Meeting of the Security Council presided by President of the Republic
of Azerbaijan Ilham Aliyev took place on January 3.
In the meeting, discussed were accomplishments reached in the
socio-political, economic and other fields in the country in 2004,
the tasks in 2005 and other questions.
Speaking at the meeting, President Ilham Aliyev has said: `I am very
pleased that we all have efficiently worked in 2004. Everybody in his
place has confidently managed the Republic. Mainly is that the policy
of our nationwide leader Heydar Aliyev has remained unchangeable.
This is a significant factor to provide our future successes’.
Noting that important steps have been made for social development of
the regions, the law on combat against corruption adopted, the Head
of State stated that new working places were opened and the works are
carried out in the field of dynamic development.
Touching upon the successfully going on processes of negotiations in
settlement of the Armenia-Azerbaijan, Nagorny Karabakh conflict,
President Ilham Aliyev has said: `It is possible to say a new phase
has began in settlement of the Armenia-Azerbaijan, Nagorny Karabakh
conflict. There is a process called `the Prague process’ and I have
already stated that this means the step-by-step solution of the
problem and it is not easy to reach this. Of course, I do not mean
the question has found its solution. The talks are going on and we
use all ways to carry out the talks in useful for us direction.
Attraction of large world community to this question, discussion of
the problems with other organizations, that is with the non-connected
organizations – though the Armenians protest it much more and
strongly resist – we have reached this and I hope this will have
positive influence on the process of negotiations.
Speaking of the completion of the Baku-Tbilisi-Ceyhan MEP in 2005,
successful continuation of the regional projects, including the
transport projects in the same year, President Ilham Aliyev has said:
`We, can, possibly, look forward with optimism to the coming year. Of
course, it will depend on our activity, our work. I hope, as always,
the government, and in general, the ruling power will worthily carry
out its activities.”

EU HAS NO INTENTION TO ADVANCE ISSUE OF RECOGNITION OF ARMENIAN
GENOCIDE BY TURKEY AS PRECONDITION TO OPEN EU ENTRY TALKS
BRUSSELS, DECEMBER 17. ARMINFO. Asked whether the EU would press for
Turkey to recognize a genocide of Armenians early in the last century,
European Commission President Jose Manuel Barroso said there were
no plans to add new hurdles to Ankara’s bid to open EU entry talks,
Reuters reports.
“We can’t introduce new political conditions. it wouldn’t be fair to
do that… That was not one of them, so neither today nor tomorrow
are we going to come up with new political provisos,” he said.
But he stressed that the topic was not taboo but rather one that
would be dealt with in the future: “The issue raised and possibly
many others must be the subject of open and frank dialogue.”

