The Coordination Center of Azerbaijanis in Germany (CCAG) plans to
organize a protect rally.

Center plans to organize a protect rally against a concert program
“20 years – Nagorno Karabakh Republic” as part of Armenian Culture
Days to be held on September 16-22 in Stuttgart, Germany.

CCAG sent letters to inform Diasporas operating in Germany on illegal
concert to be held by Armenians on September 19 in Bad Cannstatt
region of Stuttgart and called on them to declare written protest.

CCAG`s appeal said that the concert is evidence to Armenian aggression
once again.

CCAG also send letters of protest to Prime Minister of
Baden-Wurttemberg Land Winfried Kretschmann, the press service of
state ministry of the province, Stuttgart Mayor Wolfgang Schuster
and leadership of concert hall of Bad Cannstatt region.

The letter gave information on Armenian aggressive policy against
Azerbaijan since 1988 stressing Nagorno Karabakh as eternal land
of Azerbaijan.

CCAG underlined that the so-called Nagorno-Karabakh Republic is
not recognized by the countries, as well as by Germany. Supporting
the concert Baden-Wurttemberg province affirmed the recognition of
Armenian separatist regime on Azerbaijan`s occupied territories and
contradicts the German foreign policy.

CCAG demanded stooping the concert and related event stressing Armenian
antihuman crimes against Azerbaijanis.

A group of people, including generals were brought to Besiktas
courthouse today.

Three Turkish generals were arrested Wednesday in the “Internet
Memorandum” coup-plotting probe.

Retired Col. Hulusi Gulbahar, Gen. Hıfzı Cubuklu and Adm. Mehmet
Otuzbiroglu were arrested after a number of high-ranking Turkish
generals wanted for arrest due to their alleged involvement in the
“Internet Memorandum” case turned themselves in for questioning at
the BeÅ~_iktaÅ~_ courthouse in Istanbul.

The group of suspects arrived at the courthouse in a civilian vehicle
belonging to Istanbul Central Command. Otuzbiroglu was brought to
the courthouse from Hasdal Prison.

The ongoing Internet Memorandum case refers to an alleged document from
the General Staff that directed the establishment of 42 Internet sites
to distribute propaganda against the ruling Justice and Development
Party, or AKP, the outlawed Kurdistan Workers’ Party, or PKK, as well
as Greeks and Armenians.

The Istanbul 13th Criminal Court in BeÅ~_iktasÅ~_ also issued arrest
warrants in the Internet Memorandum case against Gen. Huseyin Nusret
TaÅ~_deler; Gen. Hasan Igsız; Gen. Mehmet Eröz; Gen. İsmail Hakkı
Pekin; Gen. Mustafa Bakıcı; Adm. Alaettin Sevim; Col. Sedat Ozuer;
retired Col. Fuat Selvi, as well as civilians Cemal Gökceoglu,
Mehmet Bulent Sarıkahya and Ziya İlker GöktaÅ~_.

Among these 14, Igsız, Selvi and Gökceoglu had already turned
themselves in and were under arrest.

In a separate development, five active military personnel, including
Gen. Rıdvan Uluguler, as well as a retired colonel and a civilian
officer, also came to the same courthouse to testify in the Balyoz
investigation early Wednesday morning. Dogan News Agency, or DHA,
reported that the seven were brought to the courthouse as suspects in
connection with documents linked to the Sledgehammer case seized in
searches made at the Gölcuk Fleet Command, Intelligence Unit. The
seven were later sent to the court with a request that they be
arrested.

Balyoz is an alleged military coup plot against the ruling Justice
and Development Party, or AKP, drafted in 2003. According to the
allegations, the military planned drastic measures to foment unrest
in the country in order to remove the AKP from power. Those measures
included bombing two major mosques in Istanbul, an assault on a
military museum by people disguised as religious extremists and the
raising of tension with Greece through an attack on a Turkish plane
that was to be blamed on the Aegean neighbor.

BAKU. – U.S. Ambassador to Azerbaijan Matthew Bryza answered to the
letter of women from Karabakh Liberation Organization addressed to
presidents of U.S., Russia, France and UN Secretary General.

Bryza said peaceful resolution of the Karabakh conflict is a
priority for U.S. President Barack Obama and Secretary of State
Hillary Clinton. Envoy’s letter says peaceful resolution will
provide development of Azerbaijan and stability in the entire South
Caucasus region. U.S. Ambassador pledged to do his best to support
the Co-Chairs of the OSCE Minsk Group and the parties to prevent
flaring up of hostilities and reach fair and long-term solution
through negotiations, Azerbaijani press reported.

YEREVAN. – Representatives of the International Committee of the Red
Cross (ICRC) visited on August 12 Azerbaijani POW Roman Huseynov held
in the Armenian captivity.

The POW was handed over his family’s letter, while Huseynov’s letter
to his family was sent to Azerbaijan.

