US, RUSSIA CALL ON LEADERS OF ARMENIA, AZERBAIJAN TO TAKE STEP TOWARD SETTLING DISPUTE

MOSCOW – Russia and the United States are urging the presidents of
Armenia and Azerbaijan to agree on some basic principles as a way to
start resolving their dispute over the territory of Nagorno-Karabakh.

The ethnic Armenian enclave inside Azerbaijan has been under the
control of Armenian forces since the two former Soviet republics fought
a war over the territory in the early 1990s. Talks on resolving its
final status have dragged on with little results.

The leaders of Azerbaijan and Armenia are holding talks Friday in
Russia on approving a set of basic principles for negotiating a
peaceful settlement.

The White House says President Barack Obama urged both leaders to
take this “decisive step.”

Russia’s Foreign Ministry reinforced the message with its own
statement.

Composition Art Festival’s spring session was held today at the
Komitas Chamber Music Hall.

Ruben Altunyan’s “Antuni”, Ruben Sargsyan’s “Hrajesht (farewell)”,
Geghuni Chtchyan’s “Romans (love song)”, Khachatur Martirosyan’s
“3 Chorals”, Vard Manukyan’s “Luseghen Yeraz (dream from light)”,
Armenuhi Karapetyan’s “Lusnak” and Ashot Ghazaryan’s “Halelua”
creations were in the program.

Robert Amirkhanyan, chair of the RA Union of Composers and
Musicologists, told Armenpress that the Armenian art lovers’ society
becomes closer to classical conceptions of music.

The festival is held by the Armenian State Youth Orchestra and the
RA Union of Composers and Musicologists under the auspices of the
RA president.

YEREVAN. June 24. /ARKA/. Armenia will establish two free trade
economic zones in Armenia during one-two years 0- near the Yerevan
airport “Zvartnots’ and on the base of the plant “Mars”, said Armenian
Minister of Economy Tigran Davtyan.

“If these programs turned successful, I hope that we will cover border
areas where it is necessary to implement promotion measures. We should
be careful for not damaging the established tax and customs field in
the country as it is a new approach and instrument”, he said in the
press-conference on Friday.

Speaking about the zone near “Zvartnots” airport, Davtyan said that
some elements of agricultural zone have already started the work,
particularly cargo terminal and cooling room.

In November 2008, Government of Armenia approved the concept of
establishment of free economic zone near “Zvartnots” airport. Free
trade zone is a type of special economic zone – customs territory
on which customs duties and other measures of trade limitation are
cancelled one-sidedly or in accordance with international agreement.

“The second zone is established near the plant “Mars”. We are already
finishing the negotiations on the establishment of free zone and
making investments with the company “Sytronix”. We are in the final
phase of negotiations and possibly we can inform many good news in
autumn”, said Davtyan.

Sytronix is a high technology concern within the company “Systema”
which has registered the company Sytronix Armenia cjsc. in September
2009 in Armenia.

The main tasks of the company are centralized management of assets
transferred by “Rosimushchestvo” under the management of Sytronix in
2008, including the plant RAO Mars cjsc, Yerevan scientific-research
institute of automated management systems cjsc (YERNIISU), Yerevan
scientific-research institute of mathematical machines (YERNIIM),
NPPM cjsc and the management of free economic zones established on
the territories of this institutions.

Syria And Tunisia Interested In Armenian Sun Batteries

PanARMENIAN.Net – Industria Technologica Armenian company plans to
export semi-conductor sun batteries to Syria and Tunisia, company
Director Artin Melikyan told a press conference.

According to him, a group of businessmen from these countries expressed
interest in purchase and with this purpose they will visit Yerevan
in September to get familiar with the production on the spot.

Melikyan noted that Industria Technologica has been cooperating
with American and English firms, and after they have offered to
start development on this project, the company obtained patent for
production of sun batteries from a group of Armenian scientists two
years ago. There are serious plans for future industrial production.

“This is one of the first examples in Armenia, and even in the
region, when a company purchases a scientific development,” said
Melikyan adding that their sun batteries are already used in Armenia,
particularly in Geghadir village, near Garni. The company Director
withheld financial details, only saying that the cost of one 1kWt
panel amounts to $5000-6000.

In turn, the inventor, Lecturer of the State Engineering University of
Armenia, Ruben Vardanyan, noted that the solar power engineering has
a great future and potential in Armenia. He said that this scientific
direction is developed in Armenia starting from the 50-60th of XX
century. As regards the sun batteries elaborated by him, they are
of two kinds: electrical generator and hybrid generator which gives
hot water as well. Their development has good characteristics and
economically feasible.

recommendations on improving the design and construction of small
hydropower plants in Armenia. The results of a recent study will help
developers meet international standards and improve the efficiency
of small hydropower plants.

