The Azerbaijani authorities have slammed Aleksey Mitrofanov, a member
of the Fair Russia party, for attending the opening of the Moscow
celebration house in Nagorno-Karabakh.

The Azerbaijani news website SalamNews has quoted Elman Abdulaev, a
spokesperson of the country’s Foreign Ministy, as saying that
Mitrofanov has been declared persona non grata in Azerbaijan.

`Baku continues taking steps towards preventing such unlawful visits.
Coordinated work is being carried out with other diplomatic missions,’
the Azeri official had said.

Between Turkey and Israel

The U.S. policy in the Middle East is f loundering. President Obama’s
two most important allies in the region are on a collision course. It
will not be resolved by the State Department’s injunction toTurkey and
Israel to “cool it.”

Turkey’s importance to Washington is clear: its involvement in NATO
and its forces in Afghanistan; its strong economic ties to northern
Iraq; its ongoing cooperation against terrorism; and, most recently,
its role in the NATO missile defense shield. The depth of the
U.S.-Turkey alliance makes the crisis in Israeli-Turkish relations one
that equally involves the United States.

Turkish Prime Minister Recep Tayyip Erdogan has expanded his
confrontation with Israel beyond the May 2010 Gaza flotilla incident
and into a full-scale assault on Israel’s position in the region. He
recently declared that the Turkish navy will escort Turkish vessels
going to Gaza to provide aid.

Washington did not grasp where Erdogan’s sustained verbal attacks on
Israel were heading. He now directly challenges our major alliance in
the Middle East, and how far he will go is unclear. Obama himself must
acknowledge that the situation is a crisis. As the political climates
in Turkey and the United States harden, Erdogan and Obama will find it
increasingly difficult to compromise.

Foreign Minister Ahmet Davutoglu said years ago that Turkey would
construct a new order in the region. Erdogan followed this with
criticism of interference in Middle Eastern affairs by “outside”
powers, a clear shot at Washington. Erdogan’s rhetoric of late is
about reducing Western influence in the region and teaching Israel a
lesson for “irresponsible” or “immature” behavior.

Had Erdogan pushed only for an apology over the deaths of Turkish
citizens in the flotilla incident, Turkey’s actions would be
understandable in the face of Israel’s unwise decision not to
immediately resolve the problem. The recently leaked U.N. report on
the flotilla affair sought to find a way for the sides to reconcile.
Erdogan, however, is not interested in repairing the situation with
Israel.

Erdogan is calculating that, as a NATO member, a European Union
candidate country and the world’s 16th-largest economy, Turkey can
move the Middle East in ways no other regional country can. He has
significantly expanded Turkey’s trade and investment. He has
successfully pivoted away from Libya and Syria, where he had been
closely affiliated with the authoritarian regimes. He is wildly
popular on the Arab street, and his address to the Arab League last
Tuesday could well be a bid for the populist mantle last held by the
late Egyptian president Gamal Abdel Nasser. His vigorous battle at the
United Nations for a Palestinian statehood resolution is another step
in his effort to isolate Israel.

By threatening to militarily contest Israel’s blockade of Gaza – which
was deemed legal by the U.N. Palmer Commission – the Turkish
government has laid down a serious challenge to American policy.
Danger stems not just from potential miscommunication between those
two countries but also from third parties with their own agendas,
creating conditions for confrontation.

The eastern Mediterranean is already a caldron of competing claims and
threatening rhetoric. Turkey’s minister for E.U. affairs warned this
month that his country might stop Cyprus’s exploration for gas and
oil, saying, “This is what we have the navy for.” Lebanon’s
Hezbollah-dominated government is engaged in a verbal war with Israel
over the latter’s gas discoveries off the coast at Haifa. Erdogan
involved Turkey in negotiations between Cyprus and Israel on joint
exploration opportunities when he told al-Jazeera this month that
Israel would be prevented from exploiting the eastern Mediterranean’s
oil and gas reserves on its own.

Washington is caught between two longtime allies. It cannot deal with
the Israelis and Turks separately. Inaction is not a real option, as
Israel could become a significant issue in the 2012 presidential
campaign, especially if the United States is defeated in its
opposition to a General Assembly vote to create a Palestinian state.
The situation will generate concern on Capitol Hill and give
Republicans another opportunity to attack Obama for not defending
American interests and Israel.