Back in 2010 Huseynov crossed the line of contact between the
armed forces of Nagorno-Karabakh and Azerbaijan and yielded himself
to Karabakh soldiers. As Armenian News-NEWS.am reported earlier,
employees of Red Cross visited this week three Armenian POWs and five
members of the Armenian family kept in Azerbaijani captivity.

Open Call For Participation In The Restoration Of Habab Fountains

OPEN CALL FOR PARTICIPATION IN THE RESTORATION OF HABAB FOUNTAINS

(Noyan Tapan – 17.08.2011) In 2011, Hrant Dink Foundation will be
organising various activities involving young people and children
during the restoration work of the fountains, which are under the
ownership of Halil Beyler and Rufekası Beyler Foundation and
located in Ekinözu (Habab) village in Kovancılar district of
Elazıg province.

Habab is the village where Lawyer Fethiye Cetin’s grandmother lived
as narrated in her novel “My Grandmother”.

“Habab fountains” to be restored under the project are authentic
examples of multy vein fountains architecture of Armenians of
Anatolia. The foundations, which are still being used actively
by villagers despite their unfavourable conditions in terms of
sanitation and safety, are still standing today. Once the fountains
are properly restored by use of appropriate techniques, they will
be able to reflect the inherent characteristics of their time to the
future and will contribute to the continuity of culture. The Ministry
of Culture of the Republic of Turkey is providing financial support
for fountains’ restoration.

The project does not limit the restoration work to a mere construction,
but it rather aims at creating a model for coming to terms with the
past through involving young people and the elderly, the inhabitants
of the village, the architects and the restoration team as well as
project partners. To this end, we would like to see the participation
of young people from Turkey and abroad in this endeavour.

In the course of Habab fountains’ restoration, young people will be
living in the village for at least two weeks in sequence. During their
stay, young people will take part in the restoration effort and will
also get engaged in oral history workshops with the local people,
will take part in various workshops with young people and children,
will organize activities on cuisine, daily life, music, literature,
history, architecture, environment and similar topics.

Daily Programme:

– 3 days a week, 6 hours per day (from 8:00 to 12:00 and 15:00 to
17:00) participants will join the restoration work.

– 3 days a week, each participant will take part in social activities.

– Each participant will be responsible for the kitschen work once
a week.

– Each participant will have a day off once a week.

– Dailiy programmes can be adjusted according to the need of
participants.

The travel costs of young people will be partially covered by Hrant
Dink Foundation, whereas accommodation and daily subsistence costs
will be fully covered.

Requirements for Participation:

– Participants must 18 years of age

– Participants must commit themselves to spend at least two weeks in
Habab village

– Participants are expected to take part in the restoration work and
social activities to be identified in the daily events calendar.

Documents Requested from Participants:

– One filled in copy of the attached participation form

– Photograph

– A copy of ID card or passport

– A copy of private health insurance and personal accident insurance
which covers the entire duration of stay in Habab village

Eldar Sabiroglu, press secretary of Azerbaijan’s Defense Ministry,
released today a statement in response to Artsakh Republic Defense
Minister Movses Hakobyan’s statement of August 12.

Movses Hakobyan stated at a news conference that the Defense Army’s
potential increased by 20% and that the Defense Army will not allow
the Azerbaijani army to let it behind in the issue of arms. Eldar
Sabiroglu said the NKR defense minister’s statements aim at alleviating
the inner anxiety of the Nagorno Karabakh. He also mentioned that the
Armenian party worries about the armament of the Azerbaijani army and
increase of military expenditure. “In a short-term war the defeat of
the Armenian party is unavoidable,” Sabiroglu said.

Davit Babayan, head of the central information department of
the Office of Artsakh Republic President told Armenpress that
Azerbaijan’s militarization is a very dangerous phenomenon not only
in the context of the Karabakhi-Azerbaijani conflict, but also
generally for maintenance of stability and peace in the whole of
South Caucasus. He says the Azerbaijani political and military elite
is obviously forming a virtual world and in this virtual world the
“Azerbaijani authorities think that using some quantitative privileges
they can achieve victory. Not taking into account the reality, living
with virtual ideas, they might take not well-thought steps.”

Davit Babayan says the international community and some superpowers,
which have certain interests, at the moment exclude war as a means
of settlement of the issue. As to the “short-term war”, Davit Babayan
said “Azerbaijan then just asked, entreated ceasefire, but this time
there will be no such thing.”

He added that the increase of arms is also aimed at controlling the
national minorities within Azerbaijan and that this fact should be
taken into account as well.

The Future Leaders Exchange (FLEX) is a US federal government
program that provides opportunities for high school age students from
Eurasia to spend a year in the United States, living with a family
and attending a U.S. high school.

This scholarship program is fully funded by the United States
government and administered by the Bureau of Educational and Cultural
Affairs of the U.S. Department of State.