The foreign minister of Armenia returned from the 12th meeting of
the OSCE Ministerial Council in Bulgaria. On December 14 the foreign
minister met with journalists and commented on his visits to Sofia
and Brussels. In Sofia the meeting of the OSCE Ministerial Council
and in Brussels the meeting of foreign minister of Euro-Atlantic
Partnership took place. Vardan Oskanian said four main topics were
discussed during the meetings: the question of the OSCE reforms,
EU â~@~S Armenia relationships within the framework of the program
â~@~New Neighboursâ~@~] , initiation of the negotiations for
Turkeyâ~@~Ys membership to the EU and the problems connected
with Armenia, and finally the regulation of the Nagorni Karabakh
conflict. During the press conference Vardan Oskanian dwelled on the
latter two. In reference to the process of regulation of the Karabakh
conflict the minister of foreign affairs of Armenia emphasized that
the decision of the OSCE ministers on the regulation of the Nagorni
Karabakh conflict was the only one in reference to which a consensus
was reached. Assessing the current situation with â~@~careful
optimismâ~@~] Vardan Oskanian said, â~@~Owing to the effective
intervention of the Minsk Group and cooperation with Azerbaijan
we managed to eliminate the obstacles for negotiations resulting
from the Prague process.â~@~] After the meetings of the foreign
ministers of Armenia and Azerbaijan in Sofia and Brussels actually
it was decided to resume the meetings in Prague but the minister
could not answer when exactly the next meeting would take place.
â~@~It is difficult to mention a definite time but probably at
the beginning of the upcoming year we will start a new round of
negotiations in Prague on the level of foreign ministers.â~@~] Vardan
Oskanian did not give a definite answer whether the negotiations will
be resumed at the point where they were stopped. He mentioned that
the standpoint of Armenia did not change. â~@~What we have today in
the common framework is enough to continue the talks.â~@~] According
to him, the talks will continue without the participation of Nagorni
Karabakh. One of the journalists asked whether Vardan Oskanian denied
the news circulated by the Azerbaijani press that the Nagorni Karabakh
issue will be settled stage by stage and the foreign minister again
gave an evasive answer. According to him, the negotiations are held
in two directions: the one is what goes on in fact and the other is
what is presented to public. â~@~I do not want to pay attention to
what the Azerbaijani side offers to public. All that is discussed
creates a common framework for continuing the negotiations. Today
there are two processes going on: the real negotiations and what
public is told about them. I prefer focusing on the content of the
talks,â~@~] said the foreign minister of Armenia. During the press
conference Vardan Oskanian mentioned the important role of press in
the regulation process and particularly complained of the Armenian
press. According to him, today it is difficult to guess whether the
Armenian society supports the gradual, package or even a third type
of solution. Therefore the minister suggests looking for the golden
middle from the point of view of the question settlement. Presently,
according to the foreign minister, â~@~all of us are seeking for a
settlement which will not damage our national interests, weaken Armenia
and waste the achievements of NKR. We must see which settlement is
in accordance with our interests, which is possible and what is not,
what we lose or win, which the golden middle is.â~@~] He especially
pointed out that correct, balanced approaches may be born only in the
result of healthy debates, which will be of help for our government.

Blair, Aliyev to negotiate UK servicemen transit via Azerbaijan
LONDON, December 15 (Itar-Tass) – British Prime Minister Tony Blair
and Azerbaijani President Ilkham Aliyev have agreed to start talks on
future cooperation in British servicemen’s transit to Afghanistan via
Azerbaijan and back.
The leaders of the two countries also agreed to work out a programme
of Azerbaijani Armed Forces’ training in order to increase their
possibilities of contributing to peacekeeping operations.
Blair welcomed Azerbaijani Armed Forces’ efforts to maintain peace
and security in Iraq, Afghanistan and Kosovo, the British prime
minister’s secretariat told Itar-Tass on Wednesday in its comment on
the results of Tuesday’s talks between Blair and Aliyev.
Both sides adopted a joint communiqu· on the results of the talks.
Blair and Aliyev agreed to continue and strengthen bilateral
cooperation in the fight against terrorism and organised crime. They
lauded the development of relations with NATO’s Euro-Atlantic
Partnership Council (EAPC) and the Partnership for Peace Programme,
according to a communiqu· signed on the results of Britain-Azerbaijan
talks.
The British prime minister and the Azerbaijani president said it is
important to increase the role of non-governmental and civilian
organisations in developing democracy, ensuring human rights and
humanitarian values. They also noted an important role of British
non-governmental organisations in Azerbaijan and other countries.
The leaders of the two countries agreed to work together in order to
settle the situation in Nagorno-Karabakh by peaceful means. They
supported the OSCE Minsk Group’s efforts to settle the conflict and
stressed the importance of maintaining the regime of ceasefire, which
was established in 1994.
The British prime minister and the Azerbaijani president said they
are ready to help the South Caucasus become a zone of peace,
stability, good-neighbourliness and prosperity in the expanding
Europe. Blair and Aliyev stressed the importance of Caspian countries
in global energy security and welcomed successful cooperation between
British and Azerbaijani companies in conserving natural resources.
The communiqu· says Azerbaijan is committed to strengthening
relations with the European Union and its readiness to cooperate
closely so that Azerbaijan’s involvement into European integration
facilitates multi-party democracy, the supremacy of law, human rights
and the development of the market economy.