Congress could also worsen the fray by reviving legislation regarding
the Armenian genocide. A resolution recognizing the 1.5 million
Armenians killed by Ottoman Turks has repeatedly failed to garner
enough support for a floor vote. But its backers may calculate that
the worsening conditions between Israel and Turkey would prompt the
powerful Israel lobby to drop support for Turkey on this matter,
raising the likelihood that the resolution would pass. Similarly, arms
exports to Turkey will face greater scrutiny.

Obama may not have much time to prevent further deterioration. Israel
has been seeking to build ties with Asia, Europe and the Americas;
while the Arab Spring evolves, Israel is becoming increasingly
isolated as countries such as Egypt and Jordan reassess ties. It is
also floundering from the Obama administration’s mishandling of the
peace process and of Israel in particular.

Obama’s meeting with Erdogan on Tuesday is crucial. He can take a few
important steps. He should immediately deploy 6th Fleet ships from
Norfolk to the eastern Mediterranean to signal that the United States
will not tolerate even inadvertent naval clashes. He needs to make
clear to Erdogan that the United States will not side with Turkey
against Israel and that Turkey’s current strategy risks undermining
regional stability.

Obama could offer to work with Turkey and Israel to end the partial
blockade of Gaza, provided Erdogan can persuade Hamas to abandon, once
and for all, missile barrages and violence against Israel. Such a
policy course would have wide international backing and give everyone
some of what they want.

Erdogan has a choice: He can boost his domestic and regional
popularity by deepening the confrontation with Israel or he could
think beyond that by engaging in a constructive endeavor that will
help regional stability.

MOSCOW. – Coopertaion between Russia and Armenia carries strategic
character and is based on long-term interests of both states, Fair
Russia party leader Sergey Mironov wrote on the occasion of 20 year
anniversary of Armenia’s independence. The message was read on
September 15 in Moscow, Armenian Yerkramas newspaper in Russia
reports. Party representative Roman Bernatski read the congratulation.

`Cooperation between two states is strengthened by many contracts and
agreements, which support steady development of bilateral relations
and mutual cooperation of both states in international arena,’
congratulation reads.

Mutual cooperation between parliamentary assemblies of CIS and CSTO is
also successful, reads the message. Developments in the Caucasus prove
necessity to strengthen Russian-Armenian cooperation for providing
stability and security in the region. It also refers to
Armenian-Turkish relations and negotiation process of Karabakh
conflict resolution.

Congratulation also stresses important role of Armenian Diaspora in
further deepening of the partnership between Russia and Armenia. It
also spoke on supporting the realization of a number of perspective
projects.

YEREVAN. – Football diplomacy was an “escape from victim to offender’
for Armenian authorities, Major-General Arkadi Ter-Tadevosyan
(Commandos) said at a press conference on Saturday and added that he
welcomes the certain clarity in the politics of the Armenian
authorities in the recent period.

This estimation mainly refers to the Armenian-Turkish process. Based
on it, the rhetoric of official Yerevan toughened and some issues were
clarified, in particular, the Genocide recognition. Authorities are
the advocates of their state and I do not consider right to run talks
with a criminal state, Commandos stated.

Commandos stressed that Diaspora played a tough role, and Armenian
President Serzh Sargasyan has also his credit.

In response why the president waited for three years and only now
brought clarity, Ter-Tadevosyan stated that for many years the
diplomacy of Armenia was based on the principle `the weaker we are,
the better,’ moreover some incorrect guidance has also been given.
Time required correcting all these.

As for the current rhetoric of Sargsyan, whether it is connected to
the pre-election processes, Commandos replied that he does not follow
those processes as they do not interest him.

Ms. Stepanova, what are the major goals and the results of your
Office’s activity?

The RFMS Office in Armenia will mark its 15th anniversary this year.
The Office provides various services, and first of all, advisory
services on the migration legislation of the Russian Federation, new
rules of residence, labor etc. The State Program to Assist Voluntary
Repatriation of Russian Compatriots from abroad was launched in the
country in 2007. Since there are almost no ethnic Russians in Armenia,
our applicants are mostly Armenians- citizens of the Republic of
Armenia. Our Service has offices in Tajikistan, Kyrgyzstan,
Turkmenistan, Latvia, Moldova and Ukraine. It is a world practice and
our activity fully meets it without any reservations.

