AZERBAIJANI YOUTH STAGE PROTEST RALLY IN FRONT OF FRENCH EMBASSY

The members of Irali Public Union staged the protest rally in front
of the French embassy to Azerbaijan after the French Senate approved
a bill criminalizing the denial of officially recognized genocides,
including the armenian genocide.

The rally participants made statement, which says that efforts of
France as co-chair of the OSCE Minsk group in constructive resolution
of Nagorno Karabakh conflict are put in doubt. Use of the double
standards to this problem, shutting eyes to violation of the rights
of over 1 million refugees and IDPs, who were ousted from the occupied
territories of Azerbaijan, causes regret.

Assistant Secretary of State for Europe and Eurasia

On January 27, Foreign Minister Edward Nalbandian received Eric Rubin,
the US Deputy Assistant Secretary of State for Europe and Eurasia.

Welcoming the guest, the Armenian Minister of Foreign Affairs
expressed satisfaction with the deepening of the Armenian-American
friendly partnership, underling that the progress achieved in the
development of bilateral relations recently creates a good basis for
the further strengthening and expanding of the interaction.

Eric Rubin, on his part, mentioned that the United States highly
assesses the partnership relations with Armenia and is interested in
their further deepening, as well as intends to undertake efficient
steps towards that direction. The US Deputy Assistant Secretary of
State for Europe and Eurasia also noted, that the United States would
continue the interaction with Armenia in establishing peace, promoting
economic development and implementing reforms in the region.

Edward Nalbandian and Eric Rubin had a thorough talk on the issues
related to bilateral cooperation and regional problems.

The sides touched upon the recent developments in the settlement of
the Nagorno-Karabakh issue, the Press, information and public
relations department of the Ministry of Foreign Affairs of the
Republic of Armenia informs.

General staff chief dubs Armenian officers as biggest accomplishment

PanARMENIAN.Net – Armenian armed forces general staff chief, colonel
general Yuri Khachaturov, congratulated the nation on Armed Forces
Day.

He noted Armenian officers as the biggest accomplishment and current
discipline-related problems as the main oversight for the past 20
years.

`Consistent work is being carried out by Armenian armed forces general
staff to solve these and other problems,’ Khachaturov said.

On the occasion of the Armenian Army Day, Defense Minister Seyran
Ohanyan has issued an address to the families of people who lost their
lives or went missing in the liberation fight for Nagorno-Karabakh
(Artsakh).

In his congratulatory message, the minister particularly says the
Armenian nation’s sacrifices, devotion and efforts helped crown the
fight with success.

”Artsakh is liberated today; its population is protected. Armenia is
an independent state developing with slow though steady steps,” reads
the address.

The minister notes that the war in Artsakh was a test for the Armenian
nation in terms of maintaining its dignity and leaving a better
protected homeland to the coming generations.

”Our people passed that test with honor, and that’s first of all
thanks to your sons, fathers and brothers,’ he says.

Praising feat of the soldiers who never returned from the battlefield,
the minister emphasizes that it is thanks to their selfless efforts
that the Armenian people now enjoy a peaceful in their native
homeland.

”Unfortunately, we did not manage to save the lives of your loved
ones, but today, respecting their memory and deeds, we are obliged to
celebrate the 20th birthday of the army which they created, loved and
cherished,” Ohanyan adds.

RÉPONSE DE JEAN-VAROUJAN SIRAPIAN À ROBERT BADINTER
Génocide arménien : l’offense envers les dieux ?

Dans un article publié sur le site du Huffington Post, sous le titre,
`Génocide arménien : la pitié dangereuse`, Robert Badinter ressasse
les arguments maintes fois répétés par les opposants acharnés de la
loi qui vient d’être votée par le Sénat, le 23 janvier, après sept
heures et demie de débats.

Les mêmes arguments appellent les mêmes réponses que nous essayerons
d’apporter ici sur les trois points évoqués par M. Badinter.

I. Dans la première partie de son article, l’ancien Garde des Sceaux écrit :

`…en dehors de cette fonction thérapeutique, je pense que cette loi
n’apportera que des déboires, y compris à la communauté arménienne
elle-même.`

Et propose un scénario où un fonctionnaire ou publiciste turc
interrogé en France nierait l’existence du génocide arménien et de ce
fait poursuivi devant la justice.

