YEREVAN, APRIL 30, NOYAN TAPAN. Eduard Nalbandian, the Minister of
Foreign Affairs of the Republic of Armenia, received Giedrius Apuokas,
the newly appointed Ambassador of Lithuania, on the occasion of
conveying the copy of the credentials. This information was provided
to Noyan Tapan by the Press and Information Department of the RA
Ministry of Foreign Affairs.

Eduard Nalbandian mentioned that Armenia is interested in strengthening
and developing the cooperation between the two countries still more and
in this respect the opening of the Embassy of Lithuania in Armenia can
promote the development of the bilateral relations. He stressed that
the cooperation with Lithuania will also be useful in the development
implication of the Armenia – European Union relations.

Mentioning in his turn that Lithuania has traditionally treated
Armenia with a special warmness, Giedrius Apuokas attached importance
to the deepening of a multi-lateral cooperation with Armenia and the
creation of ties between departments. The Ambassador stated that he
will pay a great attention to the development of the trade-economic
and cultural ties of the two countries.

Certificate: Giedrius Apuokas was born in the city of Vilnius in
1957. In 1976 he graduated from the Mathematics faculty of the
Vilnius University and in 1980 from the Moscow State University
after Lomonosov. In 1991 he worked as a senior collaborator in
the information center of the Ministry of Culture and Education of
Lithuania and in 1991-1992 as a second secretary of the Department
of Eastern and Central Europe of the Ministry of Foreign Affairs of
Lithuania. Then he worked in the Embassy of Lithuania in the Republic
of Czechia until 1995 as an advisor. In 1995-1998 he was the Head of
the Department of America of the Administration of America, Africa,
and Asia of the Ministry of Foreign Affairs of Lithuania, the Consul
General of Lithuania in Chicago until 2003, and since 2003 Deputy
Head and Head of the Department of Information Technologies of the
Ministry of Foreign Affairs of Lithuania. He masters the English,
Russian, Czech, Slovakian, Polish and German languages. He is married
and has two children.

Culture

The document signed between Armenian Culture Ministry and Russian
Federation Agency of Culture and Cinematography is the logical
development of the cooperation agreement in the spheres of culture,
education and science signed between the Armenian and Russian
governments in 1995.

According to that document, Russian Culture Seasons will be held
in Armenia.

According to RA Culture Minister Hasmik Poghosian, Fomenko Theatre will
perform its "War and peace", "Family happiness", and events dedicated
to Michael Tariverdiev will be held. The composer’s well-known works
will be performed by Iosif Kabzon, Tamara Gvartsetelli, Anna Mailian,
"Meridia" trio, Armenian Youth Symphonic Band and others.

Armen Dzigarkhanian Theatre will tour Yerevan in fall.

A. Chekhov Artistic Theatre of Moscow will perform its "Hamlet"
in the framework of Shakespeare Festival.

A gala concert will be held with participation of Kremlin Ballet
solo-dancers.

Baku. Tamara Grigorieva-APA. Foreign Minister of Azerbaijan Elmar
Mammadyarov met on Tuesday with his Norwegian counterpart Jonas Gahr
Store, who is on a visit to Azerbaijan, APA reports.

The ministers held a press-conference following the
meeting. Mammadyarov said they had discussed bilateral strategic
issues and cooperation in economic and energy fields, as well as
cooperation within the international organizations. Norway promised
to give comprehensive support to Azerbaijan in WTO membership. Jonas
Gahr Store called the Nagorno Karabakh conflict a tragedy and said the
problem should be solved peacefully. He emphasized rapid development
of Azerbaijan and reforms carried out in the country. The minister
touched upon the upcoming presidential elections in Azerbaijan. "We
observed the elections in neighboring countries and unfortunately
those elections didn’t meet all European standards. Now we all are
focusing on Azerbaijan and expecting for real democratic elections
in this country".

No Increase In Tariffs

Will water, gas or electricity tariffs increase? The question bothers
nearly every Armenian.

"Food prices have increased. They say tariffs for electricity, gas,
water and other services are to increase too. Salaries do not rise
but expenses do", complains 45 year-old Yeranuhi. 71 year-old Alvard
notices: "My pension is only 21.000 drams. How can I cover all my
expenses with it? Shouldn’t I drink water or put on a light?" Press
Secretary of the Public Services Regulatory Commission (PSRC) Mariam
Stepanian informs "A1+" there is going to be no increase in public
services till the end of 2008, i.e. people are going to pay the same
fixed tariffs for gas, water, electricity and other services.