Let’s talk of the specific goals of the State Program…

The major goal of the State Program we are implementing in Armenia is
to assist the citizens, our compatriots, who have made a decision to
obtain permanent residency in Russia. At present over 30 regions of
Russia receive compatriots. We receive job vacancies from every
region. A potential migrant visiting us selects a region and a job
vacancy, and fills a form. We are criticized for allegedly settling
Siberia, North and Far East by means of the State Program. The program
covers almost all the regions of Russia in the West, Central District,
Ural, Siberia, Far East.

What are the statistics of emigrants and geography of their settlement
in Russia?

In general, 31656 people applied to the Service for consultation over
the four year of the state program’s implementation in Armenia. A
total of 1104 people were provided with certificates and 2166 people
moved to Russia for permanent residence, she said and added that the
Russian Federal Migration Service Office in Armenia receives only the
applications for permanent but not temporary residence in Russia.
Armenian citizens chiefly preferred Kaliningrad, but at present they
prefer Kaluga, Lipetsk and Voronezsh. The regions of Premorye,
Novosibirsk, Khabarovsk and Jewish Autonomous Region have also become
popular for the last period of time.

What is the reason of the local Mass Media’s propaganda against your Office?

I do not understand the goal of such statements. They are incompetent,
groundless and speculative. I see even certain anti-Russian subtext in
that criticism. Taking advantage of the moment, I’d like to ask those
who make such anti-propaganda. What is you goal and what do you want?

What specialties and professions are in demand in Russia?

Physicians and teachers are highly in demand in the Russian regions.
There is also need for builders, engineers, workers and others
specialists. The remuneration salary shown in the base of vacancies
may change depending on the qualification and abilities of a person.
We are following the fate of our beneficiaries-migrants. After
resettlement the participants of the State Program are naturalized in
Russia in a half-year as a rule and they continue building their life
just as the other citizens of Russia.

What do you think of the so-called “brain drain” from Armenia to
Russia? Are there any highly qualified specialists among our migrants?

First of all, professionals are in demand everywhere, including
Russia. Has anyone calculated how many highly qualified specialists
from Armenia leave for Europe and the USA? Yes, the nature of
relations between Armenia and Russia is “easy”. I don’t think it is
bad. I am sure, Armenia would like have the non-visa regime with
European Union as well. I don’t think that those who write critical
articles about our representation would like to have visa obstacles
between Russia and Armenia just the same way as Russia has with
Georgia. Actually, within the frames of the state program 44% of
people with higher education left Armenia for Russia, 30% – with
secondary technical trading and 25% – with secondary education. For
this reason, I think there is no need to assess it like “brain drain”.

Are there any age restrictions for applicants?

The State Program involves people at working age. At present, 27% of
emigrants from Armenia are people under 30, 55% are people at the age
of 30-50 and the remaining 18% are people above 50.

When the program will be completed and will it be extended?

The State Program will be completed till the end of 2012. But our
Office will continue working also after competition of the program. We
hope to boost organized attraction of labor migrants to Russia. A
Russian-Armenian Working Group was set up last year to develop a
relevant intergovernmental agreement. As soon as the agreement is
coordinated and signed, the RFMS Office in Armenia will be involved in
organized attraction of labor migrants to specific companies in Russia
and provide working permit also in Armenia. Thanks to such selection,
all the labor migrants will get legal protection, medical insurance
and an opportunity of legal work at any company in Russia. As regards
extension of the State Program, it requires a state decision. We just
fulfill the tasks set to us and provide specific assistance to the
people applying to our Office.

TEHRAN (ISNA)-Iranian President Mahmoud Ahmadinejad and Armenian
Foreign Minister discussed boosting bilateral relations to expand
security and peace in the region.

Ahmadinejad in a meeting with Armenian Foreign Minister Edward
Nalbandian said, `There is no limitation from Iranian side to expand
mutual ties in different fields of politics, economy and culture. We
can quickly mature relations as much as three times.’

`We are willing all countries in the world enjoy a friendly and just
coexistence and resolve disputes through talks if there are any,’
Ahmadinejad said referring to joint programs between Iran and Armenia.

