Environmental Activists Change Tactics in Dealings with Yerevan Municpality

Karineh Danielyan, a member of the Yerevan Municipality’s Urban
Construction Advisory Council’s Environmental Committee, lamented the
fact that proposals submitted by environmental activists have been
lost, collecting dust somewhere in the archives of the mayor’s office.

`Every mayor blames his predecessor for the environmental ills facing
Yerevan. We have consistently submitted a host of suggestions that
could serve to ameliorate the situation but they remain on the shelves
in the bowels of the municipality collecting dust. Now we have changed
our tactics and have met in person with Yerevan Mayor Taron Margaryan
and presented our proposals. He agreed to them all and promised to
solve all problems possible,’ Danielyan said at a press conference
today.

She said that Mayor Margaryan promised to review the work permits of
fifteen construction sites within Yerevan’s `Green Ring’.

Another concern raised by environmentalists is the seismic safety of Yerevan.

According to geologist Rouben Haytoyan, Armenia lacks a science lab
and a unit of professionals that can study the ground beneath Yerevan
and calculate where high-rise buildings are safe to construct.

Haytoyan said there are many building in Yerevan whose foundations are
unstable or totally lacking.

President: Protected homeland and well-off families are prerequisites

`We need to have a sound and forward-looking objective, which will
allow to concur present challenges and move forward, ensuring a
dignified and prosperous life for every citizen of the Republic of
Armenia. Such an objective solidifies our conviction that our country
will be competitive, endowed with an Armenia-oriented centripetal
force,’ Armenian President Serzh Sargsyan stated today at the RPA 14th
Convention.

`Together, we will be able to shape a country, which will be
competitive enough to offer sufficient prosperity to its own citizens,
will devoid of any sense a desire to earn a living abroad and will be
able in a dignified manner to summon its children back – to return to
a thriving Armenia. We are united by the idea that Armenia will be a
much better place, far more equitable, freer, and much more
prosperous. We have no alternative; we just have to build such an
Armenia,’ said President Sargsyan.

`Today we have a mature battleworthy Army, which safeguards the
security of our Motherland; we have established state and local
governance institutions, a burgeoning civil society, and press which
is freer than the press in many countries, including some developed
ones of traditional democracy. The Armenian family, which went through
the crucible of millennia, is our greatest value. A protected homeland
and well-off families – these are the prerequisites of a
well-organized state, and they will fulfill the objective of secure
Armenia.’

Serzh Sargsyan: Armenian Armed Forces are able to contribute to

In the process of replenishment of the Armenian Armed Forces, priority
will be given to multi-functional systems, Armenian President Serzh
Sargsyan said in his speech at the 14th convention of Republican Party
of Armenia. The President stated that the Armenian army will continue
to be replenished with armament and military equipment, including with
those of native production.

Referring to our army, President Sargsyan said that the Armenian army
is number one guarantee for the security of our homeland. `The Armed
Forces of the Republic of Armenia will not engage in exhausting and
passive defense because with their fighting efficiency they are able
to contribute to security in the region and beyond,’ said the
President, adding that Armenian peacekeepers carry out their tasks
perfectly in different corners of the world.

The President said, `Disorder and intimidation of fellow servicemen
are excluded in the Armenian Armed Forces. The personnel of our Armed
Forces will be more educated and skilled. The discipline will be based
on mutual respect of servicemen and unreserved implementation of
orders with the consciousness of making a contribution to the defense
of the homeland.’

President Sargsyan: Implementation of regional programs while
isolating Armenia is not viable and will hinder regional stability

`Persistence in the reformation of internal security structures and
assuring their compliance with modern requirements, prevention of
external threats, as well as steps to ensure an adequate response will
span comprehensive – intelligence, political, diplomatic, economic,
information, if necessary, military and other measures,’ Armenian
President stated at the RPA 14th Convention held today in Yerevan.

`We are living in a region entangled in a web of consistent hatred and
warmongering rhetoric, a region full of threats and hazards. Some
countries even question the right of the Armenian people to live on
their historical land. The probabilities of military conflicts in our
region are rampant. Stopping the arms race and lifting the blockade
remain high on our political agenda. Dividing lines, xenophobia and
the inclination of some of our neighbors to solve issues through force
or threats thereof will continue to be rejected. Implementation of
regional programs while isolating Armenia is not viable and will
hinder regional stability, security and development processes. We will
continue our substantial contribution to the process of establishing
an atmosphere of mutual trust in our region,’ stated Serzh Sargsyan.

According to RA President, no nation is perceived by the Armenian
people as enemy.

