ANCA-WESTERN REGION TO HONOR ARMENIAN AMERICAN US MILITARY VETERANS AT 2011 ANNUAL BANQUET

The Armenian National Committee of America ~V Western Region (ANCA-WR)
has announced that it will honor several Armenian American US military
veterans at the 2011 ANCA-WR Annual Banquet.

which will take place on Saturday, November 26 at the Universal
Sheraton Hotel.

According to a press release by ANCA-WR, among the veterans being
honored are Marine Staff Sergeant Baleny Minas, and Army Lieutenant
Adrineh Shahijanian Gouloomian for their selfless and honorable service
in the Iraq Theater. Their efforts on behalf of the US military
personify Hai Tahd: to advance the Armenian Cause while remaining
steadfast in their dedication to the United States of America.

~SEvery year, Americans mark Veterans~R Day to honor our military
servicemen and servicewomen. It is of special significance to
honor them this year, on the tenth anniversary of September 11, in
recognition of the many sacrifices they have made throughout their
service in Afghanistan, Iraq and other armed conflicts,~T said ANCA-WR
Board chairman Andrew Kzirian.

In 2001, Lt Adrineh Shahijanian Gouloomian became the 34th female
Kiowa Warrior pilot in U.S. history. The Army only began allowing
women to fly combat aircraft in the early 1990s.

Gouloomian served as platoon leader of the Outlaw Troop of Fort
Carson~Rs Third Armored Cavalry Regiment, and was awarded the Army Air
Medal and the Bronze Star. By the end of her service, Gouloomian had
become an executive officer of some 500 soldiers and reconnaissance
helicopter pilots. She was medically discharged in 2004 after suffering
injuries when, to avoid RPG fire, she crash-landed her Kiowa Warrior.

Kiowa Warriors are low-flying combat helicopters, and piloting them
is dangerous because insurgents often target them for assault. While
women have flown helicopters in the U.S. Army for three decades,
it has been in transport helicopters. A Kiowa Warrior, on the other
hand, is primarily used for finding and destroying enemy tanks.

Adrineh Gouloomian and her husband, Ara, live in San Francisco and
are the parents of two children, Garen and Lucynne.

Marine Staff Sergeant Baleny Minas entered the Marine Corps in
February 2000. She served her first tour of duty in the Iraq Theater
from March 2004 to July 2004, and then was redeployed from February
2005 to October 2005.

Minas provided ground support and served as an equipment manager for
Bell AH-1 SuperCobra Helicopters and Bell UH-1 Iroquois helicopters,
known in military parlance as Hueys. After her return to the United
States, she finished her contract in the active reserves in 2007.

She was awarded the Navy Achievement Medal, and meritoriously promoted
to corporal, sergeant and staff sergeant during her military career.

Minas completed her undergraduate education in Political Science with
a concentration in Middle East Politics from UCLA. She received a
Master~Rs degree in Public Administration from USC in 2006. Since 2008,
Minas has been working at Raytheon as the manufacturing operations
manager for F-15 and F-18 radar systems.

Talking to Armenian journalists before the concert the symphonic
orchestra of the Mariinsky Theatre was to give in Yerevan on the
occasion of the 20th anniversary of Armenia’s independence, the
conductor Valery Gergiev congratulated them on the gold medal the
Armenian cellist won at the International Tchaikovsky Competition.

“It was my idea to invite Narek [Hakhnazaryan] to this concert. He
won the gold medal in a serious competition. The cellists showed the
highest-level skill. All the five finalists were worth of gold medals,
which is a rare thing,” Georgiyev said. All the jury members found
it difficult to count the votes, he added.

“Narek won the gold medal in an honest struggle. I think it is a
remarkable achievement,” the maestro said.

Turquie : 18 ans après le massacre des Alévis à Sivas Info Collectif

dont 33 intellectuels alévis, périssaient dans l~Rincendie criminel
de l~Rhôtel Madimak à Sivas qui accueillait un festival culturel
alévi. Rappelons que Sivas est un fief nationaliste ; des agitateurs
avaient remonté les habitants contre les Alévis et une foule enragée

de l~Rarmée. Le massacre de Sivas est le plus grave crime à motivation
religieuse commis en Turquie dans l’époque récente.

La compagnie americaine Noble Energy a lance les explorations gazières
au large de Chypre, malgre l’opposition de la Turquie, a annonce lundi
le directeur des services chypriotes de l’Energie, Solon Kassinis,
a l’agence locale CNA.

Selon M. Kassinis, les forages ont commence dimanche soir et se
deroulent bien sur la plate-forme Aphrodite, dans la zone economique
exclusive chypriote. Noble Energy, compagnie basee au Texas, espère
trouver des “quantites importantes” de gaz.