What kind of kids love opera? 3,000 will find out on Friday

Ed Hingelberg, the first person I ever heard sing “Amazing Grace” to
the tune of the “Gilligan’s Island” theme song, approached me the
other day with a musical question:
What kind of kids love Armour hot dogs?
Those of you too young to remember the Armour jingle can surf
directly to Google on your hiptops and look it up. For everyone else,
stay tuned; the answer will be along shortly. If it helps, the verse
mentioned six types of children.
Meantime, consider a more elevated — yet eminently approachable —
musical format, all but gift-wrapped for the holidays.
The Motor City Lyric Opera will present “Amahl and the Night
Visitors” this weekend at the Music Hall. It’s in English, it’s
inexpensive as these things go, and it gives me a chance to answer
another musical question — what do you get when the 14th of 18 kids
marries the third of nine?
Nearly 28 years together, says Patrick Lynch, a lot of singing, and a
modest two children. “We just did the division and came up with two,”
he says, “and it seemed to work for us.”
His wife, operatic soprano Mary Callaghan Lynch, founded the MCLO in
2002. Since then, thousands of inner-city kids have seen their
productions at no cost. A robust 3,000 will attend “Amahl” Friday,
which is one of the reasons she’s hoping for a beefy turnout for the
public performances Saturday at 7:30 p.m. and Sunday at 4 p.m.
“We desperately need to sell tickets,” she says, to make all the
charitable work possible. They’re $25 for adults and $10 for children
younger than 12; call (313) 963-2366.
This is beside the point, but the Lynches met at a funeral and were
set up by their parish priest.
His family owns five mortuaries. Patrick, a baritone, is frequently
asked to sing at services, but it was young Mary Callaghan who
provided the vocals at the funeral of a close friend of his family.
“I decided right then and there I had to have a date with her,” says
Lynch, 54, of Bloomfield Hills. Leaving little to chance, he let
future bishop Bernard Harrington of Holy Name in Birmingham do the
actual asking.
One other irrelevant but noteworthy fact: Mary Callaghan Lynch is
Aretha Franklin’s voice coach. And now on with the rest of today’s
non-sequiturs.
AMONG THE brothers and partners of Patrick Lynch is Thomas Lynch of
Milford, the noted poet. Because it’s an increasingly small world, I
found myself speaking last week to Thomas Lynch of Garden City —
also an undertaker, and no relation to the Milford Lynch, no matter
how often he’s asked.
“I met him a few years ago,” says the Garden City Lynch, “and I told
him, ‘Gosh, I’ve signed so many of your books.’ ”
THE FAMOUS Armenian vocalist Onnik Dinkjian will perform a selection
of hymns Jan. 15 at St. Sarkis Armenian Apostolic Church in Dearborn.
They tell me he’s famous, anyway. I’d have no idea, but I figure
mentioning the show is the least I could do for the Nork Marash
Medical Center in Yerevan, Armenia, the beneficiary of the night’s
receipts.
If you’re thinking I just wanted an excuse to type the words Onnik
Dinkjian and Nork Marash a few times, well, what’s the harm?
Assuming you’re a big fan of Armenian music, by the way, you’ll want
to know that Ara Topouzian and Michael Mossoian will perform tonight
at 9 at Crave, 22075 Michigan Ave., Dearborn.
Topouzian plays the kanun and Mossoian rocks the dumbeg, an
hourglass-shaped drum. The kanun is sort of a Middle Eastern zither,
if that helps any.
I didn’t think so.
YOU CAN’T get enough lyric opera, I’ve always said, so be advised
that the Great Lakes Lyric Opera will hold a Christmas concert to
benefit Mom’s Place Friday at 7 p.m. at Beverly Hills United
Methodist Church.
Tickets are $10, or $25 maximum for parents accompanied by minor

Chances are the program will not include the Armour hot dog song,
which went like this:

Le processus européen oblige la Turquie à affronter le tabous des

Les chrétiens et les musulmans turcs sont-ils égaux ? Les musulmans
non-sunnites constituent-ils une minorité en Turquie ? Les exigences
de l’Union européenne en matière de minorités ouvrent un débat sur
les tabous concernant l’identité nationale turque.
Hrant Dink se souvient de son enfance, quand sa mère, soucieuse
d’éviter toute réaction d’hostilité, lui demandait de ne pas
l’appeler “mama” dans la rue et de ne pas parler arménien.
“La Turquie perçoit les minorités comme une menace (…) un problème
de sécurité”, estime le directeur de la publication d’Agos, un
quotidien stambouliote bilingue, turc et arménien.
Cette méfiance remonte au traumatisme provoqué par la Première guerre
mondiale, au cours de laquelle les populations grecques et
arméniennes de l’Empire ottoman se sont rangées du côté des
puissances alliées victorieuses quand celles-ci envisageaient la
partition de l’actuel territoire turc.
Aujourd’hui encore, pour beaucoup de Turcs, discuter des droits des
minorités revient à encourager la division du pays.
Des règles non écrites continuent de restreindre l’accès aux postes
éminents de la fonction publique aux quelque 130.000 non-musulmans de
Turquie et les livres d’histoire les décrivent encore comme des
citoyens à la loyauté douteuse.
Ankara ne reconnaît officiellement comme étant des minorités que les
communautés arménienne, juive et grecque, en vertu du Traité de
Lausanne, signé en 1923, qui établit un statut protégé pour les
non-musulmans.
Se référant à ce texte, Ankara a nié pendant des décennies
l’existence de toute autre minorité sur son sol, à commencer par la
communauté kurde qui ne s’est vue reconnaître des droits culturels
que très récemment, sous la pression de l’Union européenne.
Les critiques de l’UE et l’activité des militants des droits de
l’Homme ont en effet placé sur le devant de la scène des secrets
autrefois enfouis dans la mémoire collective.
Accusés de faire barrage au multiculturalisme, le gouvernement, le
président et l’armée ont souvent réagi avec hostilité, tandis que les
nationalistes multipliaient les manifestations.
Au milieu de ces tensions, les alévis -apparentés à l’islam chiite,
ils suivent une interprétation modérée du Coran et défendent la
laïcité- ont commencé à se faire entendre et l’UE a recommandé à
Ankara de leur accorder le statut de minorité.
Bien qu’ils représentent un cinquième de la population turque
-évaluée à 70 millions d’habitants- et que leurs rites diffèrent
profondément de ceux du sunnisme, leur communauté ne dispose d’aucun
statut particulier et ne bénéficie pas des subventions accordées aux
institutions cultuelles sunnites.
“Nous ne demandons pas de droits spécifiques en tant que minorité.
Nous voulons juste être égaux”, affirme Izzettin Dogan, président de
la Fondation Cem, une des principales organisations alévies.
“Le processus européen nous apportera des bénéfices. L’UE a certaines
normes pour la liberté de croyance et la Turquie doit s’y conformer”,
poursuit-il.
Les alévis mènent campagne pour que leur religion soit mentionnée sur
leurs cartes d’identité et que leur foi soit évoquée dans les manuels
scolaires.
Les a priori contre les alévis découlent des affrontements séculaires
avec les sunnites, mais aussi dans l’ancrage politique très à gauche
de cette communauté, suspectée pendant la Guerre froide de sympathies
à l’égard de l’URSS.
Pour les opposants à l’UE, les efforts du gouvernement en vue de
s’aligner sur les normes démocratiques européennes conduisent le pays
au bord de l’éclatement.
“Accomplir les demandes de l’UE mettra fin à la structure unitaire de
la Turquie”, estime ainsi Mehmet Sandir, un homme politique d’extrême
droite. “Peut-être allons nous nous jeter à la gorge les uns des
autres”.
Hrant Dink estime pour sa part que les tensions actuelles sont
porteuses de réconciliation. “Je trouve ces débats très utiles. Un
tabou est en cours de destruction”, déclare-t-il. “Plus on parle,
plus (…) les attitudes s’adoucissent”.

