OPERA AND BALLET THEATRE STAFF IS LEFT WITHOUT STAGE, BUT NOT WITHOUT WORK

YEREVAN, NOVEMEBR 22, ARMENPRESS. The restoration of the stage of
Alexander Spendaryan National Academic State Opera and Ballet Theatre,
which launched few months ago, will be over in January, 2013. Due to
the efforts of the Ministry of Culture of the Republic of Armenia and
the administration of the theatre a separate hall in Armenian State
Pedagogical University (ASPU) after Khachatur Abovian has been lent
to the staff of the theatre in order not to leave them without “roof”
and so that they could continue their trainings. In a conversation
with “Armenpress” the Principal Balletmaster of Alexander Spendaryan
National Academic State Opera and Ballet Theatre, Honoured Artist of
Armenia Roudolf Kharatyan stated that the hall is at the disposal of
the staff of their theatre five days a week, three hours per day.

The means compensating “loafing” of the theatre have been found.

Kharatyan stated: “Notwithstanding we had three halls in the Opera
Theatre and we could spend 5-6 hours on the trainings per day. In order
to find the solution of this problem I suggested giving permission to
continue our trainings in two halls. Although the repairmen claimed
that it’s dangerous to stay in the territory of the theatre during
the restoration. As to the concert program in accordance with the
preliminary agreements it will be held in Sundukyan State Academic
Theatre of Yerevan.”

The repertoire will be introduced to the audience from the stage of
Sundukyan State Academic Theatre.

Currently “Gayane”, “Spartacus”, “Romeo and Juliet” and a number
of other performances are involved in the repertoire of Alexander
Spendaryan National Academic State Opera and Ballet Theatre.

On December 1 Alexander Spendaryan National Academic State Opera and
Ballet Theatre will introduce classical and modern ballet show “Spirit
in Action” in Sundukyan State Academic Theatre of Yerevan. “Spirit in
Action” is not a new performance. It represents a mixture of various
performances of the repertoire of the theatre.

In the first stage of the performance the staff of the theatre will
introduce different parts form “Romeo and Juliet” and “Spartacus”
ballets. As to the second stage of the performance the audience will
watch “Tango” ballet. Among other things Kharatyan stated that before
January they will introduce other performances in Sundukyan State
Academic Theatre of Yerevan as well.

promis durant la campagne electorale des municipales. Selon RFE/RL,
une foule importante est venue a la rencontre de Gaguik Tsaroukian,
connu pour sa charite, afin d’obtenir des aides personnelles. M.

Certains n’ont pas d’emploi, d’autres ont un emploi, mais ils
obtiennent de maigres salaires. Le gouvernement doit s’assurer que
les salaires et les pensions sont en adequation avec l’inflation “. M.

Tsaroukian a declare qu’il etait pret a perdre sa fortune, mais jamais
la confiance du peuple…

Par ailleurs, le leader d’Armenie prospère a evite de donner des
reponses claires aux questions des medias concernant la prochaine
election presidentielle. Il a, en particulier, refuse de commenter les
consultations politiques que mène actuellement son parti avec d’autres
formations politiques (CNA, Dachnaksoutioun, Heritage). M. Tsaroukian a
appele les medias a faire preuve de patience car le processus n’etait
encore qu’au stade des consultations et qu’il etait premature de
decider entre une candidature commune pour la presidentielle ou propre
au parti. Rappelons que suite au premier ” round ” des consultations
avec le CNA, son representant, Levon Zourabian, n’avait pas exclu que
les deux formations politiques puissent avoir un candidat commun au
scrutin presidentiel.

Lors d’un point de presse, le PM Tigran Sarkissian a seme le doute
sur une alliance electorale entre Armenie prospère et le CNA. Il n’a
toutefois pas exclu qu’un nouveau memorandum entre le parti Republicain
et Armenie prospère puisse etre signe, sans en preciser le contenu.

Baku – APA. The representatives of the International Committee of the
Red Cross visited Azerbaijani prisoner of war and civilian hostage
held in Armenia. APA reports quoting “Armenpress”.