By the way, "Gasprom" informs that from January 1 the gas tariff will
rise by 55 USD.

ArmInfo. Governor of Tavush region of Armenia, Armen Ghularyan,
applied to the OSCE representatives to organize a meeting with the
representatives of local administrations of the adjoining region
of Azerbaijan.

Armen Ghularyan expressed his suggestion during a conference in
the regional administration of Tavush, on the eve of the OSCE
monitoring. The conference was attended by the field assistants of
Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk
– Imre Palatinus, Irzi Aberle and Zhaslan Nurtazin. Armen Ghularyan
noted that this is not his first proposal to organize the meeting on
the third side, for instance, in Georgia. He stressed that the local
population from both the Armenian and Azeri sides suffers from the
constant violations of cease-fire and misconduct of the Azeri soldiers.

YEREVAN, APRIL 28, NOYAN TAPAN. The regular congress of the forces
supporting Levon Ter-Petrosian, the first President of the Republic
of Armenia, will be held in the sitting hall of the RA government on
May 2.

According to the information provided to a Noyan Tapan correspondent
by Arman Musinian, the Spokesperson of Levon Ter-Petrosian, famous
intellectuals and public figures will take part in the congress
in addition to the representatives of the political forces. And in
response to the question of whether representatives of other parties as
well will be invited to the congress, Arman Musinian stated: "There are
no other political forces, in Armenia: there are only criminal forces."

According to the Spokesperson, the absence of tens of detained
activists will not create any problem or obstacle for the proceedings
of the congress.

As regards the agenda of the congress, the issues to be discussed
have not been decided as yet.

USD) were collected by employees of the RA State Tax Service (STS)
in the first quarter of 2008, which exceeds by 31% the index of the
same period of last year. The deputy head of the STS Robert Kocharian
told reporters on April 28 that social payments collection made 21.1
bln drams in the indicated period – against 18.7 bln drams in the
first quarter of 2007.

Armenia preparing to host CSTO military exercises Rubezh-2008

Valery Semerikov, a deputy secretary general of the Collective
Security Treaty Organization (CSTO), discussed preparations for
command-post exercises Rubezh-2008 with Armenian Defense Minister
Seiran Oganian.

"The first, third, and fourth phases of the exercises will take place
in Armenia and the second in Russia. CSTO Secretary General Nikolai
Bordyuzha will take part in the first phase. Armenia and Russia are
basically satisfied with the way preparations for the Rubezh-2008
exercises are proceeding," Semerikov said at a news conference in
Yerevan on Friday.

The exercises might also include the fifth phase, he said.

Armenia will host Rubezh command-post exercises for the first time.

The fourth phase of the maneuvers to take place in Armenia from August
1 to 5 will include field firing.

The CSTO is comprised of Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Russia, Tajikistan, and Uzbekistan.

April 24, 2008 marked the 93rd anniversary of the Armenian Genocide.
Several events took place on this solemn day and were attended by
elected officials, dignitaries and members of the Armenian American
Community. The community gathered at the Armenian Genocide Monument in
Montebello in the morning and continued the commemoration until the
evening at the Glendale Civic Auditorium.

Los Angeles Mayor Antonio Villaraigosa, Council President Pro Tempore
Wendy Greuel, California State Senator Jack Scott, Assembly Member Paul
Krekorian, Chairwoman of the California Board of Equalization Judy Chu
and Consul General of Armenia in Los Angeles Armen Liloyan participated
in the day’s events and conveyed their messages of hope to the Armenian
American community.

"Turkey’s attempted gag rule on the United States highlights the
importance of commemorating the Armenian Genocide," stated Andrew
Kzirian, Executive Director of the Armenian National Committee Western
Region. "As genocide continues today in Darfur, we must raise awareness
of why and how denial and obfuscation enables perpetrators of genocide
today," he added.

Thousands of Armenian Americans came together in Montebello and laid
flowers at the Armenian Genocide Monument. Leading the way were
Villaraigosa, Greuel, clergy and dignitaries followed by members of the
community. During their remarks, the Mayor and Council Member Greuel
noted the importance of remembering and recognizing the Armenian
Genocide year after year in hopes of one day ending the vicious cycle
of genocide.