Le français est une langue étrangère

Plus de quinze nationalités sont parfois recensées dans un même
collège. Un casse-tête pour les éducateurs qui accueillent avec
bonheur ces élèves étrangers.
C’est une classe particulière: neuf nationalités différentes pour
treize élèves. A lui seul, Timour parle quatre langues: anglais,
arménien, russe, ezid (dialecte des Kurdes non musulmans). Un
surdoué? Non. Juste un adolescent de 16 ans, Arménien arrivé en
France avec sa famille en décembre 2003 et dans la classe de
Christine Loudière en février dernier.
Cette classe du collège Charles-Gounod, à Canteleu, ne compte guère
plus de dix élèves à la fois. Pour eux, l’apprentissage du français
est le gage d’un avenir meilleur et leur envie de réussite se lit sur
les visages. Alexander, grand gaillard venu de Russie, veut faire des
études d’architecture. Timour sera médecin ou avocat.
Principe d’intégration
Rattachés à d’autres classes, parfois dans d’autres établissements de
l’agglomération, ces élèves viennent à Canteleu (1) quelques
semaines, quelques mois, rarement plus d’un an. Au début, ils ont 9
heures de français par semaine. Les progrès venant, ils ne suivent
plus que 6, puis 3 heures de cours en F.L.E., explique le principal
du collège, Philippe Lemaitre. Avec ce fonctionnement, l’Éducation
nationale fait depuis septembre le pari de l’immersion: deux fois
moins de français qu’auparavant, mais une vie scolaire qui doit
compenser.
Dans ma classe, seul le français est autorisé, prévient l’enseignante
F.L.E. (français langue étrangère). Mais parfois, il faut bien faire
des entorses. Imaginez, l’an dernier, j’avais des enfants venant
d’Afrique, d’Europe de l’Est, de Chine. J’ai aussi des élèves qui,
compte tenu de l’insécurité régnant dans leur pays, n’allaient pas à
l’école, explique Christine Loudière, en joignant toujours le geste à
la parole: ‚a aide quand les mots manquent. Ensemble, ils découvrent
aussi que les langues se mélangent. Adem explique qu’un mot français
vient du turc. Alexander raconte ce que sont les cosaques en V.O. Et
chacun apprend à se comprendre.
Dès qu’ils commencent à communiquer en français, les élèves
rejoignent le cours normal de leur scolarité: En général, ils
commencent par l’éducation physique, puis ce sont les cours de langue
vivante et de mathématiques, explique le principal.
Avec 19/20 en maths, Alexander ne vient plus que 3 ou 4 h par semaine
aux cours de Christine Loudière. Il a déjà intégré le cours
d’allemand et d’anglais en 3e5. L’an prochain, les portes du lycée
lui sont ouvertes. Alexander aura perdu un an dans sa scolarité, mais
en dix-huit mois, à force d’un travail qui laisse perplexes ses
éducateurs (Ils travaillent tous tout le temps, dixit leurs
professeurs), l’adolescent aura réussi son intégration scolaire.