Responsible for Community Delegation of Armenian ICRC Ashot
Astabatsyan said that one of the captives was a serviceman and the
other a civilian: “The ICRC representatives exchanged information
with them on their families.”

Soldier of the Azerbaijani armed forces Firuz Farajov Mirza, 20, was
captured by the Armenian armed units near the contact line between
the troops in direction of Azerbaijan’s Tovuz region.

Armenia’s Defense Ministry reported that resident of Mazamli village
of Gazakh region Telman Javanshir Aliyev, 41, crossed the border in
the direction of Tavush province at 07.45 yesterday. The international
organizations have been informed on the incident and the details are
being investigated.

Beirut: March 14 Might Attend Speech In Parliament

Torsarkissian said that the opposition coalition would attend the
Parliament session next week to hear the speech of President Sargsyan
on condition that Cabinet members do not attend.

BEIRUT: March 14 MP Serge Torsarkissian said Monday that the opposition
coalition would attend the Parliament session next week to hear the
speech of Armenian President Serzh Sargsyan on condition that Cabinet
members do not attend.

Torsarkissian also called on Parliament Speaker Nabih Berri to make
an appropriate decision and keep the Cabinet out of the assembly to
avert a boycott of the session by the coalition’s members.

“We are ready to go down to Parliament next week if the government
stays away from the assembly. We don’t have a problem attending the
scheduled session if the government is not present,” Torsarkissian
told The Daily Star.

“The government should not be there. According to protocol, this
session is an occasion for the country’s Parliament during which a
visiting president will address MPs,” he said.

“The president is visiting Parliament and the government doesn’t
have any business in that meeting. [Prime Minister Najib] Mikati’s
government can have its own meeting with Sargsyan.”

The Beirut MP added: “These are the conditions of our participation.

“It is up to Berri: If he fails to take the right decision, our
boycott will be his responsibility.”

Sargsyan will pay an official two-day visit to Lebanon starting next
Monday, during which he will meet with President Michel Sleiman,
Mikati and Berri.

He is also scheduled to make a speech to Parliament.

Following the Oct. 19 assassination of senior security official Brig.

Gen. Wissam al-Hasan in a car bomb in Beirut, the March 14-led
opposition has said it will boycott Cabinet and any parliamentary
activity it is involved in.

The March 14-led opposition has repeatedly called for the formation
of a neutral-salvation government.

The opposition has accused Syria of being behind the killing and has
also held Mikati’s Cabinet responsible.

According to Torsarkissian, the visit of Sargsyan to Lebanon is an
important one that will be recognized by all Lebanese citizens.

Torsarkissian added that “the March 14 coalition will have its own
meeting with President Sargsyan.”

But Ali Hamdan, an adviser to Berri, said that the assembly is open
to all state officials and will not exclude specific groups.

“Invitations are sent to diplomats, ambassadors and all state
officials, including ministers,” Hamdan said.

“This session – dedicated to a speech by the Armenian president – was
scheduled at least two months ago and has not been recently prepared,”
he added.

“If March 14 MPs don’t want to attend, that’s their problem. There has,
as yet, been no discussion on who should be participating.”

Hamdan also said that the majority of MPs will attend to hear the
speech, and there will be no problem in ensuring the necessary quorum.

March 14 MP Marwah Hamadeh said earlier that the opposition would
boycott the parliamentary session.

“We will not attend the parliamentary session called by Berri on Nov.

27,” Hamadeh told Voice of Lebanon radio station, according to a
statement from his press office.

But Hamadeh denied that the threatened boycott was intended as a snub
to the Armenian president.

“Boycotting the parliamentary session in the presence of the Armenian
president is not a move against our guest,” Hamadeh said.

Separately, an Amal Movement source told The Daily Star that Berri
would not call for a parliamentary meeting over the crisis in Gaza,
and added that the March 14 coalition had read too much into the
speaker’s remarks on the matter.

“The March 14 coalition’s accusations that Berri was setting them
a trap to attend a Parliament session in solidarity with Gaza are
unfounded,” said the source, who spoke on condition of anonymity.