La Turquie, qui ne reconnaît pas les autorites chypriotes-grecques
de l’île divisee depuis 1974 entre communautes grecque et turque,
a prevenu qu’elle riposterait immediatement a ces explorations en
lancant ses propres travaux, si besoin sous protection militaire.

“Si la partie grecque respecte le calendrier qu’elle a annonce
a l’opinion publique (pour lancer des explorations), nous nous
autoriserons nous aussi a lancer dès la semaine prochaine des travaux
de sondages”, a declare lundi le ministre turc de l’Energie, Taner
Yildiz.

L’Union europeenne a aussitôt appele Ankara a s'”abstenir de toute
sorte de menace” qui pourrait affecter ses liens avec Chypre.

Ankara refuse que la Republique de Chypre -internationalement reconnue-
lance des explorations en Mediterranee, arguant que les autorites
chypriotes-grecques, qui contrôlent le sud de l’île, ne peuvent
exploiter les ressources naturelles de Chypre tant qu’elle n’est
pas reunifiee.

Nicosie affirme de son côte que l’exploration de gaz profite a tous
les Chypriotes. Elle a signe avec Israël un accord delimitant les
zones economiques exclusives respectives afin de continuer a explorer
les importants gisements gaziers sous-marins decouverts ces dernières
annees. Mais les rapports entre Ankara et Israël sont actuellement
execrables, ce qui complique encore davantage la situation.

L’Union europeenne et l’ONU craignent que cette dispute autour du
gaz -qui implique egalement la Grèce- rende encore plus difficiles
les negociations en vue d’une reunification de Chypre, actuellement
dans l’impasse.

Le president de Chypre, Demetris Christofias, doit evoquer cette
question avec des responsables de l’ONU cette semaine, en marge de
l’Assemblee generale des Nations unies. Dimanche, il a indique qu’il
faudrait un an pour evaluer la qualite et la quantite des gisements
gaziers.

Vendredi, le ministère des Affaires etrangères chypriote avait
affirme que tout accord de delimitation en Mediterranee entre Ankara
et l’entite turque de Chypre-nord serait “illegal et en contradiction
avec la reglementation internationale”.

Un haut responsable du gouvernement a annonce vendredi que la
production globale de ble de l’Armenie va augmenter de près de 20%
cette annee principalement en raison de conditions meteorologiques
plus favorables.

Le vice-ministre de l’Agriculture, Samvel Galstian, a affirme que les
agriculteurs armeniens recolteront au moins 217 000 tonnes de ble en
2011, contre 183 000 l’annee dernière. ” La meteo de cette annee a
ete favorable pour la Republique “, a-t-il dit.

Galstian a aussi note une ” certaine contribution ” a cette meilleure
recolte qui vient de plus de 1000 tonnes de semences de cereales de
haute qualite importees par le gouvernement armenien de la Russie a
l’automne dernier.

Le gouvernement les a distribues a environ 150 agriculteurs dans le
cadre du plan pour augmenter progressivement la production de ble a
350.000 tonnes en 2014.

Selon les statistiques gouvernementales, ce pays montagneux de trois
millions d’habitants consomme environ 650 000 tonnes de ble chaque
annee.

La production de ble armenienne a progressivement diminue jusqu’en 2011
en raison de faibles rendements. Le ministère de l’agriculture estime
que la superficie totale des champs de cereales a diminue de près
d’un tiers a 80.000 hectares depuis 2004. Il espère que le programme
de distribution de semences aidera a renverser cette tendance.

Selon Galstian, le gouvernement a deja achete 110 000 tonnes de plus
de graines russes cette annee.

Les agriculteurs prets a les recevoir doivent repondre a un certain
nombre d’exigences strictes et doivent notamment avoir une propriete
d’au moins 7 hectares de terrain. Plus important encore, ils ne sont
pas autorises a planter du ble et des graines d’autres cereales dans
ces parcelles pendant deux annees consecutives, une condition qui
s’avère particulièrement controversee.

Galstian fait face aux protestations des villageois dans la region
nord-ouest de Shirak. Il les a rencontres dans la capitale regionale
Gumri pour selectionner ceux qui sont admissibles aux allocations de
semence. Il a annonce que sur des centaines d’agriculteurs du Shirak,
seuls 74 recevront des semences d’elite et seront en mesure de les
payer en nature en 2012.

Beaucoup ont proteste contre le gouvernement.

