Restoration of rail route to Azerbaijan "will cost Armenia $226M"

PanARMENIAN.Net – The restoration of the Yeraskh – Julfa (Jugha) – Ordubad – Meghri – Horadiz railway on the territory of Armenia will cost about $226 million, Sputnik Armenia cited the Ministry of Territorial Administration and Infrastructures as saying on Tuesday, December 28.

According to preliminary data, construction of the rail route with a length of about 45 kilometers in Meghri will cost some $221 million. A further $5 million will be required to restore the rail section near Yeraskh (about 1 kilometer).

At the same time, the ministry added that a feasibility study is necessary is necessary to determine the exact price of the new infrastructure.

Prime Minister Nikol Pashinyan said in mid-December that at a meeting with Azerbaijani President Ilham Aliyev in Brussels the sides have reaffirmed their agreement to build a rail route from Armenia to Azerbaijan through Nakhijevan.

Robert Kocharyan sees chance to “set some things right” with diplomacy in Artsakh issue

YEREVAN, DECEMBER 27, ARMENPRESS. Former President of Armenia Robert Kocharyan, the leader of the opposition Hayastan bloc argues that if he were to lead the country again he would be able to set some things rights in the issue of Artsakh.

He did not go into details when he made the comments at a press conference.

“Yes, I see a chance to save something in this situation through active diplomatic work, I see this path. But this administration won’t even try do to so because during the course of their entire conscious lives these people have thought the way they are acting now,” he charged at the incumbent authorities.

“The expectation from them is zero. Now, I suggest change, let’s enable the people who’ve showed during their entire lives that they are thinking otherwise,” Kocharyan said.

He said that this path will be difficult.

“Indeed, in some directions we are able to correct some things. Indeed also in terms of the status of Artsakh. I see the sequence of steps through which something can be salvaged,” the ex-president said.

Armenpress presents the part of the interview relating to the Nagorno Karabakh conflict.

-I have several questions about Azerbaijan, but one more question about the perceptions and the reality. Maybe people here are not talking much about it, but there is a perception in the Middle East, which, maybe, is spread by Turks or Azerbaijanis, that this is a religious war.

-It was never, never a religious war. Armenia has wonderful relations with a lot of states where Islam is a major religion. The Azeri side sometimes liked to use that in order to accumulate support from Islamic world. But Armenia, Armenian side never tried to use or get support from Christian states because this is a Christian war. Not at all, it was never.

-As it stands internationally Karabakh is considered Azerbaijan. So what can we do, probably the OIC, the Gulf region, everybody has an interest to bring peace. So what position do you expect from the GCC or the OIC to help end this conflict?

-Basically, I think, I would expect all of our friends, be that in the Gulf, in the Middle East or in Europe, to help to bring a logical end to this conflict.

-What would the logical end look like?

-As I said, 26 years ago Armenia was victorious and we failed somehow to use the position of being in a victory to converting that into peace. Of course, taking into account the rights of these people that live in Nagorno Karabakh, Armenians with their history of more than thousands of years. I think for the moment the war has just finished and there are so many emotions, wounds, unresolved issues, be that starting on the borders, demarcation and all of that stuff, and of course the future of Nagorno Karabakh and people there. There is an internationally agreed institution which is the OSCE Minsk Group and the Co-Chairs. There are still voices that I think we should go back and allow these negotiations to happen. There is a new reality where there is huge influence of the Russian Federation into the region because they were the once they brought the ceasefire, they are the ones who are offering to help both Armenia and Azerbaijan on the border demarcation and other issues related to that. Of course, there is the presence of Russian peacekeepers in Nagorno Karabakh today. So, I would not say that the issue is resolved finally. Where we will get and how, what will be the final resolution, I think, time will show. But my advice will be, let’s try to help, that any solution that we will get the final solution, will be logical. A solution that will be acceptable by both sides. Any solution which is forced will not last forever.

Eduard Aghajanyan and Chinese Ambassador to Armenia discuss prospects of cooperation in different fields

YEREVAN, 21 DECEMBER, ARMENPRESS. Chairman of the Standing Committee on Foreign Relations of the National Assembly of Armenia Eduard Aghajanyan on December 21 met with Ambassador of People’s Republic of China to Armenia Fan Yong, ARMENPRESS was informed from the National Assembly of Armenia.  

Eduard Aghajanyan highlighted the contacts of the two parliaments, talked about the realization of potential of bilateral relations and necessity of development of cooperation in a number of fields. According to the Chairman of the Standing Committee, since the establishment of diplomatic relations the ties between Armenia and China have recorded a positive development.

The Ambassador emphasized that it is necessary to further deepen the cooperation and expressed readiness in that issue.

A reference was made to prospects of cooperation in the fields of tourism, infrastructure, education, culture and other fields. The sides expressed readiness of implementing mutually beneficial programmes.