“The speaker has no intention to call for a Parliament session
concerning the situation in Gaza,” he said.

Media reports over the weekend indicated that Berri was thinking of
convening Parliament in order to voice solidarity with the Gaza Strip,
which has been under bombardment from Israel since last week.

Opposition lawmakers believe the speaker is trying to corner them
into attending the session and thus break their decision to not attend
the legislative branch’s meetings involving members of the government.

According to the source, the March 14-led opposition has made
accusations based on assumptions rather than facts, “which proves
that the group has become politically bankrupt.”

In remarks published Monday, Berri slammed accusations by the March
14 coalition suggesting that he planned on tricking the opposition
by holding a parliamentary session to voice support for Gazans.

“What is Nabih Berri’s crime and what is the trap he is trying to
set for the opposition?” Berri asked An-Nahar newspaper.

“Is it a crime for me to call for a parliamentary session in solidarity
with the Palestinians?” he added.

Berri said he had been surprised by the opposition’s reaction to media
speculation suggesting he was considering calling for Parliament to
gather, and accused the opposition of employing double standards when
it came to their shunning of the Cabinet.

“How can they boycott the Cabinet while [Future parliamentary bloc
leader] Fouad Siniora calls Prime Minister Najib Mikati to discuss
the developments in Sidon?

“How can they contact [Progressive Socialist Party leader] MP Walid
Jumblatt?” Berri asked.

THE UNBEARABLE LIGHTNESS OF STORY-TELLING: BBC BIASED AGAINST AZERBAIJAN

People in the British Isles are discussing yet another high-profile
scandal: after the BBC broadcast what London was forced to admit
was an untruthful report, the director-general of this TV company,
George Entwistle, resigned.

However, at the same time one cannot help noting that the discussion
of carnal pleasures in Wales was by far not the first instance of
“unacceptable journalistic standards” observed in BBC broadcasts.

Let us recall: it was the BBC that tried to stir up a scandal around
Azerbaijani boxers in 2011. It was purported that in exchange for
securing Azerbaijani sponsorship, officers of the International
Boxing Association “promised” that Azerbaijani boxers would win
“gold” at the London Olympics. Here is an interesting detail! – this
“sensational piece of news” appeared in the same Newsnight programme.

Scandals around International Boxing Association, Eurovision

This needs to be clarified. First of all, Azerbaijan is an oil-rich
country with a successfully developing economy and today Baku
is extending sponsorship to many international organizations and
various international projects, from schools in the African Republic
of Benin to the restoration of Roman catacombs. Secondly, it will
suffice to look at Azerbaijan’s “medal statistics” – since it gained
independence – in the Olympics, or world boxing championships, to
understand that our team is among the major competitors for “gold”
in this type of sport. However, once you link the two facts in one
news report and provide a few references to “independent sources” –
the scandal is there. Even if the International Boxing Association
and Azerbaijan demand that journalists provide evidence to support
the allegations that have been broadcast and the investigation fails
to expose anything – who is going to remember the details when the
“hot headlines” in the news have already faded away.

At around the same time, as Baku was gearing up for the Eurovision
song contest, the European Broadcasting Union admonished the BBC for
its biased attitude towards Azerbaijan.

London Olympics

Later, during the Olympics, the BBC started to methodically spin a
new scandal around Azerbaijan: it appeared that somebody who had an
Azerbaijani flag wrapped around his shoulders, was illegally selling
games tickets. In response, members of the Azerbaijani delegation
said that they had been allocated insufficient tickets, that a
relevant application they had submitted years before the opening of
the Olympics had been badly fulfilled and that the company which was
supposed to sell tickets had failed to fulfil its duties.

Nevertheless, the BBC played down this story. They thought these
“standards” were pretty acceptable too.

Azerbaijan’s aid to Mexico

This autumn, the BBC in unison with the “Armenian lobby” set
about…[ellipsis as published] creating a scandalous atmosphere
around the financial support that Azerbaijan had extended to the
municipal authorities of the Mexican capital. As our newspaper has
already reported, in consequence of this, a park to commemorate
Azerbaijani-Mexican friendship and a monument to Heydar Aliyev,
appeared in Mexico City. In addition, a monument to the victims of
the Xocali tragedy [reference to an incident in which hundreds of
civilians were killed in the town of Xocali in Azerbaijan’s breakaway
Karabakh in February 1992] was erected on Tlaxcoaque Square and the
Mexican parliament officially recognized [the tragedy] as a genocide
of the Azerbaijani people.