As to available potentials between the two countries, he added,
`Trading with neighbors is the best one which help creating and
expanding security, peace and friendship in the region and will be in
favor of regional countries as well.’

Nalbandian on his part said, `The volume of the exchanges between Iran
and Armenia rose more than 38 percent and has reached $270m in current
year.’

He noted, “Iran-Armenia joint economic commission is in line with
putting the agreements into practice.’

He continued, `Different projects including the connection of Iran’s
railway to Armenia, transferring the power line from Iran to Armenia,
constructing the joint Aras hydro-power plant and also transferring
the oil products pipeline to Armenia are all big projects and their
implementation will be for the favor of the two nations and the
nations of the whole region.’

Ten Armenian dramatists will travel to Iran in November to attend a
gathering, which has been organized by the Center of Playwrights of
the Iranian Theater Forum, Tehran Times reported.

The travel is part of an agreement, which was singed between the
center and the Writers’ Union of Armenia last year, the center’s
spokesman Behzad Seddiqi was quoted as telling the Persian service of
ISNA on Friday.

Nelly Shahnazaryan, Karine Khodikian and Gagik-Sargis Karapetyan are
among the members of the group.

Groups of Iranian thespians will read Persian versions of several
plays authored by Armenian dramatists at the Iranian Artists Forum
during the Armenian playwrights’ seven-day sojourn in Tehran.

The Armenian playwrights will also attend review sessions of the plays.

Le Gouvernement arménien prend des mesures pour limiter la hausse des
prix des médicaments

Le gouvernement arménien a amendé les règles pour l’enregistrement de
médicaments et leur expertise.

Le Premier ministre arménien Tigran Sarkissian a dit que cette mesure
vise à l’amélioration du marché des médicaments du pays. Grce à cela,
les prix des médicaments seront tenus chevillés.

Le gouvernement met 180 jours pour l’examen de médicaments avant un
enregistrement en Arménie, excluant les médicaments enregistrées dans
l’Union Européenne, les Etats-Unis et le Japon dont leur examen dure
30 jours.

Le gouvernement a aussi amendé une autre décision permettant
l’importation de ces médicaments dont le changement d’emballage n’a
aucun impact sur la sécurité et la qualité.

Coursan -Peu de public pour la musique arménienne de Trio Oshakan

Ce samedi 9 septembre, en fin d’après-midi, l’église Notre-Dame de la
Rominguère accueillait le trio Oshakan, venu d’Arménie, avec sa
musique dans les valises.

Peu de monde pour assister à ce concert, pourtant de bonne qualité,
qui, malheureusement, n’avait été annoncé que la veille.

Cette représentation aurait très certainement mérité un public venu
plus nombreux.

Mais ces petits concerts, pouvant être intéressants même pour des non
connaisseurs et accueillant souvent des pointures dans le monde de la
musique, sont bien souvent programmés dans la précipitation.

Il aurait été préférable de prêter attention aux autres manifestations
qui sont amenées à se dérouler le même jour, afin que chacun puisse
assister à ces spectacles musicaux.

Un grand regret également pour les musiciens et les chanteurs, qui se
sont exprimés devant un auditoire assez limité. Regret enfin pour des
spectateurs qui auraient souhaité assister à ce concert, et qui ne
l’ont appris que trop tard.

Exposition numismatique et philatélique pour le 20e anniversaire de l’Arménie

Deux expositions temporaires « les timbres de la République d’Arménie
» ainsi que « les monnaies commémoratives de la Banque Centrale
d’Arménie » se tiennent au Musée d’Histoire d’Arménie à Erévan, à
l’occasion du 20ième anniversaire de la République d’Arménie.
L’exposition de « Haypost » présente les émissions philatéliques
d’Arménie ainsi que les monnaies commémoratives d’Arménie de 1991 à
2011. A l’occasion de ce 20ième anniversaire de la République
d’Arménie, la Poste arménienne a émis deux timbres. L’un représente
les armoiries de l’Arménie et le tricolore arménien. Le second
représente les armoiries de la République du Haut Karabagh ainsi que
le drapeau. Ces timbres sont émis en 40 000 exemplaires. A noter qu’au
cours des 20 dernières années la Banque Centrale d’Arménie a émis près
de 150 monnaies commémoratives.