`In the same spirit, the Armenian people anticipate that the
authorities of neighboring states will stop their policy of denying
Armenians the right of existence, sovereignty, stable and secure
development, meanwhile pushing their own societies towards violence.
At the same time, we are confident that the first and foremost
guarantor of a secure Motherland is our Army. Maintaining peace in the
region and thwarting military recklessness against our country depend
on a precise and purposeful development of our defense potential, in
accordance with modern standards of professionalism, discipline,
transparency, and control,’ said Armenian President.

Survived Corn, Will Survive Eurasia

Survived Corn, Will Survive Eurasia

Igor Muradyan

Story from Lragir.am News:

Can a small state conduct a multi-vector policy in the modern epoch?
Let’s first figure out what a vector is.

A lot of Armenian politicians with education in physics and
mathematics could imagine what a vector is, independent from its
humanitarian or physical interpretation. It is to be understood that a
vector is a pattern of direction, a real or virtual kinetics or
something similar. In any case, a vector is a convenient, analytical
and delicate notion since direction does not presuppose the goal,
especially a goal that has been achieved.

The notion of `orientation’ or `bias’ is something less delicate and
leaves less freedom but in this case also there are a number of
possibilities for maneuver. Apparently, it is important to understand
when these notions are perceived superficially, especially in
speculative moods.

According to recent rumors in Moscow, there was a banquet during which
someone said that was the `last banquet of the empire’ (by the way,
this expression was intended for a young but influential functionary
of the Armenian company).

The overall impression is that the project of the Eurasian Union will
be soft-pedaled since it is better to do it now and forget about it
than launch a failure project. The Moscow-based politicians have
arrived at this sacral point not in the result of Armenia’s moderate
position but very specific clarifications by the leaders of Ukraine,
Kazakhstan and Belarus.

In fact, one can survive any project if one is confident about their
positions. Was there a position, is there a position? Most probably,
Armenia has overestimated foreign pressure but fortunately it made it.

The Moscow-based politicians may return to the will of the apostles of
the Eurasian Union in the sense that one should always try to return
to ideas which failed at some moment. Apparently, this is related to
the ancient covenant of the `steppe’ though it is hard to tell whether
the modern devotees of the Eurasian idea have read and grasped the
meaning of the testaments of the Great ones.

However, the problem is not the Eurasian project but the precedent of
the pro-Atlantic course of Armenia which is related to personal and
group interests of Armenian politicians but is interpreted as a
vitally important goal of our country. If Moscow bursts into such
unhidden hysteria growing into brazenness, it means there is something
there.

Moscow’s last argument is not even screams of some hirelings but an
appeal to public opinion. Look here, they are interested in the
opinion of the Armenian people. No doubt this precedent will not
escape the attention of those in Moscow, and Armenia will not be
considered a reliable partner.

Therefore, one of the foreign political priorities of Armenia will be
identification of the new format of relations with Russia. Over the
past two or three years we have warned about upcoming corrections in
the Russian-Armenian relations when still there were no visible signs.
The main argument for the understanding of this perspective was
Russia’s policy which increasingly ignored Armenia’s interests up to
unhidden reluctance to recognize the genocide of 1915.

We don’t know what signals Russia sent to the international community
relating to the recognition or denial of the genocide but this issue
(of the past) revealed Russia’s goals on the region and its relations
with Turkey.

Moscow based experts fully and implicitly approved supplies of weapon
to Azerbaijan joined later by Ukraine and Belarus. Russia tries to
prevent military actions between Azerbaijan and Armenia, limiting
military actions to the area of the Karabakh conflict, certainly
shedding responsibility for the war and its intervention.

Perhaps, this is in the interests of the Yerevan-based bourgeoisie and
observers but not the Armenian people who continue to view Russia as a
partner. Hence, Moscow has isolated not only Karabakh but also
Armenia, committing Armenia to the arena of the next division of
interests between Russia and Turkey.

What awaits us in the West which is more complicated and less reliable
that it may appear but we will have to survive this `corn’. This is a
separate and complicated issue which will be covered in a number of
publications, and a lot of confessions and revelations are expected.

In any case, Armenia is facing the need for a multi-vector policy and
a survey on the premises of such a policy. In anticipation of future
discussions, one may only note that the multi-vector policy of a big
country presupposes a common problem or a common rival of both poles.
Neither Russia, nor its Western rival-partners will be able to escape
this.

PanARMENIAN.Net – Ambassador of Belarus to Armenia deemed Turkey’s
joining the Customs Union hardly feasible in the near future.

As Stepan Sukharenko told a press conference, chances of Yerevan to
join the Union are more real than those of Ankara.

However, Press Attaché for Russian President Vladimir Putin earlier
said Moscow would welcome Turkey’s wish to join the Customs Union.