Quite understandably, the monument to the victims of the Xocali
genocide seriously perturbed relevant Armenian figures: unlike the
much hyped “genocide of the year 1915” [referring to the killing of
Armenians in Ottoman Turkey], here we have to deal with actual facts,
rather than with falsities and myths. Most importantly, perpetrators
of this crime are not only alive and well, but even occupy leading
positions in Armenia.

Nevertheless, they decided to target Heydar Aliyev’s monument. And
then BBC journalists sent questions to the Azerbaijani ambassador
to Mexico. These questions had nothing in common with journalistic
standards or with standards of civilized conduct in public for that
matter: “How much did you pay to the Mexican government? In what
form did you pay? What if Azerbaijani citizens think that the money
was spent on the improvement of their living conditions? Do not you
think that the monument is reminiscent of the ‘Stalinist’ style?” ,
and so on and so forth.

At the same time, BBC journalists never thought of going onto the
streets of Baku with microphones and asking Azerbaijani residents
about the promotion of the interests of their country abroad.

Moreover, it never even struck them to do a little bit of web-browsing:
all details regarding the financial help Azerbaijani authorities
extended to the Mexico City Hall to renovate the Tlaxcoaque Square
and Reforma Avenue, were published on the Internet and are accessible
from the websites of the appropriate agencies.

Despite the insulting tone of the BBC questions, the ambassador
clarified that Azerbaijan had paid attention to Mexico because the
latter had been one of the first countries to recognize Azerbaijan’s
independence after the collapse of the Soviet Union. “This monument
does not seek to improve anybody’s reputation,” the diplomat said. He
then patiently spelled out simple truths to the journalists of the
respected British TV company, saying that the money had not been
handed over directly to anybody, that the district in question had
been neglected and required improvement. The journalists reluctantly
mentioned that as he addressed the opening ceremony of the monument,
Mexico City Mayor Marcelo Ebrard emphasized that over the past 16
years, none of the 180 diplomatic representations in Mexico City had
extended such financial assistance to the capital. However, the BBC
journalists were underwhelmed by this. Whether or not “acceptable
journalistic standards” were on display here probably needs no
further explanation.

“Shoddy journalism”

Wise people say that it is quite possible that one incident is
nothing but a very sad accident. Two incidents can be regarded as
a coincidence. However, if “unacceptable journalistic standards”
are displayed on three or more occasions, this is already a tendency.

Nobody is going to argue with the now former head of the BBC that
despite the fact that Newsnight did make serious mistakes that
constitute examples of “unacceptable shoddy journalism”, many talented
and decent people still work at the BBC. [However, it is a fact]
that all too often they diverged from [journalistic] standards. It
is another matter that Azerbaijan did not have the opportunity that
Lord McAlpine had to “pressurize” the leadership of the BBC and one
of the employees decided that it was possible not to “bother” checking
facts what mattered was to sound sharp and make loud headlines.

For the sake of justice we would like to note that Azerbaijan is not
the only country that no longer believes in BBC’s impartiality. The
democratic Israel, and a lot of other countries have no less impressive
lists of “unacceptable standards of journalism”.

Unofficial data state that between 10 and 20.000 Armenian immigrants
work in Turkey illegally. The majority of them are women. Their
children have no documents and are not granted the right to education.

Our report

Istanbul, the courtyard of the Armenian Church of Surp Hovhannes.

Every evening, the coming and going of people intensifies with the
setting of the sun. Young Armenian women, immigrant workers, take turns
in taking their children home after school, an elementary school in
the basement of the church. It is an illegal school, attended by 105
children: most of them do not hold an identity card, as they were born
in Turkey from parents without a residence permit. This phenomenon
affects around 1.000 children across Turkey and is one of the most
serious problems for those Armenian immigrants who are “illegal”.

