. (QNA)

A Bedford language school that has helped hundreds of people over
the last eight year has started a new era.

Larkhill Language Centre has been taken over by Dr Armine Tamrazian,
with a new term starting in January.

And the school is expanding after moving to new premises in Harpur
Street, above Beales.

Dr Tamrazian said: “My son has just started at Bedford School, and my
mum lived here in the 1950s as a boarder at Dame Alice Harpur School.

“I’d heard wonderful stories about what Bedford was like for all
my life, so when my husband and I decided to bring our son over to
England from Armenia Bedford was the obvious choice.

“I wanted to stay and do something good in the town. I’m a linguist
so a language school was the obvious thing, and when I found out
Lucia was looking to sell Larkhill it all came together.”

Since the school first opened in its old St Cuthberts Street base in
2005 it has taught hundreds of people, from nuns to rugby players,
from all over the world.

Their reasons for studying have ranged from preparing for university,
to doctors who need to pass exams in order to work in England, to
people who just want more confidence.

At any one time there can be up to 100 students over the 11 weekly
classes, with classes including general English, exam English,
business English, teacher training courses, and summer courses.

And the centre is a preparation centre for Cambridge ESOL exams and
other qualifications.

Dr Tamrazian was born to an Armenian family in Iran, and after
studying her first degree in English in Tehran she did her PhD and
Masters at UCL in London. She subsequently lived in the UK where
she met her husband, before they moved to Canada and then Armenia,
before coming to Bedford.

And her predecessor Lucia Polcella-Graf will stay on at the school
as a consultant.

Mrs Polcella-Graf said: “We don’t always understand or appreciate how
useful the English language is. If you live in other countries unless
you have English up to scratch, not just your written understanding
but a certificate, then there are lots of jobs and opportunities that
won’t be open to you.

“That even goes for people who have studied at university, and have
all qualifications, the English language can be enormously important.”

YEREVAN.- It is unacceptable that the parliamentary majority, using the
advantage, does not provide other political forces with an opportunity
to raise the key issues related to the necessary changes to the
Electoral Code ahead of presidential elections, Vartan Oskanian said.

Speaking during the action near parliament building, Oskanian said on
the one hand, this is a violation of the law and the Constitution, and
on the other – evidence that the ruling party is seriously concerned
and frightened by the prospect that people’s will can be implemented
during the elections

The political forces are holding consultations and have developed
common approaches to further actions, Prosperous Armenia Party member
emphasized.

“I am hopeful we will be able to form a single agenda expressing the
will of our people before the nomination of presidential candidates. I
hope that this political agenda will convince people to unite around
political forces in the belief that, we can work together after
presidential election to implement the changes in the country and
for the people to feel changes in a short period of time,” he said.

He also expressed the view that political forces will consolidate
and may be able to participate in the presidential elections with a
single candidate.

GLENDALE-A delegation of the Armenian Revolutionary Federation Western
US Central Committee on Saturday met with visiting Artsakh Parliament
Speaker Ashot Ghoulian to discuss issues of mutual interest and
further cooperation.

The two sides discussed several important topics, among them the
imperative to assist the Syrian-Armenian community as they fall victim
to the growing unrest in that country. The sides expressed that as
a sign of national unity, the plight of Syrian-Armenians must become
a focal point.

Ghoulian briefed the ARF leaders about the recent visit by Uruguay
Parliament Speaker and his delegation, pointing out the positive
implications the visit will have on the effort to garner international
recognition of Artsakh (the Nagorno-Karabakh Republic).

The Artsakh Parliament Speaker also praised the recent passage of
legislation in Rhode Island that recognized Artsakh’s independence
and right to self-determination, saying that similar efforts in other
states would be beneficial to Artsakh’s recognition.

Ghoulian also praised the good and positive working relations with
the Nagorno-Karabakh Republic Representation in Washington and close
ties with its representative Robert Avetisyan.

The two sides also discussed projects and plans for resettlement of
Artsakh’s border regions, as well as the upcoming 25th anniversary
of the Artsakh Liberation Movement.

Joining Ghoulian at the meeting were Avetisyan and the Primate of
the Artsakh Diocese Archbishop Parkev Martirossian.

The ARF delegation was headed by chairman Dr. Viken Hovsepian and CC
members Dr. Viken Yacoubian, Bedig Kazandjian and Koko Topalian.

Uruguay Becomes Player In Caucasus Equation

URUGUAY BECOMES PLAYER IN CAUCASUS EQUATION

Armenians who have visited the country of Uruguay have an understanding
of the status of the Armenian community in that country.

Most of the settlers in that hospitable South American country were
Genocide survivors with a bitter baggage of traumatic experiences and
memories. Yet through their diligence, hard work and the appreciation
of that host country’s hospitality and culture, they have integrated
wisely into the fabric of the society, without assimilating.