Iranian MPs visit Armenian Genocide Memorial

On a working visit to Armenia, Members of the delegation led by the head of the Iran-Armenia Friendship Group of Iran’s Majlis Seyed Mahdi Farshadan visited the Armenian Genocide Memorial on December 21 accompanied by Gevorg Papoyan, head of the Armenia-Iran Friendship Group at the Armenian National Assembly.

The guests were greeted by Lusine Abrahamyan, Deputy Director for Museum Works of the Armenian Genocide Museum-Institute, who presented the history of the memorial. She briefed the guests on the story of three khachkars placed in the area of Tsitsernakaberd, which are dedicated to the memory of the Armenians who died during the ethnic cleansing of the Armenian population in Azerbaijan at the end of the 20th century.

The Iranian MPs including two Armenian deputies of the Iranian Parliament Ara Shaverdyan and Robert Beglaryan, laid flowers at the eternal flame and observed a minute of silence in memory of the consecrated martyrs of the Armenian Genocide.

They also toured the Armenian Genocide Museum and got acquainted with permanent and temporary exhibitions.

At the end of the visit, the members of the delegation made notes in the Book of Honorary Guests.

Ten Armenian POWs return home

Armenia names Ruben Rubinyan as special representative for normalization with Turkey

Deputy Speaker of the National Assembly of Armenia Ruben Rubinyan will be the special representative of the Republic of Armenia for the process of normalization between Armenia and Turkey, Spokesperson for the Ministry of Foreign Affairs Vahan Hunanyan informs.

Earlier this week Turkey announced the appointment of Serdar Kilic, former Ambassador to the US, as special envoy to discuss steps for normalization of ties with Armenia.

Economy Minister Says Price Tag for Railway will Pass $1 Billion

During a meeting in Brussels on Tuesday, Prime Minister Nikol Pashinyan and Azerbaijan’s President Ilham Aliyev reaffirmed an agreement and decision on constructing a railway that will open transport routes to Iran and Russia.

The Soviet-era rail link goes from Yeraskh in Armenia’s Ararat Province, to Julfa and Ordubad in Nakhichevan (bordering Iran), from where it goes to Meghri and to Horadiz in Azerbaijan.

Speaking at a cabinet meeting on Thursday, Pashinyan said that this agreement was reached as a result of the discussions of the trilateral (Armenia, Russia, Azerbaijan) task force dealing with the opening of regional connections.

He added that this agreement was recorded during his meeting with Aliyev in Sochi on November 26, which was mediated by the Russian President Vladimir Putin. Pashinyan told his cabinet that the issue was also discussed in Brussels in the meeting mediate by the President of the European Council Charles Michel.

“I am underscoring that the railway will function in accordance to internationally accepted border and customs regulations on reciprocal principle, under the sovereignty and jurisdiction of the countries. With this railway Armenia will receive access to the Islamic Republic of Iran and the Russian Federation, while Azerbaijan will receive railway access to Nakhichevan,” Pashinyan said.

The prime minister highlighted that if Armenia succeeds in starting some dialogue with Turkey and if the opening of border and connections are successful then this project could become more major, referencing the now dormant Yeraskh-Gyumri-Kars railway.

“Of course, before the construction itself there’s a lot to be done, to develop, announce tenders, to reach agreements. Of course, a part of this work is already done, but now we must solve this objective with practical and daily work. Certainly, we will hold detailed consultations in the coming days to further specify our ideas, the timeframes and the roadmap. Our intention and desire is to have this railway as soon as possible. I wouldn’t want to overestimate the importance of this agreement and project, but on the other hand I don’t want to underestimate it: this is an important agreement, which, I certainly hope we will implement accurately, and which will significantly change the region’s economic, investment, political and security environment, and we must soon focus on solving this issue as well,” Pashinyan said.

Armenia’s Economy Minister Vahan Kerobyan revealed estimated costs for the construction of the Yeraskh-Julfa-Ordubad-Meghri-Horadiz railway, saying that to effort will cost more than $1 billion.

Speaking to reporters after Thursday’s cabinet meeting, he said that some nuances must be taken into account, ranging from the timeframes up to the specific parts where the railway will be constructed.

“I know that very little money is required for repairing the rails from Armenia to Iran near Yeraskh. It’s just about a few hundred meters of renovation there,” said Kerobyan.

“The second, more significant investment is the restoration of the railway in Meghri, which is rather costly because the old railway has been entirely dismantled and turned into a highway. I think we don’t have a concrete project there and we don’t have an approximate estimate. I think the issue can be solved for around $200 million. While the construction of the railway from the Armenian border to Horadiz will require more major investments. The investments here are greater, it will take more than a billion dollars,” Kerobyan explained.