Unofficial reports state that between 10 and 20.000 Armenian immigrants
work in Turkey without the required permits. The majority of them
are women. The difficult economic situation encountered in Armenia
has lead them abroad to seek work. For the vast number of different
opportunities it offers, Istanbul has become the main destination
for most of these women. They have found a job in factories, textile
workshops, or in trade between the two Countries.

The majority of them, however, work in households as cleaners,
caregivers for the elderly and the ill or baby-sitters.

Immigrant stories The men, on the other hand, are very often
unemployed: for them, the main occupation is that of taking care of
their families so that nothing bad happens to them. Some Armenian
immigrants, though, work for the Grand Bazaar goldsmiths or as
shoemakers in the GedikpaÅ~_a workshops. It is so for A. ‘We are here
to work. Why would I be here if there were work in Armenia?’ In just
a few words, the man – who prefers his identity be kept secret – tells
the reason why he is in Istanbul with his wife and daughter. A. points
out, however, that he has really nothing to complain about.

One of the headmistresses of Surp Hovhannes elementary school, states:
‘I have three children and we could not live off my teaching salary in
Armenia’. A graduate, like so many other women who decided to leave
their Country. ‘We have been living in Istanbul for 7 years. For a
few months at the beginning, before working at the school, I was a
caregiver. I had to quit, though, because it was troubling for me
not to be treated equally’.

The Armenian immigrants live mainly in Kumkapı, one of the historical
quarters of the Armenians “native” of Istanbul, whose community counts
60.000 people. Here, the cheap and not very decent “rooms for singles”,
a few years ago intended for migrants coming from Anatolia, have in
time become lodgings for migrants coming from abroad. Many of them
share small spaces with various people.

‘I’ve been here since 2002. I live with my husband, my daughter and
my mother-in-law. When we first came here, it was not easy to find a
home. We were lucky, because my mother-in-law was already here. Now,
there is word-of-mouth for available rooms starting from the bus
station’, Y. tells us. Her daughter is in sixth grade.

A 36 hour journey The station Y. is talking about is Emniyet Otogar,
where there are buses between Istanbul and Yerevan once a week. Since
the border between Turkey and Armenia is shut, the trip goes through
Georgia. It takes at least 36 hours, to arrive. The round trip costs
100 Dollars.

A real deal, compared to the 750-Dollar ticket to fly from Yerevan
to Istanbul.

Why Turkey? Many immigrants give the same answer: ‘It’s the closest
destination, it has a local Armenian population and it’s easier
than Ukraine and Russia to enter for the first time. You only need
a tourist visa that you can buy at the border. It’s only 15 Dollars
and it’s valid for one month’.

Once in Turkey, though, problems begin. Indeed, if there is work,
it is always illicit and undeclared. Until last February, a foreigner
could renew his tourist visa by exiting Turkish soil for one day only.

Now, the new law combating immigrants’ irregular work states that after
3 months in Turkey, the “tourist” must leave and cannot re-enter the
Country before 90 days have gone by.

If for many immigrants exiting Turkey every month was out of the
question, it all becomes more difficult with wages ranging from 550 to
800 Dollars. And the outlook of employers regularly hiring and paying
the 780 Dollars required by law remains a chimera. Indeed, nothing
seems to have concretely changed in the lives of those affected: ‘We
keep living with the fear of the visa and deportation’, M. worriedly
tells us.

R. has a different point of view: two years ago, she caught up with
her husband and mother-in-law (both having regular residence permits)
and according to her, ‘the police know how to tell people apart. They
don’t do anything to good people who work’. Her husband has undergone
three surgeries and has the right to be admitted to Turkish hospitals.

Those who are “illegal”, instead, are admitted to the Surp Pırgic
hospital of the Armenian community in Istanbul.