Presenter Here is the full text of a draft resolution submitted by
Baku to the 59th session of the UN General Assembly.
Correspondent, over archive footage of the UN The draft resolution
entitled “The situation on Azerbaijan’s occupied territories” reads:
Based on the UN goals, principles and terms;
confirming the principle of respect for any state’s sovereignty and
territorial integrity, security of internationally-recognized borders;
preventing the use of force for seizing territories and confirming
international humanitarian law and principles, especially the 1949
Geneva Convention and protocols amended to it;
confirming international human rights standards;
referring to the Security Council’s resolutions Nos 822, 853, 874 and
884, as well as referring to resolution No 48/114 entitled “Emergency
international aid to refugees and displaced persons in Azerbaijan”;
expressing serious concern about the continuation of the occupation
of Azerbaijani territories, the current situation on Azerbaijan’s
occupied territories and its negative impact on attempts to reach
peace between Armenia and Azerbaijan;
being seriously concerned about reports on resettlement on Azerbaijan’s
occupied territories whereas the entire local population has been
evicted from there;
emphasizing that the moves of this type, as well as misappropriation
of lands and property, other illegal moves on Azerbaijan’s occupied
territories, is in violation of international human rights, especially
the Geneva Convention on protection of civilian population during
the war dated 12 August 1949;
advising the OSCE Minsk Group to boost efforts to find a speedy and
lasting settlement to the conflict in the Azerbaijani Republic’s
Nagornyy Karabakh region;
and welcoming the efforts by the Council of Europe, the EU and the
Organization of the Islamic Conference in this direction, the General
Assembly:
1. once again announces its unchangeable support to the Azerbaijani
Republic’s sovereignty and territorial integrity;
2. strongly calls on the conflicting parties to make efforts for the
peaceful settlement of the conflict in the Azerbaijani Republic’s
Nagornyy Karabakh region and around it within international norms
and legal principles;
3. confirms the right of refugees and displaced persons from the
conflict area to voluntarily return to native lands on decent terms
with the help of the international community;
4. strongly calls on the conflicting parties to seriously observe
and respect international human rights norms;
5. notes inadmissibility of accepting the legality of any moves to
formalize neither the current situation nor the status quo occupation
of Azerbaijan’s territories;
6. emphasizes that resettlement or similar moves on the occupied
territories are illegal and in violation of international law,
especially international human rights, and stresses the importance
of immediately putting an end to all these actions and restoring the
status quo;
7. proposes that the OSCE urgently send a multinational fact-finding
mission consisting of relevant experts from the member countries
to conduct an investigation and submit a report on all aspects of
the situation on Azerbaijan’s occupied territories and asks for the
necessary help in this from the secretary-general, if needed;
8. asks the secretary-general to submit a detailed report on the
fulfilment of this resolution at the General Assembly’s 60th session;
9. makes a decision to include the issue of the situation on
Azerbaijan’s occupied territories on the agenda of the 60th session.

has completed a $1,500,000 private placement with Firebird Global
Master Fund, Ltd. (“FGMF”), Firebird Republics Fund, Ltd (“FRF”), and
Firebird Avrora Fund, Ltd (“FAF”) (). Global Gold will
use the proceeds to further its mining and exploration projects in
Armenia and Chile as well as for working capital to continue

Investments, Drury J. Gallagher and Van Krikorian, also agreed to
other conditions, including: to vote their shares to elect one
designee of FGMF, FRF, and FAF collectively to the Company’s Board of
Directors; and to grant FGMF, FRF, and FAF certain tag-along rights.
The Company, FGMF, FRF, and FAF also entered a Registration Rights
Agreement. As a further condition to close, the Company agreed to
reduce accounts payable.

Speaking to journalists about his thoughts on current military and
political developments in the region, the defence minister of the
Nagornyy Karabakh Republic [NKR], Seyran Oganyan, has said that given
the existing military and political realities, the negotiations on the
Karabakh issue suggest a simple option: always to have a strong and
combat-capable army. “This is a very significant state process, and
not only the military, but entire society should be interested in
implementing it,” the defence minister stressed.
At the same time, Oganyan expressed his concern about frequent
bellicose statements by Azerbaijani officials. The cease-fire has been
in force since May 1994 and the enemy that cannot agree with its
defeat has been making a stir, he added. Oganyan described statements
of this kind as “a result of short-sightedness or at best poor
knowledge of details of the Karabakh issue”. We have the strong army
and the people at its rear, he said.
“I think it is necessary to note that 99 per cent of the personnel
during the last exercises were conscripts. This testifies to the fact
that people are ready to fulfil their obligations relevantly not only
during military exercises, but in case of any danger too…[ellipsis

“We are ready to confront any attempt…[ellipsis as published],” the
minister added.
Asked whether a report by the Azerbaijani Foreign Ministry, which
allegedly said that “talks are being conducted on the deployment of
the US troops at the liberated territories [Azerbaijan’s occupied
territories] bordering Karabakh”, was true, the minister said: “I
realize that they, particularly, mean Cabrayil, Zangilan, Qubadli and
other districts. I should say that Baku’s claim is absolutely
groundless. We are in full control of the aforesaid territories.
Incidentally, quite a strong defence system has been established in
this sector. We have military units with relevant combat readiness
and we will stay there to the bitter end”.
“I would even say that we will defend every inch of the land, where we
have shed blood, to the bitter end,” the NKR defence minister added.