” J’ai sept hectares de terrain et 2 hectares sont utilises pour
d’autres cultures, le reste est pour le ble et l’orge “, affirme un
agriculteur mecontent lors d’une interview accordee a RFE / RL.” Ils
nous disent maintenant que tous les sept hectares doivent etre plantes
avec d’autres cultures ou sans aucune culture pendant un an. Mais il
y a 20 personnes dans ma famille. Que devrions-nous faire pour nous
en sortir jusqu’a l’annee prochaine ? ”

” Seul un homme de notre village a obtenu des graines : le chef
d’administration du village “,a-t-il conlu.

The European Commission is ready to negotiate with Armenia to make it
easier for its citizens to acquire European Union visas, the bloc’s
enlargement commissioner announced Monday, dpa reported.

The move must be approved by EU member states before the talks can
get underway.

Armenia aspires to eventually set up a free trade area with the EU
as part of an association agreement launched between the two sides
last year.

“We are ready to continue providing our support to advance the
ambitious agenda of internal reforms in the country,” Enlargement
Commissioner Stefan Fule said in Brussels. “The more it embarks on
this reform process, the more support will come from the EU.”

He had earlier met with Armenian Prime Minister Tigran Sargsyan,
who presented him with more than 30 proposed reforms.

“We are very grateful to our EU colleagues for appreciating the
performance to date,” Sargysan told reporters. “We are fully capable
of delivering on all of our commitments.”

The announcement came 10 days before the EU is to hold a summit with
Armenia and the five other countries in its Eastern Partnership,
which is aimed at boosting economic and political cooperation with
former Soviet countries.

The summit in the Polish capital Warsaw will “create an important
momentum to bring the countries of the Eastern Partnership even closer
to the EU,” Fule said.

Jeff Sahadeo, a Director of the Institute of European, Russian and
Eurasian Studies (EURUS) at the Carlton University, is worried that
the situation in the South Caucasus region remains unstable.

Tensions between Azerbaijan and Armenia continue to rise and military
spending continues to grow, he says, while talks over the status of
Nagorno-Karabakh have stalled.

Also, he adds, the appetite for further conflict over Ossetia
has cooled among the Georgian public, but the Putin/ Medvedev and
Saakashvili regimes continue to carry on a war of words to the extent
that some kind of minor violent border incident could flare into
something larger.

In an interview with APA’s Washington DC correspondent, assistant
professor Sahadeo explains more.

What are the main differences between the Russian and Western
approaches to the independent republics created after the collapse
of the Soviet Union?

Russia still considers the region its “backyard” and, especially in
the 2000s, has become determined to use its economic wealth to act
as a regional hegemony. Cultural and political links from the Soviet
period endure with the elites of some of these states, and migration
to Russia from poorer republics plays a large role in the regional
economy. Russia also sees the region as a critical market for its
export goods, though it has trouble competing with China in this
respect. The western approach, which focused first on the extension
of NATO, has allowed the former Communist bloc states as well as the
Baltic republics of the USSR to leave the Russian/ Soviet orbit.

Western interests in the Caucasus and Central Asia focus primarily
on energy, and to some extent security in the post 9/11 world.

But efforts to engage the region politically have stalled: the 2005
massacre in Andijon spoiled relations between the Uzbek and American
governments, while the Bush administration efforts to admit Georgia
to NATO ended with the Russia-Georgia war, when most of Europe,
afraid to lose Russian energy resources, proved willing not to lend
support to the Saakashvili government, especially as it became known
the Georgians also shared responsibility for the war’s outbreak.

What do you expect from the Karabakh negotiation process, how do
you see the future of it? What kind of role can the west play in
this process?

Both the Azerbaijani and Armenian governments have left themselves
little room for compromise in international negotiations. Proposals
over returns of refugees and referendum stall continuously as each side
only supports phrasing that is seen to aid their cause in retaining
or regaining Karabakh. The complete lack of trust between the two
governments, and their bellicose rhetoric towards the other, intended
to build support among nationalist publics, leaves me quite pessimistic
about progress. It is always better for dialogue to continue.

What needs to happen in South Caucasus countries so that they better
integrate into Euro-Atlantic structures? Where do you see the region
in 10 years?

Some type of resolution to these “frozen conflicts” will aid greatly
in integration into Euro-Atlantic structures. One major issue here is
Russia, and their desire not to “lose” this region as they felt that
they lost the Baltics. I doubt that the US and the West will risk
a major rupture with Russia, so integrating the South Caucasus into
Euro-Atlantic structures would require some degree of Russian assent.

I could see a scenario whereby, in several years, Turkey is admitted
to the EU and Georgia and perhaps the other Caucasus countries after
that, which may be one path. Russia sees the EU as less threatening
than NATO; and at this moment NATO has no strong incentive to expand.

Azerbaijan is actively cooperating with NATO, but still isn’t its
member. When do you think it will become a member, and will this ever
happen, taking into consideration Russia’s tough reaction?