The IFC Armenia Sustainable Energy Finance Project assessed the design
and construction of a number of small hydropower plants in Armenia
to identify areas for improvement. It provided recommendations
to address issues such as the quality of construction materials,
discrepancies between design and construction, and the quality of
electrical installations, aimed at improving the reliability and
security of small hydropower plants.

~SThe results of IFC~Rs assessment will be valuable both for
designers and project developers,~T said Tigran Parvanyan, IFC
Armenia Sustainable Energy Finance Project Manager. “Following IFC~Rs
recommendations should increase the feasibility and efficiency of
small hydropower projects, which will ultimately contribute to energy
self-sufficiency of Armenia.~T IFC presented the key findings of the
study in a two-day seminar that brought together renewable energy
experts, project developers, representatives of companies involved in
the design, construction, and operation of hydropower plants, as well
as representatives of the Ministry of Energy and Natural Resources,
Public Service Regulatory Commission, and other stakeholders.

The IFC Armenia Sustainable Energy Finance Project aims to establish
a sustainable market for energy efficiency and renewable energy
investments and contribute to the energy self-sufficiency of Armenia.
The project, launched in January 2010, is supported by the Austrian
Ministry of Finance. It is part of a broader IFC initiative in
Europe and Central Asia to help companies and governments become more
resource efficient and stimulate investment into renewable energy.
Since Armenia became a member of IFC in 1995, IFC has invested $110
million in 24 projects across industries, including financial markets,
general manufacturing, and mining. IFC Advisory Services provide advice
through projects focusing on the financial sector, sustainable energy,
and investment climate regulatory simplification.

the Karabkh conflict settlement will be signed during trilateral
Armenia-Russia-Azerbaijan presidential meeting in Kazan, head of the
Central Information Department of the NKR President’s Office stated.

As David Babayan noted in a conversation with a PanARMENIAN.Net
reporter, there’re no objective premises to singing of any document
on the issue.

“The parties need plenty of time to agree on final version of
the document, considering Azerbaijan’s unreadiness to undertake
constructive steps. Even now, Azerbaijan’s every suggestion is
detrimental to Karabakh,” Babayan said.

However, Babayan did not rule out for the conflicting parties to issue
yet another statement on continuation of talks in order to mitigate
the situation. NKR official expects no breakthrough on Karabakh till
2014 in view of oncoming elections in Armenia, Azerbaijan, Russia,
U.S. and France.

An exhibition will open at Martiros Saryan house-museum July 16
entitled “Character of a woman in Saryan’s Art”. Over 30 portraits
of women painted by Sarian will be presented and through a slide show
the other portraits of women by the artist that do not belong to the
museum will be presented.

Chief fund protector of the house-museum Sofya Saryan told Armenpress
that in his art the artist has completely changed the content of
the portrait of a woman. “Focusing his glance on the features of
his models, on certain stance, he was striving to reveal the inner
essence of the females, their rich and exciting nature”, she said,
adding that in the portraits Saryan presented intellectual woman that
brings its creative participation in the creation of cultural values
of the new century.

The exhibition will be open by the end of the year.

The fourth annual “DigiTech Business” and “Microsoft Innovation”
forums launched today in Yerevan with the participation of the Armenian
Prime Minister Tigran Sargsyan. The goal of the event is to promote
the application of IT in different branches of the economy.

The prime minister stated with delight that every year this forum
is being conducted in full hall where the representatives of the
sphere have an opportunity to sum up the past year, reveal the
achievements and shortcomings of the sphere. “In this respect the
forum is an important platform for us too. It is not a secret that
the digitalization brought to the increase of productivity in the
21st century. The wide application of the IT will increase the
productiveness of our economy”, the head of the government said.

Tigran Sargsyan said during the recent three years this sphere has
a leading position in Armenia’s economy. “It may be proved by the
number of subscribers getting use of mobile Internet and the index
of availability of internet”, he said.

During the “DigiTech Business” forum “ArmenTel” and “Microsoft”
companies will present “cloud technologies” presenting in their
pavilions services based on that technology.

Representatives of Georgian IT companies are also participating in
the forum presenting in separate pavilions technologic solutions of

We asked Igor Muradyan, political scientist, to comment on the
current situation regarding Karabakh and the motivation and aims of
the stakeholders.

The so-called present stage of the settlement is interesting as it
unveils the aims of both the conflict sides and the external sides.

Azerbaijan is facing the challenge of further use of the tactics
of coercion and blackmail. This tactics cannot be described as
non-effective. However, all the cards are open, and what next? Once
run out of coercion devices, the result could be a large-scale war
which would lead to the collapse of the Azerbaijani state, destruction
of the Azerbaijani armed forces, and a high rate of casualties among
civilians, as well as destruction of energy infrastructures.