`La personne poursuivie ne manquera pas de soulever
l’inconstitutionnalité de la loi, comme contraire à sa liberté
d’opinion et d’expression, par le jeu de la QPC (Question Prioritaire
de Constitutionnalité).`

Or à cet argument, Vincent Coussirat-Coustère, agrégé de droit public,
a déjà répondu dans un article publié dans Le Monde du 17 janvier
dernier :

`Mais la QPC n’est pas faite pour faire respecter toute la
Constitution par la loi. Elle se limite à la protection des droits et
libertés fondamentales et ne peut donc pas conduire à la censure de la
loi de 2001 pour ses possibles inconstitutionnalités sans rapport avec
la protection des droits et libertés. La Constitution ne confère au
justiciable aucun droit à ce que le Parlement respecte sa compétence
législative ou les compétences de l’exécutif. Au surplus, la loi de
2001 n’est que déclamatoire. Aucune raison donc de penser avec Robert
Badinter que `la discussion portera […] en premier lieu sur [sa]
constitutionnalité`.`

Par ailleurs les détracteurs de cette loi n’ont jamais pu répondre à
cette question : `En France il y a deux génocides reconnus, la Shoah
et le Génocide arménien. La négation du premier est punissable.
Serait-il normal que l’autre ne soit pas protégé ?`

II. Dans la deuxième partie de son article M. Badinter écrit :

`Que le Parlement n’ait pas compétence pour dire l’histoire, tout a
été dit excellemment à ce sujet par Pierre Nora et les membres de
l’association Liberté pour l’histoire. Seuls les régimes totalitaires
acceptent une histoire `officielle` fixée par le pouvoir et imposée
par le juge.`

Deux réponses à ces deux affirmations fallacieuses, mais entendues à
plusieurs reprises lors des débats, aussi bien à l’Assemblée nationale
qu’au Sénat. D’abord par les votes du 18 décembre et du 23 janvier le
Parlement ne `dit pas l’histoire` et l’affirmation de Pierre Nora
n’est pas vraie. Ce vote `dicte la loi` et protège les citoyens
français (d’origine arménienne, mais pas seulement) vis-à-vis des
actions plus ou moins violentes des groupes de jeunes, d’origine
turque, ultra-nationalistes dont les opérations sont téléguidées par
Ankara.

L’Arménie dans la deuxième demi-finale de l’Eurovision 2012

L’Arménie fera partie de la deuxième demi-finale du concours de
l’Eurovision-2012 qui se déroulera fin mai à Bakou. Les pays qui
furent tirés au sort dans le groupe de l’Arménie sont la Serbie, la
Suède, la Géorgie, les Pays Bas, le Portugal, la Slovénie, la
Macédoine, l’Estonie, le Belarus, la Turquie, Malte, la Slovaquie, la
Croatie, la Norvège, l’Ukraine, la Lituanie, la Bulgarie et la Bosnie
Herzégovine. L’Azerbaïdjan, pays organisateur est directement
qualifiée pour la finale du 26 mai, tout comme la Grande Bretagne,
l’Espagne, l’Italie, la France et l’Allemagne.

L’Arménie attend des performances aux J.O. de Londres
selon le ministre arménien des Sports et de la Jeunesse

Le ministre arménien des Sports et de la Jeunesse, Arthur Petrossian
est convaincu de la bonne performance des sportifs Arméniens aux 32e
Jeux Olympiques de Londres. Le 26 janvier, A. Petrossian a répondu aux
questions des journalistes. « Le financement de la délégation
arménienne à ces Jeux Olympiques sera connu dans un mois lorsqu’on
connaitra le nombre d’athlètes arméniens qualifiés » dit A. Petrossian
et d’ajouter « nous aurons je pense de très bonnes surprises lors de
ces jeux ». En attendant les surprises, l’Arménie a raté les derniers
championnats du monde d’haltérophilie et de lutte qui étaient jusqu’à
présent des domaines sportifs privilégiés des Arméniens. Des visas
olympiques sont néanmoins encore possibles lors des compétitions
européennes dans les prochaines semaines.