In the evening, community leaders and members took part in the Armenian
Genocide Commemoration at the Glendale Civic Auditorium where Senator
Scott, Assembly Member Krekorian, Chairwoman Chu and Consul General
Liloyan expressed their concerns to the entirely filled auditorium
regarding Turkey’s continual denial of the Armenian Genocide and
stressed the significance of genocide commemoration each year in order
to send a message to the United States government to officially
recognize this crime against humanity.

These days when the pro-oppositional powers backing LTP, loyal to their
fundamental thesis `the worse the better’ are making efforts to
intensify the atmosphere of the social confrontation, certain political
circles are over again trying to advance the hypothesis of
extraordinary parliamentary elections, as a balm for discharge and a
key for the dialogue between the authorities and the opposition.

Below we introduce the observation of the secretary of the Republican
Parliamentary Faction Samvel Nikoyan regarding this and other issues.

`Firstly: have the elections on the state level ever become a tool for
social solidarity. I would say, on the contrary. Consequently
extraordinary elections can’t contribute to the stabilization of the
situation. Moreover it is simply intolerable.

Secondly: the Constitution clearly enshrines the cases based on which
we can dissolve the parliament and hold new elections: in case the
parliament doesn’t confirm the government program within two months, in
case the parliament doesn’t convene sessions for more than three
months, in case the parliament is unable to take decisions within three
months.

Which means if the parliament is working regularly and totally fulfils
its obligation, its independent activity must be guaranteed by the
Constitution, so that other wings of the ruling power won’t be able to
dissolve the parliament. This is a mechanism of balancing different
wings of the ruling power and mutual moderations. And those who propose
holding extraordinary elections, either don’t have any idea about the
Constitution or they simply don’t want to.’

`In 2007 Armenian Pan National Movement boycotted the Parliamentary
elections and now they regret, and they want to fill this gap. How do
you estimate this stance from the point of view of the formation of
political culture and the accomplishment of the political system?’

`Each political power, if it has intentions to participate in the
political processes and if it is interested in the stabilization of the
political field, must start the construction of that system not from
the roof but from the base, which is the local self government.

So they should start from the elections of the Local Self
Government-Bodies and settle there, later participate in the
parliamentary elections, in case of getting sufficient votes;
participate in the formation of the government and only after that to
think about running for president with their own candidate.

This is the foundation based on which you can build the roof. The
contrary is not only incorrect from the point of view of political
sciences but also without any prospect.

Political powers must have active participation in all the elections.
You can’t pin your hopes upon an individual, his authority, and
rhetorical talent. How can you suddenly run for president without any
participation in the political processes taking place in your country?

Why didn’t they participate in the parliamentary elections? Because
they were not sure in their success, because they were well aware that
they don’t have sufficient weight in the society. How can a political
power try to come to power being attached to an individual? Is it the
fault of the state or the people that, before, they didn’t have any
desire to participate in the political processes? Are we obliged to
adapt our state and political processes with their caprice? Of course
no!’

`Radical opposition responses to your readiness for dialogue by making
announcements about the new season of rallies. They even used the
anniversary of the Genocide, to use their aggressive anti-governmental
advocacy. Don’t you think that in such circumstance the proposals for
dialogues heard form `inside and outside’ are simply senseless?’

`Proposals for dialogue can’t be senseless, no matter who makes them.
In any case dialogue is indispensable. We have made proposals for
dialogue both before and after the elections. Many political powers,
both parliamentary and extra-parliamentary, have entered the field of
dialogue, right up to the formation of coalition.

It is another issue that some part of the pro-oppositional camp is not
inclined to having a dialogue. Of course it is desirable to see the
before mentioned part of the opposition participating in the dialogue.
But firstly we must clarify one thing: dialogue with whom and what are
the conditions?

Dialogue usually assumes two parties: the ruling power and the
opposition. Supreme authority in Armenia belongs to the President of
the Republic. He is the one to have a dialogue with the opposition. If
this part of the opposition doesn’t accept the decision of the
Constitutional Court, which means they don’t recognize the legitimacy
of the President, who should they negotiate with?

That is to say dialogue first of all presumes dialogue with the
President, which means they must accept the election returns and the
decision of the Constitutional Court. This means the ball is in their
field. They must recognize the election returns, as it is written in
PACE resolution in black and white, and only after that, those who have
nothing to do with the massive violence, robbery and devastations must
be immediately released.

But, I would like to repeat: how can we speak about a dialogue when one
party doesn’t accept the other one, when the only thing they want is to
seize power and they speak only about the overthrow of power. In this
case it is really senseless to speak about a dialogue.’