Therefore, Azerbaijan which feels that the policy of pressure and
coercion is understood by different states is ready to use tough
methods, hoping to avoid total war until it gets guarantees of success
and support from the outside.

Turkey is increasingly interested in the resumption of military actions
with a well-thought scenario, a matrix, controllable war though it
is clear that Ankara is not sure of the possibility of application
of this warfare model and is still cautious of being engaged in a
second Karabakh war. Nevertheless, Turkey would rather wish to dare
signal Azerbaijan to start a war rather than a war itself.

The United States is concerned about the possibility of resumption of
war more seriously than ever because it absolutely contradicts to its
strategy, considering the launch of a systemic regional war. However,
the Americans aren’t hiding their wish to punish Azerbaijan’s obstinacy
and stupid arrogance, and only the Armenian army can punish it. A
controllable matrix war would come as a gift for the Americans because
it would allow to loosen the Turkish-Russian alliance, display the
inability of both Turkey and Russia to control the situation, as
well as engage NATO and the EU in the South Caucasus and Black Sea
processes, at the same time blocking Iran in the north.

The United States is going to control the region alone, at a
“macro-level”. It was necessary to read some Armenian political
scientists (the political scientists, not the “advocates” of leaders
and their alleged partners in Moscow) more attentively to understand
that the pause in the U.S. policy in different regions implied
just a slowdown of activity rather than waiving participation and
strategic goals.

The Europeans openly mocked at Georgia as a highly unsuccessful
American experiment, and cynically continue to track the developments
in the region. Nevertheless, the Europeans could take a more active
part in the destiny of the region, beyond the framework of NATO.

Iran is highly worried, has serious concerns about the possible
change of situation in Karabakh and is ready to offer Armenia a
great deal of political and economic resources in return for a more
distinct and understandable position. Armenia seems to have signaled
its genuine aims to Iran, and Iran is ready to believe it but the
external circumstances look so threatening that Tehran continues to
doubt Armenia’s intentions. Iran would like to solve the issue with
Armenia since the solution of analogical problems with other partners
is impossible, there are not such and will not be. The events in Iraq,
Afghanistan, Syria and the South Caucasus are evidence that Iran
is close to the solution of the problem of revision of political
configuration, there are no other ways of solution of national
security problems.

Russia’s behavior is abominable. It is trying to create an image for
its government in the eyes of the West and at the same time pacify
Turkey and Azerbaijan, crawling to the West and its new “strategic”
partners in original caps. Moscow has sensed the approaching of the
moment of truth when everyone will realize that it is not hegemony
and a great power and is, of course, unable to settle any conflicts.

Present-day Russia is a weak and humiliated regional state and is
unable to understand that the Americans will let it down in the
Karabakh conflict, like in the Georgia-Ossetia conflict.

Russia hoped for a chance to creep away in the pause which the
Americans took in the Black Sea-Caucasian conflict. However, the
pause was conventional, and apparently the new stage of the American
expansion in the region has started but the balance of forces is
different. Most probably, the emergence of the “third force” is not
close, but the Americans enjoy observing the movement of everyone in
the region in a holiday mode. The “Third Force” means conservation
of all the possible actual conflicts and occurrence of new conflicts
which have not actualized yet, including ethnic and political conflicts
in the Caucasus and the Black Sea.

Basically, the interests of the United States and Iran are getting
closer, and if in the Near East the United States acted against the
Shiite zone to balance the situation, soon the United States and
Europe will demonstrate interest in strengthening the Shiite alliance.

In this context, the South Caucasus and the Near East are “linked”
through Iran.

In the context of these large-scale developments Armenia looks too
local. Armenia is excusing itself and hiding behind the back of
its Karabakh vassals and nationalists which have been forced beyond
marginals, into partisans. However, this appeal is so belated and
credible that nobody and nowhere will believe this. As it was stated
earlier, the guys on the front line will have to work hard rather
than the comical leaders of political parties.

Therefore, the situation in the country must not be aggravated, and
if Armenia wants to ensure the security of the generations to come,
the present generation must destroy Azerbaijan as a state and as an
ethnic community. There are favorable conditions for that. There
cannot be another chance. As to the presidential business trips,
they had ended before they started.

The Armenian National Congress’ position on the presidents of Armenia
and Azerbaijan signing a document during their meeting in Kazan Friday
is conditioned by two circumstances: first is the actual document
itself, and second, the reaction of the people and authorities
of Nagorno-Karabakh, said Armenian National Congress (HAK) senior
representative Levon Zurabyan at a press conference in Yerevan today.

“In the [Armenian National] Congress, there are such diplomats who
realize that each word, each comma can be fatal; thus, we have to see
the document. The [Armenian National] Congress is an ardent advocate
of Nagorno-Karabakh’s self-determination and their [i.e.