Their contributions to the development of Uruguay have been well over
what their numbers warrant. Consequently, their impact as well, is
more profound than a community of that size would generate elsewhere.

A major thoroughfare in the capital city of Montevideo is called
Armenian Boulevard and the main square is called Plaza Armenia. The
prestige that the community enjoys in Uruguay has helped both the
families and the larger Armenian society in their development. This
mutually-beneficial relationship with Uruguay’s population has yielded
dividends far beyond the country’s borders, as the government of
Uruguay was the first nation to recognize the Armenian Genocide. Since
Armenia’s emancipation from Soviet rule, the relationship has helped
also the general Armenian cause, whereby becoming the diasporan
extension of Armenia’s foreign policy.

In theory, any community in a particular country must strive to play
that role by introducing the Armenian issues in that country’s foreign
policy agenda. We have that opportunity in the US if we can harness
our resources wisely and politicize large masses within the community.

Recent developments have demonstrated that Uruguay has come forth
to play an essential political role in the Caucasus checkerboard
of diplomacy.

Indeed, through the influence of its petro-dollars, Azerbaijan has
been striving to isolate Armenia and Karabagh. That influence is
especially tangible through the Islamic Conference and Azerbaijan’s
election as a non-permanent member of the United Nations Security
Council. Armenia’s efforts to break the stronghold of political
isolation have met with limited success for very obvious reasons,
i.e., lack of economic resources. Therefore, Uruguay’s emergence on
the Caucasus stage becomes a significant new political development.

Recently the largest and most populous province of Australia, New South
Wales, passed a resolution in its parliament to recognize the right
for self-determination of the people in Karabagh. That was a small step
in breaking Karabagh’s isolation, especially in view of the fact that
the entire country of Australia has yet to subscribe to that position.

On November 13, a delegation from Uruguay, headed by the Speaker
of Parliament Jorge Orico, paid an official visit to the Republic of
Mountainous Karabagh and held political discussions with the leadership
of the enclave. Any foreign dignitary or political representative
who visits Karabagh is immediately blacklisted in Baku.

Therefore, the government of Uruguay undertook the visit in defiance
of Azerbaijan’s threats.

Prior to that visit, Armenia’s Foreign Minister Eduard Nalbandian had
taken a tour of Latin American countries, which the Azeri official
media characterized as “complete failure.” This visit discredits
the Azeri claims. In fact, it goes even further to suggest that the
possibility has arisen that Uruguay may become the first country to
recognize Karabagh’s independence.

There are countries in Latin America that are not a party to
the continuing low-intensity cold war between East and West. A
case in point is the recognition of Abkhazia and South Ossetia by
Nicaragua and Venezuela after they broke away from Georgia. Uruguay’s
policy is in line with that South American trend. The fact that an
official parliamentary delegation has paid a visit to Karabagh is a
groundbreaking initiative which has met Baku leadership’s ire.

Azerbaijan’s contention was that “no official government entity in the
world can establish any relations with Karabagh.” Well, a precedent
has been set and according to Ashod Ghoulian, the speaker of the
Karabagh Parliament, “This visit may prove to be the beginning of
new developments.”

Those developments may eventually lead to the recognition of Karabagh’s
independence by Uruguay. Having been asked directly about such a
possibility, Ruben Martinez Huelmo, chairman of Uruguay’s Foreign
Affairs Committee, has responded, “To be honest with you, theoretically
that possibility exists. But this is a political process which has to
take its course. Documents have to be compiled and studied. At this
time, we are on a fact-finding mission. The collected facts have to
be presented to the political powers.”

Beyond the existence of theoretical possibility, the delegation has
been compiling facts about the issue. In the absence of political
vigilance by Armenians, Uruguay may follow suit and erect Heydar
Aliyev’s statue, as it was done in Mexico.

Last year, Uruguay’s Senate adopted a resolution to provide a budget
to build a museum dedicated to the Armenian Genocide. The recognition
of Karabagh’s independence will be a breakthrough in bringing out
the mini state from its isolation.

While the Uruguayan parliamentary delegation was on its visit in
Karabagh, a conference of Eurasian countries took place in Yerevan.

The Eurasian Integration Project is President Vladimir Putin’s
brainchild to create a global economic counterweight to the European
Union. The majority of former republics of the Soviet Union are
involved in it. The conference included the major political parties
of the countries participating in the project. The Republican and
Prosperous Armenia parties represented Armenia. Putin’s United Russia
Party represented Russia. Ukraine, Kazakhstan and other countries were
also represented. Karabagh was represented by the Azad Artsakh Party.

The next conference will be held in St. Petersburg and along with
Karabagh, Abkhazia and South Ossetia will also be invited. This
move will further contribute to Karabagh’s recognition by the other
countries.