R.’s biggest hurt, however, is not being able to see her parents. Her
mother has come to visit them, but her youngest daughter of 1 has
never met her grandparents. ‘If we went, it would not be so easy
to come back….’ Those who are spot at the border’s exit can only
re-enter by paying a 15-Dollar fine for each day spent illegally in the
Country, or by accepting not to enter Turkey again for 5 years. ‘All
my relatives are in Armenia’, S. tells. ‘If there isn’t a wedding or
a funeral, we can’t move from here and this hurts us a lot. We are
not even comforted by the fact that we can send money home’.

Children with no documents It is the youngest, however, who are most
penalized by this situation.

When an “illegal” couple of Armenian immigrants bears a child in
Turkey, it cannot apply for citizenship for the newborn. The lack
of diplomatic relations between Ankara and Yerevan, moreover, makes
everything even more complicated. The child cannot obtain a passport
if not by going to Armenia. Without any identification, though, the
child cannot cross the border. ‘My daughter can’t envisage Armenia,
when I tell her about it. For her, it’s a very distant reality’,
another immigrant tells us. It is a dog biting its own tail. But it
is not over.

The tangle of prohibitions and difficulties negatively affects the
right of children to education. Children of Armenian immigrants,
with an Armenian passport or without identity documents, cannot
attend Turkish public schools. Starting from last year, a provision
has granted these children to enroll in the 17 schools of the local
Armenian communities as “guests”, meaning they can attend classes
without having any degree issued and recognized on a national level.

Few children have enrolled, this year. According to the interviewees,
this is because the families run the risk of being exposed and also
because, even though it is in Armenian schools, the educational
curriculum is completely tailored to the Turkish curriculum and makes
no reference to the Armenian people and its history. This would in
no way allow the children to settle in the Armenian schools, should
they ever go back. Then, there is the language issue: Eastern Armenian
(spoken in Armenia) is indeed different from that used in Turkey.

Surp Hovhannes Elementary For ten years, the Surp Hovhannes elementary
school has been trying to remedy this difficult situation while Turkish

follow the Armenian schools’ curriculum.

‘At the beginning there were only seven children. Now, there are
over a hundred, including those in kindergarten. This year, we have
managed to open the sixth class as well, but for next year there is
no more room’, one of the school’s headmistresses explains.

Various joint initiatives are what is keeping the school alive: ‘The
church provides the space and pays all the bills. Since the third
year, the Caritas has supplied meals for the children and given us
two cleaners, so we don’t have to take care of that too. The Ministry
for the Armenian Diaspora provides the books. Last year, the city of
Bakırköy organized sports activities for the children, and supplied
buses to attend them. Once it also paid for dentist appointments’.

Where are the children going to go when there is no more room? ‘Two
friends of mine have gone back to Armenia to live with their
grandparents’, say N., 12 years-old. ‘Two other friends started
attending the local Armenian schools, but they say everything is
different from here’.

The Mother is still uncertain on what to do. She only seems sure about
one thing: ‘One day, even when we get old, we’ll go back to Armenia.

The children must not break the ties with their native Country’.

about the existence of a new route to travel to the “Nagorno Karabakh
Republic”, which has not been recognized by any state or international
organizations, in the BNN’s “3 op Reis” (3 on Tour) travel broadcasting
on the Nederland 3 (Netherlands 3) TV channel on November 11.

Karabakh, the fact that Nagorno Karabakh was historically Azerbaijan’s
territory, unambiguous recognition of Azerbaijan’s territorial
integrity by states and international organizations.

BAC demanded BNN channel, the journalist to apologize to the
Azerbaijani people and remove the program from the website. The
representatives of the Congress expressed their hope that such programs
will be not broadcasted on the channel any more.

The opposition Heritage Party’s Secretary General, Stephan Saparyan,
thinks that entering into the Eurasian Union will not be beneficial
for Armenia and it just has to preserve its good relations with
Russia. Saparyan says that Russia’s influence in central Asian
countries is being challenged by China while from the West; the EU
Eastern partnership program is challenging Russia. According to him,
the Eastern Partnership is already a realistic perspective, whereas
Eurasian Union so far exists only on paper. Saparyan’s opinion is based
on the reality that Armenia does not have direct borders with Eurasian
countries. Despite not having common borders with the EU, Armenia could
exercise such contact via Georgia, thinks Armenian opposition member.