The scholarship is awarded through a merit-based competition, open
at no cost to secondary school applicants from Armenia and other
NIS countries. Its goal is to provide an opportunity for high school
students from Eurasia to experience life in a democratic society in
order to promote democratic values and institutions in Eurasia as
well as to extend a hand of friendship from the people of the United
States of America to the people from NIS countries.

Applicants are tested and screened in an elaborate open, merit-based
competition consisting of three rounds. All finalists participate in
a pre-departure orientation in their home countries 4-6 weeks before
they depart for the United States. Students live with volunteer,
unpaid host families, attend high school tuition-free, and engage
in local, cultural enhancement activities, frequently with a civic
education or community service focus that is in keeping with the
democracy-building goals of the program.

New Lake Pier For Akhtamar Church Built In Turkey

A governor’s office in Turkey is aiding in the preparations for the
second Divine Liturgy on Akhtamar Island’s Church by building a pier.

The construction is expected to be better equipped to handle the
number of expected visitors, according to the Turkish newspaper
Hurriyet Daily News.

The Governor’s Office of Van began the construction of the pier as
part of the comprehensive preparations for a second Divine Liturgy
that will be held on Akhtamar Island’s Surp Khach (Holy Cross) Church
on September 11.

“The governor’s office is building a large pier that will meet
the needs [of visitors] in place of the current pier. Moreover,
arrangements are also underway to better serve the guests who will be
coming to the island for the Divine Liturgy,” Van Gov. Munir Karaloglu
has told the paper.

Over 7,000 people attended last year’s ceremony, Karaloglu said,
adding that they were expecting a large number of congregants to
attend this year’s Divine Liturgy as well.

“This year, we are also expecting Armenians from Iran as well. At
any rate, there is generally an apparent increase in the [number]
of tourists who arrive in Van starting in the month of August,”
Karaloglu said.

“Of course, it is not just Armenians but tourists from all corners
of the world who come to Van. We broke a record in [the number of
tourist arrivals] during this year’s first six months in comparison
to previous years,” he said.

Deputy Patriarch Archbishop Aram Ateshyan, who will preside over
this year’s Divine Liturgy, said in a press release that no official
invitations were going to be sent either to Armenia or to the diaspora
for the September ceremony.

“It will be a routine Divine Liturgy. As the [deputy] patriarch has
said, no official invitations are going to be issued,” Karaloglu said,
adding that they had formed a joint commission with the Patriarchate
and that preparations were underway for the Divine Liturgy.

The Divine Liturgy on Akhtamar will be held on September 11, which
falls in line with the Armenian Apostolic Church’s celebration of
the Surp Kach Festival. Ateshyan will be in charge of the Divine
Liturgy because a debilitating illness prevents Patriarch Mesrop II
from fulfilling his duties.

Asked whether visitors would again be accommodated in private
residences in Van, Karaoglu said: “If the need arises, we can launch
a similar campaign again. But this year, there is no demand.”

Touching on a controversy surrounding the lack of a cross atop the
church last year, the governor said: “The diaspora was saying that
another Divine Liturgy was not going to be allowed [in Surb Khach
Church.] The arguments were fuelled because no crosses were put on
[the church.] The cross was put in place after the Divine Liturgy,
and as you can see, a permit for the Divine Liturgy is also being
issued for the second time.” Past years’ debates regarding the church’s
cross were unnecessary, he added.

The governor also said they had applied to international organizations
and received funds to restore several churches and monasteries within
the boundaries of the eastern province.

Restoration works for the Carpanak Monastery on the island of the same
name will start in a couple of months, the governor said, adding that
the original name of the Armenian monastery, which dates back to the
15th century, was “Gduzs.”

When the restoration is completed, Carpanak will also be open to
visitors as a museum,” he said.

Atomstroyexport et le gouvernement armenien ont signe un accord de
confidentialite sur la construction d’une nouvelle centrale nucleaire
armenienne a annonce l’agence de presse RIA Novosti. Elle a dit que
l’accord a ete signe en marge du forum international Atomexpo-2011.

“Après la signature de cet accord, nous pourrons partager des documents
importants et une correspondance conduite a un tout autre niveau”
a declare Alexander Ryabov, premier vice-president Atomstroyexport.

Le vice-ministre armenien de l’energie et des ressources naturelles
Arek Galstyan a declare que les autorites armeniennes ont realise
d’autres etudes sismiques dans la region, où la nouvelle usine sera
construite.

“Je ne pense pas qu’il y aura des changements majeurs dans le projet.

Nous avons deja realise des etudes et nous avons augmente les exigences
de securite” a dit Galstyan.

L’usine de Metsamor, qui represente environ 40 pour cent de
l’electricite de l’Armenie est situee a quelque 30 kilomètres a
l’ouest d’Erevan.