At this point, Uruguay’s decision will prove to be crucial. The
parliamentary fact-finding may take a long time or it may turn out
to be a smokescreen to conceal the true intentions of the Montevideo
government. It may further become a bargaining chip for Uruguay to
extract some business deals or vote buying at the United Nations at
Armenia’s expense. Any development must be expected realistically
in politics. That should not deter Armenians in their determination
to seek justice for the people of Karabagh. If indeed the government
of Uruguay recognizes Karabagh’s independence, the Armenian community
there must be credited in the first place and its role must be emulated
in other countries with significant concentrations of Armenians.

Turkey and Azerbaijan have the wherewithal to peddle influence in many
countries and they have been making inroads in the political fabric of
countries where Armenian presence is sparse or nonexistent. In Mexico,
Azeris have been successful in erecting Heydar Aliyev’s statue.

Additionally, they have forced their way to have the Mexican
Parliament pass a resolution condemning the so-called genocide of
Khojalu supposedly perpetrated by Armenian forces. Whether Uruguay
comes forth with recognition or not is immaterial.

The official visit of the parliamentary delegation has induced enough
fear in Azerbaijan about losing their grip on the situation.

Persistent, comprehensive and consistent policy will eventually bring
the much-needed relief to Karabagh people, who will eventually be
integrated in the world community.

Let’s not hold our breath and extend our gratitude to Uruguay for
its initial contribution to Karabagh’s situation, hoping that it will
take the next crucial step of recognition.

The 20-year relations between Armenia and Poland are based on mutual
trust and cooperation, Polish Ambassador to Armenia Zdislav Racinski
told reporters today.

“The annual ~@30 mln commodity turnover between Armenia and Poland
is stable, but does not reflect the real potential, since many
Polish goods come to Armenia from Ukraine, Russia and Turkey,” the
Ambassador said.

Zdislav Racinski says there are many companies in his country that
would like to make investments in Armenia. The main obstacle is
distance, also as the fact of Armenia’s partial blockade.

During its presidency of the European Union Poland tried to
consolidate the EU policy in the South Caucasus by suggesting the
Eastern Partnership Program, the Ambassador said. He reminded that
it was under Polish chairmanship that the negotiations with Armenia
on the Association Agreement and facilitation of the visa regime were
intensified, paving the way for the creation of a free trade area.

As for the opinion that Armenia has to choose between the European
Union and the Eurasian Union, Ambassador Racinski said: “The EU is
a union of 27 countries with a history of 55 years. It has created
its own principles and mechanisms and relies upon common values. The
Eurasian Union is just a theory, an idea, a project. That means there
is no contradiction here.”

Being a member of the CIS, Armenia simultaneously cooperates with
the European Union, and may join it one day. “Although the South
Caucasian Countries are not speaking openly about EU membership,
it is quite possible in the future,” the Ambassador said.

According to Mr. Racinski, Turkey could help Armenia join the EU.

“Armenia may have an EU member neighbor in the face of Turkey and
join the Union later as an immediate neighbor. He reminded that his
country backs Turkey’s EU membership.

Don’t the political problems in Turkey, which range from occupation of
Northern Cyprus to the blockade of Armenia and human rights violations
inside the country, contradict the principles Turkey should meet
to become an EU member? “Problems existing in Turkey are peculiar
of many other countries, even European ones,” the Ambassador said,
adding that it’s impossible not to notice the reforms implemented in
a number of spheres. He noted, however, that Turkey has not yet met
all commitments, otherwise it would have already joined the EU.

The position of EU member Poland is clear: it’s necessary to conduct
a policy of open doors, the Union should be dynamic, enlarging and
developing.

The search is underway for ways of real cooperation today in Armenian
political arena. This is not an imitation, Heritage parliamentary
faction member Tevan Poghosyan told a news conference in Yerevan.

According to Poghosyan, the ongoing political consultations as well as
meetings between representatives of different political forces create
a new political culture in Armenia. He believes that these discussions
are aimed at clarification of approaches to points of cooperation.

Poghosyan added that in the pre-election period Heritage will be
focused on presenting the program of its candidate and the party
in general. He welcomed the idea of cooperation between different
political forces.

Member of Prosperous Armenia Party parliamentary faction Vahan
Babayan, for his part, noted that political forces hold discussions
on ideological and program points and not individuals.

“The parties that entered the parliament protect interests of people:
political forces continue consultations, and we need to wait for the
results,” he said.

Referring to political discussions, Babayan said that Prosperous
Armenia offered two points concerning parliamentary system of
government and passing to a 100-percent proportional election system.

“The political discussions are around the above mentioned issues,
which could lead to a new cooperation platform between the parties,”
said the lawmaker.