Conseil Constitutionnel – La Turquie pessimiste

Le président de la Commission des Affaires étrangères du Parlement
turc a exprimé son pessimisme sur la perspective d’une action devant
le Conseil constitutionnel par des députés ou sénateurs français
visant à faire annuler la loi sur la négation des génocides.

`Je ne pense pas qu’il pourra y avoir 60 personnes [pour faire un
recours] dans le climat politique actuel ` a déclaré Volkan Bozkir aux
journalistes selon l’agence de presse Anatolie. `J’espère que je me
trompé et que nous allons être capable de voir 60 personnes qui
croient en l’amitié de la Turquie et de la France et le respect des
valeurs de l’Occident.`

Le ministre turc des affaires étrangères Ahmet Davutoglu a également
critiqué Nicolas Sarkozy.

Le président français a voulu donner un message `non seulement aux
électeurs arméniens, mais aussi à l’ultra-droite qui a une phobie de
l’islam » a déclaré M.Davutoglu ajoutant : « que de de telles
manoeuvres visent les électeurs de l’ultra-droite, les nationalistes
radicaux et les cercles qui sont très islamophobe. C’est un jeu
dangereux, et cela menace la culture européenne. `

Les sanctions en Turquie contre la France ne comprennent pas des
mesures contre des écoles françaises dans le pays a déclaré pour sa
part le ministre turc de l’Education Omer Dincer.

Turkish envoy tries to mobilize French senators for appeal

Turkey’s ambassador in Paris has initiated a campaign to see a French
bill that seeks to penalize the denial of `Armenian genocide’ go to
the French constitutional court, by sending letters to senators who
opposed the bill and asking them to petition for an appeals case.

Turkey’s Ambassador to France Tahsin BurcuoÄ?lu has delivered letters
to the 86 French senators who voted against the controversial denial
bill in Monday’s senate vote, in hopes they will sign a petition to
take the bill to France’s superior court, on the grounds the bill
violates the French constitution and its founding base of freedom of
expression.

BurcuoÄ?lu’s initiative follows Monday’s senate approval of the bill,
which passed through the senate through a narrower-than-expected
majority despite support from both the ruling and main opposition
parties. Despite the approval, French senators can take the bill to
the constitutional court, where it can be thrown out if the court
decides the bill is compromising French law. The appeals case needs
the signature of 60 lawmakers; currently the number of opponents who
have already signed the petition stands at 35.

However, BurcuoÄ?lu’s campaign might get stalled due to pressure from
the major parties, which have pressured their lawmakers not to sign
the petition. French senator Jacques Mézard, however, noted it was the
first time a signature campaign against a bill has received support
from senators of six different blocs. BurcuoÄ?lu has until Tuesday to
convince more lawmakers, but his chances are believed to be very weak.

Meanwhile, a recent poll in France revealed that 93 percent of the
French nation was shocked by France’s making laws on other countries,
signaling a blowback on French President Nicolas Sarkozy, who
engineered the denial bill, allegedly to garner support from French
voters in the upcoming elections. Polls also show Sarkozy fell behind
his main rival, Socialist François Hollande, by a margin of 20 points.

HIS HOLINESS ARAM I RECEIVES THE REPRESENTATIVE OF THE ARCHBISHOP OF
CANTERBURY

On Wednesday 25 January 2012, Dr Rana Khan, Adviser to the Archbishop of
Canterbury on interfaith issues, met with His Holiness Aram I.

After transmitting the greetings of Archbishop Rowan Williams, Dr. Khan
briefed the Catholicos on the interfaith activities of the Anglican Church
in the UK and in the Dioceses in other regions. The Catholicos and Dr Khan
then discussed recent developments in the Middle East and Christian-Muslim
dialogue. His Holiness emphasized the urgency of adopting new approaches to
interreligious dialogue, pointing out that “today, even Christian Europe has
become a multi-religious continent.” He added, however, that we must be
careful not to compromise the fundamentals of Christian faith.