I have a difficult time seeing Azerbaijan as part of NATO unless
relations between Russia and the west improve to the point that
Russia itself is given some status in the organization. That might
be possible in a post-Putin world. If the US and Europe consider
Azerbaijan’s energy reserves to be durable, then that might become
a further motivation to expand. But in the short term, there is no
realistic way to see Azerbaijan becoming a member of NATO.

What is the possibility of cooperation between Russia and US in
the security sphere? What would be the role of Azerbaijan in that
cooperation? Do you think that Gabala Radio Location Station is still
on the countries’ agenda in terms of security cooperation?

There is a possibility of superficial cooperation between the two,
but the level of trust is minimal. Now that the US feels it has the
upper hand on Al-Qaeda, there may be less desire to co-operate over
terrorist threats. Russia has chosen to take its own path on countries
like Iran and North Korea rather than co-operate with the US on these
dangerous states. With the sniping continuing between Russia and the
US over missile defense, I don’t think Gabala or similar facilities
will be places where the two will seek to co-operate.

The assassination of Turkish-Armenian journalist Hrant Dink may
be connected to the ongoing Ergenekon coup-plot case, according to
the trial’s chief prosecutor, who requested life imprisonment for
suspected conspirators Yasin Hayal and Erhan Tuncel on Monday.

“The assassination of Hrant Dink is the latest assassination enacted by
the deep [state.] The suspects acted with ideological motivations. The
Turkish Republic and public order [were] the targets. There are
[reasons] to suspect that the murder is connected to the Ergenekon
organization,” the chief prosecutor said.

Meanwhile, Hrant Dink’s acquintances and his family’s lawyers stormed
out of the courtroom when the chief prosecutor requested to state
his opinion on the case, claiming that many of their requests had
not been met over the course of the trials.

“Not an inch of progress has been made in five years. [The authorities]
do not want to investigate the truth behind this murder,” said Fethiye
Cetin, a lawyer for the Dink family.

It was unacceptable for the judge to grant the prosecution permission
to issue his opinion before the collection of all the evidence,
Cetin said.

The family’s lawyers had earlier demanded that the trial be merged
with the Ergenekon case but the request was rejected by the court.

Dink, a Turkish journalist of Armenian origin, was the chief editor
for weekly Agos, a paper published in both Turkish and Armenian. He
was shot in front of his office in January 2007; triggerman Ogun
Samast was sentenced to 22 years in prison last month for the murder.

Ergenekon is an alleged ultranationalist, shadowy gang accused
of planning to topple the government by staging a coup, initially
by spreading chaos and mayhem. It is an alleged extension of the
“deep state,” an unofficial organization within the state that has
operated independently of elected governments since the beginning of
the Cold War.

EDWARD NALBANDYAN: AZERBAIJANI LEADERSHIP LIKES GIVING ITS OWN INTERPRETATION TO MADRID PRINCIPLES VERY MUCH

Yerevan/Mediamax/. Armenian Foreign Minister Edward Nalbandyan stated
today that despite Azerbaijan’s destructive stance, Armenia will
continue making efforts towards peaceful settlement of the Karabakh
conflict based on the principles on international law and UN Charter.

Edward Nalbandyan stated this speaking at all-Armenian forum of heads
and representatives of the Diaspora, Mediamax reports.

According to the Minister, “Azerbaijan’s leadership likes giving its
own interpretation to Madrid Principles very much”.

Edward Nalbandyan noted that as Azerbaijan is incapable of realizing
its unreal illusions in the negotiation process, the Azerbaijani
authorities are trying to “get rid of” the basic principles presented
by the OSCE Minsk Group Co-Chairs, shifting the responsibility from
their shoulders at the same time.

YEREVAN. – Hardships of Armenian community of Germany are identical
to those of other communities in Europe, German PR expert of Armenian
origin Vazril Bazil told Armenian News-NEWS.am. The expert is in
Armenia in the framework of All-Armenian forum.

“The priority issue for Armenian communities of Europe is to maintain
Armenian language and identity,” he said, adding that key to solution
of this problem lies in Armenian families. “Active work with children
only cannot be enough. We should also work with the parents, as after
all it is the parent who educates the child. Another major issue is
the education of church and state officials. Youth in the West has
high level of education and insufficient knowledge of clergy and
officials alienates them from the church and community. Negligence
becomes a reason for the youth to avoid Armenian Apostolic Church
and official representatives of Armenia.”

Note that All-Armenian forum gathers the leaders and representatives
of the Diaspora and Armenia and is dedicated to 20th anniversary
of Armenia’s Independence. The forum will run on September 19-20
in Yerevan.
